According to media reports of June 3, an all-party delegation led by the Chief Minister Okram Ibobi Singh is expected to meet leaders in New Delhi to discuss issues relating to the threat to the State’s territorial integrity arising out of the Union government’s peace talks with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM). The decision reportedly follows pressure by the United Committee Manipur (UCM) on various political parties urging them to apply pressure on the Union government to provide constitutional safeguard to the State's territorial integrity through an amendment to Article 3 of the Constitution.

According to media reports of June 3, the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) criticised Nagaland Chief Minister (CM) S C Jamir for insisting on the implementation of what it termed as the ‘most treacherous’ 16-point agreement. Reports quoted an NSCN-IM statement accusing the CM of trying his level best to derail the peace process during the 1960s under the leadership of AZ Phizo. The statement further accused Phizo’s daughter, Adino, and her tiny coterie, for having allowed themselves to be bought and used by Jamir to oppose the present peace process. Nagaland State was formed following the 16-point agreement signed with the Union Government in 1960. Jamir has always maintained that the 16-point agreement was signed at a critical juncture in the Naga history through a collective decision of all the tribes of Nagaland. He has often cautioned people not to be misled by propaganda by vested interests on the agreement.

The Naga Hoho (the apex council tribal of the Nagas), criticising Nagaland Chief Minister SC Jamir for insisting that the 16 tribes of Nagaland should decide their destiny, described his statement as "an emotional outburst to create confusion and chaos to the already charged atmosphere in our society". According to media reports of June 4, it further accused the CM of taking a rigid stand that was ‘intended to derail the current political negotiations, besides going against the integration of the Nagas and destroying their identity’. Describing the analogy of the ‘16 Naga tribes in the State of Nagaland as presumptuous and a legacy of the 16-Point Agreement’, the Hoho added it had prepared a "white paper" on the integration issue at its last assembly held at Senapati in Manipur. The Hoho termed the description of "16 tribes" of the State as vague as it also accommodated non-Naga tribes. The National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), too, had recently criticised the CM for insisting on the 16-point agenda. The Chief Minister, while addressing the 7th General Meeting of Nagaland Gaun Buras (GBs) Federation, in Dimapur, on May 30, said all the 16 Naga tribes in the State should voice their opinions on the future of Nagaland and not just a few tribes and organisations.

Manipur Chief Minister Okram Ibobi Singh on June 6 said that the arrest warrant against National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) leader T H Muivah would not be withdrawn unless the Union government provided substantial evidence to justify the move. While warrants against Muivah were issued by the State government in April 1994, a cash reward of Rs. 3 lakhs has also been offered against his arrest or any information leading to his arrest.

The National Socialist Council of Nagaland (Khaplang), NSCN-K, in a statement issued in Kohima on June 9, described as ‘nonsensical’ the Nagal Hoho and Non-governmental Organisations’ (NGO) recent visit to Bangkok to bring about 'Reconciliation and Unity' among the Nagas. It said they were supporting the ongoing talks without knowing what was being targeted at. The statement alleged that the Naga Hoho and NGOs who were involved in the Bangkok meetings had clearly displayed their 'weakest and timid' approach to reality. The statement said, while the 'resolutions' at home on Naga soil were aimed at bringing 'Reconciliation and Unity', the Bangkok meeting 'negated' it. Besides the Hoho and NGOs resolved to support the 'so-called ongoing talks'. The NSCN (K) also urged upon the Naga Hoho to stand up for the cause of the Naga society and lead them towards peaceful and meaningful lives, but cautioned they should not be carried away by such unrealistic policies of the NSCN (IM). The representatives of Naga Hoho and various other Naga NGOs had recently gone to Bangkok for the Naga Consultative Meet hosted by the NSCN (IM). The NSCN (IM) had sought views and opinions of various Naga tribes during the Meet as to how they (the NSCN-IM) could enter into a final settlement with the Union government on the longstanding Naga political problem.

The Kuki National Army (KNA), a Myanmar-based terrorist outfit, has criticized the Kuki Revolutionary Army (KRA), the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) and United Kuki Liberation Front (UKLF) of extortion, terrorizing the Kukis and allowing themselves to be used as tools in the proxy war. According to media reports of June 11 the KNA in a statement expressed its sympathy for the victims of excesses committed by Assam Rifles personnel and described the incident as part of a nefarious design to launch a proxy war by the NSCN-IM through surrogate outfits like the KRA and UKLF. 11 Assam Rifles personnel were killed recently for which the KRA has claimed responsibility.

All the political parties including the ruling Secular Progressive Front government and opposition Democratic People’s Alliance have expressed a desire to unitedly mount pressure on the Union Government against compromising the territorial integrity of Manipur. The special sitting of the State Legislative Assembly held on June 12 adopted a unanimous resolution, following a marathon debate lasting over 11 hours, urging the Union government to suitably amend Article 3 of the Constitution or to insert appropriate provisions to provide Constitutional protection to the territorial integrity of Manipur. Pending such Constitutional amendment, the Assembly urged the Union government to provide an assurance on the floor of the Parliament that the territorial integrity of Manipur will not be disturbed. The resolution was introduced by the Chief Minister, O Ibobi Singh. He, while welcoming the peace talks to permanently resolve the Naga problem, stressed that the cease-fire with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) should be confined to the State of Nagaland. Cutting across political parties all Naga MLAs of the Manipur Assembly, including a Minister, are reported to have stayed away from the special session of the house.

Assam Chief Minister Tarun Gogoi called upon the Union government to initiate peace talks with terrorist groups in the State on the lines of the ongoing peace talks with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) in Nagaland. The State government’s offer of amnesty to the terrorist groups was still valid the CM said. He had met the Prime Minister and Home Minister in New Delhi on June 13. He also pointed that the efforts of the State to bring the terrorist groups to the negotiating table needed constant support from the Union government. The CM also reminded the Union government that terrorist groups like United Liberation Front of Assam (ULFA) had only laid certain conditions, but had not completely refused to hold talks. Referring to persisting security problems in the State, as there was a rise in terrorist activities in areas bordering Assam, the CM blamed the Union government for comparatively ignoring Assam, in relation to states like Punjab and Jammu and Kashmir.

The NSCN-K, however, said it stood for peaceful co-existence of all the people and a democratic society. Commenting on the ‘erroneous reference’ to the term Nagas in reference to the NSCN-IM even in Manipur during talks of cease-fire extension, the NSCN-K said it was unfair to the Nagas. The report quoting Inspector General of Police (IG) -Law and Order Sibabrata Kakati further said this was due to the geographical location of the two districts. The hilly terrain makes it difficult for the security forces to carry on their normal operations. The IG also said most of the terrorist outfits in Assam have their hideouts in Karbi Anglong district. He reportedly suggested that strong police networking is one way to improve the situation in Assam. He also alleged that most of the terrorist activities in the recent past in the district were the handiwork of Dima Halim Daogah (DHD). The outfit earlier allegedly had nexus with the National Socialist Council of Nagaland- Isak Muivah (NSCN-IM). Differences over sharing extortion money reportedly led to their separation and the outfit has since been on its own.
