The NC and the CPN-UML on November 3, registered their proposal on state restructuring, system of governance, electoral model and judicial system, major contentious issues of the new statue, at the Parliament Secretariat. Accusing the ruling parties of preparing the proposal against the past agreements, opposition parties have expressed strong objection to it. While the ruling parties are pressuring the committee chair to forward the document to the full CA meeting for deliberations, the opposition parties, including the Unified Communist Party of Nepal-Maoist (UCPN-M), Madesh-based parties and some other fringe political parties, have stood against forwarding it to the full House. However, CPDCC head Bhattarai claimed that the meeting was put off in a bid to avoid further confrontation among political parties. He said that he will hold talks with CA Chairman Subas Nembang and the top leaders of the major political parties to resolve the matter. "We should take some time to ease the conflict rather than fuel the confrontation by taking decisions in a hurry," Bhattarai said. "The meeting was put off with a view to find a permanent solution to the conflict."

Prime Minister (PM) Sushil Koirala said a new constitution would be promulgated not only on the basis of two-third majority the ruling parties enjoy in Parliament, but also by forging consensus with the opposition parties including the Unified Communist Party of Nepal-Maoist (UCPN-M), reports Nepal News. “Constitution enacted through two-third majority would not be sustainable. It is our target that a constitution be issued based on the consensus of all political parties,” PM Koirala said while speaking at a program in Chitwan, Kathmandu, on November 5. The PM said he has no greed of power and that he will quit the government as soon as a constitution is drafted and issued. “It is the responsibility of all political parties to work towards a timely constitution. Therefore, I request parties to act and react responsibly.”

Speaking with journalists in Kathmandu on November 5, chairperson of Constitutional-Political Dialogue and Consensus Committee (CPDCC) and leader of UCPN-M, Baburam Bhattarai, said he is effortful to prevent potential conflict amid the rapid polarization among political parties, reports Nepal News. “The seven-province non-ethnic and geographic model of federalism proposed by Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has increased distance and suspicion among political parties,” Bhattarai said. “We still have the chances of releasing a constitution by January 22. In between, we need to spend one or one and half week to re-engage in consensus building attempts.”

The Unified Communist Party of Nepal-Maoist (UCPN-M)-led alliance has turned ready to forward the joint proposal of the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) to a full sitting of the Constituent Assembly (CA) for further deliberations, reports Republica on November 8. A meeting of 27 political parties (the signatory parties of the NC-CPN-UML proposal not included), convened by the UCPN-M at Singha Durbar, Kathmandu on November 7, concluded that the proposal could be included in the annex of the report to be submitted by the Constitutional Political Dialogue and Consensus Committee (CPDCC) to the full CA. “We concluded that the NC-UML joint proposal can be included in the annex of the report, but not as a major part of it,” UCPN-M chairman Pushpa Kamal Dahal aka Prachanda said. “It can be discussed in the CA only as reference material.”

The PM expressed the determination that the constitution writing process will complete at any cost, while speaking at a programme organised by the Ganeshman Singh and People's Movement Martyr Memorial Peace Academy on the occasion of birth centenary of supreme commander late Ganeshman Singh, in Kathmandu. The PM said he talked with Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman, Pushpa Kamal Dahal aka Prachanda, on November 9, and urged him not to threaten them in course of constitution writing process. Speaking at a function organized to brief Kathmandu-based diplomats on ongoing political developments and efforts being made so far to promulgate new statute, Nepali Congress (NC) President Sushil Koirala and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman KP Sharma Oli said ruling parties will continue make efforts for consensus till the end. The leaders mentioned with special emphasis that they would bring new statute in a “democratic spirit” if their efforts to forge consensus do not yield results. “We will bring new statute as per the people´s mandate and will,” the source quoted the leaders as saying at the briefing.

Leaders from the two parties held a meeting at Baneshwar, Kathmandu in an effort to end the protracted deadlock at the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA). The CPDCC meeting on November 14, was convened with a view to improve inter-party relations, was deferred for November 17, as lawmakers from the ruling and opposition parties were sharply divided whether or not the joint proposal of the Nepali Congress (NC) and CPN-UML should be forwarded to the full CA.

On November 18, Communist Party of Nepal-Maoist (CPN-Maoist) Chairman Mohan Baidya requested party Secretary Netra Bikram Chand not to go against the essence of the party’s statute, reports Ekantipur.com. Baidya called Chand to the party headquarters, Buddhanagar, and asked him to end all activities that are against the party’s policies and statute. Baidya told Chand that an immediate “unified rebellion” as demanded by the latter and his supporters was impossible under current political circumstance. Chand told Baidya that his faction was moving forward with a different roadmap as the CPN-Maoist has not been working with a clear agenda. According to a party member, during the three-hour discussion, Chand tried to convince Baidya into returning to the path of revolution and people’s struggle. Chand had recently returned to the Capital after holding a two-day ‘central interaction’ event organised by his faction in Kapilvastu. He also boycotted the recent party’s Central Committee (CC) meeting.

On November 18, when majority of the Constitutional-Political Dialogue and Consensus Committee (CPDCC) members submitted their signatures to CPDCC Chairman Baburam Bhattarai asking him to act on their joint proposal, Bhattarai said he would not act under pressure, reports The Himalayan Times. Talking to reporters at his office in Singha Durbar, Bhattarai challenged the ruling parties to remove him from CPDCC chairmanship. “I will not move any proposal until at least the major parties agreed on the next step. I will not act under anyone’s pressure. If the ruling parties do not mend their ways, the situation will only worsen and get more complex,” Bhattarai said.
