At least six militants of the Taliban group and Islamic State-Khurasan (IS-K) were killed during separate airstrikes conducted in Nangarhar and Uruzgan provinces of Afghanistan, reports The Khaama Press. According to the informed military sources, a coalition air strike killed 3 IS-K fighters in Khogyani District of Nangarhar Province. The sources further added that another coalition air strike killed 1 Taliban fighter in Tarin Kot District of Uruzgan Province. The coalition forces also carried out an airstrike in Nahr-e-Saraj district of Helmand Province leaving 2 Taliban militants dead, the sources added.

US senators, across party lines, on February 4 supported an amendment against plans to withdraw troops out of Afghanistan, reports Pajhwok Afghan News. The lawmakers, voting in favour of the American military stay in the war-torn country, warned a precipitous pullout could let al Qaeda and Islamic State regroup there. According to Al-Jazeera, a majority of 70 senators voted for the text that was opposed by 26. Mitch McConnell, the Republican leader of the Senate, sponsored the measure. Only three of the 53 Republicans in the Senate opposed the amendment, which will eventually be incorporated into a broader security bill on the Middle East. The measure says the terrorist outfits still pose a serious threat to the US, warning that a precipitous withdrawal could "allow terrorists to regroup, destabilize critical regions and create vacuums that could be filled by Iran or Russia." The amendment, which is nonbinding, will encourage co-operation between the White House and Congress to develop long-term strategies in Afghanistan and Syria. In December 2018, US President Donald Trump said he would be pulling troops out roughly half of the 14,000 US forces stationed in Afghanistan.

Kerala Police have started deradicalization classed in northern Districts of Kerala, reports Manorama online. An officer stated that, who interacted with the families of those who left for Syria from Kannur and are suspected to have joined the Islamic State (IS), said that the classes are being conducted as per the special order of DGP Loknath Behera to tackle the growing instances of radicalisation. Classes are being conducted in Kannur, Kozhikode and Kasaragod Districts from where youngsters have left to join IS. With the recent disappearance of 10, the number of people leaving the state to join IS has crossed 100. The government is taking the help of the Imams (priests) of mosques in the area as well as the voluntary Muslim organisations to spread awareness.

On February 7, National Investigation Agency (NIA) filed a fresh chargesheet against two accused in the Abu Dhabi Islamic State (IS) module case, reports New Indian Express. The chargesheet was filed before a special court here against Mohammad Abdullah Basith and Mohammad Abdul Qhadeer. According to NIA spokesperson Basith, a resident of Chandrayangutta in Hyderabad (Telengana) , was continuously making efforts to propagate IS ideology in India. Basith and his associates were involved in identifying, motivating, radicalisingyouths to join them. The spokesperson also added that Qhadeer, who was also a resident of the same area in Hyderabad, came under the influence of Basith because of their common intention to propagate the ISIS ideology in India. NIA had booked the case in 2016 in which three persons from India, living in Abu Dhabi, formed a gang owing their membership to IS. Times of India further adds that some of the explosives recovered from the arrestees were allegedly bought by Qhadeer through Amazon.

Russia on February 7 reiterated that it was “closely cooperating” with Pakistan in the fight against terrorism and negotiating a political settlement in Afghanistan, Daily Times quoting Radio Pakistan reported on February 8.Russian Foreign Ministry’s Spokesperson Maria Zhakharova made the comments during a weekly briefing and added that both countries shared common concerns regarding the momentum being gained and the expansion of the Islamic State (IS). “Great contribution is being made by all the countries bordering Afghanistan, and Russia is a reliable partner of those countries in every effort to ensure the security of the borders,” said Zhakharova.

Maharashtra Anti-Terrorism Squad (ATS)which had picked up 10 youths for links with the Islamic State (IS) stated that the accused had allegedly planned to cause “mass casualties” in India before travelling to Syria in order to be received as credible recruits, reports Indian Express n February 10. According to the statements of the accused recorded by ATS, the nine men and one minor would reportedly hold meetings in Mumbra in Thane District, every night for a few months. The ATS also said they discussed setting off an explosion at the office of a right-wing organisation. Among those arrested is Mohsin Sirajuddin Khan, accused of radicalising the others. The ATS claimed that he had even set the others a target of raising INR 2,00,000 each to meet travel and living expenses in Syria.

The Afghan and coalition forces have killed at least 30 Taliban and ISIS Khurasan (ISIS-K) militants during their latest operations which were conducted in the past 24 hours, Khamma Press reports on February 10. According to military sources, a coalition air strike in Khugyani District of Nangarhar Province killed 2 ISIS-K fighters while 7 more militants were killed during similar airstrikes conducted in Washer of Helmand and Chimtal district of Balkh Province.

The Special Forces of the National Directorate of Security (NDS) arrested a recruiter of the Islamic State of Iraq and Syria-Khurasan (ISIS-K) in Kabul city on February 9, reports The Khaama Press. The NDS in a statement said Abu Obaidullah Mutawakil who used to work as a lecturer in a university and was also a prayer leader in Sheikh Mohammadiha Mosque has been arrested on charges of recruiting militants for ISIS-K. The statement further added that Mutawakil was arrested during an operation which was conducted in the vicinity of the 5th Police District of Kabul city. Mutawakil has so far recruited hundreds of youths in ISIS-K ranks and has deployed them in Nangarhar province, NDS said, adding that 16 students of Mutawakil who have been arrested from different parts of Kabul have confessed that they were encouraged and recruited in ISIS-K ranks by Mutawakil. Ahmadullah, the second son of Mutawakil also joined ISIS group earlier this year and is actively operating in ISIS ranks in Nangarhar province, the NDS said. According to the NDS, Mutawakil’s nephew Asadullah alias Abdul Ghafoor had also joined ISIS and carried out a suicide attack two months ago in Kabul city.

Jharkhand Government banned the controversial Popular Front of India (PFI) for its suspected links with Islamic State (IS), reports India Today on February 12. A Government statement said that ‘The state has banned the Popular Front of India, which is active in Jharkhand, under the Criminal Law Amendment Act, 1908. The Home Department had recommended the ban’. The statement also added that ‘The PFI is very active in Pakur district. The members of the PFI, which was set up in Kerala, are influenced by the IS. According to Home Department report, some PFI members have even gone to Syria from southern states and are working for the IS’. This is not the first time Government has banned PFI in the state.

Minister of State for Home Affairs, Hansraj Gangaram Ahir on February 12 said in the Lok Sabha (Lower House of Parliament) that no specific connection has surfaced between militants belonging to the Islamic State of Jammu and Kashmir (ISJK), an outfit influenced by ISIS ideology, and the groups operating in Iraq and Syria, reports Greater Kashmir. “It has been reported that seven local youths have joined ISJK through self-proclamation. Police on February 20 arrested two cadres of Lashkar-e-Jhangvi (LeJ) over charges of their involvement in the Sehwan blast (February 16, 2017), targeted killings of law enforcers, members of the Hazara and Christian communities in Balochistan, incidents of kidnappings for ransom and the murder of a senior official of a private firm from Gadap Town area of Karachi, the provincial capital of Sindh, reports Daily Times. “Malir Police and Federal Investigation Agency (FIA) carried out a joint action in Gadap area and apprehended two LeJ suspects,” Deputy Inspector General (DIG) East Amir Farooqi said at a press conference, and described the held suspects – Furqan Bungalzaialias Azam and Ali Akbar alias Haji – as ‘dangerous terrorists’.The DIG disclosed that the suspects had also joined the Islamic State group. Bungalzai was commander of LeJ’s askari (militant) wing and was involved in several terror acts in Balochistan and Sindh. During an initial probe, he informed the investigators that Mufti Hidayatullah (now killed), Noman and Maqbool had planned the deadly Sehwan blast, while he had carried out reconnaissance of the shrine and passed on information to Mufti Hidayatullah.After the reconnaissance, Maqbool and Noman brought the suicide bomber, identified as Usman, to Sehwan, where he exploded himself on February 16, 2017, resulting in the death of 82 people and injuries to 383 others.

The United Nations Assistance Mission in Afghanistan (UNAMA) on February 23 released its latest report regarding the civilian casualties in Afghanistan, stating that 3,804 civilians were killed and 7,189 others were wounded in 2018, including women and children, reports Khaama Press. UNAMA attributed the majority of civilian casualties 63 per cent– to Anti-Government Elements (AGEs), 37 per cent to Taliban, 20 per cent to Daesh/Islamic State Khorasan Province (ISKP), and 6 per cent to undetermined AGEs. Pro-Government Forces caused 24 per cent of civilian casualties –14 per cent by Afghan national security forces, six per cent by international military forces, as well as four per cent by other pro-Government armed groups and forces, describing suicide attacks as key factor to the significant increase in civilian casualties while aerial and search operations have also been described as key factors in rising civilian casualties.

National Investigation Agency (NIA) filed a charge sheet against six alleged sympathisers of Islamic State (IS) in Coimbatore in Tamil Nadu, reports Hindustan Times on February 26. The agency has filed a charge sheet against Mohamed Ashiq A, Ismail S, Samsudeen, Mohammed Salauddin S, JafarShadik Ali and Shahul Hameed before special court in Chennai. According to NIA spokesperson, these members were part of a criminal conspiracy to target “Hindu leaders/ activists at Coimbatore” who are critical of the ISIS and of religious terrorism. Ashiq, Ismail, Samsudeen, Mohammed Salauddin, Shadik were arrested on September 1, 2018 from Coimbatore. An NIA official also stated that ‘NIA investigation has revealed that the arrested accused persons had got radicalized on the violent extremist ideology of the proscribed terrorist organization ISIS/ Daish and they had been propagating the same ideology over the social media’.

Provincial Governor of Nangarhar Shah Mahmood Miakhel said that one of the detained individuals has been identified as Khademullah who is originally a Pakistani citizen and his comrade has been identified as Usman who hails from Watapur district of Kunar province. According to Miakhel, the two individuals were looking to carry out suicide attacks in Kabul city and were being deployed to Kabul from Haska Mina district by Islamic State- Khurasan (ISK) group. The Daesh/Islamic State (IS) chief of Sindh-Balochistan chapter, Molvi Abdullah Brohi and his deputy Hafeez Brohi, were killed in an encounter by the Shikarpur Police (Sindh) in Sibi District of Balochistan on February 28, reports Daily Times. Sajjad Ameer Sadozai, Senior Superintendent of Police (SSP) Shikarpur told the media persons during press conference held at his office that Molvi Abdullah Brohi and Hafeez Brohi, the Ameer (chief) and Naib Ameer (Deputy chief) of Daish Sindh and Balochistan chapter, respectively, were involved in plotting and carrying out many suicide attacks, remote control blasts and IDE blasts in Sindh and Balochistan. SSP Sajjad Ameer Sadozai claimed that Police have recovered four hand grenades, two Kalashnikovs and two TT Pistol from their possession. Sindh Government had placed bounty amount PKR 10 million on Hafeez Brohi while PKR five million bounty amount has been announced for Molvi Abdullah Brohi, SSP said.
