Clearly mentioning the involvement of the dreaded NDFB-IKS group in the killing of several innocent civilians at different areas under the BTAD, the Assam Police, on May 2, said the Bodo rebel group has become frustrated and as a result, they have chosen a “soft target”, reports The Sentinel. Talking to reporters after attending a series of high level security meetings at Dispur, State DGP Khagen Sarma said, “Stern action will be taken against NDFB (S) group.” “In the last few months, 18 important cadres of NDFB (S) outfit were killed in encounter with security forces and also 42 important cadres of the outfit surrendered before security forces,” he said. “To show its strength, the outfit had earlier tried to attack security forces and Ranjan Daimary faction of NDFB, but failed in its attempt and became frustrated. To make its presence felt, they carried out the attack on civilians yesterday,” he added.

Further, Minority students’ organisations in Assam have blamed Bodoland People’s Front (BPF) chief Hagrama Mohilary and chief minister Tarun Gogoi for the ongoing violence in the Bodoland Territorial Areas District (BTAD), reports The Telegraph on May 3. The general secretary of the All-Assam Minority Students’ Union (AAMSU), Rezaul Karim Sarkar, on May 3, alleged Bodoland Territorial Council (BTC) chief Mohilary is the sole perpetrator of killings of people from the minority community in the BTAD. Ruling out the involvement of the NDFB (S) in the ongoing killings, the AAMSU leader demanded the immediate arrest of BPF leader Pramila Rani Brahma, accusing her of fanning the flames of hatred against the minority people for apparently rejecting her party in the recently-held Lok Sabha elections. Sarkar also demanded that the Congress snap its ties with the BPF and exhorted legislators and cabinet ministers from the minority community to quit the Congress government and the party for the interest of the minority community if the Congress government continues the alliance with the BPF.

The Hindu reports that seven people, including two children and four women, were killed in an attack by suspected IK Songbhijit faction of National Democratic Front of Bodoland (NDFB-IKS) militants in Balaparajan Village-1 under Goreswar Police Station in Kokrajhar District under Bodoland Territorial Administrative District (BTAD) of Assam on May 2 (today). A group of heavily armed extremists swooped down on two houses in the village at around 1 am and opened indiscriminate fire, killing seven persons on the spot. Two persons were seriously injured.

The Shillong Times reports that Arunachal Pradesh Police rescued a businessman earlier abducted on April 29 by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) militants from his farmhouse at Pasighat in East Siang District after a fierce encounter with the rebel outfit at Bora Jaldobi village in Assam’s Dhemaji District, a top Police officer said on May 3. A Police team lead by East Siang Superintendent of Police (SP), Devendra Arya rescued 65-year-old Keshav Pandey from the captivity of the militants after about one hour gun battle in the night of May 2 and arrested four cadres, identified as Rajiv Narzary, Suresh Basumatary, Bolin Boro and Tengana Narzary while three others managed to escape. Pandey, who owns a cattle farm near Partung area inside the Daying Ering Wildlife sanctuary was abducted after a few miscreants entered his farm disconnecting the power supply.

The Hindu reports that nine more bodies were recovered from a village in Baksa District in the morning of May 3 (today), taking the toll to 32 in the violence unleashed by IK Songbhijit faction of National democratic Front of Bodoland (NDFB-IKS) militants in Bodoland Territorial Administration Districts (BTAD) area in Assam. The bodies of the victims, including four children and two women, were recovered from Khagrabari village under Salbari sub-division adjacent to the Manas National Park, official sources said. Bodies of two children were identified as Ilina Khatun and Ariful Islam. Besides Chirang and parts of Dhubri Districts, indefinite curfew has also been imposed in Kokrajhar and Baksa Districts where 23 people were killed. The violence started when heavily armed NDFB-IKS militants entered a house and shot dead three members of a family, including two women, and injured an infant of a minority community near Ananda Bazar area in Baksa District on May 1. This was followed by indiscriminate firing by the insurgents at Balapara-I village in neighbouring Kokrajhar District in the early hours on May 2 which left eight persons dead and injuring several others in their own houses. Again, in the night of May 2, 12 bullet-riddled bodies, including those of five women and a child, were recovered from Nankekhadrabari and Nayanguri villages in Baksa District where nearly 100 houses and a wooden bridge were set ablaze by the militants. The Army has been staging flag marches in the violence-hit areas to instill confidence among people and to bring the situation under control, sources said.

Meanwhile, Union Minister of Home Affairs (MHA) Sushilkumar Shinde said on April 4, "During the last few days, there have been wanton acts of depredation leading to the deaths of 32 persons, mainly women and children. Out of these 32 persons, 31 belonged to minority community. The objective of this group seems to be aimed at starting a full fledged communal conflagration," reports Times of India. "It is noteworthy that these acts (of violence in Kokrajhar and Baksa regions of Assam) started only after the group started steadily losing its cadres either by surrender or elimination during operations when they opened fire on the forces," Shinde said, without naming the "group", the Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS). He added that the MHA had already deployed 43 companies of Central Forces and was in the process of sending an additional 1,000 personnel. In addition, he noted, 1,500 soldiers of the Army had been positioned in the violence-hit areas. "These numbers are not fixed and can be increased as per requirement," he said

Even Assam governor JB Patnaik has asked the State Government to seize illegal arms in the BTAD region. On May 3, the governor said house-to-house search should be conducted to bring an end to this problem. A senior police official said more than 100 illegal arms have been seized in BTAD during the time of elections. He added that since January 2014, 42 militants of IKS faction of National Democratic Front of Bodoland (NDFB-IKS) have laid down their arms, while 18 others have been killed in encounters by police and the Army. According to sources, there are around 200 members of NDFB-IKS active in BTAD at present. "The arms which are available in BTAD have led to these killings. This is a very unfortunate incident and we condemn it. We have been appealing to the state government for seizure of all the illegal arms at the earliest, but there is no action from the authorities concerned," said Aditya Khaklari, general secretary of All Assam Tribal Sangha (AATS).

However, the affected people, the All India United Democratic Front, which is the major Opposition party in the State, the Sanmilita Janagosthiya Aikyamancha (SJA) and some of its constituent organisations pointed a finger at the Bodoland People’s Front (BPF), the ruling party in the Bodoland Territorial Administrative District (BTAD). They alleged that the former cadres of the erstwhile Bodo Liberation Tigers (BLT) had carried out the attacks on Muslim families as a BPF legislator and senior leader, Pramila Rani Brahma, had alleged that the party candidate from the Kokrajhar Lok Sabha constituency, Chandan Brahma, was likely to lose the elections as the majority Muslims had not voted for him. Brahma later withdrew the statement on a party directive. The BPF was formed by former leaders of the erstwhile BLT. The Assam Tribune reports on May 10 that the militants belonging to the Songbijit faction of the National Democratic Front of Boroland (NDFB-IKS) are shifting towards Bhutan from the Bodoland Territorial Autonomous Districts (BTAD) areas in small groups following pressure mounted against them by Police and Security Forces. Highly placed security sources said that in the last part of April, Police and Security Forces received an input that after suffering severe setbacks in counter-insurgency operations in the last few months, the NDFB-IKS was planning to target Hindi-speaking people, Muslims and members of the Ranjan Daimary faction of the NDFB (NDFB-RD), whom they suspect to be helping the forces in the counter-insurgency operations. Sources said that again in the forenoon of May 1, a message was intercepted by the security agencies that the outfit would launch an attack on Muslims. The intercepts received by the security agencies proved that senior leader of the NDFB-IKS, B Bidai, who was in constant touch with IK Songbijit, who is in Myanmar, orchestrated the recent attacks in BTAD, while another hardcore member Rongabaja was involved in the attacks. The groups which launched the attacks went towards Bhutan immediately. Interestingly, a few months back, Bidai was in touch with a few senior officers of the Assam Police discussing ways to come over ground. But later, he did not come overground and he is now the mastermind of most of the operations of the outfit. Sources also said that the NDFB-IKS militants have managed to make makeshift shelters in Bhutan where they retreat whenever pressure on them is mounted. But they do not have full-fledged camps as was the case before Operation All Clear in December, 2003.

In a meeting with senior officials of the Union Ministry of Home Affairs, Mohilary and party leaders argued that the BPF’s name was being dragged into a controversy despite no involvement. “They (BPF) said that their names were being dragged into the controversy even though they were not involved in the violence,” a senior official said. Union Minister of Home Affairs Sushilkumar Shinde in a recent statement had hinted the NDFB (Songbijit) faction might have carried out the attacks. There are, however, no further reports from intelligence agencies since May 3 on the outfit’s role, sources said.

Director-general of Police (DGP) Khagen Sarma told reporters at the Police headquarters that the nine cadres, identified as Rikha, Romilo, Anon, Yakhab, Laswi, Ranjabaja, Sizo, Fuler and Futhai, had executed plans worked out by the outfit’s ‘chairman’ I.K. Songbijit, ‘general secretary’ Swarangra and “commander” B. Bidai. “The militant group was involved in the attacks but we are probing to find out if anyone helped them to carry out the attacks,” he added.
