India and Bangladesh have decided to exchange all information on terror organizations, including the Jama'atul Mujahideen Bangladesh (JMB) which as responsible for the October 2, 2014 blast at Khagragarh in Bardhaman District of West Bengal, The Times of India reports on June 11. A recent press release from Bangladesh's Rapid Action Battalion (RAB) stated: "We also shared evidence of the three fugitive Jama'atul Mujahideen Bangladesh operatives' involvement in the blast." However, the exercise is not merely restricted to JMB only. Inputs with Research and Analysis Wing (R&AW), India's external intelligence agency, confirm that Lashkar-e-Taiba (LeT) and its political wing, Jamaat-ud-Dawa (JuD), are working on extending their footprint along the Bangladesh-Myanmar border by taking advantage of the sectarian violence involving Rakhine Buddhists and Rohingya Muslims in Myanmar's Rakhine state. According to information, JuD strongman Hafiz Muhammad Saeed is leading the anti-Myanmar campaign, espousing the cause of Rohingyas from various platforms in Pakistan, while his terror subordinates are visiting the Bangladesh-Myanmar border region. Indian intelligence agencies fear the Bangladesh-Myanmar border might emerge as a new theatre of jihad in the not-too-distant future. The NIA had arrested a Rohingya in the Khagragarh case but later dropped his name from the chargesheet as they "did not have enough evidence" against him. Intelligence inputs also suggest that apart from creating a new forum, Difa-e-Musalman Arakan (Burma) Conference (Defence of Muslims in Myanmar), to mobilize support for an anti-Myanmar government campaign, JuD deputed a two-member team, comprising its spokesperson Nadeem Awan and publications wing member Shahid Mahmood Rehmatullah to forge covert links with similar Islamic outfits in Bangladesh and Myanmar.

Movement of terror elements across the International Border, smuggling of Fake Indian Currency Notes (FICN) into India and narcotics to Bangladesh featured in the four-day Inspectors General level conference between the Border Security Force (BSF) and Border Guard Bangladesh (BGB) that concluded at Kolkata on June 11, reports The Times of India. "Both sides expressed their concern about the suspected movement of terror elements across the border. Bangladesh is particularly concerned after the Khagragarh blast that revealed how Jamaat-ul-Mujahideen Bangladesh (JMB) modules operated in West Bengal. We assured the BGB that care will be taken to prevent movement of jehadis across the border and their officers told us that steps will continue to be taken against anti-Indian militant groups that have operated from Bangladesh in the past. The BSF also brought up the issue of attack on Indian border troopers by Bangladeshi smugglers," a senior BSF official said. The BSF also pointed to the large numbers of FICN seized over the last several years and urged the BGB to increase patrolling. Theft of cattle from Indian villages and abduction of Indian nationals were also discussed. Joint patrolling in vulnerable areas and confidence-building measures between the two forces were discussed. "The BGB agreed to extend all co-operation in operations against FICN and gold smugglers. There will be co-ordinated patrolling in vulnerable and smuggling prone areas. Stress will be laid on more joint events like sports and games to forge better relations between the two forces and the border populations. Head of BGB delegation of Brigadier Geneneral D S M Shaheedul Islam spoke of the contribution made by Indian armed forces in the Liberation War of Bangladesh and assured his commitment towards Indo - Bangladesh Border Guidelines, 1975. He also expressed his gratitude to Government of India for signing Land Boundary Agreement and addressing long-pending border issues. Both forces mutually agreed that field commanders will meet frequently and work out details for implementation of the land boundary agreement," the official added.

The National Investigating Agency (NIA) arrested Nurul Hoque alias Naeem, 'chief trainer' of the Indian module of Jama'atul Mujahideen Bangladesh (JMB), from Howrah station in Kolkata (West Bengal) on June 18, reports The Times of India. Naeem also collected funds for the terror outfit and had undergone arms training under NSCN-K (National Socialist Council of Nagaland - Khaplang) in Myanmar. A resident of Bakshipur near Domkal in Murshidabad, the 26-year-old is a very close associate of blast mastermind and Bangladeshi national Sajid, say sources. "Naeem had been identified as a key co-conspirator and was absconding since the Bardhaman blast of October 2, 2014. A cash reward had been declared for his arrest. Several witnesses as well as interrogation of arrested JMB cadres had revealed the name of Naeem as a very active member of JMB, who was operational in Birbhum District in close association with Dalim Sheikh (in custody) and Talha Sheikh (Bangladeshi national, absconding)," an NIA statement said. Of late, Naeem had come close to bomb-maker Haath Kata Nasirullah, which led him to become the linkman between the JMB leadership in Sylhet, Bangladesh, and the Indian module. He used to collect funds for terror activities from Bardhaman, Birbhum and Murshidabad districts. Sources said Naeem's rise in JMB was hastened by Nasirarullah, who made him the number 3 in the Indian module. According to NIA, Naeem had undergone arms training at Mukimnagar Madrasa in Murshidabad District and Simulia Madrasa in Bardhaman District between 2009 and 2011 before allegedly getting advanced training at the hands of NSCN-K in Myanmar. JMB leaders made him a trainer and he coached recruits in firearms and explosives in terrorist training camps at Shantipally in Birbhum and the Simulia and Mukimnagar madrasas, say sources. He was also a motivator in radicalization camps, showing recruits jihadi video clips on a laptop.

Arrested ‘chief trainer’ of the Jama’atul Mujahideen Bangladesh (JMB), Nurul Hoque alias Naeem, revealed he was trained in guerrilla warfare at a camp run by the National Socialist Council of Nagaland-Khaplang (NSCN-K) in Myanmar, reports Hindustan Times on June 20. Hoque told interrogators he received advanced training in guerrilla warfare in a NSCN-K base in Myanmar shared with the United Liberation Front of Asom-Independent (ULFA-I). The ULFA-I facilitated his training and some more JMB members are currently being trained in the NSCN-K base in Myanmar, Hoque said. NIA officials believe the ULFA-I helped Bangladeshi radicals connect with NSCN-K. This, they said, pointed to a plan hatched well before the Naga group walked out of a 14-year-old truce in March, to destabilise the northeast and Bangladesh, currently ruled by pro-India Prime Minister Sheikh Hasina. “The ULFA’s (undivided) link with Islamic radical groups is well known. There were reports of at least 200 ULFA activists having received training in Pakistan and Afghanistan by Pakistan’s Inter-Services Intelligence and Afghan mujahideen. And at home, radical groups such as the Muslim United Liberation Tigers of Assam [MULTA] were the chief suppliers of arms for the Ulfa through Bangladesh,” said Assam Director General of Police Khagen Sarma.

National Investigation Agency (NIA) is putting up posters of absconding terrorists, most of whom are Bangladeshis involved in the October 2, 2014, Bardhaman (West Bengal) blast and training youth in arms and manufacturing of explosives, New Indian Express reports on June 20. The NIA has so far arrested 17 people in the case. But even after eight months, 12 wanted Jama'atul Mujahideen Bangladesh (JMB) terrorists are on the run. The posters of 11 militants with their photographs and the reward placed by the central agency, with some carrying as high as INR 10,00,000 on their head, are on display at bus terminus, court premises, railway stations and police stations in remote villages of Bardhaman District. Since the photograph of Rafiqul Islam from Chapainawabgunj in Bangladesh is not available, his description and built and his role in the JMB-sponsored terrorism are mentioned. “If the accused are absconders even a month after the filing of chargesheet, we can display public posters with their photographs, just like other agencies. We suspect they are hiding in the country and probably in villages with a large Bengali Muslim population,” a senior NIA official stated on June 19.

National Investigation Agency (NIA), investigation the October 2, 2014 Bardhaman blast case, has recovered a laptop at the instance of Nurul Hoque, alleged to be key a conspirator in many activities of Jama'atul Mujahideen Bangladesh (JMB) terror outfit, The Times of India reports on June 25. Official sources said that during his custodial interrogation, Norul Hoque, who was known as 'Nayeem' to the intelligence agencies confessed that he had received a laptop from Sheikh Rahamatullah alias Sajid - the Bangla module 'head' just two months before the blast. He then guided the NIA officers to a hideout in Murshidabad District of West Bengal and handed over a laptop from where the details were gathered.
