After the recent Communist Party of India-Maoist (CPI-Maoist) attacks led to the death of Police personnel in Gadchiroli District, the Maharashtra Government has come up with an INR one billion plan to strengthen the State Police department in the Maoist-affected Districts on June 2, Indian Express reported. State Home Minister Jayant Patil said in the Legislative Assembly that, “INR one billion allocation will be made in the Budget for restructuring the Police department by setting up anti-Naxalite centres from Nagpur to Gadchiroli and combing the Nagpur, Gondia and Gadchiroli Police ranges under a DIG (Deputy Inspector General). In the next one week, approvals will be sought and work will begin.” He also said the plan includes increasing the armed outposts in the border areas from the existing five to 15, adding that, “We have realised that armed outposts in the border area need to be increased. There have been instances of Naxalites (left-wing extremists) attacking and moving to the neighboring State to evade identification.” These armed posts will have 60 State Reserve Police Force personnel unlike the regular 12 men. The borders will also be protected by construction of periphery wall and will have watchtowers at regular intervals, he added.

"From the people we had detained, we have found that Geeta, a member of Dasta Maoist outfit and other hard core Maoists who used to work as logistics and work for strengthening the unit. At least half of these forces would reportedly be ready for on-field operations in the next two years. "The situation is extremely bad. In many interior pockets even Police Stations are closed after dusk and Government officials are avoiding to go to office. Travelling in Malkangiri, Koraput, Rayagada, Gajapati, Kandhamal Districts in particular are shunned by people unless there is emergency," said an unnamed senior Koraput District official. The Director General of Police Manmohan Praharaj said on June 2 that "Geographical location and remoteness of the places are impediments to effective policing there. We have both short and long term plans to counter the Naxal (left-wing extremists) violence."

While unveiling the draft of special action plan sent by the Union Government to combat the Maoist insurgency, the Director General of Police (DGP), Manmohan Praharaj, said on June 5 that fighting Maoists in 17 of the 30 Districts in Orissa has become tough due to a lack of infrastructure, reported Zee News. "We are facing difficulties in training security men to fight Maoists in jungles and difficult terrains of Malkangiri and other places," said the DGP. While rejecting suggestions that Maoists rule over entire Malkangiri, he admitted that "a small part of Malkangiri" close to Andhra Pradesh and Chhattisgarh borders in high altitude remained difficult for the security personnel. "Some places in Malkangiri remain under control of the ultras," he added, saying, "Besides constructing helipads and other facilities, the police are planning to set up security hubs and mobile camps in the region." Of the 17 Maoist affected Districts, Malkangiri and Rayagada would be covered under the special plan, fund for which would be provided by the Union Government. He further said that for tackling the spurt in violence in Malkangiri, one battalion (nearly 1,000 personnel) of Central forces, deployed in northern part of the State, would be mobilised to the southern region mostly in undivided Koraput District. Commenting on a long term solution to the insurgency, Praharaj said besides recruiting about 400 local tribal youths, the State Government was also considering special steps to improve the socio-economic condition of local residents. The DGP also said, "Once the capacity building is complete in Orissa, things will be easy for the security personnel to contain violence in Malkangiri and other places," adding, "No Police informer is killed. They kill innocent people and name the victim as Police informer. We have no informer from among the public."

The extremist’s literature and documents seized by central security agencies and State Police forces during their operations have revealed intricate details of "levy" extorted by groups which run in several hundred crores every year. The 'levy' is not only paid by the contractors working in the areas dominated by the extremists but also by the industrial houses including some of the nationally reputed ones, the officials said. Though the Communist Party of India-Maoist (CPI-Maoist) still remains the prominent Naxalite group in Jharkhand, there are other splinter groups which too have now started imposing 'levy' besides indulging in kidnapping, looting and narcotics trade, which results in around INR 3 billion as annual income from the State.

Sources said that Maoists have eight divisions under the Dandakaranya Special Zonal Committee. The North (covering from Dhanora to Etapalli) and South (Aheri to Asar Alli) Gadchiroli divisions are active in the State. Six strong divisions, including Manpur, North Bastar, Madh, South Bastar, west Bastar and Dharbha, functions in Chhattisgarh. Out of six, five strong divisions are directly influencing the movement along the border in Gadchiroli. Manpur division is close to Gadchiroli’s heavily affected Murumgaon and Markegaon villages, North Bastar adjoins Pendhri and Kasansur areas, Madh division is close to Bhamragadh and Gatta, South Bastar is close to Sironcha while Asar Alli and adjoining villages are close to west Bastar divisions. "They also blew up a Police outpost near by, ransacked the local forest office and set fire to nearly seven vehicles, including two Police Jeeps," he added. However, no one was killed or injured in the attack. The Maoists later escaped to the nearby forest. The Maoists left leaflets and posters at the site that claimed the attack was carried out to protest the killing of one of their leaders by the Police in the neighbouring State of Andhra Pradesh.

He said as many as 186 tribal-dominated Districts in the country were affected by the Maoist insurgency and that there is a close connection between forest areas and Maoists. These 186 Districts comprise 30 per cent of India's land area and 60 per cent of the country's forest area, the Union Minister noted. "We are working on the details of this scheme and the Centre will extend full financial assistance to the State Governments in implementing it. Andhra Pradesh has not been included in the scheme as it has been relatively successful in tackling the Maoist menace," he added.

According to IANS, at least 13 Security Force (SF) personnel were killed in two separate attacks by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bokaro District on June 12. CPI-Maoist cadres attacked a State Bank of India (SBI) branch near Fusro market of Bokaro town in the afternoon, killing two Jharkhand Police personnel, who foiled their attempt to loot money from the bank. At least 10 people were injured when the Maoists hurled bombs and opened indiscriminate fire in the market area. An encounter took place between SFs and the Maoists in the Bermo Police Station area of Bokaro after the attack.

The incident, the third in last four days, took place when the Jharkhand Armed Police personnel were returning to the Rania Police camp in a Police van after purchasing diesel. By the time the injured Policemen took position, the Maoists opened indiscriminate firing on them. The Policemen also fired over 100 rounds and mortars. The encounter lasted about half-an-hour following which the Maoists retreated into the nearby jungles. "The landmine was planted on a bridge. The vehicle, which carried diesel containers, was coming from Torpa to the Rania Police camp," Sub-Divisional Police Officer Ashok Kumar Rai said.

She was arrested near Old Hubli bridge when she was returning to her village in a bus. Sources said Vijaya was a friend of Maoist Manohar, who was killed in an encounter in November 2008. After Manohar's death, she had come out of the Maoist camp due to failing health. She had reportedly come to Hubli from Shiralakoppa via Gadag to get medical aid. She got herself examined at Karnataka Institute of Medical Sciences, Hubli on June 13 and was on her way back when the Police arrested her.

The six motorcycle-borne assailants killed the three persons, including CPI-M’s Shimli branch secretary Amal Mahato, when they were having tea at a shop after patrolling the forest in the night to guard against Maoist-backed tribal agitators. The three were part of a village resistance group approved by the administration to assist the Police, Jhargram Sub-Divisional Officer Ulganathan said. The Inspector General of Police (Special Branch), Binay Kumar, said, “Initial interrogation has revealed that the explosives were loaded on the truck in Koderma (in Jharkhand) and was on its way to Nepal. The missing persons included husband of panchayat Samiti member of Kudura village Tirisingh Pradhan, ward member from Tahangia village Agadu Nayak, husband of sarpanch (president of a Panchayat) Sonepur panchayat, Manmohan Pradhan and Suresh Pradhan of Tutungia village. Villagers say these persons were abducted by a group of 15 Maoists from Kudura village. These four persons were among the list of persons who had been threatened by Maoists through posters pasted in Daringbadi area in the past. In May 2009, Manohar had also been attacked by the Maoists. It invoked Section 41 of the Unlawful Activities (Prevention) Act against the extremist outfit. The CPI-Maoist came into existence following the merger of the People’s War Group (PWG) and the Maoist Communist Centre (MCC) in September 2004. The ban was to avoid any ambiguity though all formations and front organisations of the PWG and the MCC came under the purview of the ban. Union Home Minister P. Chidambaram said the merged organisation would continue to be listed as a terror organisation. “When I looked into the matter a couple of days ago, I said that may be the position in the law. In order to avoid any ambiguity, let us add the CPI (Maoist) by name in that schedule of the Act.”

The District Development Commissioner Rajiv Ranjan, who was sitting in his office adjacent to the court complex, sustained splinter injuries as bombs were hurled freely by nearly 30 Maoists who entered the court premises on motorcycles, S.K. Bhardwaj, the Inspector-General of Police (Operations), said on the phone. The ambush of the Police team took place when Besra was being taken out of the court. The Maoists also snatched away a carbine and two rifles from the Police escort team. The District borders were later sealed and a massive manhunt was launched. “The Police located them near a river on the town outskirts and were chased by Policemen travelling in a Mine Proof Vehicle (MPV). However, the motorcyclists drove through the river and the MPV could not follow them. But the police managed to nab two Maoists and seize two motorcycles,” Bhardwaj said.

Union Home Ministry officials said the West Bengal Government has been advised to declare the CPI-Maoist as outlawed because of the fact that the UAPA, under which the Centre outlawed the outfit on June 22, is essentially directed against unlawful associations that support secession. "The Criminal Law Amendment Act, 1908 (CLAA) has a very different objective. It is directed against associations which encourage or aid person to commit acts of violence or intimidation. The power is vested in the state government to declare an association as unlawful," a Union Home Ministry official said.
