After the signing of Peace accord, on August 3, security apparatus in Nagaland has been put on maximum alert, reports The Sentinel. A security source stated that "Khaplang faction of National Socialist Council of Nagaland (NSCN-K) advisor Niki Sumi is understood to have directed his cadres to attack security forces in the run-up the Independence Day celebration. There is also a possibility of attacks on Independence Day functions,”. Times of India further adds that ‘chairman’ of NSCN-K SS Khaplang has recuperated from his illness and is back at Taga in Sagaing District in Myanmar and that at least 20 militants have already infiltrated from Myanmar, since the retaliatory attack by Indian Army on June 9 .NSCN-K has three brigades and two ceasefire monitoring offices in Hkamti and Lahe in Sagaing and has a strength of 800-900 cadres spread in its camps in Myanmar Naga Hills (MNH).

Earlier, on August 4, a militant of Khaplang faction of National Socialist Council of Nagaland (NSCN-K), identified as ‘corporal’ Chingkhurei Gangmei was arrested from Khuman Lampak Stadium in Imphal West District, reports Kanglaonline. He was involved in the June 4 ambush which killed 18 soldiers.

In other news, Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) ‘envoy to collective leadership, Alezo Venuh and ‘advisor’ to collective leadership, C. Singson said “it has nothing to do with us as it (Peace Accord) is for Muivah”, reports Nagaland Post. They also added that the group has no problem with “Naga Peace Accord” if the agreement was “good for Mr. Muviah and Southern Nagas”. Alezo claimed that Isak-Muivah faction of NSCN (NSCN-IM) “several occasions” has ruled out integration and during one of the meetings has made it clear that he was seeking “a solution for Southern Nagas”. He also added that political solution was such that NSCN-K had to settle for a solution for Eastern Nagas settled in Myanmar as there is an international boundary that has separated the Nagas.

Separately, ‘military supervisor’ of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) ‘lieutenant general’ Niki Sumi stated that even if Isak-Muivah faction of NSCN (NSCN-IM) signed the accord with the Government of India (GoI) NSCN-K was under no obligation to “either agree or disagree”, reports Nagaland Post on August 6. Niki said it was the sole prerogative of NSCN-IM to arrive at any conclusion which the latter has been striving after 18 years adding, the accord was intended exclusively for NSCN-IM.

Voicing confidence that other rebels groups would also come on board after the signing of agreement between Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and Government of India (GoI) he said a 16-member Naga delegation will visit Myanmar to meet S.S Khaplang, ‘chief’ of Khaplang faction of NSCN (NSCN-K) which had abrogated the ceasefire agreement. He also added that “Solving the Naga problem is solving the problems of the North-East. Non-Nagas of the North-East should not have any negative thinking about the pact with NSCN-IM.”

Nagaland Post on August 10 reports that three decomposed bodies of suspected militants of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) were found in a jungle between Purul and Sirong village in Senapati District. The bodies were identified to be that of Francis, Veihriizii and John. Police suspect that they may have been shot dead three to four days ago by rival faction.

Two cadres of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) were killed on August 13 in an encounter with 31 Assam Rifles (AR) personnel at Tamatai area terrace fields near Longsa village under Mokokchung District of Nagaland, reports Nagaland Post. The two cadres were identified as Azheto Sumi of Pukhato village in Dimapur District and Khekato Chophy of Khumishi village. Additional Superintendent of Police (ASP)& Public Relation Officer (PRO) Mokokchung Police, Yanren Ngullie said that the Security Forces (SFs) also recovered weapons including one AK-56 rifle along with 42 live rounds, one .22 pistol (country made) and one live round and three Chinese make grenades and other items.

Troops of 18 Assam Rifles (AR) along with Police in a joint operation on August 15 arrested two cadres of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) along with arms and ammunitions in Peren, reports Nagaland Post. According to Public Relations Officer (PRO) Inspector General of Assam Rifles (IGAR -North), the cadres were identified as ‘pvte’ Muvoiso Chakesang (28) and ‘pvte’ Noknglm Anok (32). PRO said one AK-47 Rifle with bayonet and magazine, one 7.65mm pistol with magazine and 85 assorted live bullets were recovered from their possession.

Khaplang faction of National Socialist Council of Nagaland (NSCN-K) cadres on August 16 launched an attack on the Assam Rifles (AR) camp located at Anatonger Village under Kiphire District, reports Nagaland Post. According to Kiphire Police, the firing started at around 3.10 a.m. In retaliation, Assam Rifles also volleyed several rounds of gun-fire that lasted for over 10 minutes, Police said. No casualties were reported.

Thomas Numai, Assistant Publicity Secretary of MNPF said in a press statement that “The peace accord signed between the Central government and NSCN-IM is not in greater interest for the Naga people. NSCM-IM is not the sole authority or representative of the Naga People. There are armed organisations representing Naga nation such as Khaplang faction of National Socialist Council of Nagaland (NSCN-K), MNPF and vice versa”. Khaplang, holding them responsible for ambushing an Army convoy in Manipur in June 4, killing 18 soldiers, reports The Hindu on August 9. Besides Khaplang, India sought the custody of the outfit’s military commander Niki Sumi, Kirichu and Asang, who were believed to have planned and supervised the attack in Manipur’s Chandel District. The request was placed during the meeting of the first ever India-Myanmar Joint Consultative Committee held in July. The Indian delegation was led by External Affairs Minister Sushma Swaraj and Myanmar’s was led by U. Wunna Maung Lwin, Union Minister for Foreign Affairs of the Republic of the Union of Myanmar.

He stated that “We have made an appeal to those (militant groups) who wanted to come to the mainstream, that the first and foremost is to lay down arms and abjure violence because violence and talk cannot go parallel.” He also added that “We will not talk to anybody who indulges in any kind of violence,”. When asked about Thuingaleng Muivah’s statement that “sovereignty issue and integration of Naga inhabited areas is part of the peace accord”, Rijiu stated that “I will not say anything about what Thuingaleng Muivah has said but the framework has clearly stated that they honour the Indian constitution and the Government of India will honour the Naga aspiration and based on which we will move forward.”, reports Nagaland Post on August 21. Further, he also said that GoI had no objection to civil society groups from Nagaland to visit Myanmar in their efforts to hold talk with rebel leaders of Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports Nagaland Post on August 21. In related news, Naga Hoho (apex body of Naga tribes) president P. Chuba Ozukum stated that they have not received the security clearance from GoI to take up their peace mission with Khaplang. Amidst conflicting reports, it has been reported that at least six militants of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and two civilians were killed , when troops of 23 Assam Rifles and 21 Para commandos reportedly laid an ambush along the Pangsha International Trade Centre area, bordering Myanmar in Tuensang District, reports Nagaland Post. While information from various sources reported that the NSCN-K team was ambushed, Public Relations Officer (PRO) of AR however claimed that NSCN-K had fired upon Security Forces (SFs). Sources said six of the fatalities were NSCN-K and two were reportedly civilians. Two women and an Army trooper were injured too. Though it could not be confirmed, sources said one of the injured woman is the wife of NSCN-K functionary and ‘PRO’, ‘colonel’ Isak Sumi. Kanglaonline further adds that large quantity of arms and ammunition were recovered and that one soldier was injured. The militants, according to IGAR PRO were from the NSCN-K camp located at Ponyu Village inside Myanmar and belong to the group headed by ‘lieutenant general’ Niki Sumi.
