A top Communist Party of India-Maoist (CPI-Maoist), identified as Kushal Kerketa (24), was arrested by a joint team of Police and Central Reserve Police Force (CRPF) during a combing operation from Nuagaon-Raidihi village under Bonai sub-division in Sundargarh District along Jharkhand border on February 1, reports Oneindia.com. Kushal was said to be a right hand man of Sameer, a Nuagaon Maoist ‘area commander’ of the District. He was reportedly involved in several Maoist incidents in the District, including blasting of Bandamunda railway cabin in January.

Yeddyurappa was quoted as saying in his speech at the Chief Ministers' conference on Internal Security in New Delhi on February 1, that it has 'almost eliminated' the Communist Party of India-Maoist (CPI-Maoist) menace from the State though 'a handful of Maoists' are still active. “These few members are not going to be a potential threat,” Yeddyurappa said in the speech read out by State Home Minister R. Ashok. It also gave details of the socio-economic measures 'to bring the handful of youth who might be influenced by the Naxal [Left Wing Extremism] philosophy to the mainstream society'. The State Government has 'a Naxal Surrender Policy to award monetary compensation' to help surrendered Maoists to be gainfully employed. Ashok called for 'integrated and coordinated effort' to face the threats of enemies from within and outside the country. “These divisive forces mainly draw their strengths and sustenance from outside the country as well as from some anti-national elements within the country. We need to set aside narrow political considerations and tackle these threats to our national unity,” Ashok said.

Kiran Kumar Reddy while addressing the conference of Chief Ministers on Internal Security in New Delhi on February 1, urged the Central Government to include six Districts (Visakhapatnam, East Godavari, Srikakulam, Vizianagaram, Warangal and Karimnagar), located on the Andhra-Odisha and Andhra-Chhattisgarh borders, under the Special Development Plan (SDP) unlike the two Districts of Khammam and Adilabad in Left Wing Extremist (LWE) areas and take other steps to prevent regrouping of the Communist Party of India-Maoist (CPI-Maoist). He also urged the Central Government to approve the proposal for development of a corridor of road network on the State's borders with Odisha, Chhattisgarh and Maharashtra. CM Reddy also called for stationing a helicopter with a capacity to carry 35 personnel at Visakhapatnam for facilitating swift airborne operations in the hostile terrain on the Andhra Pradesh-Odisha border. Stressing on the necessity for developing infrastructure, particularly a network of roads that can buttress operations along inter-state borders of Andhra Pradesh, Chhattisgarh, Odisha and Maharashtra States, considering that Maoists have been using these places as shelter zones, Reddy, suggested that the expenditure on counter-terrorism measures in the States be brought under SRE funds, like in the case of LWE. Reddy claimed that a judicious combination of law and order and socio-economic measures has helped address the problem of LWE. The number of armed underground cadre has come down from about 1,100 in 2004 to below 150 in 2011 in Andhra Pradesh.

Sopore Superintendent of Police (SP) Altaf Khan on February 1 said that the Police have identified the killers of two sisters, Arifa and Akhtar, who were, as reported earlier, killed on January 31 in Sopore in Baramulla District, reports Times of India. Of the three militants two identified as local militants Muzaffar Naiko and Wasim Gania — students of a madrassa (seminary) in Muslim Peer locality in Sopore. Another militant was a suspected Lashkar-e-Taiba (LeT) cadre. "There are around 13 madrassas in Sopore and the Government is aware of their existence. We'd informed the authorities about their indoctrination but nothing was done about it," said an unnamed Police officer. SP Altaf Khan said these madrassas are breeding grounds for militants, adding, "We have strong inputs that these are run by the Lashkar."

The Central Government should meet the massive expenditure incurred on para-military troopers deployed in Chhattisgarh, which is reeling under Communist Party of India-Maoist (CPI-Maoist) militancy for about three decades, Chief Minister Raman Singh said on February 1, while addressing the Chief Ministers' conference on Internal Security in New Delhi, reports Sify.com. Chhattisgarh Home Department officials said the Central Government has asked the State Government recently to meet about INR 8 billion expenditure incurred by it on para-military troopers deployed in the State. He highlighted in details how the State was grappling with rising Maoist militancy and informed the participants that about 50,000 Maoists of all ranks have been involved in the State in a war against democracy. He added that 10 of State's total 18 Districts were hit by Maoist militancy and the State viewed the Left Wing Extremism (LWE) Insurgency as a form of terrorism.

'The Police have done well, not only in maintaining law and order but also in containing the LWE problem that has posed a threat to the internal security of the country,' Patnaik said. Giving the statistics, he said that during the last three months alone, the Security Forces have conducted as many as 214 special operations and have achieved 'considerable success'. "Innocent people were getting killed. Moreover, the matter was dragged to courts, right up to the Supreme Court," he said while talking to TOI on February 6. Singh, however, said that if not in its armed avatar, 'Judum' will be carried on as means of peace campaign in Maoist-affected areas. Over 4,000 square kilometres of land in Bastar that includes the thickly forested, tribal heartland of Abujh Marh has remained untouched by governance. "We have no presence in those pockets as even the revenue survey has never been undertaken there," Singh admitted. A group of armed Maoists packed explosives to blow up a stretch of railway track, four kilometres from Mile station in Ramgarh District, at 1.15 AM (IST), Police sources said. Similarly another stretch of railway track was blown up between Dania station in Bokaro District and Bihar's Jageshwar station, disrupting train services on the two routes, the sources said. The Maoists also warned the station master of Dania against movement of trains during the shutdown, and took away the keys of the railway crossing gate there, the Police said.

According to sources in the State Intelligence Department, the national plenary is currently underway in an undisclosed location in Bihar under the leadership of Muppalla Lakshman Rao alias Ganapathy. A Senior Police Official said, “Ganapathy might step down. Kishenji alias Mallojula Koteswara Rao and Kishan da alias Bose are the contenders for the post”. There was, however, open opposition against Kishenji from other Maoist leaders like Kanchan, Ashokda, Ajay da and Deepak. “Kishan da had written a four page letter to Kanchan on the humiliation he faced at the hands of Kishenji,” added an official. The exchange of fire took place during a joint combing operation by the Central Reserve Police Force (CRPF) troopers and District Voluntary Force (DVF), a specialised force of Armed Police Reserve trained in anti-Maoist warfare, in the Saranda forest under Bisra Police Station limit, bordering Jharkhand, CRPF sources said. Bodies of three Maoists were recovered after the gun battle, they said, adding one of the deceased was identified as Mohammad Musleem, ‘area commander’ of Maoists in Digha and Jareikela areas in Jharkhand. Musleem has at least 40 cases lodged against him for murder and attack on Government establishments in the District and East Singhbhum District of Jharkhand. One of the other two killed Maoists was a Nepali while the identity of the third could not be established. An American rifle, a 9-mm pistol, large quantity of cartridges and volumes of Maoist literature, including leaflets and posters, were recovered from the encounter site.

According to Times of India, on February 15, the Chief of the Army's central command surveyed Abujmad forests from the air and then landed in Raipur to allay anxieties over a potential conflict escalation in the Communist Party of India-Maoist (CPI-Maoist) controlled forest in Narayanpur District where the Army plans to train its troops. "We will exercise maximum restraint in Abujmad. This is our country, they are our people," said Lieutenant General Vijay Ahluwalia, emphasising that the Army would be deployed solely for the purpose of training. He said the training will be restricted to manoeuvres with no firing drills and that it would be gradually scaled up to the brigade level. "The time frame will be dictated by the consultations with the State Government," he said, adding that Chhattisgarh Government had offered 500 square kilometers to the Army for jungle warfare training in 2007. "We are considering 2-3 locations. The area could be 20 x 25 kilometers or larger". Later, he added that the process was being delayed since there were no revenue records for the land on offer. This indicates that the training range will be inside Abujmad, and not on its edges, as was indicated earlier. Abujmad is an unsurveyed forest spread over 4000 square kilometers, with not a single Police post, and barely any civil administration. It is believed to be controlled by Maoists, who have declared it a 'liberated area'. The Army also plans to set up a counter-insurgency warfare school near Saraipali in Mahasamund District, adds Indian Express.

Police forces in States where the CPI-Maoist has a strong presence concede they do not have the exact earnings of the outfit but say it can rival a mid-size corporate house with an annual turnover upwards of INR 15 billion. "Our estimates put the all-India annual collection of the (CPI-Maoist) to be between Rs 1,500 crore and Rs 1,600 crore. We suspect 10% of this is collected from Odisha," an unnamed Senior Police Officer from the State said. The Chhattisgarh Director General of Police Vishwa Ranjan recently said the Maoists make close to INR 20 billion through extortion. He called the figure a "guestimate" based on seized Maoist cashbooks and other vital papers recovered in recent months. From Bihar the Maoists collect about INR 2 billion every year. While Maoists extort nearly INR 3.2 billion every year from Jharkhand, extortion estimates from Maharashtra are somewhere between INR 50 million and INR 250 million.

According to Koraput Superintendent of Police (SP) Anup Sahu, a group around 20 Maoists dragged Nasanna out of his house and slit his throat open. The Maoists left a handwritten letter at the spot claiming the victim was killed as he was opposed to the activities of the Maoists and the Chasi Mulia Adivasi Sangh (CMAS) in the area. Sahu said Wadeka might have been killed only to create terror in the area. The tribal had no links either with the Police or with the Maoist supporters. “We suspect he refused to oblige the directives of Maoists for which he was killed so that the incident may create panic in the minds of others living in remote areas,” the SP said.

Police sources said that a team of Assam Police and Intelligence Bureau visited Rourkela in Orissa and found some vital clues linking their activities with the United Liberation Front of Assom (ULFA). Srinivas, in Kakinada city of East Godavari District on February 17. The Couple, worked in Andhra-Odisha border (AOB), and carried INR 300,000 reward each on their heads. The couple, hailed from Addateegala mandal (administrative unit) in the District, joined Maoist activities in 1997. Balaraju worked as a ‘commander’, but after marrying Sunitha, he was demoted as a member in 2003. The duo played a key role in various attacks on Police Stations and igniting landmines. They took part in the attack on Bodapudi Police Station in Malkangiri District in Odisha in 1999 and took away 40 pistols. They were part of the team which attacked Dharakonda outpost in Visakhapatnam in 2002 in which eight policemen were killed. They also blasted a vehicle which claimed the lives of 10 policemen near Kalimela Police Station in late 2000.

During his one-and-half hour interactions with the collectors through video conferencing, Chidambaram took stock of the implementation of Integrated Action Plan (IAP), specially designed by the Centre for the Communist Party of India-Maoist (CPI-Maoist)-hit districts. Sources said Chidambaram asked the collectors to carry out as much development projects as possible and spend the first instalment of INR 250 million given to each District within current fiscal. The Home Minister told the collectors that spending of the funds should be reflected on the ground and the projects could be anything like construction of roads, bridges, school buildings, community halls or Anganwadi works but the fund should not spill over to the next financial year as the second instalment of the plan would come then. Chidambaram told the collectors to involve themselves in works of the IAP for their speedy and diligent implementation and asked them to contact him directly if they face any kind of problem, sources said.

The IAP has been given as an additional central assistance scheme on 100 per cent grant basis. It is aimed at quick resolution of problems concerning healthcare, drinking water, education and roads. In 2010-11 alone, each of the 60 Districts was given a block grant of INR 250 million, with the total coming to a whopping INR 15 billion. In 2011-12, the grant will go up to INR 300 million each.

Their slogan is "Let's sustain the people's war in India". According to a statement made by "International Committee to Support the People's War in India," a week-long international campaign to "sustain" the people's war in the country will be held from April 2 to 9, 2011 across nations. Posters have been made in various languages - like French and Spanish -showcasing the CPI-Maoist cadres and their slogans in Hindi. "International Committee in support of the people's war launches a great international campaign, to be conducted in all forms, in the most number of countries as possible, through a week of action," states an official release. It, however, does not specify what "all forms" refer to. The solidarity forum does not name its member groups. But, Maoist movement in the form of World People's Resistance Movement (UK), Communist Party of Philippines, Maoist Communist Party of Italy, Revolutionary Communist Party, Canada and Maoist groups in France and US are likely to be participating in it.

V. Krishna and a junior engineer, reports Times of India. After the first round of talks, the mediators said that "more time" was needed to secure the release of Krishna and the junior engineer. The interlocutors are believed to have pressed for release of certain key Maoists like Ganti Prasadam on bail, sources said. In a related development, Prasadam, who is jailed in Andhra Pradesh, was handed over to Police for producing him before an Orissa court. Prasadam, also the convener of Martyrs Friends and Relatives Committee, was lodged in the Ongole Prison in Andhra Pradesh's Prakasam District since February 7. Meanwhile, the State Government agreed not to oppose the bail petition of Prasadam when it comes up for hearing before a Koraput court, sources said.

Meanwhile, Naveen Patnaik expressed in the State Assembly replying to a question of Naba Kishore Das in the legislature that 178 Maoists have surrendered before the Police from the year 2001 to 2010, reports Orissadiary.com. As per the Surrender and Settlement Policy 2006 of the State Government, action is being taken for their settlement. "We agreed on all 14 issues," State Home Secretary U N Behera told reporters, adds Times of India. Among their 14 demands were calling for a halt to anti-Maoist operations by Security Forces, release of all political prisoners, scrapping of accords with MNCs for land transfer and projects, and compensation for the families of Maoist sympathisers killed in Police custody. The Government agreed to withdraw a case against Prasadam and four others- Kandula Sirisa alias Padma (wife of Maoist leader Ramakrishna); Andaluri Iswari; Rosa Mandangi, and driver Gokul Kuldipia. According to NDTV, the Communist Party of India-Maoist (CPI-Maoist) backtracked and issued a fresh demand that they will hold onto Malkangiri Collector Vineel Krishna till they get custody of five of their leaders who are currently in jail. Conflicting reports emanating from Bhubaneswar and Malkangiri gave the impression that Krishna had already been released. Based on these reports, several newspapers, including The Hindu, reported that Krishna was handed over to the Government by the Maoists. However, the new demands were conveyed in a letter sent through Pabitra Majhi who returned home in the evening of February 23, after being released by the Maoists on the banks of the Balimela reservoir at Jal Bai village in the District. The three mediators appointed to interface with the Maoists were earlier told that Krishna would also be released along with Majhi. But in the letter, the Maoists said they wanted their leaders to be handed over to them in Malkangiri. Sources told NDTV that the Maoists have now also demanded the release of top Maoist Sriramalu Srinivasulu, who is currently awaiting trial in Andhra Pradesh, along with Ganti Prasad and Padma, wife of Ramakrishna alias RK. These demands come in addition to the other demands that had earlier been put before the Odisha Government. According to Outlook, the Chhattisgarh Government on February 24 told the Supreme Court (SC) that it would not be possible to shift villagers from relief camps within a definite timeframe due to possible reprisals from the Communist Party of India-Maoist (CPI-Maoist) which killed 700 tribals in the past five years. In an affidavit submitted through counsel Atul Jha, the State Government however, said it was taking all steps to gradually shift the villagers back to their villages from the relief camps set up close to Police Stations in the worst Maoist-hit Dantewada and Bijapur Districts. Since 2005, the relief camps in Dantewada and Bijapur have been attacked 34 times. In 2010 alone, these relief camps have been attacked 9 times. In the last five years, more than 700 innocent tribals have been killed by Maoists after being branded as sympathiser of Salwa Judum (an anti-Maoist vigilante group) or as Police informers. "It is submitted that in the prevailing security scenario with the Maoists determined to exterminate all those people opposed to them or unwilling to join their cadre, it would not be possible to force the remaining inmates of these camps to leave immediately," the affidavit said. The State's affidavit comes in the backdrop of the January 18 SC's direction to wind up the relief camps as civil rights groups alleged they are used to shelter armed Salwa Judum members and special Police officers trained by the Government to tackle Maoists.

The deployment is part of a strategy to surround Naxal-hit areas in Maharashtra, Chhattisgarh, Jharkhand, Bihar and Odisha, said an intelligence officer, requesting anonymity. The Centre will decide standard operating procedures for them. In the first phase, these battalions were trained at the army’s insurgency and jungle warfare training centre in Mizoram and the CRPF’s anti-terror training centre at Silchar. Of the 10 COBRA battalions trained in guerrilla warfare, nine have already been deployed in Maoist-hit States. The deployment of three companies of COBRA in Balaghat follows a recent spurt in Maoist activity in the area. “We have fresh intelligence inputs that Naxalites are coercing tribal youths to join the movement,” Inspector General (IG) V Muniraju said. “We have already started sending them in search operation along with the state’s anti-Naxal squads,” Muniraju said. He, however, refused to comment on when and how CoBRA will begin its operation.

Times of India reports that the nine-day hostage crisis ended on February 24 with the State capitulating to the biggest-ever prisoner swap involving hardcore Communist Party of India-Maoist (CPI-Maoist) cadres to secure the release of Malkangiri District collector R Vineel Krishna. The Maoists released Krishna just 3 kilometres from where they had abducted him. This was when interlocutors were on their way to Chitrakonda for further negotiations after the Maoists raised additional demands calling for a public swap of the collector with nine of their imprisoned comrades. In the event, the Government agreed to release five, refusing to let go two key leaders of their group. Krishna was freed after a four-hour long public meeting called by the Maoists in Tentuliguda village with about 1,500 villagers. The Maoists made speeches and discussed issues like mining and under-development during the meeting. The meeting ended at 4.30pm [IST] after which the collector crossed the Balimela reservoir. The Maoists had called for the release of Srinivasulu, Ashutosh, and Shobha, after Odisha Government had already conceded 14 original demands. The Government agreed to release Ganti Prasad whose bail application was heard in a Koraput court on February 24, apart from Padma, Ishwari, Sarita and Gokul. The key Maoists whose release was sought but rejected by the Government are Srinivasulu and Ashutosh. Shobha, another key Maoist leader, is in a Jharkhand jail and the Odisha Government said it would take up her release with that State.

Sources said that after R Vineel Krishna's release, the Central Government had to send out fresh security precautions to States whose officials could be vulnerable to such abductions. The Centre was not in favour of Odisha Government striking a deal with Communist Party of India-Maoist (CPI-Maoist) for the release of its two officials in exchange for the freedom of some top Maoists from its jails, adds Outlook. Chidambaram had conveyed the Centre's views- negotiate but don't give in too much- to Patnaik soon after Krishna’s abduction, reports Hindustan Times. Chidambaram is understood to have spoken to Patnaik and urged him not to set a precedent by striking a deal with the Maoists that would put pressure on other Governments in future in any similar situation, sources said. Patnaik is believed to have agreed with the Home Minister's suggestion but later went ahead with his Government's strategy of releasing Maoist leaders to ensure the safe release of Krishna and Pabitra Majhi, sources said, adds Outlook.

The 60-member squad of PLGA cadres attacked the construction of a siphon-bridge of Durgawati Reservoir Project on Hundari hills, assaulted workers and forced them to stop work until the contractor paid them 10 percent of the cost of the work. The encounter took place when Oraon and his accomplices opened fire on a patrolling party of SFs’ in Keredih forest, Singh said, adding he was killed in the exchange of fire while his associates managed to escape. Oraon was carrying a reward of INR 200, 000 on his head in Jharkhand, while Chhattisgarh had announced a reward of INR 10,000 for catching him in connection with 24 cases of Maoist violence, Gumla Superintendent of Police N. According to Police sources, around 12 heavily armed Maoists, who were holed up in a house in the village, opened fire on Special Task Force (STF) troopers after being asked to surrender. The SFs retaliated by killing six of the Maoists, Director General of Police Neelmani said. Neelmani said two self-loading rifles, another rifle, four magazines and 210 rounds of ammunition were recovered from the hideout. Three of the Maoists were in Police uniform, he said. From the six bodies, the Police identified one of the Maoists as Golu, a self-styled ‘area commander’ in the Banka region, wanted in several cases of violence. He was considered a terror in eastern Bihar, Jharkhand and West Bengal, the Police said. The other five are yet to be identified by the Police. However, the Police arrested one Maoist cadre identified as Deven Tudu, a resident of Kaithavaran, which is close to Majidih village, about 250km from Patna, adds Telegraph.
