Nepali Congress (NC) during its Central Working Committee meeting held at the Nuptse Hall in the Parliament building on July 13 decided to lend support to Pushpa Kamal Dahal as the new Prime Minister, reports The Himalayan Times. The meeting also endorsed a seven-point agreement that the party president, Sher Bahadur Deuba, forged with Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal to build a new coalition Government. It is said that as per an understanding between the two leaders Maoist Chairman Dahal would lead the coalition Government for now and Deuba would succeed to him after some months.

CPN-Maoist Centre Chairman Pushpa Kamal Dahal on July 15 showed up at Khulamanch in Kathmandu where the Federal Alliance was officially concluding its 39-day relay hunger strike, apparently seeking support from the agitating bloc to form a new Government under his leadership, reports The Himalayan Times. Addressing the function, he said he has kept the Federal Alliance’s demands on priority. “The first point of seven-point agreement between Nepali Congress and Maoist Centre has considered the Alliance’s demands. Political solution will be sought [to address them] through positive dialogue,” he said. Dahal was accompanied by Purna Bahadur Khadka, leader of the NC, which has backed the Maoist bid to topple the incumbent KP Sharma Oli-led coalition Government.

Speaker Onsari Gharti Magar on July 15 postponed Parliament meeting till July 21 so as to first allow a debate on no-trust motion moved by the Nepali Congress (NC) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center),reports The Himalayan Times. Speaking to reporters on the premises of the Parliament, the Speaker said the constitution and the parliamentary regulations were silent on allowing other House businesses to be debated after a no-confidence motion was moved in the House or not allowing any House business until the House debated a no-trust motion. “Had there been consensus among the political parties on allowing other House businesses even before discussing the no-trust motion, I could have followed that practice but since there is no consensus among the parties about this, I followed the call of my wisdom to postpone other House proceedings until the no-trust motion is debated in the House,” she added.

The three major political parties have agreed to seek a solution to the current political crisis through a consensus, reports Republica. At a meeting held at the PM's residence in Baluwatar on July 18, the senior leaders reached an understanding to resolve the bitterness seen over the issue of power sharing through discussion and consensus. Positive deliberations were held on matters relating to the contemporary political situation, the bill related to the budget and the noconfidence motion registered at the parliament. The PM had invited leader of the main opposition Nepali Congress (NC) President Sher Bahadur Deuba and Communist Party of NepalMaoist Centre (CPNMaoist Center) Chairman Pushpa Kamal Dahal for a meeting to discuss the latest political situation. Talking to reporters following the meeting held between heads of the three parties, CPNMaoist Center Chairman Dahal shared that they urged the Prime Minister to facilitate the atmosphere for a political outlet to the current situation. "We said that the circumstance now is new, and since the government has fallen into a minority, the Prime Minister should ease the atmosphere by resigning", Dahal said, while adding that the PM however said that he would not resign without facing the noconfidence motion registered at the parliament.

A meeting between Speaker Onsari Gharti and top leaders of three major political parties, held as a part of a last ditch effort to forge consensus among the parties, ended without yielding results on July 21, reports Republica. The meeting, that continued for more than an hour, disused different alternatives, but failed to reach a conclusion. At the meeting that was held at the office of the Speaker in Singha Durbar, Prime Minister KP Sharma Oli, who is also the chairman of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal Dahal and Nepali Congress (NC) President Sher Bahadur Deuba dwelled on the agendas to be discussed in the Parliament on July 21. The ruling alliance has been maintaining that the financial bills related to the budget should be should be discussed prior to the no-confidence motion while NC and CPN-Maoist Center alliance is reiterating that the no-confidence motion should be discussed first.

Minister Kharel said "I challenge the top leaders of the Maoist Center to stand with me and come clean about who is behind the delay in settling the remaining tasks of the peace process. For a month, I met all top leaders of the party but every time they replied they will discuss the issue within the party. I have realized that the Maoist Center is not ready to complete the remaining tasks of peace process. Instead, they are using the whole issue as a bargaining chip to lay their claim to power."

Communist Party of Nepal-Maoist Centre (CPN-Maoist Center)Chairperson Pushpa Kamal Dahal on July 22 tabled the no-trust motion in the Parliament against Prime Minister KP Sharma Oli, reports The Himalayan Times. Nepali Congress (NC) leader Bimalendra Nidhi seconded the no-confidence motion tabled by Dahal, saying that the Oli Government failed to take steps to make the new Constitution acceptable to all forces, including Madhesis and Janajatis. He said the opposition parties had the support of 341 lawmakers, enough to pass the no-confidence motion and form a new Government under Dahal’s leadership with the support of the NC. Speaker Onsari Gharti Magar allotted three days for debate on the no-trust motion. According to Speaker’s Press Adviser Babin Sharma, the motion would be put to vote on July 24.

Parliament on July 26 passed the President Bidhya Devi Bhandari’s order to remove the constitutional difficulties in electing a new Government, despite criticism from opposition lawmakers, reports The Himalayan Times. Lawmakers of opposition parties, including the Nepali Congress (NC) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre), had opposed the government’s recommendation to the President to give the order although they voted to endorse it. They blamed the Government for making the recommendation although there was no constitutional difficulty to form a new government under Article 298 of the constitution. The President’s order states that the Prime Minister, who was elected as per Article 298, has resigned, but since there is no clear provision for electing a new Prime Minister in the same article, the President has removed the difficulty under Article 305 to elect a new Prime Minister under Article 298 as per the recommendation of the Council of Ministers on July 24.

Sadbhawana Party (SP) Chairperson Rajendra Mahato while speaking at an interaction organised by Reporters Club in Kathmandu on July 29 said that the United Democratic Madhesi Front (UDMF) would not join the government until the constitution was amended to meet UDMF’s 11-point demands,reports The Himalayan Times. Mahato said the UDMF wanted amendment to the constitution to address their concerns about the revision of the provincial boundaries and issues of citizenship, language and representation, among others. Mahato said if the NC and the CPN-Maoist Centre agreed to grant martyrdom status to those killed during Madhesi movement, bear treatment cost of the injured and withdraw cases against the UDMF cadres, the UDMF could provide support to the NC and the CPN-Maoist Center to form a new government.
