A 'special guerrilla squad in-charge', Chilukapani alias Buchanna belonging to the PWG who surrendered to the Warangal Range Deputy Inspector General of Police B L Meena and the Warangal distinct police chief K Sreenivas Reddy on July 5, reportedly revealed that the PWG had agreed to peace talks only to buy time to regroup. Among others who surrendered were 10 PWG Naxalites, including three from the Praja Pratighatana and one from the Janashakti group.

Replying to a question, the Minister also said he did not give undue importance to reports that the PWG was resorting to forcible collection of money in rural areas. During an hour-long meeting with the Union Home Minister Shivraj Patil in New Delhi on July 7, the Andhra Pradesh Chief Minister Y S Rajasekhar Reddy and State Home Minister Janna Reddy informed that the State Government has established direct contact with the banned People’s War Group (PWG). Talking to the media after the meeting, the Chief Minister said that the State Government received a go-ahead from the Union Government on the proposed dialogue with the PWG but that the State should adopt a cautious approach and ensure that the law and order situation does not deteriorate. Asked whether the State Government would be extending the ban on PWG, due to expire on July 22, Janna Reddy said, "it is too far and we have not decided so far. But the atmosphere in the state was congenial and the situation is quiet."

Talking to the media personnel in Hyderabad, the Minister said the Government had done everything to create a conducive atmosphere to talks but the meetings convened by Naxalites at villages in different parts of the State was likely to endanger the talks.

According to The Hindu, while refuting the charges made by the PWG about police scuttling the peace process, he said that "we are not engaged in any anti-Naxalite operations in the forests." Separately, the Karimnagar range Deputy Inspector General of Police, S.A. Sattar, said that they have reports about Naxalites indulging in recruitment of cadres by visiting villages. He also said that police were collecting information from the villages where the Naxalites had visited to review the situation.

According to The Hindu, two left-wing extremists (also known as Naxalites) were killed in an exchange of fire between two groups in the forest area near Oddugudem village in the Warangal district of Andhra Pradesh on July 11. The report said, different squads of Prathighatana and Peoples' War Group (PWG) had met in the forest area to finalise the strategy to be adopted for the proposed talks with the State Government. Quoting another version, the report added the exchange occurred between two Naxalite groups over allegations of embezzlement of funds. However, district police chief, K. Srinivasa Reddy, said the police had no idea whether the exchange took place between two groups or within a group.

He also demanded a judicial inquiry into the incident and the suspension of the Director General of Police, S. R. Sukumara, the Warangal Range Deputy Inspector General, the District Superintendent of Police, the Officer on Special Duty, and others. In a statement sent to New Indian Express on July 14, People’s War Group (PWG) Warangal 'district committee secretary' D.V.K. Swamy alias Yadanna, who was injured when one of his colleagues opened fire on July 11, said that the plan to ‘liquidate’ him was part of a covert operation by the police. Yadanna was injured and two of his colleagues died when K. Brahmachary alias Lakshman, who was on sentry duty at the PWG camp in Vaddegudem opened fire at them. Meanwhile, Home Minister K. Jana Reddy and senior police officials denied that it was a covert operation. They maintained that the incident was fallout of differences between the dead cadres and Lakshman.

The letters alleged that human rights activists were speaking on behalf of left-wing extremists (also called Naxalites) who had killed leaders like Ragya Nayak and Sri Pada Rao. They also demanded a ban on organisations supporting the Naxalite movement in the State. The report indicated that a State-level interaction of MLAs on the growing Naxalite influence in the Western Ghats was organized by Samruddhi, a voluntary organization, in the Hassan district on July 15, where participants felt that a decision to hold talks with the Naxalites would demoralise the police force. Jana Reddy, announced that the ban on the left-wing extremist (also known as Naxalite) outfit, the People’s War Group (PWG), and its six frontal organizations - Radical Students Union, Radical Youth League, Singareni Karmika Samakhya, All India Revolutionary Students Federation, Dandakaranya Adivasi Kissan Mazdoor Sanghatan and Andhra Pradesh Rythu Coolie Sangham - has been allowed to lapse. The Government has decided not to extend the ban, due to expire on July 22, as a prelude to direct talks with PWG representatives, the minister added. Before the announcement, Home Minister Reddy reportedly consulted the PWG emissaries — Gaddar, Varavara Rao and Kalyan Rao — and the mediators named by the Government — K.G. Kannabiran, S.R. Sankaran, Potturi Venkateswara Rao, A.B.K. Prasad, Keshav Rao Jadhav, Bojja Tarakam and S. Seshaiah. The Home Minister also informed that the modalities and other logistics for talks would be finalised in two or three days and made public. The ban on the PWG was first imposed on May 21, 1992, by the Congress Government led by N. Janardhan Reddy. It was lifted on June 21, 1995, by N. T.
