Acting on specific intelligence inputs, a joint team of Jharkhand and Sundargarh District Police of Odisha launched a combing operation in the Saranda forest. Police on February 1 claimed to have arrested a senior Communist Party of India- Maoist (CPI-Maoist) leader close to central committee member Ramakrishna and who is allegedly involved in several attacks, including last year’s ambush on a Border Security Force (BSF) convoy in which four personnel were killed, reports Indian Express. Police said Chandu alias Tella Anil Kumar (40), a member of the Andhra Orissa Border Special Zonal Committee and intelligence-in-charge for Malkangiri Division, Koraput-Srikakulam Division and East-Visakha Division, was caught along with other Maoists while camping in Tala Paniki forest area in Koraput District. Explosive materials, detonators, wires, Maoist literature and a fake driving license were recovered from them.

A tribal activist of a Non Government Organisation (NGO), identified as Sadanand Hantal (25), was killed by Communist Party of India-Maoist (CPI-Maoist) cadres in the cut-off area of Balimela reservoir in Malkangiri District on February 5, reports The Hindu. Hantal belonged to Sarkubandha village of Ralegada area. He along with some others was involved in projects of Odisha Tribal Empowerment and Livelihood Program (OTELP) as well as in sectors related to health and sanitation in the cut off area. Malkangiri Superintendent of Police (SP) Akhileswar Singh said Sadanand, along with three other NGO activists working in the area, had been abducted by a group of Maoists from Sarkubandha on February 2 night. The killing of Sadanand came to the fore when his family members located his corpse inside Singavaram jungle near their village on February 5. According to Police sources, the other three persons who had been abducted by the Maoists along with Sadanand had been released.

A senior Police official said a patrolling party was engaged in area domination exercise to ensure protection to under-construction roads in the region when Maoists opened firing on the security personnel after spotting them near a rivulet close to Kadhaikhidra village. "Immediately jawans launched retaliatory attack breaking the ambush and begun encircling Naxals. The exchange took place for about half an hour. The Naxals retreated as the Police were fast zeroing in on them", the official added. Besides bombs, Police also found detonators and wire from the spot.

Haldar on February 3 said that the presence of Communist Party of India-Maoist (CPI-Maoist) in the Northeast has the potential to create serious “strategic security complications”, reports The Times of India. P C Haldar said, "In the northeast, Maoists' focus is on areas in upper Assam and a few pockets in the interior areas to set up bases. The choice of upper Assam and the adjoining areas assume added significance because of its proximity to international border and traditional ingress-egress routes of armed groups of the region to their bases in Myanmar." P C Haldar also urged the security establishments to take the attempts by the CPI-Maoist to consolidate themselves in the area seriously while planning a strategy to tackle the Maoists.

After an encounter with the Communist Party of India-Maoist (CPI-Maoist) between Paisra and Kundni range of hills under Dharhara Police Station of Munger District, Police on February 4 injured two members of the Maoist group and arrested six persons alleged to be the Maoist members, reports The Times of India. District Superintendent of Police (SP) P Varun Kumar Sinha confirmed the incident and said that two members of the Maoist group engaged in encounter were also injured in Police firing. The SP further said that an INSAS rifle which was looted from the Railway Protection Force (RPF), Jamalpur recently, along with detonators, 100 live cartridges, Police uniforms and Maoist literature were seized by the Police from their hideouts.

The move to set up the District Court at Narayanpur is primarily to speed up trials in cases related to Maoist violence. However, it would in general provide relief to other litigants too, as presently they have to travel to Kondagaon District, which is 56 km away, for court hearings. Confirming the move, Chhattisgarh Principal Secretary, Law and Legislative Affairs, Samanta Ray, said a provision has been made in the budget (2014-15) for setting up these Courts. He admitted that the move was primarily aimed at speeding Maoist-related trials, particularly in Narayanpur area.

George said that nearly 22,000 sanctioned posts in the Police Department were vacant. The reason for such a huge vacancy was because the previous Governments had not filled these posts. The Government could not fill all these 22,000 posts at once. It would be filled in phases, starting with the recruitment of 8,500 Police constables. Of this 8,500 constables, 20 per cent would be women constables. The Government would make arrangements for temporary training facilities as the State had no permanent training facility for such a huge number. The Government would also be recruiting 500 to 600 Sub-Inspectors. It would also be recruiting nearly 7,000 Home Guards. The services of the Home Guards could be used for assisting the Police, he said. On talks with the Communist Party of India-Maoist (CPI-Maoist), George said the Government was ready to talk to the Maoists if they wished to join the mainstream. He also said that the Maoists have shown interest in the rehabilitation package of the State Government and are keen on surrendering and joining the mainstream. Some non-governmental organisations (NGOs) have taken up their cause and are consulting with the Government. He said he cannot reveal details as discussions are in the preliminary stage.

The commandant of 134 Battalion of the CRPF here Anil Minz said, "Maoist who earlier conducted jan adalats on any pretext don't do so now." Another CRPF official T S Parihar said an attempt was made recently to hold a jan adalat at Kowwal but Security Forces did not let it happen. Among other insurgent groups listed in the top ten rankings are the Taliban (second rank), Bangladesh’s Islami Chhatra Shibir (ICS)- second, al-Qaeda in Iraq (fifth), al-Shabaab (sixth), Colombia’s FARC (seventh) and Syrian Jabhat al-Nusra (ninth). According to the IHS Jane’s latest ‘Global Terrorism and Insurgency Attack Index,’ a total of 258 attacks were claimed by, or attributed to, the CP-Maoist, even though this represented a 29 per cent decrease from the 362 attacks recorded in 2012. Matthew Henman, Manager of IHS Jane’s Terrorism and Insurgency Centre explained that the decrease in CPI-Maoist attacks not only came amid a wider 16 per cent decrease in attacks nationwide, but also a 19 per cent decrease in the number of recorded counter-terrorism operations. “As such, despite progress in the counter-insurgency against the CPI (Maoist), the fall in attacks was also likely somewhat attributable to authorities challenging the group less in its extensive area of operations in the so-called ‘Red Belt’ States,” he added.

The Chhattisgarh Police on February 15 arrested three more alleged Maoist conduits, identified as Dashrath Mandavi, Rajkumar Mandavi and Laxman Mandavi and seized cash and ammunition from them in Kanker District of the north Bastar region, reports The Hindu. 47 live cartridges, gelatins, detonators and INR 11,500 were recovered from their possession. The conduits were allegedly involved in the movement of cash, supplying essential commodities to Maoists inside core forest, besides accompanying senior cadres during their travel to several parts of the region. Dashrath had a key role in transferring cash while Rajkumar was the close aide of ‘divisional committee commander’ of Madh region, Prabhakar, who is reportedly handling the Maoist supply channel in Bastar region. With this arrest, a total of 17 Maoist couriers, including two prominent businessmen who were a part of the urban channel of the outlawed CPI-Maoist, have been nabbed in the State in the past two months.

"The CPI-Maoist has close links with foreign Maoist organizations in the Philippines, Turkey etc. The outfit is also a member of the Coordination Committee of Maoist Parties and Organizations of South Asia. The Maoist parties of South Asian countries are members of this conglomerate," Minister of State for Home Affairs RPN Singh said in a written reply in Rajya Sabha (Upper House of Indian Parliament). The Minister said recovery of arms and ammunition of foreign origin from LWEs in different encounters was an indication of the fact that the outfit was procuring weapons from external sources. "Inputs indicate that some senior cadres of the Communist Party of Philippines imparted training to the cadres of CPI-Maoist in 2005 and 2011," Singh said. The LWE groups have participated in seminars conducted in Belgium and Germany. The 'people's war' being waged by the CPI-Maoist against the Indian State has also drawn support from several Maoist fringe organizations in Germany, France, Turkey, Italy etc. Singh, however, said no specific intelligence inputs were available to indicate that the LWEs were getting financial assistance from external agencies or other countries.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mangal Topno (40), was killed and two others were injured, one of them critically, in an exchange of fire with Peoples' Liberation Front of India (PLFI) cadres along Odisha-Jharkhand border at Biramitrapur in Sundergarh District of Odisha on February 26, reports The Times of India. Initially the Maoists opened fire on PLFI members who had gone to Bansjor weekly market in Jharkhand. The exchange of fire lasted for an hour. Police recovered the body from the spot. Five Policemen, including a Police Sub-Inspector, were killed and three others injured in a Communist Party of India-Maoist (CPI-Maoist) ambush in Dantewada District on February 28, reports The Times of India. The 12-member team led by Station House Officer (SHO) Vivek Shukla was on a patrol mission at a road construction site in Kowakonda-Bacheli area of Chhattisgarh when they were attacked. The Maoists set Police motorcycles ablaze, looted an AK-47 rifles, two SLR and an INSAS rifle before fleeing to Shyamgiri hills area under Kowakonda Police Station. Additional Director-General of Police Rajinder Kumar Vij said "The patrol team comprising 12 Police personnel was moving on six motorcycles in Shyamagiri hills region, around five km from Kowakonda Police Station, when about 100 armed rebels attacked them, resulting in the death of the Sub-Inspector and four other Policemen on the spot." The others killed included Chhavilal Kashi, Sandeep Sahu, Dhaneshwar Mandavi and Naval Kishore Shandiya.
