Syed Salahuddin, Chief of the Hizb-ul-Mujahideen (HM) said in an interview, on July 2, that the outfit would not call for a cease-fire ahead of the President Gen. Pervez Musharraf's July 14-16 trip to India for talks with the Indian Premier A B Vajpayee. Salahuddin, who is also the Chairman of the 14-member United Jihad Council, also said that the terrorist outfits approved Musharraf's trip to India. According to him, "The armed struggle and anti-military actions of Mujahideen will continue, they will not stop. And side-by-side talks for the ultimate resolution of the Kashmir issue will also go on."

He also said, "Jihad is on one side and the negotiations on the another. Abdul Majeed Dar, ‘Commander-in-chief’ (Operations) of the Hizb-ul-Mujahideen (HM) said, on July 12, that it would be ready to "take a break from the armed struggle" if India agrees to discuss the Kashmiri's ‘right of self determination’. According to him, "We are ready to put our guns down if India agrees to give us our basic right of self determination". He was of the view that the India -Pakistan Summit could probably prove a best opportunity for establishing durable peace in the region. While pointing out that all parties of the Kashmir issue should be included in the dialogue process, he added that "As far as General Pervez Musharraf and Indian Prime Minister Atal Behari Vajpayee are concerned, we think both of the leaders are sincere in talks about Kashmir. Their statements show that they have strong desire for the resolution of long disputed Kashmir issue and we hope the summit would bear fruits."

Hizb-ul-Mujahideen (HM) Chief Syed Salahuddin, in a statement released from Islamabad on July 15, welcomed the India-Pakistan Summit and said India should give up its traditional intransigence on the Kashmir issue. In hos The statement said, "If India adopts a realistic approach and extends cooperation to Musharraf, then the longstanding issue of Kashmir can see an amicable settlement. But if there was no change in Indian attitude, then our 12-year old armed struggle will continue with full force and we will shed the last drop of our blood to get our birth right." He also added, "I don't think anything would come out of it. It is just a routine meeting. We are not going to stop Jihad only because Indian Premier is meeting Pakistan President. Jihad has no links with these negotiations. Jihad can only be stopped if India withdraws military from held Kashmir." The Hizb Chief also said, "The war is for peace. Once we achieve the goal. Hizb-ul-Mujahideen (HM) spokesperson Salim Hashmi said, "We have not received any report from the held territory that the Mujahideen have been shot dead in such a big number at one place." He added that "I suspect that either the incident did not take place altogether or the Indian army brought the detained Mujahideen there and shot them dead." The Hizb spokesperson also said that its cadres had destroyed 30 poles erected along the Line of Control (LoC) near Kala Chak in Jammu and Kashmir.

The Hizb-ul-Mujahideen (HM) on July 31 appointed Moeenul Islam as its ‘deputy operations commander’ in Jammu and Kashmir in place of ‘commander’ Masood Tantray, who was killed in an encounter with the security forces on July 24. The decision to appoint Islam was taken by the Hizb's ‘command council’, which met in Muzaffarabad under the chairmanship of the outfit’s ‘supreme commander’, Syed Salahuddin.
