Militants in the evening of December 2 shot at and critically injured a National Conference (NC) block president in the downtown Srinagar, reports Daily Excelsior. The victim, identified as Ghulam Ahmad Lone, is the president of the Safa Kadal block in Srinagar. Islamic Movement of Kashmir, an unknown militant outfit, has owned responsibility for the attack. They have threatened to carry out such kind of targeted attacks in Kashmir. The security agencies said this might be a shadow outfit of either Lashkar-e-Toiba (LeT) or Hizb-ul-Mujahideen (HM). They said they are carrying out the investigations about this unknown group.

SFs arrested a Kashmiri militant, Zahoor Ahmed, along with his Pakistani wife and two children as soon as they landed at Jammu Railway Station from Amarnath Express after flying to Kathmandu in Nepal from Pakistan. They crossed Indo-Nepal border and entered Gorakhpur in Uttar Pradesh. Later, they boarded Amarnath Express and reached Jammu. The militant, who was initially affiliated to HM but had later switched over to LeT, had crossed over from Kashmir to Pakistan occupied Kashmir (PoK) more than a decade ago and underwent arms training there.

Reports indicate that a number of militants from Kashmir Valley and others parts of the State, including undivided Doda District and twin border Districts of Rajouri and Poonch in Jammu region, have also managed to get passports in Pakistan and were awaiting an opportunity to fly either to Dhaka in Bangladesh or Kathmandu in Nepal to cross over to India to reach Jammu and Kashmir. Preliminary questioning of a militant, Zahoor Ahmed of Baramulla, who was arrested at Railway Station in Jammu along with his Pakistani wife and two children on December 3, has revealed that a number of militants, who had been putting up in Pakistan and Pakistan occupied Kashmir (PoK) for past several years, have managed to get passports (both genuine or fake) with the help of Pakistan Army, Inter-Services Intelligence (ISI) and militants ‘commanders’ of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) outfits, who yielded considerable influence in the corridors of power in Pakistan.

Hindustan Times adds that the NIA has unearthed a hawala operation of front organisations of Pakistan-based terror outfits Lashkar-e-Toiba (LeT) and HM for providing money to families of terror operatives killed all over India. The NIA has detected in the last few years a well-oiled hawala operation to tune of around INR one Billion. According to sources in the NIA, a part of the money received by HM operatives goes to certain separatist leaders in Kashmir and another chunk is devoted to fuel militancy. The NIA has registered two FIRs based on the information gathered by it. “The funds received from Pakistan are transferred to Jammu & Kashmir, Delhi and other places in India through the hawala channel by a front organisation of HM which goes by the name of Jammu & Kashmir Affectees Relief Trust (JKART),” states one of the FIRs. The JKART, according to the FIR, has its head office in Rawalpindi and branch offices in Islamabad and Muzzafarabad in PoK. The sources in the NIA said that Delhi had emerged as a major hub for this operation. Once money reaches the national capital, it is disbursed through conduits based in Jama Masjid, Lajpat Nagar and Bhogal areas. The NIA suspects the use of normal banking channels to disburse the money once it reaches Delhi. “The HM is getting significant funding from Pakistan based Hizb-e-Islami which led by Masood Sarfaraz. In case of LeT, the money is coming from the Gulf too,” said an NIA source.

The National Investigation Agency (NIA) has said that Hizb-ul-Mujahideen (HM) backed and Pakistan occupied Kashmir (PoK) based Jammu and Kashmir Affectees Relief Fund Trust (JKART) is funding terror in Jammu and Kashmir, reports Indian Express. The agency, which registered an FIR under various sections of the Indian Penal Code (IPC) and Unlawful Activities (Prevention) Act (UAPA), named two Pakistani nationals who are heading the JKART. Chairman of the trust Mahboob-ul-Haq and general secretary Masroor Dar have been named by the NIA in the FIR. The two are reportedly close to HM chief Syed Salahuddin and are responsible for transfer of money to their cadres in the Valley and PoK. The agency is learnt to have picked up a conversation where the two named in the FIR can be heard allegedly directing cadres to provide logistical support and money to terrorists in the Valley. Investigators allege that JKART has pumped in more than INR 800 million into the Valley in the name of relief and rehabilitation work, diverted to finance terror. Founded in 1990, the JKART runs a refugees camp in PoK. According to NIA’s FIR, in October the NIA received credible information about illegal funding by HM in J&K to mujahideen who are fighting against the Indian Security Forces. “Investigation so far has revealed that apart from banking channels, terrorists across the border have used hawala [illegal money transfer] channel and human couriers,” said a NIA official.

Association of Parents of Disappeared Persons (APDP), a valley-based human rights group, has admitted that militants were responsible for more enforced disappearances than the Security Forces (SFs), reports IBN Live. It said of the 132 cases it has documented, militant groups were responsible for 24 cases of enforced disappearances compared to 22 by the SFs, including Police. "According to documented findings, out of 132 disappearance cases, 21 have been perpetrated by forces of the Indian army, 24 by different militant groups and one by the personnel of Jammu and Kashmir police," spokesman of APDP Yasin ul Hassan Malik said. In 43 other cases, the perpetrators were unidentified gunmen and in the remaining 43 cases, the victims disappeared in unknown circumstances. The APDP on December 10 submitted a list of 132 cases of enforced disappearances in remote Banihal area to the state human rights commission (SHRC). In the 24 cases of disappearances, as reported by the families of the victims, Hizb-ul-Mujahideen (HM) militant Nazir Ahmed Wani alias Papplu was blamed for 10 cases. Over the years, the separatists and human rights activists in Kashmir have been blaming security forces for the enforced disappearances, which APDP puts at 8,000, since militancy erupted in the State in 1990.

Investigations revealed that a HM militant, Billal Ahmed, who was one of the associates of three militants wanted by the National Investigating Agency (NIA) in connection with September 7 blast outside Delhi High Court, had trapped Special Police Officer (SPO) Mohammad Hanief and killed him in Kishtwar in the night of December 10. The militant had also taken away an official weapon (AK-47) of the SPO. Investigations also revealed that Billal Ahmed, who had been recycled into militancy after surrender, had been working as a source of Police giving specific inputs about movement of the militants to the Police. According to official sources, Billal had been won over by the militants once again.

Police said that two militants, identified as Mohammad Rafiq Lone of Hizb-ul-Mujahideen (HM) and Ejaz Ahmad Shah of Al-Baraq, were arrested during vehicle checking near Muqam Crossing. Police said that two pistols, two magazines and six pistol rounds were recovered from the arrested militants. Pattan Police arrested another HM militant, identified as Mohammad Yousuf Bhat, along with his wife near Rangee Mode. Police said that the couple had recently infiltrated into the Kashmir valley. Sources said that Bhat had gone to Pakistan for arms training a decade ago and married there. He along with his wife returned to Kashmir through Nepal, the sources added. One revolver, three rounds and one hand grenade were from the possession of Bhat.

Police arrested a Bharat Sanchar Nigam Limited (BSNL) employee, Sajad Ahmad Dar, for providing SIM cards on fake names to the HM militants in Sopore are of Baramulla District. Dar was working with BSNL Sopore as a consolidated employee. He had provided 10 SIMs and one Wireless in Local Loop (WLL) connection to HM militants operating in Sopore. Dar is an IT expert and has been working for HM militant network for about a year. Police are working out whether he was planted by the HM in the BSNL or he was trapped by them after he joined the BSNL. Superintendent of Police (Sopore) Imtiaz Ahmad Mir said that there are other people also who are involved in helping the HM militants to get BSNL SIM cards. "However, they have not been arrested yet. Police is also investigating that who were the militants who were using these SIM cards", he added. Early in February, Police claimed to have arrested a BSNL employee Ali Muhammad Bhat in Anantnag District along with four petrol bombs, a binocular and a HM letter pad from him. But later Bhat was let off by the Police after they found his no links with the militants. However, the departmental enquiry against the employee is still going on. The Union Home Ministry has issued strict instructions to cellular operators in the State to ensure that the SIM cards may not fall in militant hands. As part of that move, in September 2011, 200000 SIM cards were blocked by various cellular operators in the State after they were found to have improper registration.

Two HM militants who traveled on Pakistani passports to Nepal from Pakistan on their way to the Bandipora District were arrested in the outskirts of Bandipora town on December 22. Two Pakistani passports, Nepal visa, PKR 6,000 and few SIM cards were recovered from their possession. The arrested militants were identified as Tariq Ahmad Malla and Sajad Ahmed Mir. During questioning the two militants revealed that they received arms training for three months in 2003 at militant training camps in Abbottabad, bordering Pakistan occupied Kashmir (PoK), in the same area where Osama Bin Laden was killed by US Navy Seals on May 1-2. The duo then left the camp and were working there as labourers. The duo revealed that they entered India via Nepal on Pakistani passport on December 21. So far Bandipora Police have arrested six militants with Pakistani passports in past three months. All the arrestees had used Nepal route for entering into India on their way to Bandipora. The report further said that nine of militants have returned to their homes along with their wives and children from PoK during the past one year via Nepal or after crossing the LoC. Majority of them surrendered before Police after their return.

The militants have threatened to continue to carry out such attacks against mainstream political parties. This is for the third time that this unknown militant outfit has claimed responsibility for any strike in Kashmir. This organization earlier claimed attack on the Minister for Rural Development and Parliamentary Affairs, Ali Mohammad Sagar two weeks ago and on a NC Block President in Safa Kadal, one month ago. The security agencies suspected that the IMK might be a shadow outfit of either Lashkar-e-Toiba (LeT) or Hizb-ul-Mujahideen (HM).
