Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra said the seized explosives included 930 gelatine sticks. Police arrested a Communist Party of India-Maoist (CPI-Maoist) leader, identified as Aditya Bora alias Baba (41), from his hideout at Khakandaguri under Dergaon Police Station in Golaghat District on October 1. A team, led by Additional Superintendent of Police (ASP) Numal Mahatta, during the raid, also arrested two of Bora's associates, Uttam Hazarika (25), and Binanda Bora (21). Some demand notes and ammunition, including a 9mm pistol and 12 cartridges, were seized from Bora, a science graduate and a resident of Betoni Gaon in Dibrugarh District. Mahatta said Bora, who was the secretary of Indian Student Association (Leftist), formed an organisation, the Upper Assam Leading Committee (UALC), affiliated to the CPI-Maoist, after he came in contact with Bipul Chakrabarty, a resident of West Bengal and founder of similar outfits. "The Upper Assam Leading Committee operates in Assam and Arunachal Pradesh. Today's arrest is a major success in the anti-Maoist effort," Mahatta added.

Meanwhile, the Maoists have denied terrorizing villagers in the cut-off area of Malkangiri District and accused Police of trying to defame the outfit by spreading rumours, reports The Times of India on September 3. In a letter to media persons, ‘secretary’ of Malkangiri-Vishaka Division, Benu said "We have neither harmed anyone nor asked people to leave their villages. Police are luring people with false promises of jobs, houses and training at Chitrakonda and Malkangiri and spreading rumours that they are leaving villages due to Maoist fear." The Maoist leader appealed to the villagers to return to their respective villages and live without any fear. "We work for the development of the tribals," the letter said.

Security Forces (SFs) on October 2 recovered three can bombs, wire and Left Wing Extremism (LWE) literature from a Communist Party of India-Maoist (CPI-Maoist) hideout in Rohtas District, reports The Hindu. A tribal, Arjun Khara (50), was killed by Communist Party of India-Maoist (CPI-Maoist) cadres at Kandhabuda village under Mathili Police Station of Malkangiri District in Odisha on October 4, reports The Hindu. His bullet ridden body was located in the forest near Kandhabuda in the morning. A handwritten letter in the name of CPI-Maoist was found near the body. Through the letter Maoists alleged that the victim was a police informer for which he had been punished. The Maoist letter also alleged that Arjun was behind encounter between security forces and Maoist near Madkapadar panchayat (village level local self-government institution) in the past in which a Maoist cadre had been killed. According to sources this encounter had occurred around a year back. Speaking to The Hindu, Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra reiterated that Arjun was a commoner having no links with Police.

Of these, 482 rebels have surrendered in Gadchiroli District alone, considered as a Naxal hotbed. Maharashtra Government had launched a Naxal surrender policy on August 29, 2005 which has been extended time and again till date, official sources from Anti-Naxalite Operations (ANO) of Maharashtra Police said. The first rebel to surrender was Madan Anna alias Balan Ballya in 2005, they said. "Police and district authorities motivate Naxals to give up their arms. In 2013 and 2014 around 49 and 40 Naxals surrendered respectively while 25 Maoists turned themselves in till September this year," sources added. Among the ultras who have surrendered are one state zonal committee member, six divisional committee members, 16 commanders, 24 deputy commanders and 218 dalam members besides 110 Gram rakshak, 127 Sangam members, they said. According to them, while men are given skill training through Industrial Training Institute and taught motor vehicle driving, women are trained in sewing and selling vegetables.

Stating that there was an exchange of fire between the Special Operation Group (SOG) troopers and Communist Party of India-Maoist (CPI-Maoist) cadres during a combing operation inside the Jugsaipatna Reserve Forest area in the Kalahandi District, the Superintendent of Police (SP) said the firing continued for about 30 minutes, reports The New Indian Express on October 6. It was learnt that a Maoist team led by Odisha State Committee ‘secretary’ of CPI-Maoist, Modem Balkrishnan alias Manoj, managed to escape from the operation site inside the jungle. Police recovered large quantities of various items including kits, medicine stock, 24 detonators, one tiffin bomb and Maoist literature from the abandoned Maoist camp. This was the fifth encounter between the Police and the Maoists in Kalahandi in the last one year, the SP added.

Government made its intention clear to exploit bauxite in the Visakha Agency, abducted three Telugu Desam Party (TDP) members of G.K. Veedhi mandal (administrative unit) from their houses in Kothaguda village in the evening of October 5. The three are TDP mandal party president Mamidi Balayya Padal, senior leader Vandalam Balayya and District committee member Mukkala Mahesh. The group involved in the abduction was reportedly led by a senior leader and Andhra Odisha Border Special Zonal Committee (AOBSZC) spokesman Chalapathi. A warning letter was sent to the TDP leaders next day (October 6) morning saying that they would pay a heavy price if the Government failed to announce winding up of plans for bauxite mining within a week. The letter was accompanied by an appeal by the victims to the Government to stop mining plans else their lives would be in peril, they said. The Maoists also demanded the party leaders immediately quit their posts and primary membership of the party and join the people’s movement against bauxite mining. Combing by the Police, arrests and establishment of camps, which are all meant to facilitate bauxite mining, should be stopped, they said. The Maoists are making their presence felt in spite of intensive combing by the Police and Central Reserve Police Force (CPRF) and the Police say cadres from outside A.P. are crossing the border.

With reports of at least 50 Communist Party of India-Maoist (CPI-Maoist) cadres including 15 women holding a meeting in Khrusnachakragarh village within the Satkosia Wildlife Sanctuary limits in Angul District on October 6, the combing operation continues in the area to flush out the Maoists. Locals said Maoists interacted with them and inquired about the problems they were facing in the village, which is located 30 km away from Angul town. The Maoists had dinner in the village and escaped into the forest late in the night. Similar reports were received from the villages of Kulsore, Pukunda and Manikjodi. The exchange of fire which started around 3 am continued for next 20 to 30 minutes," said Kumar. "Unable to face our heavy firing the Maoists fled from the spot," he added. Kumari, who also went by the name of Guddi, was lured into the outlaw group when she was 11 by a neighbour and transformed from a cook into a crack shot, serving under the Maoist banner for eight years, before she decided to return to mainstream. The 20-year-old ran away from the rebels and went into hiding in Gumla, where she rented a house and enrolled herself at a local school but the outlaws continued to threaten her regularly. When Hindustantimes (HT) met her on July 28, Guddi recounted chilling tales of the looming threat to her life but said she was committed to her studies and wouldn’t return to the extremist fold under any condition. “I cannot surrender because the moment my leaders come to know, they will kill my parents and siblings,” she told HT, on the condition that her story wouldn’t be published. “I will be able to study as long as I am not identified and captured or my bosses in the jungle do not take me away forcibly,” she said. When she went home to see her parents and siblings in the Maoist-infested village of Sibil on October 6, she was abducted by the insurgents, who left a handwritten note saying Guddi had to die because she didn’t mend her ways despite several warnings.

The startling facts came out during interrogation of top Maoists leader of Assam, Aditya Bora, who was arrested on October 1. Police sources said that Bora alias ‘Baba’, was a most wanted in Assam Police list. He was the founder of the Upper Assam Communist Party of India-Maoist (CPI-Maoist) and used to take direct instruction from CPI-Maoist Politburo member Prasanta Ghosh alias Kishan Da. He also revealed that after most members of the CPI-Maoist who operated across the state, including in lower Assam, Upper Assam and Barak valley region were arrested between 2012 to 2014, and he was busy reorganizing the group. He himself created a sleeper cell and got fresh recruits. It was not possible for him to send out the recruit for training to Jharkhand and Chhattisgarh due to scaled up operations. As such he was asked by the top leadership to float a ‘shadow’ organisation named Revolutionary Peoples Group (RPG). Police sources further added that the RPG then established contacts with the NSCN-IM, so that it can get its new recruits trained in Nagaland. The CPI-Maoist already had an understanding with the Revolutionary Peoples’ Front (RPF) of Manipur and Bora tried to send his cadres across the border to the RPF base at Sagaing division of Myanmar, sources added.

The villagers were stunned to spot Wadde's body outside the hamlet laid along the roadside on October 9. In the past too, Wadde was abducted on two occasions by Maoists but was spared. Superintendent of Police (SP), Gadchiroli, Sandip Patil said Bhamragarh Local Organizational Squad (LOS) was likely involved in cold-blooded murder. "Naxals have killed one innocent villager every month this year. The latest seemed outcome of the desperation of the Naxals of Bhamragarh LOS who may wanted to prove their presence with this incident as the formation had no significant action in the past," said Patil. He added Naxals had killed nine civilians this year. In the encounter, SSB constable Sujit Kumar Singh died on the spot while District Police constable Surendra Sah succumbed to injuries while being taken to Ranchi. The anti-Maoist operation was launched after the State Police headquarters got information that a group of rebels had gathered in the Sundar Pahari area and were planning to disrupt the coming assembly election in Bihar, said Police spokesperson S N Pradhan. He further said that the Maoists are expected to move towards Bihar border. Pradhan also said that Police have recovered one Self-Loading Rifles (SLR) left behind by the Maoists. In a handwritten note sent to reporters in the Agency areas reportedly by CPI-Maoist East Division secretary Kailasam, the Maoists said the TDP was solely responsible for the abduction of three TDP tribal leaders from GK Veedhi mandal (administrative unit). TDP mandal party president Mamidi Balayya Padal, senior leader Vandalam Balayya and District committee member Mukkala Mahesh were taken away from their homes at Kothaguda village in GK Veedhi mandal on October 5, by a group of Maoists. While charging the Maoists with using the bogey of bauxite mining the TDP government was trying to push through its MNC driven agenda of mining in the ecologically sensitive region, Kailasam said. The government was not taking note of the series of protests by tribals on the bauxite mining issue. Worse, the police acting as stooges of its political masters were trying to muzzle the dissent by cutting off the public address system when a former legislator was speaking at a recent meeting in Koyyuru. A large quantity of explosives was also recovered from Dumaria village and other places falling under Imamganj Assembly constituency, the SSP said. The investigation has so far revealed that the accused was using different names by forging documents and had been in contact with several youths attached to the Maoist movement, especially in Thane, Mumbai and some parts of Pune. Assistant commissioner of police (ATS-Pune unit) Bhanupratap Barge, who has been probing the case, said, "After getting the state government's sanction under the Unlawful Activities (Prevention) Act (UAPA), we submitted the chargesheet on Wednesday. The chargesheet runs into 600 pages, with all the details of the investigation." Muralidharan (62) was arrested from his hideout at Talegaon Dabhade on May 9 this year. Since then, he has been lodged at the Yerwada Central Jail.

The Maoists, who found the bauxite mining as a major issue to regain the lost ground among the Girijans, abducted the three from Kothaguda village near G.K. The SPOs are paid INR 3,000 for their services. Pungati came on Maoists’ radar after his honorarium was increased to INR 3,000 for participating in developmental works under Government schemes. The Maoists have chosen the festival season to scout for youths from tea garden areas and ethnic groups in the tea belt for recruiting them into the insurgent fold, the sources said. They are also planning to recruit youths through their allies by sending details through WhatsApp about the youths’ education, family background and location, the sources added. According to sources, though the recruitment drive started a year back, the process has now been speeded up due to shortage of manpower in the Maoist camps as two batches after their 18-month training in Jharkhand and Odisha are ready to arrive by January 2016. In the belt along the Brahmaputra, short documentary films are loaded in 1GB/2GB mobile handsets so that the impressionable boys of age 12 to 13 years are influenced and brainwashed to join the Naxalite movement, said the sources. The seven Upper Assam Districts of Dhemaji, Jorhat, Lakhimpur, Dibrugarh, Tinsukia, Sivasagar and Golaghat have borders with neighbouring hill States, while the belt along the river is a breeding ground for Naxal activities, the sources mentioned.

The MI-17s are primarily used in rescue operations. “During some of these operations, the Maoists fired on the helicopters. To deal with this situation, senior police and IAF officers have decided to evolve a new strategy,” said a statement from the Chhattisgarh Police Headquarters. According to an unnamed officer in Bastar, the choppers have been authorised to fire in retaliation for a long time. “But they are reluctant. It’s difficult to understand what stops them. The armed commandos on the chopper must retaliate when the Maoists attack them. But there have been times when Maoists in civilian clothes attacked the choppers but the gunners failed to retaliate,” said the officer.

Three Constables of the Central Reserve Police Force (CRPF) were injured in an Improvised Explosive Devise (IED) blast in Sukma District on October 28, reports The Hindu. Commenting on the matter Santosh Singh, Additional Superintendent of Police (ASP), Operations, Sukma said “A pressure IED, planted by the Maoists, exploded near Burkapal CRPF camp of Sukma when a team of CRPF’s 74th battalion was out as a road opening party. Three CRPF men suffered injuries in the incident.” The explosion took place when one trooper accidentally put his foot on the pressure IED.

He belonged to CAF’s 13th battalion, said Bijapur Additional Superintendent of Police (ASP) Indira Kalyan Elesela. The body of Bhima Padiami of Dandipadar village was located in the forest near the village the next day. According to Police sources, Bhima along with another tribal had been abducted from their homes by a group of around 25 armed Maoists from Dandipadar village on October 16. Maoists had accused Bhima to be a ‘Police informer’. Bhima was a militia of Maoists in the past but had parted ways with the organisation and surrendered before the Police in 2013, sources said. However, officials claimed that Bhima had no links with the Police.said.

A joint squad of District Force (DF) and District Reserve Group (DRG) arrested two cadres of the Communist Party of India-Maoist (CPI-Maoist) in Dantewada District of Chhattisgarh, on October 31, reports The Pioneer. The arrested Maoists have been identified as Bheema Telami (25) and Ayatu, said Police, adding that the duo was active as 'jan (people's) militia' members. According to the Police, during interrogation it was learnt that Bheema was involved in various Naxal [Left Wing Extremism, LWE] incidents including six killings, loot, damaging Railway property and others. Similarly, Ayatu was involved in incidents which took place in the region during the recent past. The arrested Maoists were allegedly involved in setting ablaze OHE wagon on October 29, between Bhansi and Kamaloor in Dantewada District, added Police.
