The recent fidayeen (suicide) attacks in Kathua and Samba in Jammu and Kashmir were allegedly carried out by the newly formed terror outfit, ‘Afzal Guru squad’, reports Bangalore Mirror on April 3. According to the reports, the outfit, which was formed after the hanging of the 2001 Parliament attack convict, has become a cause of concern for Indian Security Forces (SFs). Afzal Guru's hanging at New Delhi's Tihar Jail in February 9, 2013 had triggered widespread protests in the Valley, and militants had vowed to avenge the execution. The squad is also suspected to be involved in the December 5, 2014 attack on an Army camp in Mohra area of North Kashmir's Uri. Eleven security personnel including a Lt Colonel were killed in the deadly fidayeen attack. Police said many youths in Kashmir have since joined militant ranks. Handlers of Pakistan-based terror groups Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) are now adopting new tactics for 2015 by involving these freshly infiltrated youths, sources said. Earlier, terror outfits used to send militants, who used to stay on in India for a few years and carry out small attacks. But now terrorists launch attacks almost immediately after they infiltrate to this side, report added. The report also said that Commanders of LeT and JeM coordinate with each other, but they both are under tremendous pressure from handlers in Pakistan to attack security forces in the Jammu and Kashmir. They tried to sabotage Lok Sabha elections and State Assembly polls. But their designs were foiled by the heightened security in the state and elsewhere. Last year (2014) 101 militants were killed by SFs, report said.

Various inputs from Central intelligence agencies point towards the presence of groups of both Jaish-e-Mohammed (JeM) and Lashkar-e-Toiba (LeT) terrorists waiting to infiltrate at various locations along the Line of Control (LoC) and International Border (IB) in Jammu and Kashmir, reports The Asian Age on April 4. The inputs warn that LeT militants, led by one Mohammed Hussain alias Mani, are waiting to infiltrate from Derinala, while another group of five JeM terrorists has arrived from Kotli in Pakistan-occupied Kashmir (PoK) and has been camping at Shahbaz post. The group, led by its launching commander, Gul Hadiq, is learnt to have already reconnoitred the area and to be planning to strike Security Forces (SFs) by planting Improvised Explosive Devices (IEDs) along their foot-patrol tracks. Another group of three unidentified terrorists has reconnoitred the Madhole Nallah area near post Bhadur and is planning to carry out a major action, including attacking the post, said the alert. The report adds that the LeT and JeM infiltration threats are also coming from the Gurez, Rajouri and Pooch sectors, giving a clear indication of the massive plans of the Pakistan-based groups to disrupt peace in the Valley and the hinterland. The Intelligence Bureau (IB) has warned of the JeM planning to target the Communist Party of India [Marxist] (CPI-M) workers in Kashmir, particularly in Kulgam District. The IB has drawn up a list of CPI-M workers who contested Assembly elections in 2014 and may be on the Hizb-ul-Mujahideen (HM) hit list. Their security is being enhanced by local law enforcement agencies. The IB alert has been shared with all Central security agencies following a detailed assessment of the security threats emanating from Jammu and Kashmir.

Union Home Ministry officials said that Pakistan Army and its intelligence agency, Inter Services Intelligence (ISI) have directed the militants operating in Jammu and Kashmir not to carry out attacks on civilians but to target Security Forces (SFs) leading to spurt in casualties among men in uniform, report Times of India on April 6. Officials said the killing of three Policemen by militants on April 6, in Kashmir valley was a clear indication about the plans of the Pakistan-sponsored groups. Quoting intelligence inputs, the officials said the directive of ISI and Pakistan Army to terrorist groups like Jaish-e-Mohammad (JeM), Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM) came following international pressure as global powers have joined hands against terrorist violence on innocent civilians. Citing the spurt in recent militancy-related violence in Jammu and Kashmir, the officials said the two powerful establishments in Pakistan told the militants to intensify their attacks on SFs.

According to an intelligence report forwarded to the Union Home Ministry, over 30 terrorists have been spotted at launch pads in Pakistan occupied Kashmir (PoK) adjoining Poonch District in Jammu and Kashmir, waiting for an opportunity to infiltrate and stage a fidayeen (suicide) attack in the country, reports Times of India on April 8. According to the report, terrorist movement has been spotted in PoK posts across Poonch District, with a group of 12-15 Lashkar-e-Toiba (LeT) terrorists ready to infiltrate and another group comprising 10 terrorists camping at Nangi post. Another six terrorists are camping in a village nearby, the report adds. All the terrorists are being controlled by Pakistan Army and its intelligence agency, Inter Services Intelligence (ISI), apparently to launch a fidayeen attack in Poonch District.

The Lahore High Court (LHC) on April 7 directed the Punjab Government to produce sensitive reports regarding Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror attacks (also known as 26/11) Zakiur Rehman Lakhvi, reports Dawn. The court was hearing petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. Advocate Raja Rizwan Abbasi argued that the petitioner, in light of court’s direction, had filed a representation with the Home Secretary against his detention. However, he said, the secretary dismissed the representation and upheld the 30-day detention order issued by the Okara DCO. The counsel pleaded that a person could not be detained beyond 90 days without obtaining an order from review board. A provincial review board comprises judges of the high court. He pointed out that the trial court had released the petitioner on bail in December 2014, however, the Islamabad District Magistrate issued detention order against him. Later, he said, Islamabad High Court had set aside the petitioner’s detention and ordered the government to release him. However, another detention order was issued by the Okara DCO and the petitioner was not released, the counsel added. He asked the court to strike down the impugned order and order the government to release the petitioner. The court directed the government’s counsel to submit record of secret documents about activities of Lakhvi on April 9, 2015.

The Lahore High Court on April 9 dismissed the detention orders of Lashkar-e-Taiba 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks Zakiur Rehman Lakhvi, and ordered his release, reports Dawn. The court was hearing a petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. The Punjab Government had previously maintained the stance that Lakhvi has been detained based on 'sensitive information' provided by Intelligence Agencies. Justice Anwarul Haq had directed the government's counsel to submit records of the information to the court, which was also presented in the Islamabad High Court (IHC) on which the IHC had ordered Lakhvi's bail. The court upheld the stance that if this sensitive information was reliable, the IHC would not have accepted Lakhvi's bail. Therefore, the LHC ordered Lakhvi's release based on the lack of reliability of the sensitive information provided and directed the accused to pay PKR 20 lakhs in surety bonds to Adiala Jail in Rawalpindi District.

Police feel that 10 home-grown terror suspects, holed up in Gulf countries, including Riyadh in Saudi Arabia, pose a big threat, The Times of India reports on April 13. These suspects are wanted in various terror cases booked in Hyderabad and other parts of the country. They are also on the 'wanted' list of the National Investigation Agency (NIA), Counter Intelligence (CI) of Telangana Police and other security agencies. "Diplomatic efforts have been made to bring these conspirators back to the country, but so far it did not yield much result. The LeT [Lashkar-e-Taiba] operatives, through their strong network in Riyadh, are always a major threat to Hyderabad as they make sustained efforts, using various channels in India, to stage terror strikes,'' a senior Police Officer stated. These suspects include terror suspects like Harkat-ul-Jihad-al-Islami (HuJI) operative Mohammed Abdul Majeed (brother of the late Shahid Bilal, who was involved in the Task Force blast case), LeT operatives Mohammed Bhai (wanted in the Sai Baba temple blast), Furkhan Bhai alias Abdullah, Asad Khan alias Abu Sufiyan, Siddique bin Osman and others. Similarly, Abdul Rehman alias Farhathullah Ghori, reportedly taking shelter in Karachi (Sindh, Pakistan) is wanted in various cases, including the 2002 Akshardam (Gujarat) temple attack case. Some of these suspects are also wanted in the 2012 conspiracy to target right-wing leaders across India. According to intelligence sleuths, these suspects have been funding various terror modules for the last several years and are responsible for luring local youths into terror activities. On several occasions, they had lured Hyderabadi youths to Saudi Arabia and planned meet-ups to execute terror strikes in the country. In every instance, police could nab only the local operatives. Indian intelligence agencies on April 12, have warned all states and union territories about Lashkar-e-Taiba (LeT's) plans to launch fresh attacks at hotels, railway stations and metro stations in key cities over the next few months, according to The Times of India. The alert is based on inputs passed on by railway authorities in Mumbai (Maharashtra) that LeT is planning a 26/11(November 26, 2008) -type strike at hotels and railway stations in the city. The Mumbai alert had warned that around 8-10 terrorist may infiltrate through the sea route to execute the attack. The Intelligence Bureau (IB) has asked the states to increase security outside hotels, particularly five-star properties, as well as at railway stations and metro stations, even as agencies in charge of coastal security also tighten vigil. Latest assessment by the intelligence agencies state that LeT 'commander' and 26/11 accused Zakiur Rehman Lakhvi's release on April 12 in Pakistan has come as a major morale booster for LeT's rank and file, and may encourage them to launch yet another spectacular attack against India. Moreover, the Government Railway Police (GRP) in Mumbai issued instructions to all Police Stations to increase security. On April 11, 2015, the Lahore High Court (LHC) set aside official orders to keep Lakhvi in prison and set him free. Later on April 12, 2015, Foreign Office spokesperson Tasnim Aslam blamed India for the release, saying that New Delhi’s “inordinate delay” in providing evidence of Lakhvi’s involvement in the attack “weakened the prosecution’s case”. At the State Department, spokesperson Jeff Rathke indicated that such explanations were not enough to satisfy the US administration. “We are gravely concerned about the release on bail of alleged Mumbai attack mastermind Zaki-ur-Rehman Lakhvi,” he said, adding, “We have communicated that concern to senior Pakistani officials over the course of many months, and as recently as yesterday.” “We urge Pakistan to follow through on that commitment to ensure justice for the 166 innocent people, including six Americans, who lost their lives,” he said. A Division Bench, headed by Justice Noorul Haq Qureshi, also bound the defence lawyers to ensure their presence in every hearing otherwise the high court would be left with no choice but to accept the federal government’s plea to cancel the bail granted to Lakhvi. ATC judge Syed Kausar Abbas Zaidi on December 18, 2014, granted post-arrest bail to Lakhvi. Later, the federal government issued Lakhvi’s detention orders that were further extended on January 18 and February 18 for 30 days each. Subsequently, the Government through the Federal Investigation Agency (FIA) challenged the ATC decision in the high court and maintained that the trial court had ignored the testimony available with it in the Mumbai attacks case. Special prosecutor Azhar Chaudhry and Abu Zar Pirzada appeared on behalf of the FIA and requested the high court to cancel the bail, arguing that the trial against Lakhvi would be concluded soon.

Hamza was traveling to the kingdom along with his wife Bushra for performing religious obligations. The name of Ameer Hamza was put on the ECL by the Federal Ministry of Interior on the request of Punjab Home Department. Afterwards the JuD leader was brought to FIA headquarters for necessary legal actions. Although FIA officials have no clue when his name was put on the ECL and for what reasons, sources in the FIA claimed that his name was put on ECL sometime back. Sources said leaders of tier-I and tier-II of different religious parties were put on the ECL on the request of the Home Department Punjab and Ameer Hamza could be one of them. An unnamed Government official on April 14 said that the Punjab Government will challenge in Supreme Court (SC) the release of Lashkar-e-Toiba (LeT) 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks accused Zakiur Reham Lakhvi, by the Lahore High Court (LHC) on April 9, 2015, reports The Express Tribune. On April 9, a single judge of the LHC ordered Lakhvi’s release after suspending his detention under the Maintenance of Public Order (MPO) issued by Okara’s top administrator on March 12, 2015. Lakhvi had been in detention for over five years for his involvement in 26/11 attacks. An insider in the Punjab Advocate General office said that the draft of the appeal has been prepared and it will be filed in the SC within a couple of days. It states that Lakhvi is the 'operational chief' of LeT. His release is against the United Nations (UN) resolutions, argues the appeal to be filed on behalf of the Punjab Home Secretary, Okara District Coordination Officer (DCO) and Adiala Jail superintendent. A comprehensive report given by the intelligence agencies to the Government on Pakistan’s security scenario since Lakhvi’s release said that in fact, ever since his release from Adiala Jail on April 10, 2014 Lakhvi was provided with foolproof protection by the Pakistani establishment. The report claims the Pakistan Army has deliberately deployed commandos in plain clothes to protect Lakhvi so that no one can accuse the security establishment. Pakistan has always maintained that likes of Lakhvi and Hafiz Saeed are “non-state actors”. “Even in Pakistan, there is very little information regarding Lakhvi’s whereabouts ever since he has been released from the jail. But we have some reports that suggest that he is being kept at a heavily guarded safehouse of ISI on the outskirts of Lahore where both Lashkar-e-Toiba (LeT) and Jamaat-ud-Dawa have a sizeable presence,’’ a top intelligence official said. The court discharged 73-year-old Tunda after observing there was no prima facie evidence against him to proceed. Tunda was one of the 20 terrorists Pakistan handed over following the 26/11 Mumbai attacks. Additional sessions judge Reetesh Singh discharged Tunda in a case pertaining to a blast in Karol Bagh on October 28, 1997 and two blasts at Sadar Bazaar on October 1, 1997. One person was killed and several others injured in the Karol Bagh blast. A bomb was also recovered by Police. In the Sadar Bazar blasts, there was no casualty but many were injured. Police had chargesheeted Tunda in these cases while relying on the statements of other arrested for their alleged involvement in 1998. According to the reports, Tunda has been discharged in three cases lodged in Delhi. In the pending case, the court is hearing arguments on framing of charges. Police had told the court that Tunda, who is suspected to be involved in 40 bombings in India, had been declared a proclaimed offender in the case.

The release of Lashkar-e-Toiba (LeT) 'commander' and 26/11 (November 26, 2008 Mumbai attack) mastermind Zakiur Rehman Lakhvi by Pakistan could be bad news for the Middle East too as the militant could "reactivate" LeT's links in Syria, including with al Qaeda networks, the Research and Analysis Wing (R&AW) warned the Prime Minister's Office (PMO) last week, The Times of India reports on April 29. R&AW has submitted a report to the PMO saying Lakhvi's release from Adilia jail in Pakistan on April 10 assumes greater significance in view of his past activities in the Middle East and said he had earlier directed LeT operations in Chechnya Republic, Bosnia, Herzegovina, Iraq and South Asia, and sent LeT operatives to Iraq to attack US forces there. R&AW also pointed out that LeT formed a 'charity wing' Falah-e-Insaniyat Foundation (FIF) in 2009, which the LeT has been using to expand its influence beyond Pakistan and specifically in Syria, officials said. FIF has also been supporting the cause of Kashmiri separatists and Palestinians but has lately started seeking funds for Syrian refugees and has been organising camps along the Syria-Turkey border to provide humanitarian assistance, the R&AW inputs indicate. The activities of FIF in the Syrian theatre could provide ready-to-use channels for Lakhvi's efforts to reactivate LeT's links in the Middle East, officials said, adding that R&AW has pointed out that militant has in the past also received donations from the al Qaeda affiliates and trained operatives for suicide bombings.

The Indian security establishment has alerted the Government about the activities of Islamic State (IS) in the Af-Pak region, named as the Wilayat Khurasan-WK (Khurasan Province) by the terror group, The Times of India reports on April 30. The alert was about the possible linkages of top WK leaders with the Pakistani establishment. India's external intelligence agency R&AW (Research and Analysis Wing) has, in a recent report to the Prime Minister's Office (PMO), pointed out how WK's military leader Asmatullah Muawiya, formerly linked to Tehreek-e-Taliban Pakistan (TTP) and al Qaeda, had made peace with the Pakistan Army last year (2014) and threatened India "in the recent times". The agency also noted that a former Guantanamo Bay detainee, who was shifted to Pakistan's custody in 2008, Abdul Rahim Muslim Dost, had been appointed as WK's religious head and a judge. He is a key member of a salafi group of Kunar, the Jamaat ul Dawa al Quran, which has links with Lashker-e-Taiba (LeT) elements in the tribal areas of Af-Pak region. According to the intelligence agencies, IS was differentiating between the developments in Af-Pak and the Middle East and North Africa. "It is pertinent to recall that while announcing Wilayats across the Middle East and North Africa, the IS had not named any groups or leaders, but it did so for the WK...while it asked the wilayats in the Middle East and North Africa to carry out jihad locally, it called on the soldiers of WK to join the jihad in Syria and Iraq," said the RAW report.
