Foreign Minister Shah Mahmood Qureshi on March 1 said that if India has "solid evidence" regarding Jaish-e-Muhammad (JeM) chief Masood Azhar's involvement in the Pulwama attack, it should share that with Pakistan "so we can convince the judiciary and the people", reports Dawn. The Foreign Minister made these remarks during an interview with CNN journalist Christiane Amanpour regarding Pakistan's ongoing tensions with India, which was sparked by the Pulwama incident and has since led to armed conflict at the Line of Control (LoC). Qureshi was asked how he would respond to Indian concerns regarding Jaish-e-Muhammad (JeM). "My message to the Indians is that this is a new government that has a new mindset. We want to live in peace. We have a people-centric agenda. We want to concentrate on fixing the economy. We want to improve governance and eradicate corruption in Pakistan. That's the mandate given to us. "We want to see peace and reconciliation in Pakistan and the region. The western front is consuming us; we do not want [escalation on the] eastern front. The policy of our government is that we will not allow our soil to be used by any organisation or individual for terrorism against anyone, and that includes India." Qureshi was asked what he thought of India's desire to have the JeM's head's name on the international terrorist list. "We will be open to any step that leads to de-escalation. If they have good, solid evidence, please sit and talk, initiate a dialogue and we will show reasonableness." When asked if Azhar was present in Pakistan and would the government go after him, Qureshi replied: "He is in Pakistan, according to my information. He is very unwell, to the extent that he cannot leave his house." He urged India to share with Pakistan any evidence that "is acceptable to the courts of Pakistan".

Major General Ghafoor, who was being interviewed by CNN when he made that remark, was asked if Pakistan will make "an increased effort" in the aftermath of the Pulwama attack to root out militant groups that might "destabilise the situation in [Indian-occupied] Kashmir"."For sure," the DG ISPR responded. "Anybody who operates from Pakistan [against other countries] is ... we feel that it is not in the interest of Pakistan. Instead of blaming Pakistan, the world should assist Pakistan, facilitate Pakistan in getting rid of such organisations."He also denied that Jaish-e-Muhammad (JeM) — the group that accepted responsibility for the February 14 attack in Pulwama— had made any claim about the attack "from within Pakistan"."Jaish-e-Muhammad does not [formally] exist in Pakistan," he insisted. Government has decided to upgrade a group of proscribed organisations to ‘high risk’ and start monitoring and re-examining their activities and profiles under heightened security checks at all layers of legal, administrative, investigative and financial regimes to comply with the requirement of the FATF, reports Dawn. FATF had expressed dissatisfaction over considering these entities as low to medium risk and said Pakistan did “not demonstrate a proper understanding of the terror financing risks posed by Daesh, AQ (Al Qaeda), JuD (Jama’at-ud-Dawa), FIF (Falah-i-Insaniat Foundation), LeT (Lashkar-e-Taiba), JeM (Jaish-e-Mohammad), HQN (Haqqani network), and persons affiliated with the Taliban”.

As part of an ongoing crackdown against the Jamaat-ud-Dawa (JuD) and the Jaish-e-Muhammad (JeM) after the two outfits were listed among the proscribed outfits by the Federal Interior Ministry, authorities in Karachi have taken control of a number of madrasas associated with them over the past few days, reports The News. Sindh’s Auqaf department has taken control of at least 18 seminaries and mosques for their links with the JuD, the JeM and the Tehreek-e-Ghalba Islam, a JeM’s splinter group, in various parts of the city. Mufti Munir Ahmed Tariq, an official of the provincial Auqaf department, who has been given responsibilities in this regard, said they had taken control of 18 seminaries without facing any resistance in the past two days. “Ten among them were associated with the JuD and the remaining were linked with the JeM and its splinter group, Tehreek-e-Ghalba Islam,” Tariq said. The JuD’s associated madrasas include: Madrassa Huzaifa Bin Yameen (Gulshan-e-Hadeed, Phase 2), Madrasa Maaz bin Jabal (Quaidabad), Madrasa Riaz Ul Jannat (Anda Morr), Madrasa Umul Qura (Korangi), Madrasa Mughira Bin Shuba (Korangi), Madrasa Allah Wali (Korangi), Jamia Darasat (Gulshan-e-Iqbal), Jamia Ul Iman (Gulshan-e-Iqbal), Madrasa Umul Qura (Korangi Industrial Area) and Madrasa Khalid Bin Waleed (Shah Latif Town). Besides it, the Auqaf department has taken control of two more seminaries – Madrasa Shuhada-e-Islam (Shah Latif Town) and Madrasa Bilal (Bilal Colony, Korangi) -- that are managed by the JuD.

Beijing on March 11 emphasised “responsible and serious discussions” as diplomacy picked pace ahead of the date for United Nation Security Council’s sanctions committee to take up a fresh resolution for listing of Jaish-e-Mohammad (JeM) chief Masood Azhar, reports Dawn. “China will continue to communicate and work with relevant parties in a responsible manner so as to properly resolve this matter. Only by making a decision through responsible and serious discussions can we resolve the issue in a sustainable manner,” Chinese Foreign Ministry spokesman Lu Kang said in a media briefing in Beijing while responding to a query about China’s position on the issue. According to Mr Kang, Beijing sees recent escalation between India and Pakistan as “not conducive to the peace and stability in South Asia” and it mediated to defuse the situation. “In our exchanges of views on regional situation, the security issue features in our discussion with Indian and Pakistan. We have had extensive and in-depth talks with both sides,” he said in a reference to China discussing Azhar listing with both sides.

During the meeting, they discussed the security situation, the PM Office said in a statement following the meeting. The meeting comes in the wake of escalation of tensions with India after the February 14 Pulwama attack in Jammu and Kashmir. The United States (US) is urging Pakistan to see the “urgency” of taking action against “terrorists” as the United Nation Security Council (UNSC) takes up a resolution declaring Jaish-e-Mohammad (JeM) chief Masood Azhar a global terrorist, reports Dawn.US Secretary of State Michael R. Pompeo emphasised the need for an immediate action against terrorists at a meeting with Indian Foreign Secretary Vijay Gokhale in Washington on March 11, the State Department said. The UN Security Council (UNSC) is expected to take up a resolution on March 13 that seeks to declare the JeM chief a global terrorist. But China, which has vetoed similar moves in the past, reminded the UNSC on March 13 that “a responsible solution” can come only through discussions.

The United States (US) on March 27 circulated the draft resolution to the United Nations Security Council (UNSC) to blacklist Jaish-e-Mohammed (JeM) chief Masood Azhar and subject him to a travel ban, an asset freeze and an arms embargo, reports Daily Excelsior. United Nations (UN) sources said that this is the first time the US, the UK and France have moved a draft resolution directly in the UNSC to designate Azhar. The previous have been listing proposals in the Sanctions Committee of the Security Council to designate the JeM chief. Unlike a listing proposal, which is generally under a 10-day no objection period, the draft resolution is not under any no-objection provision. Sources in New York said that the draft resolution will be discussed informally and then it goes to the Council. However, it is not yet decided by when a vote would be held on the draft resolution, during when it could again face a veto by China, which has in the past blocked bids to blacklist Azhar. Reacting to US’s move, Chinese Foreign Ministry spokesman Geng Shuang in Beijing said that, “This is not in line with resolution of the issue through dialogue and negotiations. This has reduced the authority of the Committee as a main anti-terrorism body of the UNSC and this is not conducive to the solidarity and only complicates the issue”. “We urge the US to act cautiously and avoid forcefully moving forward this draft resolution,” Geng said. Meanwhile, the sources in New Delhi said that, they were aware that a draft has been initiated for consideration of Council members to list Azhar in the sanction’s regime as part of international community’s efforts to fight against terrorism. “It will not be appropriate for us to comment at this stage on a process which is entirely within the parameters of informal discussion of the Council and its members,” the source said.

An alert has been issued for terror groups asking them to shut down terror camps in Pakistan occupied Kashmir (PoK), fearing action by the Indian Army, reports India Today on March 28. Based on intelligence picking up chatter and technical surveillance, agencies have learnt of a meeting held on March 16 in Nikial, PoK, opposite Rajouri that was attended by Inter-Services Intelligence (ISI) representatives from Pakistan and Lashkar-e-Taiba (LeT) terrorist Ashfaq Barwal. Instructions were sent out to shut down terrorist camps in the area amid Indian Army targeting Pakistani posts and terror camps in retaliation to ceasefire violations by Pakistan. Camps and offices of terrorists have also been closed in Kotli and Nikial area in the region opposite Sunderbani and Rajouri, respectively. The four terror camps that have been shut down have been identified to be controlled by Ashfaq Baral of the Lashkar. Two other Jaish-e-Mohammed (JeM) camps are in Pala and Bagh area, while another one in Kotli was being run by Hizbul Mujahideen (HM). According to details provided by India to Pakistan, there were 11 such camps operating in Pok that includes five each in Muzzafarabad and Kotli clusters and one in Barnala.
