Three months after Indian agencies neutralised widespread Islamic State (IS) network with many operatives in India, its key recruiter’s identity still remains a mystery, The Hindu reports on May 3. Security agencies believe that Shafi Armar alias Yousuf al Hindi operates from Syria but are not fully convinced if all communications in his name are from this former Indian Mujahideen (IM) operative. Eight of the 25 suspects in the custody of the National Investigation Agency (NIA) and allegedly recruited by Armar have told interrogators that they had never seen him as he did not communicate with them through video calls. Armar used only web-based applications, ‘We Chat’, ‘Kick’ and the audio messaging service on Skype.

The Gujarat AntiTerrorist Squad (ATS) on May 3 arrested a suspected Students Islamic Movement of India (SIMI) operative, identified as Mohammad Suwale Umar in Amirgadh in Banas Kantha District, reports Indian Express. He is wanted in a case lodged by Special Operations Group (SOG), Jaipur, Rajasthan in 2008. He is accused of “Jihadi Conspiracy” and holding meeting of activists of SIMI to wage war against the country.The ATS had specific information on Suwale’s movement who had escaped the arrest by Rajasthan ATS.Sources said that when Rajasthan ATS had gone to arrest him some time ago a major riot broke out which left several policemen injured. An FIR has also been filed against Suwale. They said that Suwale had been evading arrest by spreading the information that he was in Pakistan. “His family and relatives spread this information that he was not in India but in Pakistan for quite some time and he was successful in evading arrest for quite some time,” sources in ATS said. They said that they were trailing Suwale’s movements for past many days.

A Police probe into Thadiyantavida Nazeer, an alleged Indian Mujahideen (IM) operative, sending letters from the jail through one of his aides, has found that those letters were intended to promote terrorist activities in the country, reports The Hindu. On May 10, in a charge-sheet submitted at the Ernakulam Principal Sessions Court, Police stated that the letters recovered from Shahnaz, an aide of Nazeer, were written in a coded script and intended to promote terrorist activities. Police names Shahnaz P.A. and Taslim K.K. as the two accused in the case.Meanwhile, Nazeer has not been included in the list of accused as the probe into his involvement is yet to be completed. Shahnaz met Nazeer at Parappana Agrahara jail in Bengaluru (Karnataka) on three occasions in 2015 and allegedly conspired to carry out terrorist activities in the country. On a direction by Nazeer, Shahnaz created an emailed id ‘

’ and sent emails to ‘

’, an e-mail id allegedly operated by his handler abroad.

Zainul Abedin was brought to Bhatkal amid tight security on May 9, reports The Times of India. The action follows after he admitted to storing a bomb at his home at Sultan Street in Bhatkal. Zainul allegedly worked as an explosive expert for the terror outfit Indian Mujahideen (IM). On April 25, 2016 he was deported to India by Saudi Arabia for his alleged links with the IM. He was arrested at Mumbai airport the same day. Zainul, who was in the hiding in Saudi Arabia on the pretext of working there, was allegedly involved in at least nine bomb blasts in various parts of the country, including Bengaluru (Karnataka) and Pune (Maharashtra). After giving Indian agencies the slip last year (2015), he escaped to Saudi Arabia. Before being deported to India, he was jailed in Saudi Arabia for six months for alleged terror links.

Terrorism has emerged as a new challenge to Odisha Police in 2015 even as other crimes continued unabated, according to the White Paper released on May 10, reports The Times of India. Though the movement of two Indian Mujahideen (IM) operatives in some parts of the state was first reported in January 2014, arrest of three suspected terrorists alone from the state last year set the alarm bells ringing. In January 2015, Balasore Police arrested one Iswar Chandra Behera on charges of leaking vital information from the Integrated Test Range (ITR) at Chandipur to Pakistani intelligence agency Inter-Services Intelligence (ISI). Behera had been working as a contractual cameraman at the ITR, which is a high-risk category installation in the country.Terror fear gripped the state after burning of three empty trains at Puri on November 12, 2015. The Railway Protection Force arrested one Subhash Ramachandran, who later made startling revelations about his links with a terror outfit. Ramachandran told the Police that some terrorists hired him to trigger arson in trains. The National Investigation Agency (NIA), which probed the case, ruled out any terror links behind the train arson. In the end of 2015, arrest of Abdul Rehman from Cuttack pressed the panic buttons for the state Police. Rehman, a cleric from Paschimkachha in Cuttack District, was allegedly found to be having links with al Qaeda.Spectre of terrorism haunted the state in 2016 as well. Five suspected Students Islamic Movement of India (SIMI) operatives were arrested from Rourkela on February 17, 2016. Director General of Police K B Singh said Odisha Police is prepared to tackle any exigency. "We have a special task force (STF) under the Crime Branch to deal with terror-related offences. We will further strengthen the STF by adding more skilled manpower and imparting specialized training to them. We also have a special tactical unit (STU) to combat urban terrorism," Singh told TOI. Police said steps are being taken to form an anti-terrorist cell to collect and share information with Central probe agencies about movement of suspected terrorists. Recently, Commissioner of Police Y B Khurania said he has sent a proposal to the state government to set up a dedicated anti-terrorist wing under the commissionerate of Police in Bhubaneswar and Cuttack.

Islamic State (IS) recruitsin India wanted to take advantage of the student movement that broke out in several cities after the arrest of JNU (Jawaharlal Nehru University)student union president Kanhaiya Kumar, The Times of India reports on May 14. On February 19, when Kanhaiya was in Tihar jail on sedition charges and students of several universities were holding demonstrations demanding his release, IS's Ahmad Ali asked 19-year-old Ashiq Ahmad alias Raja of Hooghly, West Bengal, to infiltrate the movement and burn vehicles and oil tankers using petrol. This has been revealed in the statements of three recruits of India's IS wing — Junud al Khalifa-e-Hind (JKH) — Ashiq Ahmad alias Raja, Mohammad Abdul Ahad and Mohammad Afzal.Their testimony proves the creation of JKH and their meetings in Tumukur and Bengaluru (Karnataka), West Bengal and Punjab. In his statement, Ashiq said Ahmed Ali, who claimed that he was 'chief' of Ansar-ut Tawhid fi Bilad al-Hind (AuT), contacted him on February 19 through his ID on Trillion app. He told me that agencies are keeping a tab on us. He told me that a student movement is happening in the country and that we should enter and put vehicles, oil tankers on fire," Ashiq said.Ashiq was arrested on February 22, 2016. AuT is connected to IS and the outfit opened JKH in India and planned to have a unit in every state, as claimed by Bengaluru- based Ahad. Ashiq said he was asked to "learn spying, swimming and drawing maps", and that their first target would be "Shias", while they also planned to "free former IM chief Yasin Bhatkal from jail".

The Gujarat Anti-Terrorist Squad (ATS) May 16 arrested a gang member, identified as Shailendra Singh Attarsingh Jaat of Asif Reza Khan and his brothers Aamir and Aftab Ansari, the founders of Indian Mujahideen (IM), from Rohini in Delhi reports Indian Express.The person was wanted in a 16-year-old kidnapping case in Rajkot (Gujarat). According to Deputy Superintendent of Police (ATS) KK Patel, Jaat is one of the four accused who had come from Delhi to execute the kidnapping of two businessmen Bhaskar Parekh and Paresh Shah in December 2000 in Rajkot. “The kidnapping was conspired by Mohammad Omar Shaikh, a resident of London, and a 'senior commandant' of Jaish-e-Mohammed (JeM). He wanted the ransom money to spread terrorist activities in India. Shaikh paid USD 100,000 to Ansari alias Mohammad Farhan Malik, a resident of Uttar Pradesh,” said Patel. He added that Ansari had brought explosives and other weapons for Khan alias Rajan. Patel said Jaat will be handed over to the Rajkot Detection of Crime Branch which is investigating the case.

NIA officials said that Abdul Wahid was arrested from the IGI airport in Delhi upon his deportation from UAE. Abdul Wahid Siddibapa, a resident of Maqdoom Colony in Bhatkal, Karnataka is also said to be a distant relative of arrested IM 'chief' in India Yasin Bhatkal. Abdul was wanted in the conspiracy by IM to attack various places in India. He was based in Dubai and had been involved in recruitment for IM in India and also funded their activities from Dubai. An Interpol warrant of arrest and a Red Corner Notice had been issued against him on the basis of which he was arrested.The Red Corner Notice issued against Wahid says he is wanted for his alleged involvement in the July 2006 Mumbai serial blasts, the 2008 Delhi blasts and the 2010 Chinnaswamy Stadium blasts in Bangalore. According to the dossier on Wahid with Indian agencies, the 32-year-old terror suspect Wahid is alleged to have routed money sent by Riyaz and Iqbal Bhatkal using banking channels and Western Union Money Transfer ahead of blasts in India.

According to sources, the Students Islamic Movement of India (SIMI) and some terror groups and their supporting organisations have base in Krishna District.Recently, the intelligence authorities received information that an engineer from Guntur District (Andhra Pradesh) had joined Islamic State (IS). Earlier, two suspected SIMI operatives, who were shot dead in an exchange of fire with Police in Nalgonda District in Telangana State in April, 2015 also visited Vijayawada and moved at Pandit Nehru Bus Station (PNBS). “It was a fact that the SIMI activists had come to Vijayawada. As per the investigations, they moved at Benz Circle for some time. The motive of their visit to the city, and particularly at the busy Benz Circle, was not known,” said a Police officer. “Earlier, the Intelligence Bureau officials alerted the police over a terrorist group conducting ‘recce’ in Vijayawada and alerted over possible terrorist attacks. To prevent entry of any banned terror outfits and sympathisers, police will maintain a vigil in and around the capital city,” said the officer.

For this, the terror outfit is getting help from Pakistan’s external intelligence agency, Internal-Services Intelligence (ISI) and members of the Indian Mujahideen (IM). This has been stated in a report to the Punjab Government sent by military intelligence on May 18.The report further states that JeM ‘commander’ Awais Mohammed is being sent to Malaysia where he will be given a fake Malaysian passport that will be used to enter India and carry out attacks. Awais is a resident of Okara, Pakistan, and has been tasked with monitoring the fresh strikes. For the new exercise, JeM has opened at least three new 'offices' in Pakistan's Punjab and Khyber Pakhtunkhwa, the report says. "JeM is reviving its offices and network in Kohat and Hazara region. JeM is also reinvigorating its recruitment drive. A new training facility has also been constructed by JeM at Balakot," the report adds.

In its investigation into the October 2, 2014 blast at Bardhaman District of West Bengal the National Investigation Agency (NIA) could have stumbled upon the mastermind behind Islamic State (IS) operations in India, reports Deccan Herald on May 31. The NIA recently submitted its third supplementary charge sheet to the case, naming EnamulMollah among others. The 25-year-old could be the key to Indian activities of IS, which has declared itself an independent “Caliphate”. In the chargesheet, the NIA pointed out that of the 30 persons named, 20 have been arrested but 10 others are absconding, of who six are believed to be in Bangladesh.During the course of its investigation, NIA stumbled upon some interesting facts about Mollah. The investigators believe, as an active member of the Jamaat-ul-Mujahideen Bangladesh (JMB), he organised number of pro-IS programmes at Bardhaman even before the blast.While there are reasons to believe JMB has been a spent force for the last few years following a country-wide crackdown by the Bangladesh government, Mollah and a few others have been using existing JMB network for their pro-activities. “Enamul started at a young age and by the time the Khagragarh blast took place, he was a hardcore fundamentalist,” a source said. Sources informed that Mollah used to work on behalf of home-grown terror groups like Indian Mujahideen, working as a conduit in Bengal to spread propaganda, organise events, recruit and train cadres in the idea of “Jihad”.NIA digital experts have concluded that he used job portals and other social media outlets to look for recruits. “He also helped smuggle in fake Indian currency notes [FICN] from Bangladesh, which was used to keep the organisation afloat,” a source said “The NIA has sufficiently established that Mollah was involved in harbouring these absconders. He has been in constant touch with key accused, Maulana Yusuf and Abul Kalam.”He not only arranged hideouts but also assisted them in recruiting new members, sources said. “Enamul arranged for a radicalisation programme and circulated Jihad-related material,” a source said.
