In separate encounters, 11 terrorists including two suspected Pakistani Rangers, were killed in separate encounters in Jammu and Kashmir, on September 3. In the first of these encounters, five Pakistani mercenaries of the Hizb-ul-Mujahideen (HM) were killed at Azmabad Jalian in Poonch district. Two of the slain mercenaries were wearing Pakistani Ranger uniforms under regular clothes. Security forces (SFs) suspect that three more terrorists were hiding in the area and have launched search operations to locate them. In the same district, SFs raided a terrorist hideout and killed two foreign mercenaries in Sheendara.

Muttahida Jehad Council (MJC) Chairman Syed Salahuddin said, in an interview to Dawn, a Pakistani daily, that Pakistan should evolve a consensus with the terrorist outfits on the issue of removing banners and donation boxes. He added that such a consensus should meet the demands of terrorist activity in India’s Jammu and Kashmir on the one hand, as also address the law and order problems of Pakistan on the other. Salahuddin also asked the terrorist outfits to "beware of the conspiracies aimed at creating misunderstanding and differences in their ranks." His remarks came in the wake of reports in a section of the Pakistan press that the MJC at a meeting chaired by him had agreed to remove banners and donation boxes from public places in Pakistan. According to Salahuddin, who is also the ‘supreme commander’ of the Hizb-ul-Mujahidden (HM), "I never chaired any such meeting where the said decision was taken."

As reported earlier, the Lashkar-e-Jabbar had claimed responsibility for attacking two women in Srinagar on August 7 and had demanded that Muslim women accept their version of Islamic dress codes. The outfit had imposed September 1 as the deadline but following requests by Ayesha Andrabi, chief of a similar outfit, the Dukhtaran-e-Millat, the Lashkar had extended the deadline to September 10. Most terrorist outfits active in Jammu and Kashmir including the Hizb-ul-Mujahideen (HM) and the Lashkar-e-Toiba (LeT) have disassociated themselves from this drive.

Giving a picture of the terrorist network active in Baramulla and Kupwara districts, the IG said that currently, the Harkat-ul-Mujahideen (HUM) ‘battalion commander’, Manzoor Ahmed Daga, also considered to be the most wanted terrorist in the area, is operating with approximately 50 terrorists in Sopore, Baramulla. In the Lolab region of Kupwara, a ‘battalion commander of Tehrik-ul-Jehad-e-Islami (TUJI), Sultan Chopan dominates with a group of approximately 45 terrorists. The Hizb-ul-Mujahideen (HM) with strength of approximately 350 terrorists is reportedly operating in the two districts under the leadership of Farooq Ahmed alias Mircha. The Jaish-e-Mohammed (JeM) cadre operates in the region with an estimated fifty terrorists under the command of Asif Bhai alias Qari Ashif. The Al-Fateh and Al Badr are operating with relatively lesser cadre strength while the Lashkar-e-Toiba (LeT) is the second largest outfit, which operates in the Baramulla-Kupwara area under the command of Saifullah.

According to Salim Hashmi, a spokesperson of the Hizb-ul-Mujahideen (HM) "The reports are part of Indian propaganda aimed at misleading the world community regarding our indigenous struggle for freedom." Hashmi while speaking to Dawn, a Pakistani daily also rejected reports that the Afghans were passing on their weaponry to HM cadres. Hashmi also rejected reports that the Hizb had any links with the proscribed Students Islamic Movement of India. According to him, "The Hizbul Mujahideen strongly negates reports that it has or ever had any connection with the Student Islamic Movement of India (Simi).
