Adilabad District Police on August 1 arrested Communist Party of India-Maoist (CPI-Maoist) cadre Tekam Ravi alias Ravinder (22), a member of Indravelli dalam (squad), who is an accused in the murder of Gond youth Kursenga Ballarsha last year (2015) in Tiryani mandal (administrative unit), reports The Hindu. Ravinder was heading towards Tiryani mandal headquarters and was waiting for transport at IB Tandur when the Police arrested him and seized two banners from his possession. Presenting him before the media at a press conference, Adilabad Superintendent of Police (SP) Vikram Jeet Duggal said he had joined the underground outfit about two years ago and was deputed to Indravelli dalam with instructions to kill informers, Police and politicians. He used to work under Athram Shoban alias Charles, who is the Adilabad ‘Area Committee secretary’ of Maoists and a native of Tiryani mandal. Giving details of the murder of Ballarsha, the SP said the accused number one in the same case, Chunchula Bakkanna had formed a team of 20 extremists, including Ravi, on October 30, 2015. The team accused Ballarsha of being a ‘Police informer’ and killed him on the outskirts of his village Kheriguda.

The State Government on August 1 raised the reward for arrest of wanted Left Wing Extremist (LWEs), including Communist Party of IndiaMaoist (CPIMaoist) cadres and chief of People's Liberation of India (PLFI), reports The Times of India. The highest reward of INR 500, 000 was announced on the head of Ganesh Shanker, who is allegedly the PLFI chief in Bihar. PLFI is a splinter group of the CPIMaoist. Director General of Police (DGP) P K Thakur had recommended to the home department to increase the reward on the heads of some wanted LWEs. The reward on CPIMaoist cadres Nageshwar Koda, Gopal Das and Suresh Koda of Munger District was INR 50,000 each. Now, it has been increased to INR 100, 000 each. Another CPIMaoist cadre Arvind Yadav alias Avinash da alias Ashok Yadav, who was wanted in Jamui District and carried a reward of INR 50,000 on his head, will now have INR 100, 000 reward for his arrest.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an encounter with Security Force (SF) personnel in the dense forests of Bastar District on August 1, reports The Indian Express. “The skirmish took place in the evening restive Chandometa village forests, bordering Odisha, under Darbha Police Station limits of the District when a joint team of security forces was carrying out an anti-naxal operation,” Inspector General of Police (IGP), Bastar Range, S.R.P. Kalluri said. Based on specific inputs, composite forces of District Reserve Guard (DRG), Special Task Force (STF) and District Force had launched the operation on July 27 towards Chandometa forests bordering Odisha’s Tulsi village which is considered as a Maoist den, he added. “Today, when security forces were cordoning off forests at the bottom of Chandometa hill, a gun-battle broke out between both the sides after a group of cadres opened fire on them,” the officer said. During the search following the encounter, bodies of two male Maoists besides a huge cache of explosives, two Single Barrel Muzzle Loading (SBML) rifles and various other Maoist-related items were recovered from the spot, the IG added. Of the killed, one cadre was identified as Ganga, a Jan Militia ‘commander’ of Chandometa area, while the identity of the other one was being ascertained.

Gadchiroli Communist Party of India-Maoist (CPI-Maoist) rendered weak due to depleting strength after loss of senior cadres in encounters and spate of surrenders have reportedly got reinforcement from their upper echelons in the form of around 150 additional manpower, reports The Times of India on August 3. Sources from a remote part of Gadchiroli District claimed that Maoists, mostly from Chhattisgarh, were sent from the Maoist stronghold of Abujamarh after intensive training for taking on the Security Forces (SFs). "The dalams have now been amalgamated with rest of the other formations like Local Guerrilla Squads (LGS) and Local Organizational Squads (LOS). Two or three dalams are often working together and also getting conjoined with platoons as the Naxalites are facing manpower shortages," said a security intelligence source. "Now, the additional manpower that has come from Abujamarh is being evenly distributed among different dalams, platoons and company in Gadchiroli to strengthen them," said the source. Superintendent of Police (SP), Gadchiroli, Abhinav Deshmukh said that migration of from Chhattisgarh in the period of Naxal saptah or martyrs' week is not surprising. "Though we may not know the exact numbers of Naxalites having sneaked into the district, it may have taken place which we would check. The Naxalites generally plan strikes before or after Naxal saptah," he said.

Seven Communist Party of India-Maoist (CPI-Maoist) cadres, including two women, were arrested and explosives recovered from them in Bastar District on August 3, reports The Indian Express. The ‘Martyrs’ week’ of the Maoists also came to an end. Based on inputs provided by state intelligence wing and local informers, Police arrested the Maoists from the peripheral area of Chandometa forests under Darbha Police Station limits, Bastar Superintendent of Police (SP) R.N. Dash said. The arrested Maoists were identified as Maglal (21), Lakhma (20), Hidma (30), Lakhmuram (25), Rama (35), Lakhmi (20) and Hungi (22). They admitted to being part of Darbha division committee of the Maoists, the SP said, adding three Improvised Explosive Devices (IEDs), about two dozen gelatin rods, detonators, batteries, among other things, were seized from them.

The Communist Party of IndiaMaoist (CPIMaoist) on August 3 exhorted former Chief Minister (CM) Jitan Ram Manjhi to acknowledge his classcaste interest and review ties with organizations like Bharatiya Janata Party (BJP), Rashtriya Swayamsevak Sangh (RSS) and Vishva Hindu Parishad (VHP), reports The Times of India. Handwritten wall posters in this regard were found pasted in the Imamganj area of Gaya District on August 3. Accusing the saffron brigade of perpetuating atrocities on dalits (scheduled castes) and minorities across the country, the Maoists alleged that instead of being true to his own oppressed identity, the Hindustani Awam MorchaSecular (HAMS) leader has developed a typically feudal mentality akin to those of the oppressors. The Maoists have sought an answer from Manjhi for the perceived betrayal of the dalit cause. Reports said the Maoists unveiled at least 50 temporary ‘Martyr domes’ which were erected during the week with the support of local tribals. They have also reportedly recruited some cadres during the week. Contractors are not doing their work honestly and say that they have to pay money to public representatives and officers. The persons whose images were published in the list are Velmurugan, Yogeshmathan, Murthy, Palanivel, Karthik alias Kannan alias Gopi, Kalidass, Dasarathan, Sathiya Mary alias Padma, Manivasagam alias Mani and two others. This has taken place only days after Kerala Police released the images of 35 Maoists. The District Police also launched an intensive combing operation at the bordering areas following rumours of Maoist movement. But they were worn out and damaged. The skirmish took place while a joint team of District Reserve Guard (DRG) and Special Task Force (STF) was conducting anti-Maoist operation in the core jungle of Mardoom Police Station area, Bastar Superintendent of Police (SP) R.N. Dash said. Acting on specific inputs, security personnel had launched the operation on August 10 towards Tunder forest area of Mardoom. While SF were cordoning off a forest pocket in morning, they were attacked by a squad of Maoists belonging to Barsoor ‘area committee’ of Maoist led by Vilash and Singhanna, the SP added. Tech Madhu, whose actual name is Thota Kumaraswamy, had surrendered before the Police in 2006. He got the 'Tech Madhu' tag because of his technical prowess in making weaponry. Madhu, 43, reportedly manufactured about 1,550 rockets and 40 launchers for the Maoists. After his surrender, Madhu was given INR 480,000 for rehabilitation by the government and he opened a cell phone store in Ram Nagar, Hyderabad. Following Nayeem's death, however, Police received information that Madhu had links with the renegade Maoist-turned-gangster and was involved in some illegal activities. While Madhu was travelling from Hyderabad to his native place Kesamudram, Bhongir Police of Nalgonda District arrested him at Aler and seized a country-made firearm along with four live rounds from his possession.

The villagers, Kangala Muttaiah, Sode Dulaiah, Kangala Nagaiah, Kanithi Ramaiah and Kangala Satyam, were working in their field when they were kidnapped on the pretext of being ‘Police informers’, Rajaiah alleged. All the five were taken to Chhattisgarh, and reportedly tied to trees, Rajaiah said, claiming that they were taken away on the basis of wrong information. Family members of all the five were under fear, as there was threat to their lives. Mullick said that two top Maoists, identified as Amitabh Bagchi alias Anil and Taufid Mullah alias Kartik, whom their leader Kishenji has been claiming were arrested in Patna on August 19, were arrested from the Ranchi railway station only in the evening of August 24, reports PTI. He said that Anil, a politburo member and Kartik, a state committee member of the outfit, were arrested on a tip off from the Ranchi railway station. They were produced in a local court which remanded them to police custody for six days. Baghchi is a resident of Shyambazar in Kolkata and Mullah of Murshidabad District in West Bengal, Mullick added. Times of India adds that Anil and Kartik were produced in the Chief Judicial Magistrate court in Ranchi and forwarded to the Birsa Munda Central jail (Jharkhand). It quoted Mullick as saying that the duo was arrested while trying to board a Patna-bound train at the Ranchi railway station. The bandh would begin 12 am on the intervening night of 30th and 31st August. Five Districts including Gaya, Aurangabad, Jehanabad, Nawada and Arwal are likely to be affected by the bandh call. Encounter between SFs and Maoists took place in Dumaria Nala forest area in Aurangabad District on July 18. In this encounter, 10 commandos of the elite Commando Battalion of Resolute Action (CoBRA) battalion of Central Reserve Police Force (CRPF) were killed. Maoists had triggered a series of Improvised Explosive device (IED) explosions during the encounter in which the 10 commandos lost their lives. The SFs also eliminated six Maoist cadres in the encounter. The SFs had also seized weapons like AK-47, INSAS rifle.

The slogan ‘Naxalbari ek hi rasta’, posters containing quotations from Mao Zedong and Charu Majumdar, rendition of ‘revolutionary songs’ and selling books written by Mao and Majumdar marked the first public event in the city attended by top Communist Party of India-Maoist (CPI-Maoist) leaders held to condole the death of former CPI-Maoist state secretary Himadri Sen Roy alias Somen, reports Hindustan Times on August 30. Besides recounting Somen’s role as a ‘communist organiser’, leaders, supporters and sympathisers of the banned outfit pressed for ‘broader unity of revolutionary forces’ to ‘carry forwards the work left unfinished by Somen’. On the dais were top Maoist leaders Narayan Sanyal and Purnendu Sekhar Mukherjee, along with Chandi Sarkar and Gour Chakraborty. All of them are in their seventies and were released on bail after spending several years in jail. Nearly 300 people belonging to various organisations attended the event at Bharat Sabha Hall in central Kolkata.

A top Communist Party of IndiaMaoist (CPIMaoist) who was Local Operating Squad (LOS) member of Maoist Rowghat Area Committee and carrying a reward of INR 500,000 on his head, surrendered before State Intelligence Branch (SIB) in Raipur on August 30, reports The Pioneer. “The ultra identified as Satter alias Mangel alias Bharat Gavde who in past was the platoon commander of Naxal Left Wing Extremism (LWE) platoon number 23 was impressed with the surrender policy adopted by the Chhattisgarh Government and hence decided to join the mainstream of development,” Superintendent of Police (SP), SIB, Sundarraj P said. According to the Police, Satter (32), a resident of Alanar village under Amabeda Police Station of Kanker District had joined Naxal cadre in 2003. He had also worked as the member of ‘Bal Sangham’ the children unit of Maoists in 2002. Satter was involved in blowing up of a CISF vehicle in 2008 at Balod wherein three Security Force (SF) personnel were killed and their weapons were also looted, the SP said.

Communist Party of IndiaMaoist (CPIMaoist) cadres in Bihar have given a call for one day Magadh Bandh (general shutdown) on August 31, to protest the killing of six of their cadres in an encounter with the Security Forces (SFs) in July this year, reports India Today on August 30. The bandh would begin 12 am on the intervening night of 30th and 31st August. Five Districts including Gaya, Aurangabad, Jehanabad, Nawada and Arwal are likely to be affected by the bandh call. Encounter between SFs and Maoists took place in Dumaria Nala forest area in Aurangabad District on July 18. In this encounter, 10 commandos of the elite Commando Battalion of Resolute Action (CoBRA) battalion of Central Reserve Police Force (CRPF) were killed. Maoists had triggered a series of Improvised Explosive device (IED) explosions during the encounter in which the 10 commandos lost their lives. The SFs also eliminated six Maoist cadres in the encounter. The SFs had also seized weapons like AK47, INSAS rifle.

The cadres, one of them a 'commander'-rank cadre, turned themselves in before Bijapur Additional Superintendent of Police (ASP) at the district headquarters, Mohit Garg. Sukhram Gota (24) was a hardcore Maoist and active as militia 'platoon commander' of Edapalli national park area unit of the CPI-Maoist, he said. Gota was allegedly involved in several deadly Maoist-related incidents, including the attack on Ranibodli Police outpost in Bijapur in 2007 in which 55 Policemen were killed, Garg said, adding that he was carrying a reward of INR 100,000 on his head. The other cadre - a 17-year-old girl -- worked as a member of Chetna Natya Manch (CNM), cultural wing of the Maoists, in Gangaloor area of the District, he added.

Pandey at Police headquarters in Dhurwa in Ranchi District on August 30, reports The Telegraph. Tilakman was involved in 34 cases of Maoist violence in Simdega and Gumla, including an attack on Bansjore Thana (Police Station) in Simdega on December 31, 2007, in which a Policeman was killed. Welcoming him to the mainstream, DGP Pandey gave Tilakman INR 50,000 ex-gratia apart from INR 500,000 reward that he carried on his head. The DGP also said the Police would take care of Tilakman's family's safety during the tenure the surrendered rebel would be behind bars, a provision present in Jharkhand's rebel surrender policy.Further, DGP Pandey said the Police had identified 786 remote villages across Jharkhand where the men in uniform would facilitate the execution of 10 welfare schemes in their fight against Naxalism [Left Wing Extremism (LWE)]. "Seven hundred and fifty villages will be lit up by solar lamps in a month. Our villages need development," the DGP underlined.

The surrendered members are identified as K Chinnabbai (32), K Ram Murthy (52), V Raju (43), V Ram Babu (31), V Krishna Rao (21), K Buddu Naidu (36) and K Ravi (25). All of them are Girijans and are natives of Cheruvuru village under Balapam panchayat (village level localself government institution) in Chintapalli mandal (administrative unit). They stated that Kalvakuntla Chandrashekar Rao (KCR) Government had failed to implement the scores of promises he had made before elections. The Maoists charged that KCR was humiliating journalists for raising questions over the failures and the public movement leaders supporting the latter through persons showering praises on him.
