Times of India on April 5 reported that the Abdul Rehman Makki, the brother-in-law of Lashkar-e-Toiba (LeT) chief Hafiz Mohammad Saeed is a conduit between LeT and Taliban. Government sources say that one of the main reasons for the US announcing a reward of USD two million for Makki is said to be his proximity to Taliban supreme commander Mullah Omar and al Qaeda's Ayman al-Zawahiri. More than 181,000 people have fled fighting between Government troops and Taliban or al Qaeda-linked militants in the Khyber Agency Areas of Federally Administered Tribal Areas (FATA), the United Nation High Commissioner for Refugees (UNHCR) said on April 13, reports Daily Times. “The number of people displaced by an ongoing government security operation in northwest Pakistan has now surpassed 181,000,” said a statement from the office of the UNHCR. The agency said that about 10,000 new arrivals were being registered daily at the Jalozai camp near Peshawar. “The vast majority of those registered - 85 percent - choose not to live in the Jalozai camp, opting instead to stay with friends, relatives or in rented accommodation,” said the UNHCR adding that it had distributed more than 37,000 humanitarian kits. Other UN agencies, including UNICEF and the World Health Organisation, were also providing aid. The fighting started on January 20 when the Government troops attacked terrorist groups in the Khyber Agency.

the US is drastically reducing the number of aid projects in Pakistan as part of reforms aimed at improving the distribution of billions of dollars in funding, the US Agency for International Development (USAID) head Rajiv Shah said. The total amount of civilian aid will remain the same, but the US hopes the reorganisation will produce better, higher profile outcomes that can win hearts and minds in a country where anti-American sentiment is rampant, said Rajiv Shah. The move comes over two years after the US launched a five-year USD 7.5 billion civilian aid programme in Pakistan that supporters hoped would improve the perception of America, elicit greater support from the government in the fight against the Taliban and al Qaeda and reduce the allure of those groups to average Pakistanis. According to an April 18 intelligence agency’s report, Tehreek-e-Taliban Pakistan (TTP) chief Hakeemullah Mehsud convened a meeting in North Waziristan Agency of Federally Administered Tribal Areas (FATA) to plan targeted attacks in case of the expected resumption of NATO supplies, reports Express Tribune. An extract of the intelligence report states that Mehsud convened a meeting with several senior ‘commanders’ of TTP, Afghan Taliban and al Qaeda on an unspecified date of February 2012. The report adds that in case of the resumption of NATO supplies, the militants will show their anger through terrorist activities across the country, including targeting high-profile personalities. The report says possible targets not only include United States (US) diplomats and their bases in Pakistan, but also Prime Minister Yousaf Raza Gilani, Federal Interior Minister Rehman Malik, Pakistan Tehreek-e-Insaf (PTI) leader Imran Khan and Maulana Fazlur Rehman of Jama’at Ulema-e-Islam-Fazl (JUI-F).

Dawn on April 19 telecast an exclusive footage of a high-profile prisoner, Adnan Rashid, who escaped from Bannu Central Prison in Khyber Pakhtunkhwa (KP) on April 15, 2012, talking with the Taliban. Rashid, who was convicted in an attack on former president Pervez Musharraf, was shown as being welcomed by the Taliban in an area which appears to be somewhere in Pakistan’s north-west tribal belt. The video footage showed Rashid talking in Pashtu with his hosts in these words, “Qari sahib, how are you? How is your health? Are you feeling well?” A jubilant Rashid looking all around from his car’s window replied, “Alhamdullah (All praise to Allah) all is well.” Have you won your freedom from the prison? Adnan nodding his head again replied “Alhamdullah (All praise to Allah).” Rashid was in contact with the world outside the prison through his cellular phone, according to sources. He was also in touch with several journalists and used to send them messages through short message service (SMS). The former junior technician of Pakistan Air Force (PAF), Rashid is a resident of Chota Lahor area of Swabi District in KP. He is fluent in English, Pashto and Urdu. He used to contribute to several social networking sites from the prison. He had joined PAF in 1997. He was around 24 when he was arrested in early 2004.

A special US envoy met Pakistani Government and Army officers on April 26 in Islamabad in an effort to get the country to reopen American and NATO supply routes to Afghanistan, reports Daily Times. Washington’s envoy for Afghanistan and Pakistan Marc Grossman said during a joint conference with Foreign Secretary Jalil Abbas Jilani that the US was ready for talks on re-opening the supply lines and clearing outstanding payments to Pakistan to meet the expenses of military operations in its tribal areas to fight Taliban and al Qaeda. “We are ready to get to the work. We want to work to reopen the ground lines of communication. We want to discuss several outstanding claims for the Coalition Support Fund,” Grossman said. He also said he did not expect to get an immediate commitment that the routes would reopen but that “the task now is to begin a conversation about how to move forward”. Grossman met Army Chief General Ashfaq Parvez Kayani and Foreign Affairs Ministry officials to discuss the supply routes.

Pakistan, United States (US) and Afghanistan agreed on April 26 to provide ‘safe passage’ to Afghan Taliban militants willing to join reconciliation talks and set up a working group to settle modalities for their unhindered movement, reports Dawn. This was announced by Afghanistan Foreign Secretary Jalil Abbas Jilani at a press conference addressed by heads of delegations at the 6th core group meeting of the three countries. The move, which comes in conjunction with the three sides agreeing to coordinate their activities at the United Nations (UN) for removing Taliban leaders from the Security Council sanctions list, is the biggest step forward for promoting reconciliation in Afghanistan since the core group was established a year ago for the sole purpose of advancing the peace process. The two steps are being seen as a confidence-building move to put the reconciliation process, which suffered a setback earlier with Taliban pulling out of the Qatar process, back on track. “All sides have agreed in principle that it would be their collective responsibility to facilitate anyone travelling to take part in peace talks,” a Pakistani diplomat explained while talking to Dawn and said modalities would now be worked out by a group of experts.
