On December 1, five commandos of Central Reserve Police Forces’ (CRPF) Commando Battalion for Resolute Action (CoBRA) unit were injured in gunfights with Communist Party of India-Maoist (CPI-Maoist) in a forest in the Tonto area of West Singhbhum District in Jharkhand, reports Times Now. The gunfight broke out after the extremists opened fire on approaching Security Force (SF) personnel, who were undertaking a search operation in the jungle. However, the Maoists managed to escape through the dense forest. Sanjay Anandrao Lathkar, Additional Director General (Operation) said, “There have been two clashes with Naxalites [Left Wing Extremists] in Chaibasa since morning [December 1], in which five CoBRA soldiers were injured.” As per reports, joint teams of CRPF and Jharkhand Police have been conducting a massive search operation in the area for the last two weeks to arrest Maoist leader Misir Besra, who carries a bounty of IN 10 million on his head. A large number of Improvised Explosive Devices, along with arms and ammunition were also seized during the operation.

A 30-year-old woman ‘deputy commander’ of the Communist Party of India-Maoist (CPI-Maoist) party, Kovvasi Pojje, active in South Bastar, surrendered before Police in Alluri Sitarama Raju District of Andhra Pradesh on December 3, reports The Hindu. Native of Sukma District in Chhattisgarh, Pojje belongs to Gutti Koya tribe and joined the Maoists when she was 13 years old. She allegedly participated in an exchange of fire, in which 22 Central Reserve Police Force (CRPF) personnel were killed, at Jeeramguda in Sukma District in April, 2021. She carries an INSAS (Indian Small Arms System) assault rifle. In a press release, Alluri Sitarama Raju Superintendent of Police (SP), S. Sateesh Kumar claimed Pojje was vexed with the Maoist ideology and attracted towards Parivarthana programme of the Andhra Pradesh Police.

Five Chhattisgarh-based Communist Party of India-Maoist (CPI-Maoist) 'Jan Militia' (people's army of the Maoists), members were arrested by a joint squad of Charla Police and the Central Reserve Police Force (CRPF) personnel during a combing operation at Yerrampadu Forest area in Charla Mandal (administrative sub division) in Bhadradri Kothagudem District of Telangana on December 3, reports The Hindu. The combing operation was launched in the early hours of the day to keep a tab on the movement of the Maoists along the restive inter-State border with Chhattisgarh keeping in view the ongoing ‘People’s Liberation Guerrilla Army (PLGA) week’ being observed by the banned CPI (Maoist) in the forested border region, sources added. The arrested persons were identified as Vedma Bheemaiah (35), Sodi Muya (20), Podium Adamaiah (26), Punem Nagesh (30), and Madkam Nagesh (20), all hailing from Kistaram in Chhattisgarh, Police said, adding that they were allegedly involved in a case of planting booby traps at Ramachandrapuram Forest area in Charla Mandal targeting the combing Police parties last year.

Security Forces (SFs) recovered a US-made weapon following a gun battle with Communist Party of India-Maoist (CPI-Maoist) cadres in Bijapur District of Chhattisgarh, in which Four Naxalites including two women were gunned down at Pomra forest on November 26, Police said on December 4, reports The Pioneer. Superintendent of Police (SP), Anjaneya Vaishnav said, at least four weapons were recovered in the operation, of which one is a US-made M1 carbine. The barrel of the foreign-made weapon is small compared to other assault rifles and it is convenient to handle, and the Police have launched a probe to ascertain how and from where the Maoists procured such a weapon.

Following information, Police reached the spot and removed the posters. On the posters of the CPI-Maoist, an appeal to young men and women to join the Peoples Liberation Guerrilla Army (PLGA), the armed wing of the CPI-Maoist, as well as hundreds of salutations to ‘Comrade CM’ and ‘Comrade KC’ have been written. Basing on intelligence inputs, Kandhamal, Superintendent of Police (SP) Vineet Agarwal led a coordinated combing operation in the area when all of a sudden, the Maoists opened fire at the SFs. In retaliation the Special Operations Group (SOG) and District Voluntary Force (DVF) personnel too fired and gunned down two Maoists, Inspector General (IG) Satyabrata Bhoi said, adding, the others however escaped taking advantage of the dense forests. Bodies of two female cadres of the banned CPI-Maoist in uniform were recovered from the site. Besides, four fire arms including an INSAS (Indian Small Arms System) assault rifle with 11 rounds of ammunition and one Improvised Explosive Device (IED) have been recovered from the area. The alert has been given as the Maoists are in the midst of their week-long ‘People’s Liberation of Guerrilla Army (PLGA)’ celebrations on the Telangana-Chhattisgarh border which began on December 3. The PLGA is the armed wing of the CPI-Maoist. Police suspect the Maoists might target the ruling party leaders to prove their existence. Superintendent of Police (SP), Vivekanand Sharma, said that on December 7 an unknown person identifying himself as a Naxal [Left Wing Extremist, LWE] informed a villager of Sunger village under Kashipur Police limits that a time bomb has been kept on the roof of his house and demanded INR 500,000 from him. The unknown person threatened to kill the villager if he failed to pay the amount, Sharma added. After the villager lodged a complaint at the Kashipur police station in this connection, police reached the spot along with the Bomb Disposal Squad (BDS). Five gelatin sticks each weighing 200 grams, 10 electric commercial detonators, and five meters of wire were seized and the bomb was defused. During the course of the investigation, based on reliable intelligence input, the six accused were arrested from the Rayagada-Kalahandi border, SP, Sharma said. Deputy Inspector General (DIG), Kolhan, Ajay Linda said, the incident occurred in the forest between Rengrahatu and Tumbahaka villages under the Tonto Police Station limits when a joint team of Central Reserve Police Force (CRPF), CoBRA, Jharkhand Jaguar (JJ) and District Armed Police (DAP) personnel was conducting the operation. Acting on a tip-off about the presence of top CPI-Maoist leader Misir Besra, who carries a bounty of INR 10 million on his head, and Patiram Manjhi alias Anal da along with their squad members in the forest areas, the operation was launched, West Singhbhum, Superintendent of Police (SP), Ashutosh Shekhar said, adding that Prabhakar Sahni, the injured inspector, was airlifted and admitted to a hospital in Ranchi. Acting on specific information about the movement of a Maoist action team in the restive Telangana-Chhattisgarh border region, the Police launched a poster campaign announcing prize money for giving information about the elusive Maoist action team members. The ‘wanted posters’ with the pictures of four Maoist action team members surfaced at different places, including at the bus stations in Mulugu and elsewhere in the tribal majority district, on December 10. The posters captioned “Action Team Samacharam Maaku – Bahumathi Meeku” sprang up mainly in the forest fringe areas spanning the Left-Wing Extremism (LWE) affected border region, sources said. However, no injury or casualty was reported in the incident, officials said, adding that the incident was reported in Orchha Police Station limits about 65 kilometers away from district headquarters when a joint team of District Reserve Guard (DRG) and Chhattisgarh Armed Force (CAF) were out for area domination towards Gudari village when the IED blast occurred. Soon after the explosion, Maoists, who were hiding in the area started firing at the team. In response to the same, the SFs responded to the firing, forcing Maoists to flee. The DRG and CAF teams carried out searches and recovered material used for IED explosion including wires and pieces of the pressure cooker used in the blast in the area.

The Union Home Ministry (UHM) has asked security agencies to chalk out a plan for an all-out offensive against Communist Party of India-Maoist (CPI-Maoist) in the “liberated zone” in Chhattisgarh’s Abujhmad forests, spread over 3,900 square kilometres in south Chhattisgarh, that is now completely inaccessible to the Security Forces (SFs), reports The Telegraph on December 12. Ministry sources said the security agencies had at a recent meeting been asked to take the help of the National Technical Research Organisation (NTRO) to procure real-time images of Maoist strongholds inside the “liberated zone”. The NTRO helps operate unmanned aerial vehicles (UAVs). An unnamed Intelligence Bureau (IB) official said that UAVs would be used for reconnaissance, and will take real-time pictures of the liberated zone, to launch offensives against the Maoists and to keep an eye out for SFs conducting operations and area-domination exercises in rebel strongholds. According to an IB report, the rebels exercise complete control over the liberated zone and have built several camps where they provide arms training to recruits. “The Maoists have set up several training camps in Abujhmad. They hold regular meetings with their cadres in the presence of their top-rung leaders and plan attacks on security forces,” a UHM official said.

The Anti-Terrorism Squad (ATS) had arrested Bhelke and his wife Kanchan Nannaware, both hailing from Chandrapur in Vidarbha region, in September 2014. Bhelke and Nannaware were arrested from Kanhe Phata area in Pune Rural. Both were booked under various provisions of the Indian Penal Code (IPC) and UAPA. They were lodged in Central Jail, Yerwada. On January 24, 2021, Nannaware died after a prolonged illness. On December 14, Arun Bhelke was convicted under Section 420, 467, 468, 471, and 474 of the IPC and Sections 20 and 38 of the UAPA. Under the provisions of the IPC, he was sentenced to five years, seven years, five years, five years, and five years separately, with a fine of Rs 5,000/- in each provision. In default to pay the fine, his sentence included, simple imprisonment of one month under each of the cited sections of the IPC. Under the UAPA, he was sentenced to eight years with a fine of Rs 10,000-, in default of which simple imprisonment of two months. Under Section 38 of the UAPA, the court awarded sentence of seven years with fine of Rs 7,000/-, in default of which two months of simple imprisonment.

The National Investigation Agency (NIA) on December 16 filed a supplementary charge sheet against an accused in a case related to Communist Party of India-Maoist (CPI-Maoist) activities in Assam, reports The Print. Samrat Chakraborty alias Nirman alias Nilkamal Sikdar, a resident of West Bengal, has been charge-sheeted under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA), a spokesperson of the NIA said. “He was part of the conspiracy hatched by the CPI(Maoist) leadership to expand its organisational set-up and operational base in Assam. He stayed at various hideouts in Cachar district of Assam with the intention to expand and strengthen the CPI(Maoist) organisation and worked as a link between the leadership of CPI(Maoist) organisation in different regions,” the spokesperson stated. The case was initially registered at the Crime Branch Police Station in Guwahati and re-registered by the NIA on March 16. Intelligence agencies have alerted the Tamil Nadu Police on the attempts allegedly being made by Communist Party of India-Maoist (CPI-Maoist) to revive the Western Ghats Special Zonal Committee (WGSZC) that they have been trying to strengthen over the years, reports The Hindu on December 19. Considering its location in the tri-junction forests of Tamil Nadu, Karnataka and Kerala, the Maoists considered the base as strategic to regain strongholds in the area and take forward their agenda. However, the movement weakened following the arrest of Rupesh alias Jogi who headed the WGSZC and his supporters at Karumathampatti near Coimbatore in 2015. According to Police sources, field level officers across the State were alerted that the Maoists had launched a massive recruitment programme targeting youth, particularly students. Dozens of youths, including students of a law college in the southern districts, were already inducted and subjected to a systematic indoctrination of the “Marxism, Maoism and Ambedkar ideology,” a senior Police officer said on December 18. The sources said front organisations that were directly supporting the Maoist ideology and other like-minded groups were planning to organise mass protests against the 10% reservation for Economically Weaker Sections (EWS). While the alert gave specific input on the recruitment and training methodology, there was no mention of the involvement of leaders from other States, the sources said. In a report, the Ministry of Home Affairs (MHA) while explaining the Left Wing Extremism (LWE) scenario in the country laid emphasis on better inter-State coordination since the area of operation of CPI-Maoist was not confined to a single State but was spread over several States. The Government of India had taken many steps to improve the inter-State interactions between the bordering districts of Maoist affected States.

Superintendent of Police (SP), Vineeth G in a statement informed that during a vehicle inspection jointly conducted by Cherla Police and Central Reserve Police Force (CRPF) 141Bn personnel, Cherla Maoist LOS member (area committee member, ACM cadre), Paddam Nandaiah alias Ramdas of Korakatpadu in Cherla Mandal was arrested. Leader of Opposition Ajit Pawar said that his party colleague and NCP MLA from Aheri, Baba Atram was given the threat and demanded immediate security cover for him. The threats came in the form of an announcement from the CPI-Maoist's Western Sub-Zonal Bureau to Atram, recently in the Maoist-infested Gadchiroli. The Maoist groups have raised strong objections to the expansion of the Surjagarh Steel Project for mining iron ore, awarded to a Mumbai-based company, despite purported opposition by the local tribals and farmers, and have demanded that the project be stopped. The Maoists claimed that tribals' opposition to the project was bulldozed by the government in 2013 and it came up by 2016, but though the company was allowed to mine around three tonnes of iron ore per year, the government has now raised it to 10 tonnes annually. The Maoists have said besides the tribals resentment, the project is also playing havoc with the environment as hundreds of hectares are being dug up for the iron ore, and now it will go up to 1,000 hectares, hitting at least 40 villages that depend on farming and foresting activities. Deputy Chief Minister and Home Minister Devendra Fadnavis said the Government has taken serious note of it and directed that Atram will be accorded security immediately.

According to NIA, the case was initially registered by the Pedabayalu Police Station of Visakhapatnam and was later reregistered by NIA on June 3 this year. “The case was registered based on the complaint filed regarding the recruitment of one Radha to the cadres of CPI (Maoist). The allegation in the complaint indicated that the accused persons Dongari Devendra, Dubasi Swapna, and Chukka Shilpa motivated Radha to join the Chaitanya Mahila Sangham (CMS) and subsequently radicalised and recruited her to the proscribed organisation, CPI(Maoist), under the leadership of underground Maoists, R K (since deceased), Uday, and Aruna,” a spokesperson of NIA said. “Investigation has revealed that the accused persons; Dongari Devendra, Dubasi Swapna, and Chukka Shilpa had indeed attracted gullible young girls to CMS on the pretext of social work. Similarly, resultant deaths (civilians and security forces) have reduced by 85 per cent from the high of 1,005 in 2010 to 147 in 2021, Rai said, adding that the declining trend continues in 2022. “Steadfast implementation of the national policy has resulted in consistent decline in violence in Left Wing Extremism (LWE) affected areas. Incidents of LWE violence have reduced by 77 per cent from the high of 2,213 in 2010 to 509 in 2021,” he said replying to a written question. The minister said geographical spread of the violence has also significantly reduced and only 191 Police Stations of 46 Districts reported LWE related violence in 2021 as compared to high of 465 Police Stations of 96 Districts in 2010. He said decline in geographical spread is also reflected in the reduced number of districts covered under Security Related Expenditure (SRE) scheme and the number of SRE Districts reduced from 126 to 90 in April, 2018 and further to 70 in July, 2021. Similarly, Rai said the number of districts contributing approximately 90 per cent of the LWE violence, categorised as most LWE affected districts, came down to 30 from 35 in 2018 and further to 25 in 2021. On being asked about the details of the number of security personnel killed by the Maoists during the last three years; and the details of urban Naxal in custody for unlawful activities as of date, Rai replied that in 2019, 52 security personnel were killed, in the year 2020, 43 were killed, in 2021, 50 were killed and in the year 2022 till November 30, only 15 security personnel were killed in LWE areas. “The government of India’s National Policy and Action Plan addresses Left Wing Extremism in all its manifestations, including urban activities. Law and Order is a state subject, custody details of Left Wing Extremists involved in LWE activities including urban areas are not maintained centrally,” he added.

National Investigation Agency (NIA), on December 22, filed a charge sheet against 23 persons in the Communist Party of India-Maoist (CPI-Maoist) attack case in which 22 Security Force (SF) personnel were killed in Chhattisgarh on April 23, 2021, reports NDTV. The attack near Tekalgudiyam village under Tarrem Police Station limits in Bijapur District had also resulted in injuries to more than 35 others, a spokesperson of the NIA said. The case was initially registered at Tarrem Police Station and was later re-registered by the NIA on June 5 this year. "Investigations revealed that the accused persons, who are members of the Communist Party of India (Maoist), conspired to commit terrorist acts and the armed cadres of the CPI(Maoist) attacked the combined security forces CRPF [Central Reserve Police Force], CoBRA [Commando Battalion for Resolute Action], DRG (District Reserve Guard] and State Police with heavy fire of Barrel Grenade Launchers (BGL) and automatic weapons. They also abducted one CoBRA jawan, Rakeshwar Singh Manhas, and looted his weapon. The investigations also revealed that this ambush and attack on the police party and security personnel was part of TCOC (Tactical Counter Offensive Campaign) of CPI (Maoist)," the NIA said in its chargesheet. The accused persons were charge under various sections of the Indian Penal code (IPC), Arms Act and the Unlawful Activities Prevention Act (UAPA), a spokesperson said.

The anti-Naxal campaign was discussed in detail at a State-level coordination committee meeting held in Jagdalpur on December 23, under the chairmanship of Chhattisgarh Director General of Police (DGP), Ashok Juneja. It was further informed during the meeting that 60 arms and 120 Improvised Explosive Devices (IED) were seized during the campaign through the year. The surrendered Maoists were being provided economic aid and other facilities under the rehabilitation policy of the Chhattisgarh Government; the meeting was told. During the year, 18 new security camps were set up in the Naxal-infested remote areas. These camps are providing security for the construction of various infrastructures including roads, bridges and culverts in these remote areas. The camps were set up at Nambi, Etepal, Pusnar in Bijapur district; Potakpalli, Dabbakonta, Elmagunda, Pedmel, Kunded in Sukma District; Chandameta and Kantabaans in Bastar District; Hiroli, Kamalur in Dantewada District; Kuenmari, Kudur in Kondagaon District; Dhodhribeda in Narayanpur District and Padhargaon, Arra and Chilparas in Kanker District, the Bastar Police statement said.

The Police said the encounter took place during an anti-Maoist operation undertaken jointly by SFs of Chhattisgarh and Maharashtra. Bilaspur, Superintendent of Police (SP), Anjneya Varshney said, “The location of the encounter is said to be around 10 km from Maharashtra border. One woman and one man were killed. Another Maoist, who was injured in the encounter, was captured alive and we are questioning him. We have recovered three weapons – two SLRs [Self Loading Rifles] and another firearm. No one from our team suffered injury.” While the male Maoist killed in the operation is yet to be identified, the woman Maoist was later identified as Kanthi Lingavva alias Anitha (41), from Laxmi Sagar village in Kaddampeddur Mandal (administrative sub division) in Nirmal District of Telangana. She had a bounty of INR 1.6 million on her arrest from Maharashtra and another bounty of INR 500,000 from Telangana. She worked as a ‘Divisional Committee Member (DCM)’ and ‘Assistant Commander’ of Kumram Bheem Divisional Committee (KBDC). She had joined the party after being attracted to ideologies of the outfit 15 years ago. According to the Police, she is the wife of Mylarapu Adellu alias Bhashkar, a member of the Telangana State Committee and ‘secretary’ of KBDC of the Maoists. Mylarapu, who has a bounty of more than INR 2 million for his arrest, was at the spot and managed to escape, the Police said. The injured Maoist, identified as Lachhmayya Kuchha Weladi (28), from Tekameta in Bijapur, was arrested and taken into custody.

According to official data, 1,246 LWE attacks were reported in Odisha during the 12 years, in which 357 people (civilians and security personnel) were killed. So, on an average, each year 103 LWE incidents occurred in Odisha and 29 persons were killed by the Maoists between 2020 and 2021. However, the figures suggest that the LWE activities are on a declining trend in the State. In Odisha, the number of LWE incidents has drastically come down to 32 in 2021 from 218 reported in 2010. Similarly, the resultant deaths (civilians and security forces) have been reduced from 79 in 2010 to 3 last year. The geographical spread of the LWE activities has also come down in the State. Now, only 10 districts have been covered under the Security Related Expenditure (SRE) scheme of the Ministry of Home Affairs (MHA). Earlier, 19 districts were covered under the scheme, sources said.

Ganjhu was the ‘regional commander’ in the CPI-Maoist organization. The Jharkhand Government had announced a reward of INR 1.5 million and the National Investigation Agency (NIA) had announced a reward of INR 400,000 for his arrest. Aman was active in the Latehar, Lohardaga and Gumla areas of Jharkhand for a long time. He joined the Maoist organization in 2004, and as many as 17 cases are registered against him. Out of 17, 10 cases are registered in the Garhwa District while seven cases have been registered in the Latehar District. In February this year, Jharkhand Police had launched a Security Force (SF) operation in the Bulbul Forest area of Lohardaga. In this campaign, the squad of notorious Maoist ‘commander’ Ravindra Ganjhu suffered a huge loss and Naxalites [Left Wing extremists, LWEs] Ravindra Ganjhu and Aman Ganjhu had fled away. Aman had fled from the Bulbul Forest to Chhakarbandha while Ravindra had fled to the Budha Pahar area. In recent days, a big campaign against the Maoists has started in the Chhakarbandha area. Acting on a tip-off about the presence of over 18 Maoists led by CPI-Maoist self-styled 'zonal commander' Ravindra Ganju, who carries a bounty of INR 1.5 million on his head, in Korbo forest in Bagru area, a team of Jharkhand Police and Central Reserve Police Force (CRPF) personnel launched an operation and on spotting the SFs, the Maoists opened indiscriminate fire and retaliation from the law enforcers led to an intense gun-battle, during which, the Maoists retreated into dense forests, a senior Police officer said. SF personnel arrested two Maoists during a massive search operation launched in the forest after the encounter, he said. One of the arrested Maoists, identified as self-styled 'sub-zonal commander' Chandrabhan Pahan, was seriously injured and after being administered primary treatment by the doctor of the SFs, he was taken to Sadar Hospital in Lohardaga, where doctors declared him dead. The other arrested Maoist was identified as Govind Birijia, also a self-styled 'sub-zonal commander'. Both the Maoists carried a bounty of INR 500,000 each on their heads. The year 2022 saw intensive anti-Communist Party of India-Maoist (CPI-Maoist) operations by the Police in Telangana’s border District of Bhadradri Kothagudem with the District Police conducting as many as 339 raids, 112 cordon and search operations, and four inter-State combing operations, reports The Hindu on December 30. The District Police claimed to have succeeded in preventing the Maoists from spreading their sphere of activity in Bhadradri Kothagudem, which shares a long border with the strife-ridden areas of Chhattisgarh. Police have arrested 46 prime accused involved in 13 extremist violence/offences in the district in 2022. Those arrested include two ‘Area Committee members, (ACMs)’ eight Dalam (armed squad) members, 13 'militia' (people's army of the Maoists) members, 16 sympathisers, five couriers and two village committee members of the outlawed outfit, according to the statistics provided by the District Police. A total of 24 Maoists, including two ACMs, 10 Dalam members, 12 ‘militia’ members, surrendered before the District Police in 2022. These include several Maoist cadres from the neighbouring Chhattisgarh, Police added. Police have seized one Barmar weapon, 50 grams gunpowder and recovered 50 gelatin sticks, 26 detonators, one knife, 120 metres of cordex wire, 12 cell phones, six vehicles, a bunch of banners and pamphlets, among others, besides INR 515,000 in cash. Two separate incidents of exchange of fire between the Police and the Maoists were reported in the volatile border region this year. Police said attempts by the Maoists to kill the Police combing parties were thwarted following which the ultras fled away leaving behind their belongings in both the incidents.
