A delayed report stated that two trainee terrorists of the Hizb-ul-Mujahideen and one activist of its associate, Jamaat-e-Islami, a socio-religious organisation, were killed during an internecine clash between two factions of the outfit at a training cap in Kotli, Pakistani occupied Kashmir (PoK) on October 2. Six Jamaat activists and one civilian are reported to have sustained injuries during this faction fight. The report added that the conflict erupted after the Amir (chief) of the Jamaat's PoK unit and the Hizb’s 'Command Council' replaced the existing in-charge of the training camp with another Hizb 'commander'.

Speaking on the eve of the first anniversary of his regime on October 10, Gen. Pervez Musharaff accused India of escalating tension on the Line of Control. Gen. Musharraf said that India had missed an opportunity to find a solution to the Kashmir dispute by imposing conditionalities when the Hizb-ul-Mujahideen announced a cease-fire recently. According to him, this was meant to keep Pakistan away from the dialogue on Kashmir. He also added that Pakistan would exercise maximum restraint on the Kashmir issue.

News Reports in the Pakistani newspaper Friday Times indicate that a fratricidal conflict has broken out between two factions of the Hizb-ul-Mujahideen in the Pakistan Occupied Kashmir (POK) region. The ongoing infighting between the two factions since early October has resulted in heavy casualties on both sides. The fighting began when Rashid Turabi of the Jamaat i-Islami tried to replace Masood Sarfaraz, a front ranking leader of the Hizbul Mujahideen, with Shamsher Khan. Friday Times quoting Jamaat i-Islami sources, also cited complaints in the last year-and-half against Masood Sarfaraz, including the arbitrary use of funds, mismanagement in the training camps and a high-handed attitude towards the party leadership. Rebellion by Sarfaraz Khan started the fighting. The exact strength of the factions is not known.

A Hizb-ul-Mujahideen (HM) spokesman in Islamabad, has been cited as denying reports appearing in a section of the Pakistani media that the Jamaat-e-Isalmia (JeI) has taken control over the terrorist outfit. As reported earlier, a Pakistani weekly 'Friday Times', quoting JeI sources, had claimed that in the light of the fratricidal conflict between two factions of the HM in Pakistan Occupied Kashmir (POK), the JeI had taken over the command and control of HM. According to these sources, JeI chief Qazi Hussain has formed a small committee to oversee the functioning of the terrorist outfit and will be in complete command and control of the functioning of HM which had earlier declared a unilateral cease-fire in Jammu and Kashmir.

In an interview to BBC on October 16, the Hizb-ul-Mujahideen(HM) chief Syed Salahuddin claimed that internal pressure is mounting on India for a cease-fire to pave the way for talks with the terrorist outfits on the Kashmir issue. He added that there was no need for a cease-fire call from the Hizb if India agreed to hold talks. While putting the onus on India to call a cease-fire, he pointed out that the process of dialogue could proceed even during the current terrorist phase. The Hizb chief denied reports about a split in the rank and file of the Hizb on the issue of withdrawal of cease-fire on August 8. He also denied that orders have been issued for the killings of those who favour a dialogue with India. The Hizb chief claimed that the 'chief commander(Operations)' Abdul Majeed Dar and other terrorists were in the Kashmir valley, and carrying out attacks on Indian targets. He said Dar had led the recent attacks in Baramulla, Pattan, Udhampur, and Jammu-Srinagar highway. Clarifying on reports that India may agree to include Pakistan in the talks, he said that the outfit had provided an opportunity to India for the solution of Kashmir issue by announcing a unilateral cease-fire, but India had adopted delaying tactics.

Addressing the outfit's Jehad conference in Lahore on October 18, he said that the decision of cease-fire by Hizb-ul-Mujahideen in July 2000 was an isolated act on their part and asserted that JeM believes in continous jehad. A Pakistani weekly 'Friday Times' has reported that the feud between the terrorist outfits Harkat ul-Mujahideren (HM) and Jaish-e-Mohammed (JeM) have begun to worry the Mujahideen rank-and-file. The report points out that the growth of JeM, the recent terrorist outfit floated by Maulana Masood Azhar, has resulted in the Harkat being reduced to a non-entity. Quoting Harkat sources, the report mentions that the JeM has succeeded in drawing many ex-HM cadres into its fold and has also captured the assets of Harkat. The feud between Harkat and JeM and the growth of the latter is being attributed to Masood Azhar's links with Sipah-e-Sahaba Pakistan (SSP) and Lashkar-e-Jhangvi(LeJ), Sunni sectarian politico-terrorist outfits operating in Pakistan. Sources said that many ex-HM cadres have sectarian leanings and they were not happy with the decision taken by the HM leadership to sever ties with the SSP and LeJ.

A Hizb-ul-Mujahideen spokesperson rejected the fresh offer for talks made by India's Home Minister on October 20. Speaking in Islamabad on October 21, the spokesman said the Hizb rejects any offer of talks which requires laying down arms as a condition. The spokesman was reacting to the recent statement of Indian Home Minister that his government is willing to talk to the Mujahideen if they give up arms and come to the negotiating table. He claimed the offer indicated the frustration of the Indian government. While reiterating the position that it had provided an opportunity to the Indian government in July when it announced a unilateral cease-fire, the Hizb spokesperson said that any further talks can take place only in the presence of an international guarantor. The spokesman also claimed that India had sought the assistance of Israel in fighting terrorism in Kashmir. He added that his outfit had killed some Israelis in Kashmir recently. He also described as a blatant lie the statement of Indian Home Minister that Indian security force personnel have gained more success against terrorists in Kashmir. He claimed that civilians killed by Indian security forces were being described as terrorists.

The Council also renamed Syed Salahuddin as its chairman. Hizb's membership of MJC was suspended and its chief Salahuddin dismissed from the office of MJC chairman following its unilateral ceasefire decision in July. According to the MJC secretary-general, the Hizb was taken back into its fold after it realised its mistake and with the Hizb chief's assurance that no vital decision would be taken without consulting the MJC. While putting the onus on the Indian government to come forward and resolve the Kashmir issue immediately, he also said that the integrity of India could not be guaranteed. The Hizb chief has also claimed that senior Indian army and para-military officials have admitted that the security force personnel were losing the military initiative in Kashmir and that there cannot be a military solution to the Kashmir issue.

Quoting security experts, Pakistani weekly Frontier Post has pointed out that the claims of Hizb-ul-Mujahideen having indigenously produced shoulder-fired surface-to-air missiles(SAM's) could add a new dimension to the conflict. Drawing a parallel to the introduction of similar Stingers during the Afghan conflict, the experts believe that the Hizb claims could lead to further instability in the region. As briefly reported earlier, the Muttahida Jihad Council (MJC), a collective body of various terrorist outfits had announced the introduction of the indigenously produced SAM's. The MJC had also indicated that the missile is likely to be tested soon to prove its worth. Sources recalled that during the late nineties, the Indian security forces had claimed arresting some terrorists with SAMs, prompting the then Indian Prime Minister, I K Gujral to contact the Prime Minister of Pakistan, Nawaz Sharif, and point out that any attempt by the terrorists to down Indian aircraft could add a dangerous dimension to the conflict.

Speaking on October 29 during the concluding session of the Jamaat-e-Islami's (JeI) three-day conference held at Qarbala, the Hizb-ul-Mujahideen chief, Syed Salahuddin said that the outfit would never accept a cease-fire offer from India unless it held a tripartite dialogue under UN resolutions. Other speakers at the conference asserted that jehad in Jammu and Kashmir would continue even if India announced cease-fire. The JeI said that it would reject any cease-fire proposal from India, which did not include the provision of a plebiscite under the aegis of the United Nations.
