The Chief of the Hizb-ul-Mujahideen (HM) Syed Salahuddin said in Panjpeer Swabi on August 3 that the terrorist outfits would continue their operations in Jammu and Kashmir despite the India-Pakistan peace process. In reply to a question about the US interests to solve the Kashmir issue, he said that the US and the West wanted to see a strong India because of the China factor. According to him, "the West and United States were afraid of Pakistan's nuclear power." While indicating that the United States was opposed to Kashmir's alliance with Pakistan, he also added that there was no possibility of an independent Kashmir.

Security forces (SF) sources described the slain counter-insurgent, Mohammad Sikandar Ganai, as a former terrorist of the Al-Jihad who had surrendered in 1995 and since then, aided SFs in eliminating more than 20 Hizb terrorists. He was also an activist of the ruling National Conference (NC) after his surrender.

One of the two former terrorists had worked with SFs for a while in counter-insurgency operations. SF sources said he had begun to work with terrorists again, though local residents maintained that HM activists killed him. The Hizb terrorists reportedly have eliminated two counter-insurgents and one SF personnel in the area, the hometown of the Pakistan based Hizb chief, Syed Salahuddin. The area was free of terrorist violence for a while, being under the control of Mushtaq Pal, a top counter-insurgency activist who was killed on July 27, in Srinagar.

Approximately 26 offices of the Jaish-e-Mohammad (JeM), LeT, Harkat-ul-Mujahideen (HuM), Al-Badr and Hizb-ul-Mujahideen (HM) and other groups had been sealed and literature seized. News sources reported that activists belonging to the proscribed outfits––Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammad Pakistan (SMP), and certain other sectarian groups were also among those arrested during the police operation. Sources added that the main offices of the LeT, situated in NaganChowrangi, in Karachi and its other offices in the FB Area, Malir and Quaidabad were raided and approximately 50 activists arrested. Police sources claimed that posters, advertisement material, as also a large quantity of literature, objectionable pamphlets and collection boxes were recovered from these offices. The announcement was made in Lahore after a meeting of the Punjab Chiefs of seven terrorist outfits, held at the Tehreek-ul-Mujahideen (TuM) office and chaired by Punjab TuM chief Shakilur Rehman Nasir. A joint committee was constituted under TuM Shakilur Nasir to start a dialogue with the Ulemas (religious leaders) and leaders of political parties to apprise them of their ‘responsibilities’ in the present situation. In a joint statement, the outfits said that the government should distinguish between jehad funds collection and extortion. While indicating that terrorist outfits neither possessed illegal arms nor were any of their members involved in sectarian activities they also added "Kashmir Jihad did not depend on the Pakistan government. It would continue till the liberation of Kashmir that amounts to the completion of the Partition formula." Replying to a question about the indication of a ban on all terrorist outfits, they observed that President Gen. Pervez Musharraf had been supporting their ‘cause’ but it was the Interior Minister who was "talking different things and his removal will settle the entire controversy." The outfits also asked the government to reject foreign pressure and prioritise national interests. They said that the government was fulfilling the "wishes of enemies who wanted Mujahideen to get entangled with internal matters and abandon Jihad." The outfits that attended the meeting were the TuM, Harkat-ul-Ansar (HuA), Jamait-ul-Mujahideen (JuM), Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Al-Badr Mujahideen. The statement also added that the Jaish-e-Mohammad (JeM) was with them and the decisions had the backing of Jaish’s central leadership.

We had made it clear at a seminar in the presence of Interior Minister Moinuddin Haider that the Jihadi groups and forces are presently waging a war of security and completion of Pakistan and are busy in taking the Kashmir liberation movement to its logical end. This was stated at a news briefing following a meeting of the Punjab coordination committee of terrorist outfits held at the Tehrik-ul-Mujahideen (TuM) office, on August 28. The outfits have demanded that foreign and domestic funding of Non-governmental Organisations (NGOs) and welfare organisations should also be audited. They said people of Pakistan were voluntarily funding them and no amount of government pressure could stop them from supporting jehad. A spokesman for the committee announced that the coordination committee of Jehadi groups in Punjab had been named as "Jehad Defence Forum" (JDF) and it had also decided to hold a Defence of Pakistan seminar in Lahore next month, September, which would be addressed by chiefs of the terrorist outfits. TuM Punjab unit chief Shakilur Rahman Nasir was made convener of the forum and Abdur Rashid Awan of the Hizb-ul-Mujahideen (HM) as its secretary general.
