On April 1, two farmers were killed by suspected cadres of the Communist Party of India-Maoist (CP-Maoist) for having handed over their land for an upcoming steel plant in Chhattisgarh’s Dantewada district. Indian Express reports that over 40 armed Maoists raided Bhansi village and allegedly slit the throats of two villagers who had surrendered their land to Essar Steel for setting up the plant. A senior police officer said that the Maoists also warned the residents of Bhansi and neighbouring Dhurli village against giving up their ancestral farmland to Essar Steel or meet the same fate as the two killed. The Essar steel company had signed a deal with the Chhattisgarh Government in 2005 for setting up an INR 70 billion integrated steel plant in Dantewada with a 3.2-million tonne capacity.

Sitamarhi district Police on April 2 arrested a leader of the Communist Party of India-Maoist (CPI-Maoist), Shivchandra Paswan from Barahi village under Riga police station. Sitamarhi Superintendent of Police M. R. Nayak told Patna Daily that the arrested Maoist leader had taken part in the March 31 attack on a bank and a police station in Riga. He was also involved in a number of other such attacks including the ones in Puranhia and Madhubani a few years back.

At least six people were reported to have been killed when an armed group of 300 Communist Party of India-Maoist (CPI-Maoist) cadres on April 6 night attacked the Central Industrial Security Force (CISF) camp and the adjoining Gandhinagar police station building in Bokaro thermal power city area of Bokaro district. Times of India reports that the attack on the CISF camp took place around 8.30 in the night when only six personnel were on sentry duty. According to police, the Maoists exploded a series of bombs and also blew up the Pilpilo road bridge connecting the Central Coalfields Limited’s Khashmahal project with the main highway. Reports said the six people were killed on the spot as the trucks and dumpers they were driving tossed up to 15 metres towards the sky under the impact of the explosions triggered by the Maoists. Rocket launchers are said to have been used in the attack. Police sources in Bokaro, however, denied receipt of reports of any casualty.

Another CPI-Maoist squad attacked a Central Reserve Police Station (CRPF) platoon near Hassanpur village under the Atri police station of Gaya district. The Hindu reports that the CRPF platoon was returning after a combing operation to flush out Maoists from villages under the Konch police station of the district. The CRPF personnel retaliated and in the encounter that lasted about 30 minutes neither side suffered any casualties. A large cache of arms and ammunition including three rifles earlier looted from a police station, an SLR, a country-made rifle, and over 300 live cartridges of various calibers were recovered from the fleeing Maoists, claimed the CRPF sources. Patna Daily reports that CPI-Maoist area commander Hridaya Ravi Das was subsequently arrested by the security forces. The arrested Maoist was involved in several previous attacks on police stations.

On April 8, cadres of the Communist Party of India-Maoist (CPI-Maoist) killed two personnel of the Railway Protection Force (RPF) and injured five others on the running Howrah-Mokama passenger train near Narganjo railway station on the Jasidih-Jhajha section under the Asansol division of the Eastern Railway. The Maoists, according to Times of India, looted an SLR, two carbines and two pistols from both the slain and injured RPF personnel and detrained at Rajla Halt after pulling the alarm chain. Chief public relations officer (CPRO) of the Eastern Railway S. Mazumdar said that the Maoists numbering around 100, including some women cadre, had boarded the train as bona fide passengers at Ghorpara railway station in the Jamui district.

Union Home Secretary Madhukar Gupta, chairing the meeting, told the Chief Secretaries and Directors-General of Police of the Maoist-affected States to keep a constant vigil on the movement of Maoist groups, training camps, weapons, hideouts and sources of funds. Major affected States like Chhattisgarh, Jharkhand, Orissa and Bihar reportedly made detailed presentations of their action plans to counter the problem. During the meeting, it was decided that Orissa is to get a third India Reserve Battalion to combat the growing Maoist problem while Jharkhand was reportedly criticised for not following proper procedures in combating the problem. Some of the States, including Jharkhand, requested the Union Home Ministry to allow States to take the assistance of the army in evacuating police personnel from the venue of incidents, if the need arises.

One Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with the police at Lenpalli village under Jargunda police station in the Dantewada district on an unspecified date, reports Chhattisgarh. CPI-Maoist cadres opened fire on the joint group of Special Police Officers (SPOs), district police personnel and Chhattisgah Armed Police Force who were conducting a search operation, forcing them to retaliate. The police recovered one detonator, one tiffin-bomb and huge amount of Maoist literature from the incident site.

Police said that on April 29 nearly 200 cadres of the Communist Party of India-Maoist (CPI-Maoist) raided the construction site of a river over-bridge near Dubba Ghat in Bihar's Sheohar district exploding bombs, opening fire and setting ablaze nine huts of labourers. Deputy Inspector General of Police (Tirhut range), Gupteshwar Pandey, told Times of India that the Maoists also damaged some machines, including a generator set. They had pasted posters near the place of occurrence a week ago directing the contractor of the Bihar State Bridge Construction Corporation Limited to meet the representatives of the banned outfit. No arrests have been made so far.

Statesman reports that a sub-inspector of the Central Reserve Police Force (CRPF) and two suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed during in an exchange of fire near MV 79 village in the Malkangiri district on April 29. Four CRPF personnel and two civilians were injured also in the encounter which lasted for more than two hours. The encounter took place after the CRPF personnel followed a group of Maoists who had opened fire in a weekly market of MV 79 village. Unconfirmed reports said that a villager was killed in the attack. The Maoists managed had snatched an AK-47 and an SLR from the security forces. Subsequently, the security forces recovered two AK-47 rifles, including the one which had been taken away, from the site of the encounter.
