At least eight Communist Party of India-Maoist (CPI-Maoist) cadres including five women were reportedly killed in an encounter with Security Force (SF) personnel in a forest area in Chhattisgarh on March 1, reports The New Indian Express. The intelligence based operation was conducted by the Telangana Greyhounds, Chhattisgarh Police and Central Security Force (SF) personnel. Even though the exact location of the encounter site is not known yet however local reports said the encounter took place on the interstate border between Telangana and Chhattisgarh near Cherla in Pamed Police Station limits in Bijapur District of Chhattisgarh. Bastar Inspector General of Police (IGP) S.R.P. Kalluri said the operation was lunched after receiving specific information about the movement of CPI-Maoist Telangana ‘state secretary’ Haribhushan and guerilla squad ‘commander’ Kunja Veeranna alias Lakshma alias Lachchanna. He added that the deceased Maoists are yet to be identified. The Police recovered an AK-47, three SLRs and several .303 rifles and ammunition from the spot. While initial reports indicated the possibility that Haribhushan was among the dead, local Police sources said it was very likely he escaped. However, Lachchana was confirmed to have been killed. Local reports also said another top Maoist leader Bade Chokka Rao alias Damodar too escaped. All the bodies have been recovered.

23 Maoists surrendered in Bastar Districton March 2, citing "disappointment" with the violent activities of the CPI-Maoist, reports The Times of India. The Maoist turned themselves in before Senior Police and administration officials, saying they were frustrated with the violent and anti-development activities of its leaders, Bastar Superintendent of Police (SP) R N Dash said. Of them, three cadres - Kamlesh Naag and Tulsi Ram Naag - who were janmilitia 'commander' and Naresh Kumar Kashyap - a janmilitia 'platoon commander', were carrying a reward of INR 100,000 each on their heads. A janmilitia 'deputy commander', Pramod Thakur, was also among the surrendered cadres, Dash said. Rest of the surrendered Maoists belonged to lower rung of the banned outfit, he added. "All the surrendered cadres possess ration and Aadhaar cards. Besides, 14 of them have bank accounts. Moreover, 20 of them have voter ID cards while four are beneficiaries of Indira Awas Yojna," the SP said.

Five Maoists, one of them carrying a cash reward on his head, were arrested in Sukma District on March 2, reports The Times of India. "Based on intelligence inputs, the cadres were rounded up by a joint team of security forces from a weekly market at Korra village under Gadiras police station limits," Sukma Additional Superintendent of Police (ASP) Santosh Singh said. Those arrested were identified as Sodhi Joga (30), Sodhi Kosa (28), Madkam Ranga (22), Madvi Budhra (25) and Sodhi Deva alias Malir (28), he said. Joga, who was wanted in connection with an abduction and murder case, was carrying a reward of INR 5,000 on his head, the ASP added.

Six days after Police claimed to have killed a Communist Party of India-Maoist (CPI-Maoist) cadre during an exchange of fire in Rayagada District the brother of the deceased on March 2 charged security personnel of killing his sibling in a fake encounter and said the latter had no links with the extremists, reports The Times of India. "Police have killed my 20 year-old brother Mondo Kadraka and are falsely implicating him as a Maoist," Drika Kadraka, brother of the deceased said in Rayagada. On February 27, a team of security personnel claimed to have killed a Maoist during an exchange of fire in a forested area near Dangamati village under Kalyansinghpur police limits. Also, security personnel recovered huge cache of arms and Maoist belongings from the encounter site.

According to sources, the patrolling party that was on duty in the Agency area grew suspicious about the movement of three persons near Upparella. As the strangers failed to give satisfactory response to any of the questions, the Police took them into custody and questioned at the Buttayigudem Police Station. The trio – Sagar Babu, Dharmanna and Somaraju – confessed to their membership in the Chandranna dalam (armed squad) of the CPI-Maoist.

A Commando Battalion for Resolute Action (CoBRA) trooper was killed in a Communist Party of India-Maoist (CPI-Maoist) ambush in Sukma District of Chhattisgarh on March 3, reports The Business Standard. Officials said while two Commandos, identified as Constables Linju N and Fateh Singh, had succumbed to bullet injuries on March 3, their colleague Lakshman Singh died on March 4. At least 15 others, including CoBRA Commander P.S. Yadav and the chief of the State Polices' District Reserve Group (DRG), have been injured in the encounter which ended on March 4.

Sodhi Masa was arrested by a joint team of Central Reserve Police Force (CRPF) and District Force from his native village Etalpara Korra under Gadiras Police Station limits, Sukma Additional Superintendent of Police (ASP) Santosh Singh told PTI. Acting on specific inputs, Security Forces (SFs) had raided the village, located around 450 kilometres away from Raipur. After encircling the village, they arrested him, the ASP said. According to Union Ministry of Home Affairs (UMHA) statistics, 18 civilians were killed following the directives of ‘kangaroo courts’ or ‘Jan Adalats’ in 2015 for being alleged ‘Police informers’ or “for not believing in Maoist ideology“. During 2015, 41 ‘Jan Adalats’ were held by Naxal cadres in five LWE affected states, Andhra Pradesh (1), Bihar (6), Chhattisgarh (14), Jharkhand (14) and Odisha (6). Altogether 15 civilians were executed in 2014 following orders of 54 ‘Jan Adalats’ and 20 civilians were killed in 2013 under the directives of 63 ‘Jan Adalats’“To create terror among civilians in the LWE affected areas, the Maoist cadres, in their ‘Kangaroo Courts’, also called ‘Jan Adalat’, or ‘Praja Courts’, execute sentence against the civilians, who do not subscribe to their ideology in the areas under their domain or labeling them as ‘police informers’,” a Ministry of Home Affairs (MHA) official said. In 2016, till February 15, two ‘Jan Adalats’ have been held in Chhattisgarh. While nearly one lakh paramilitary personnel continued to be deployed in LWE-affected areas, the 10 Naxal-hit states; Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, West Bengal and Uttar Pradesh, saw 226 deaths in 1,088 incidents of violence perpetrated by Maoists in 2015. In 2015, of the 226 deaths, 168 were civilians and 58 were Security Force (SF) personnel. As many as 89 Maoists were also killed and 1,668 were arrested and 570 cadres surrendered before authorities during the year.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with Security Forces (SFs) in a densely forested patch in Sukma District on March 13, reports The Pioneer. “A joint team of District Reserve Group (DRG) and Special Task Force (STF) had an encounter with Naxals [Left Wing Extremists, LWEs] in the forest near Misiguda and Bendre villages coming under Jagargunda police station limits,” Sukma Additional Superintendent of Police (ASP) Santosh Singh said. According to the Police, a team of SF while patrolling through Misiguda-Bendre forests spotted a group of Maoists following which an encounter broke out between both the sides. The intermittent firing lasted for several hours following which the insurgents fled from the spot, he said. Later during searching, body of a Maoist clad in ‘uniform’ besides two country made weapons, ammunition, bags, medicines and Naxal literature was recovered from the spot, Singh said. Blood stains found at the spot suggest that several rebels were either injured or killed in the gun-battle but their colleagues managed to drag them inside deep forests, he said.

The deceased was brutally beaten to death by Maoists at his village Becha under Chhote Dongar Police Station limits, after they branded him as a 'police informer', Narayanpur Superintendent of Police (SP) Abhishek Meena said. His younger brother was also reported to be badly beaten up by the Maoists. Later, his family was threatened to leave the village, the SP said. One of the victim's brothers was working at Kondagaon and he usually visit there to meet him. The Maoists were killed during an encounter with the Special Action Group and Crack-60 team of Gadchiroli District Police in Kasansur area during a cross-border combing operation along Maharashtra-Chhattisgarh border. According to sources, a group of armed Maoists hiding in the forest opened fire at the forces at around 5.30 pm. The security personnel returned fire killing two of the Maoists. Police suspect that some other Maoists were injured in the encounter. However, the Maoists fled taking cover in the thick forest. The forces also recovered Maoist literature and other material from the slain Maoists. Two .303 rifles were also seized from the place.

A minor, force fed with chilli powder that had also been inserted in his anus, was among several to be tortured on the suspicion of having helped the Maoists team that killed Sedmake. Dasrath Usendi, a local farmer, said four villagers bore the brunt of Police atrocity while others were slapped and kicked. "After having vented their wrath, Police also whisked away four people to their post but released them in the evening," he said. "A day later, villagers lodged protest before tehsildar and sub-divisional police officer (SDPO) but nothing happened," he said. Earlier, sources from Hedri said Police had rounded up several traders from the weekly market where the Constable was killed. The traders were also thrashed at the camp. According to a source, two traders sustained fractures due to beating. A local source in Etapalli said the injury reports of the traders were later fudged under Police pressure too to show they had suffered a fall from tree. Inspector General of Police, Nagpur and Naxal range, Ravindra Kadam condemned the thrashing stating such incidents only pushed back the initiatives several years behind. "We have already called for explanation from the post in-charge and commander of the force at Hedri holding them responsible for the high-handedness. Actions would follow after the explanations are received," said Kadam.

In a written reply to a question from Duryodhan Majhi, Bharatiya Janata Party (BJP), the Chief Minister said the killed security personnel included 36 from Andhra Pradesh and nine from Chhattisgarh. He said 152 Maoists were killed in Police encounters during the period. As many as 919 Maoist-related violent cases occurred in the State since 2005, he added.Further, the CM added that annual incidents of violence related to CPI-Maoist have remained below 100 during the last four consecutive years in Odisha, reports The Hindu on March 29. Since 2013, the number of LWE violence reported from different districts has come down below 80 per year in sharp contrast over 100 incidents of violence each in preceding four years, said CM Patnaik. The year 2009 was the worst year in terms of numbers of violence. In that year, 148 such cases were reported while the following year (2010) too witnessed large incidents of violence. But in last three years, 2015, 2014 and 2013, numbers of violence in each year remained between 70 and 80. Till February 29, 2016, there has been report of 26 such cases. Security Forces have managed to neutralise over 20 Maoists in a year on four occasions. The CM said since 2014 as many as 171 Maoists had surrendered before the State Government. But out of 171, only 68 Maoists surrendered and joined the rehabilitation policy. Two of these surrendered Maoists were members of Central Committee and State Committee. At present, 19 Districts of Odisha are affected by the Maoist violence while there are recent reports of Maoist activities in Boudh and Angul Districts. To combat the Maoists, 17 battalions (9 CRPF and 8 BSF battalions) of Central Armed Police Force are supporting the State police. Odisha has received INR 2,955.79 crore under the Integrated Action Plan, Security Related Expenditure Scheme, Special Infrastructure Scheme, Construction and Strengthening of Fortified Police Scheme and Modernisation of Police Forces Scheme.

"A joint operation, with forces numbering around 700 comprising the District Reserve Guard, the Special Task Force, the Indo-Tibetan Border Force and the Chhattisgarh Armed Force, was planned in Narayanpur district today (Tuesday) morning. At around 9.30 am, when the parties were searching their target areas in Sulenga Tirkanar forest under Dhaurai police station limits, the Maoists opened heavy firing on them. Our men took a position and retaliated with heavy fire and forced the Maoists to flee from the spot. Our parties followed the Maoists up to three kilometers inside the forest but the ultras managed to run away taking advantage of thick forest. Three dead bodies of uniformed Maoists were found after searching the area," Bastar range Inspector General of Police (IGP), S.R.P. Kalluri said in a statement. "It is estimated that four to five more Maoists have been injured in the encounter and our parties are still searching deep inside the forest for them. All our parties are safe. Sevenjawans (troopers) of the Central Reserve Police Force (CRPF) were killed in a landmine explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) in Dantewada District on March 30, reports The Hindu. “A vehicle of the CRPF’s 230th battalion was blown up by Maoists near the Malewara market on the Dantewada-Sukma road around 3 p.m. Seven jawans were martyred in the blast,” said Dinesh Pratap Upadhyay, Deputy Inspector General (DIG), CRPF, Dantewada Range. The blast left a five-foot crater and blew the Tata 407 vehicle into pieces. “The jawans belonged to the Ghusaras CRPF camp in Dantewada and were returning after leave for Holi,” Dantewada Superintendent of Police (SP) Kamlochan Kashyap said. The Maoists also had brought some people carrying traditional weapons, possibly to snatch the weapons from the CRPF men. However, source confirmed that all seven troopers belonged to the “non-combat” staff and were carrying no weapons with them. Upadhyay added “The blast was so powerful that the bodies were thrown 100-150 metres away. Almost all of them might have died in the explosion or would have been on the verge of death. But it is true that Maoists shot some of the bodies.” The deceased troopers were identified as Sub-Inspector D. On the inputs of Munda, a series of 25 Improvised Explosive Devices (IEDs) were found from Angara area on April 1 afternoon. Ram Mohan's career in Left-Wing Extremism spans more than a decade. He also led a special armed guerrilla group known as 'Ram Mohan dasta'. In 2008, Ram Mohan with Kundan Pahan, another top Maoist ‘commander’, looted INR 50 million from ICICI Bank cash van and also murdered Tamar Member of Legislative Assembly (MLA) Ramesh Singh Munda and a Deputy Superintendent of Police (DSP) besides several other acts of violence in past. The Communist Party of India-Maoist (CPI-Maoist) could have got information about the movement of the seven Central Reserve Police Force (CRPF) troopers, who were killed in an explosion in Dantewada District March 30, said CRPF Director General (DG) K. Durga Prasad on March 31, reports The Hindu. He also said Maoists could have dug a secret tunnel to plant over 50 kg of explosives under the concrete road. “A surprise movement was under way and it was being done in a secret way. I don’t know how the news got leaked [to Maoists]. The way the incident happened, it is clear that someone gave specific inputs [to Maoists]. We will investigate to find out what went wrong,” he said after paying homage to the deceased. He further said “The blast took place on a well-connected road; a school is barely 100 metres away. It is unlikely that the explosives were put together in a hurry. It was a well-planned and deliberate explosion. We suspect that a tunnel could have been dug to plant the explosives as it is a populated area and the road is a concrete one.”
