Ansar-ut-Tawheed (AuT), an ultra-religious offshoot of banned Indian Mujahideen (IM), has pledged allegiance to the terrorist group Islamic State (IS) and its self-styled caliph Abu Bakr Al Baghdadi threatening major attacks in India, reports Hindustan Times on October 5. In a video released through its official media outlet, AuT’s ideologue and chief Abdul Rehman Nadvi Al-Hindi announced the group’s decision of getting under the IS umbrella. AuT is in its nascent stage and has evolved under Tehreek-e-Taliban, Pakistan, focusing primarily on waging jihad in India. It is the fourth group in Southeast Asia after Abu Sayyaf group of Philippines, Jamaah Islamiyyah of Indonesia and Al-Tawheed Batallion of Afghanistan-Pakistan region, to have given allegiance to the IS. Nadvi, in the video, alleged United States (US), India, Saudi Arabia, Australia, France, Canada and a few other countries were forming an axis of evil. Vowing to create Islamic State in India, Nadvi said: “The Ummah (community) could not afford to lose this battle, as it will mean subjugation forever.” Nadvi is believed to be leading the pack of old IM leaders, mostly from Azamgarh District of Uttar Pradesh, who had moved to Pakistan after the Batla House encounter in Delhi.

Probing four youths from Kalyan (Maharashtra) who are suspected to have joined the Islamic State of Iraq and Syria (ISIS) have found a photograph of one of them riding a motorcycle in Syria, carrying a flag of the terror organization, reports The Times of India on October 5. Sources from local investigating agencies claimed that the Intelligence Bureau (IB) had received a photo from Syria from their sources in which the youth is seen riding motorcycle with three others. The IB shared the photo with investigators from Maharashtra and showed it to the youth's family. But sources said the youth's family insisted the person in the photograph was not their son.

Fearing a backlash against Indians in Iraq, the Central Government is reluctant to allow National Investigation Agency (NIA) to register a case against terror group Islamic State of Iraq and Syria (ISIS), reports India Today on October 9. Highly-placed sources said Indians who are still in the captivity of the ISIS could become soft targets if India initiates any action against them. Thirty nine Indians still remain in their custody. Top Government sources said the Government was not in a hurry to register a case as it wasn't in favour of it at the moment. "We are apprehensive as the group could target Indians in Iraq and other countries in the region where it is active," said a senior Government official. Last month, the NIA wrote to the Ministry of Home Affairs (MHA), seeking permission to register an First Information Report (FIR) against the ISIS, suggesting that an open case under various provisions of Unlawful Activities [Prevention] Act (UAPA) and the United Nations Convention on terrorism could be filed for brainwashing the youths for terror activities. The NIA was of the view that registering an FIR would also help the Government to declare ISIS a banned organization.

The National Investigation Agency’s (NIA) probe into the Burdwan blast (in which two suspected militants were killed and another person was injured on October 2 in Khagragarh area in Burdwan District of West Bengal) is pointing to a bigger plot extending not just to neighbouring Assam, but also to Jammu & Kashmir (J&K) and the southern states of Tamil Nadu and Kerala, reports The Times of India on October 12. The NIA has, based on leads gathered from the women arrested from the Burdwan blast site, picked up a suspect from J&K, a construction worker belonging to West Bengal. The J&K suspect, to whom calls were made from the SIM cards seized from Rajira Bibi, wife of militant Shakil Ahmed killed in the blast, was found to be in touch with two other suspects in Birbhum District of West Bengal. The NIA is now on the lookout for the duo. An official said that “Phone records reveal that they had contacts in almost all the major megacities, also in South India. We will have to verify the antecedents of each and every contact. Six of the Assam-based suspects who were in touch with the two men killed in the blast have already been arrested.” Meanwhile, the Assam Police claimed the arrested were linked to a module operating under the patronage of Bangladesh-based terror outfit Jamaat-ul-Mujahideen (JMB). Importantly, terrorist organization Islamic State of Iraq and Syria (ISIS) has also cropped up in the course of questioning of the suspects. The agencies have found a picture of the ISIS flag downloaded a suspect's phones. Though the suspect claimed that the phone was being used by another person, who may have downloaded the flag, the NIA will be probing the angle further. The discovery of grenades and bomb-making equipment from Burdwan, as well as linkages across several states like J&K and even southern states, indicate elaborate planning and high level of preparations by JMB to carry out attacks in Bangladesh, adds The Times of India. Intelligence agencies believe that strikes were planned as retaliation against the Prime Minister (PM) of Bangladesh, Sheikh Hasina regime's crackdown on JMB elements. NIA officials fear the suspects arrested so far and aides contacted across states by the militants are possibly foot soldiers. The probe will now focus on identifying the leaders of the module. Separately, Criminal Investigation Department (CID) officers said that, the prime accused in the Burdwan blast, Sheik Kausar travelled nearly 100 kilometres before he sneaked into Bangladesh via Hakimpur bordering Nadia and North 24-Parganas District of West Bengal. The investigators have also reconstructed the escape route. According to CID, Kausar left the spot immediately after the blast, but he didn't leave the place till the next day. However, the CID officers are not sure about the exact day he crossed the border. But, they believe that he had at least five facilitators who arranged the logistics for a safe transit.

The most senior military officer in Kashmir valley on October 15 warned that the waving of Islamic State of Iraq and Syria (ISIS) flags in Kashmir was a matter of grave concern and the security establishment needed to take note of it at the highest level, reported The Times of India. The warning came a day after Jammu and Kashmir (J&K) Chief Minister (CM) Omar Abdullah dismissed the incident as "an act of some idiots". General officer commanding the Srinagar-based 15 Corps, Lt Gen Subrata Saha, said ISIS had the ability to attract a large number of volunteers and it was a cause of worry. He said concerted efforts had to be made to secure the right to prosperity of the youth in the valley and high level attention was necessary to keep them away from the path of terror.

National Security Guard (NSG) director general J N Choudhury on October 16 warned of the possibility of global jihadi outfits al Qaeda and Islamic State of Iraq and Syria (ISIS) joining hands to launch "multi-city, multiple attacks" in India, reports The Times of India. Speaking to the news reporters on the occasion of NSG's 30th Raising Day in Manesar near Gurgaon (Haryana), Choudhury said, "Now that they (al Qaeda) have declared an intention to attack India, they might combine with outfits like Lashkar-e-Toiba (LeT), ISIS and Indian Mujahideen (IM)." Calling the 2008 Mumbai attacks (26/11) a “curtain raiser”, he said the country is facing threat of such attacks in more than one city at a time. He added that al Qaeda operatives had recced Bangalore (Karnataka) and Goa several years ago and “looking for vulnerable spots in India is nothing new for al Qaeda”. He said the NSG does not have its own intelligence setup to corroborate these inputs which were given by intelligence agencies.

Amritsar Police commissioner J S Aulakh on October 17 said that "We are reviewing the security situation and also working on the input received from intelligence agencies”. He added that the District Police had already got additional 200 men for deployment during the on-going festival season. However, he clarified that Police didn't have any specific input about any incident by any outfit. Meanwhile, Border Security Force (BSF) Inspector General (IG) Ashok Kumar said that "This threat already exists and we are alert." Intelligence sources didn't rule out the possibility of using Indian hostages held by ISIS in Mosul city of Iraq to spread terror and pressurize India. Around 39 Indian youths, mostly Punjabis, are in the captivity of ISIS after the terror outfit took control of Mosul and abducted them from a factory.

Speaking at the Munich Security Conference in New Delhi Doval said that "There is nothing as big or small terrorism. It is not on the basis of geography, but on the basis of groups, it is on the basis of capabilities and tactics. The pamphlet, written in Bangla and being secretly distributed in West Bengal and Assam, says establishing a caliphate in Bangladesh is crucial for intensifying jihad in Indian states on the eastern border. The pamphlet specifically mentions West Bengal and Assam, though intelligence officials suspect Bihar and Jharkhand also feature in the terror group’s plans. The pamphlet, suspected to have been smuggled into the state through Bangladesh, was discovered a few days before the October 2 Burdwan blast in West Bengal. “If we manage to establish a Syria-like reign here (in Bangladesh) then Muslims from Assam, Arakan (former name of Burma’s Rakhine State) and West Bengal too would be able to come here for hijrat (migration with religious agenda). Simultaneously, anti-India revolts would intensify in seven eastern Indian states. This would be a huge blow for India, one of the key non-Muslim states in the changed situation of the world,” says the pamphlet.
