A day after the UCPN-M-led 30 opposition parties alliance has called off its agitation programmes, UCPN-M Chairman Pushpa Kamal Dahal aka Prachanda on April 1 told Central Committee members and CA members at an emergency meeting in Kathmandu that a minor blow wouldn’t have any effect on NC and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and therefore they needed to go for a stronger movement, reports The Himalayan Times. During the briefing, he said the change in the previous plan was made with a view to strengthen the internal party structure so as to make necessary preparations for the three-day nationwide strike from April 7-9 and to keep some space for official talks if the ruling parties wished.

Unified Communist Party of Nepal-Maoist (UCPN-M) on April 2, sought revision of the nine-point joint proposal forwarded by Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) in line with the January19 understanding between parties as a way out of the current political stalemate, reports myrepublica.com. Talking to journalists at the parliamentary party office in Singha Durbar, Kathmandu, and UCPN-M Chief Whip Giri Raj Mani Pokhrel said consensus has become illusive as ruling parties continue to stick to their nine-point proposal. The ruling NC and CPN-UML had forwarded a nine-point joint proposal to the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA) on November 3 as their first move toward bringing majority-based constitution. "We have seen a meeting point with the ruling parties if they rectify their joint proposal," said Pokhrel. "We have not seen any possibility of consensus unless the ruling parties rectify their nine-point proposal," said Pokhrel.

Six Maoist parties including the UCPN-M, submitting a joint memorandum to Prime Minister Sushil Koirala at his residence in Baluwatar, Kathmandu, on April 3, said that the recent Supreme Court (SC) verdict on transitional justice was against the spirit of peace accord, reports ekantipur.com. The leaders of the six Maoist parties—who were a major party to the conflict—demanded immediate nullification of the SC's verdict, release of those arrested on charges of war-era cases, and enforcement of legal provision for reconciliation in war-era political cases. The SC ruling has barred the commissions--Truth and Reconciliation Committee (TRC) and Commission on Enforced Disappearance (CED)—from initiating reconciliation on their own without victims’ consent. The apex court on February 26 had annulled the provision to provide blanket amnesty to all the cases related to the decade-long armed conflict, saying that it is against the established principles of justice, international law and the court’s earlier verdicts.

Chairman Nembang had drawn the Dahal’s attention to hold a meaningful dialogue with the ruling parties to forge consensus prior to the CA meet. Mahato claimed that Madhesi people will not be able to secure their rights through the alliance. “The 30-party alliance will not be effective from now onwards,” Mahato said in an interaction programme of Reporter’s Club in Kathmandu on April 12, “Madhesi people do not need this alliance.” He blamed the double-faced character of UCPN-M Chairman Pushpa Kamal Dahal for rendering the alliance ineffective. Leader Mahato opined that the Madhes-based parties are capable to carry out a separate agitation on their own. He added that preparations are being made for a strong struggle by forming a separate alliance.

Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda said the disputed issues of constitution writing--federalism, forms of government, judiciary and electoral system-- should be settled simultaneously, reports ekantipur.com. The Maoist party will not accept piecemeal solution, Dahal told Constituent Assembly (CA) Chairman Subas Nembang in a meeting in Kathmandu on April 12. As an alternative, Nembang has proposed preparing a draft of new constitution on agreed issues and holding continuous discussions on federalism, the major bone of contention among the parties. While Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) have agreed to the proposal, UCPN-M is insistent on settling the issues as a package deal based in consensus. According to Dahal's personal aide, Chudamani Khadka, the Maoist chairman requested Nembang not to initiate voting process in the CA, saying that the parties are close to settling the contentious issues in consensus.

The ruling NC and CPN-UML decided to send the agreed upon issues in constitution writing to the drafting committee of the CA if there is no agreement on issues concerning federalism at the three-party meeting scheduled for April 20 morning, reports myrepublica.com. A meeting held at Prime Minister (PM) Sushil Koirala's official residence in Baluwatar, Kathmandu on April 19 morning also decided to continue negotiations on disputed issues of federalism while the CA's drafting committee prepares a draft of the new statute. The three-party meeting is being held at the initiative of PM Koirala, who is leaving for Indonesia on a nine-day visit on April 20 to attend the Afro-Asian Summit.

Three major political parties on April 20 said they were closer to reaching an agreement over the disputes of the new Constitution and expect to resolve disputes within three days, reports The Hindu. With the Unified Communist Party of Nepal-Maoist (UCPN-M) agreeing to explore a previous understanding, the parties have agreed to prepare a draft of the new statute on the contentious issues they have already forged an understanding – model of governance, electoral system and judiciary. Meanwhile, they would try to reach consensus on the most entangled issue of all, federalism. “With the period of political transition lengthening due to intransigence of the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), our party has decided to be flexible so as to get the draft of the Constitution ready,” UCPN-M Vice-chairman Narayan Kaji Shrestha said. The meeting at Baluwatar has entrusted chiefs of the three parties to arrive at a decision.

Talking to a few journalists at his residence at Lazimpat in Kathmandu on April 24, UCPN-M Chairman Pushpa Kamal Dahal said that his party is positive towards forging consensus on federalism, putting both the 7-province model of the ruling parties and the Maoist-proposed 10 province model in the draft new constitution and then going for public feedback, reports myrepublica.com. Dahal also said the constitution should not be promulgated without finalizing the major disputes over state-structuring. "Placing the issue of state-restructuring on hold is unacceptable to us, but we are ready for any give and take for settling matters," he said.
