According to The Hindu, on October 12 in Hyderabad, the People's War Group (PWG) leaders, Ramakrishna, Sudhakar, Ganesh and Janasakthi representatives, Amar and Riyaz, stated that "we believe that the overthrowing process is not possible by bringing down one ruling clique and giving power to another through elections which are a sham. We think protracted armed struggle is the only route that can ultimately raise the consciousness of the masses and put the real State power in their hands." They also said the outfit was prepared for talks with the Government as part of the struggle and their "basic objectives" were non-negotiable. "We are not going to give up our protracted armed struggle to our basic objectives of land, livelihood and liberation", they added. 'State secretary' of the PWG, Akkiraju Haragopal alias Ramakrishna, in that same meeting, made it clear that the outfit will return to its `old methods' if the talks with the Government fail. He declared that the ultimate goal of political power could be achieved only through armed struggle. He also justified the violence resorted to by Naxalites saying it was a 'counter violence' to the 'State violence'.

A Hindu report stated that the Janashakti (Ramachandran group), one of the splinter groups, would not participate in the direct peace talks to be held in Hyderabad, Andhra Pradesh, on October 15. In a statement released on October 13 in West Godavari district, a senior leader of the party, Raghavulu, accused the State Government of failing to take necessary action to remove ‘false cases’ registered against some of their activists and farmers in the East Godavari district. He alleged that the State Government was giving priority only to the PWG and neglecting other ‘revolutionary parties’ and in this backdrop their party would keep itself away from talks until the cases were removed.

According to The Times of India, the peace talks between representatives of the left wing extremist (also known as Naxalite) outfits and the Andhra Pradesh Government did not progress much as expected due to serious reservations by both the parties over the issue of Naxalites carrying guns into villages. The Naxalite outfits claimed a broad agreement was reached on this matter but Home Minister K Jana Reddy disputed that claim. He insisted he was still not agreeable to extremists carrying weapons during political activities and asked the talk referees to persuade them to eschew guns. The Naxalites, however, agreed to make disputed clause VII of the ceasefire agreement, which stipulates laying down of weapons, a part of the agenda for the talks, which will resume on October 16, today. ‘State secretary’ of the erstwhile People’s War Group (PWG), Ramakrishna, who briefed the media separately, said despite reservations, both sides had reached an agreement on the terms of the ceasefire, which would be signed on October 16, today. Accordingly, the guerrillas would not cease to carry weapons into villages, he added. The Hindu reports that the first round of peace talks between the Andhra Pradesh Government and PWG, Janashakti resulted in a ceasefire agreement. The ceasefire will be in force "as long as the talks continue" and not merely for three months as announced earlier by the Government. The agreement was reached without a written document signed by both the sides. The five-member Naxalite team insisted on the Home Minister, K. Jana Reddy's signature after preparation of a document. But the latter held that such an arrangement was needless. He pointed out that the existing ceasefire was being implemented on the basis of the correspondence between them during the last four months. With the weapons issue taking most of the time, the first day's talks did not make much headway on the 10-point agenda. Jana Reddy headed the government team, which comprised of Minister for Revenue Dharmana Prasada Rao, Social Welfare Minister D Redya Naik, Municipal Administration Minister K Ranga Rao, former Minister T Purushotham Rao, P Venkat Rao and Tirupati Urban Development Auth-ority chairman Karunakar Reddy and former minister K Kesava Rao. The erstwhile PWG team was led by its ‘secretary’ Ramakrishna. The other members of the team were Sudhakar, ‘secretary’ of the ‘Andhra-Orissa Border Special Zone Committee’, and Ganesh, member of the ‘North Telangana Special Zonal Committee’. Janashakti was represented by its ‘secretaries’ Amar and Riaz. The members of the monitoring committee and mediators including P Vara Vara Rao, Gaddar, G Kalyan Rao, C Srinivas Rao, Chandranna, Kannabiran, S R Sankaran, P Venkateswara Rao, A B K Prasad, Seshaiah, Bojja Tarakam, Haragopal, Kesava Rao Jadav, Prof Ghanta Chakrapani were also present during the first day of talks.

The Hindu reports that negotiations between the Government and the left wing extremists (also called Naxalites) failed to make headway on the second day on October 16 as the CPI (Maoists) and CPI-ML (Janashakti) representatives insisted on a commitment to end repression against the 'people's movements' before taking up the main agenda. The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.

At a press conference in Hyderabad, the CPI-Maoist ‘secretary’, Ramakrishna and the Janashakti ‘secretary’, Amar, said four demands raised during the talks — withdrawal of cases against persons involved in struggles, release of political prisoners, scrapping of rewards on the heads of wanted Naxals and disbanding of armed gangs — could be conceded immediately. They admitted that the Government might require five to six months for the other major demands to be met.
