The Taliban are reportedly negotiating with the Ahmedzai Wazir tribes the return of former militant commanders and their foreign fighters to Wana after they were evicted in an operation in 2007. "However, we have told the Taliban that the former commanders are welcome to return, but they cannot bring Uzbek or other foreign militants back to Wana or surrounding areas," said a tribal elder who was part of the jirga. The Taliban leadership had invited influential Ahmedzai Wazir elders to a jirga in Wana on March 31 to discuss possible permission for the return of ex-militant commanders along with foreigners who fled when local Taliban leader Maulana Nazir led a campaign against foreign militants, especially Uzbeks. A Taliban-led parallel government in the FATA is negotiating the return of five key Wazir militant commanders – Ghulam Jan, Maulvi Abbas, Haji Umar, Maulvi Javed Karmazkhel, and Noor Islam – return to Wana, along with foreign militants who accompany Taliban leader Maulvi Nazir.

Armed supporters of the TNSM leader Maulana Fazlullah reappeared in the Matta sub-division of Swat district in the NWFP and were seen marching on the roads on April 9, Daily Times reported. According to locals, commanders Iqbal Hussain and Ikramuddin led the armed militants — numbering between 40 and 45. The local Taliban marched in the Shakar Darra area, which is 500 metres from the Baryam check-post. Neither the security force personnel at the check-post, nor the area police officials reportedly posed any resistance to the show of strength. Locals said that the militants were traveling to the Pisho Dherai area. Fazlullah’s spokesman, Sirajuddin, said that the local Taliban were returning to their respective areas to resume their ‘responsibilities’.

According to Daily Times, Police in the Sialkot district have arrested three terror suspects, who they said were planning to carry out suicide bombings. Dawn News reported on April 11 that police said the suspects had confessed they had links with Taliban and al Qaeda. Sialkot District Police Officer Muhammad Amin Owais told the channel that the detained men had tried to abduct a Shia cleric from Allama Iqbal Chowk when a police squad stopped them. Two of them were from Karachi, he said, and one from Quetta. Police officials also said that the suspects had abducted children in the past and sent them to Afghanistan “for brain-washing”.

The Tehrik-e-Taliban Pakistan (TTP) has urged the government to honour its pledge regarding holding negotiations with the Taliban to pave way for durable peace in the FATA, The News reported. This was stated by Maulana Umar, spokesperson for the TTP, while talking to reporters from an undisclosed location on April 14. He asked the Government to stop use of force for restoration of peace and launch a dialogue process to resolve all the issues. He said the TTP was expected to make an important announcement about peace in the "Ghazi Islam Conference" which will be held in the Lal Masjid (Red Mosque) of the Mohmand Agency on April 15 (today). Umar said top TTP leaders and tribal elders would address the conference and would make an important announcement about peace in the country. "The Ghazi Islam Conference will again prove our loyalty to Pakistan as our struggle is aimed at only expelling the US and coalition forces from Afghanistan", he added. Maulana Umar added that previously the tribesmen in Mohmand Agency used to celebrate the annual Urs, which was against the spirit of Islam and tribal traditions, adding that the Ghazi Islam Conference would be a purely spiritual gathering.

A close aide of the TNSM leader Maulana Fazlullah has offered to surrender on the condition that security forces and the government grant him amnesty from prosecution. Talking to Daily Times over the telephone from an undisclosed location, Muhammad Ali Shah a.k.a. Nadar Mulla, said he was never involved in attacks on army. The Taliban had kept him in prison for 35 days at Imam Dheri as he had helped release five Frontier Corps personnel whom the militants wanted to kill, said the militant commander. Nadar Mulla said he left Imam Dheri along with other Taliban militants following the bombing of the area by security forces. He said he was now under pressure from Taliban commander Khan Khitab. He also said he had nothing to do with the issuing of a fatwa (edict) calling for slaughter of army troops.

Umar told Daily Times that Sahib had remained engaged in a jihad against British imperialism throughout his life and that Taliban were his real heirs. He also said that jirgas held with the Government differ in nature, and that jirgas would be held in the Mohmand Agency, Bajaur, Swat and Wazirstan in the coming days. He expected positive results from these jirgas within a week and said both the Government and TTP want peace. He said that object of the conference was to enable the Taliban to spread the message of jihad. He said that a formal invitation has been extended to TTP naib ameer (deputy chief) Maulana Faqeer Muhammad of Bajaur and he is likely to attend the conference, and added that TTP leader Baitullah Mehsud would not be able to participate in the conference due to personal engagements and security reasons.

A jirga (council/assembly) of Zakhakhel and Qambarkhel elders and Taliban leaders from Waziristan succeeded in arranging the release of four detained Taliban commanders on bail, Daily Times reported. The Taliban commanders from South Waziristan had been arrested for destroying tankers carrying oil for coalition troops in Afghanistan, and abducting their drivers. In exchange, the Taliban commanders handed back 50,000 gallons of petrol and two oil tankers to complainants in Landi Kotal (Khyber Agency) and released two abducted drivers. 60 people were injured and 40 oil tankers burnt after two explosions near the Torkham border four weeks ago. Javed Ibrahim Paracha, chairman of the World Prisoner’s Relief Commission of Pakistan, headed the jirga at his residence. He told Daily Times he had been directed by the Interior Affairs Adviser Rehman Malik and Interior Secretary Kamal Shah to organise the jirga to resolve the issue peacefully. He said the jirga consisted of Waziristan’s Taliban commanders Mir Qasim Janikhel and Ishaq Wazir, and Zakhakhel and Qambarkhel elders, including Nasir Khan and Khyber Khan.

The Tehreek-e-Taliban Pakistan (TTP) Mohmand Agency chief Umar Khalid announced a six-point agenda to run the affairs of the tribal agency, Daily Times reported. Addressing the concluding session of a two-day ‘Ghazi Islam Conference’ on April 16, the Taliban leader said they would "fight against the oppressors and stand by the oppressed." He declared a general amnesty for the people who left the area fearing their lives and ordered women to observe the pardah (veil). Umar also warned those dealing in interest-based business to stop un-Islamic practices. Only local Taliban would be authorised to take any action in the area, he stated. He also announced the establishment of a complaint cell to hear complaints against the Taliban.

Police killed Ahmad Shah alias Mullah Ismail, at a roadblock near Peshawar, an unnamed senior Pakistani intelligence official said. Jehanzeb Khan, a police official in Badhber, said local officers responding to an emergency call about a kidnapping on April 10 had opened fire on one car when the driver tried to speed away from a roadblock. He said two suspected kidnappers were killed and their victim was freed unharmed. An unnamed senior Pakistani intelligence official said further investigation had identified one of them as Shah. The US officials — one from the military and one working in counter-terrorism – also confirmed Shah’s death in Pakistan. Zabiullah Mujahed, a Taliban spokesman, said he did not know if Shah was dead. In an interview with The News at his base in a remote part of Bara in the Khyber Agency, he said that he has never fought Pakistan’s security forces and had no intention of doing so in future. "There is a Pakistan Army camp in Bara area and we also have Frontier Corps troops and Khasadars operating here. We have had no problem with the presence of these forces in our area," he said. Mangal Bagh also said he had no links with al Qaeda or Afghan and Pakistani Taliban. He said he didn’t send his fighters to fight on the side of Taliban in Waziristan, Swat and Darra Adam Khel. Mangal Bagh stated that "Ours is a reformist organization trying to promote virtue and prevent vice. We have rid Bara of drug-traffickers, gamblers, kidnappers, car-snatchers and other criminals and we want to cleanse Jamrud as well of those selling drugs and liquor and running gambling dens. That was the reason for us to send our mujahideen to Jamrud to accomplish the job." He claimed that the Lashkar-e-Islam was now able to enforce its code of conduct in almost the whole of Khyber Agency except parts of Jamrud inhabited by the Kukikhel tribe and a two-kilometer stretch of territory in the Maidan area of Tirah valley. "We have 120,000 men under arms who at a short notice would be able to assemble in case of need. All I have to do is to make an announcement on our FM radio channel and my mujahideen volunteers would be ready to fight for the Lashkar-e-Islam," he maintained. A military pick-up carrying two personnel of army’s engineering corps was captured by militants on April 28. The two abducted army personnel were later freed, but the vehicle was not returned. The militants are again searching vehicles and commuters on the Indus Highway and two masked militants killed a man in Akhorwal area, accusing him of being involved in drug smuggling. They have reportedly started collecting a ‘tax’, of PKR 1,000 for each truck leaving the coalmine for their ‘daily expenses’.

The militants also issued threatening letters to CD shops’ owners and barbers to switch over to other businesses otherwise their shops would be blown up with bombs. Residents of the area said the militants reappeared in various localities of Swat district and resumed their activities, dictating the locals to obey their orders and halt propaganda against Taliban and their leaders. In the Namal area, militants visited a local bazaar and broke the locks of a CD shop, owned by Hussain. They also warned owners of other CD shops of dire consequences if they did not switchover to other businesses within 24 hours. The militants also removed the posters and banners of leaders of various political parties displayed in the bazaar.

The North West Frontier Province (NWFP) Government has received a list of demands from the local Taliban to end the ongoing tension and restore peace in the Swat Valley, Daily Times reported. According to sources in the Government, negotiations between the Maulana Fazlullah-led Taliban and the NWFP Government are scheduled to occur in a few days. They claimed that the intelligence agencies had forwarded the list of demands to the Government. The sources said that the Taliban have demanded the imposition of Shariah (Islamic law) in Malakand division, an end of all cases against the Taliban and amnesty for the local Taliban of the region. The Government is considering the demands to bring peace to the region, they added. The local Taliban are also in contact with the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad for peace and Shariah in the region. Sufi Muhammad has convened a shura (executive council) meeting of the TNSM on May 15 to deliberate on the peace process in the region. Further, Fazlullah said on April 30 that he is ready for talks with the Government. In a speech broadcast on his illegal FM radio station, he said that the Government must show sincerity in its efforts for peace to ensure successful negotiations. He also vowed to continue the struggle for the implementation of Shariah in the Malakand division and urged the people of the region to support his cause. Fazlullah claimed that some elements were attempting to sabotage the peace efforts by creating misunderstanding between the Government and the Taliban. This was the first transmission by Fazlullah’s radio station since it was shut down by troops during the military operation in 2007.
