A report in The News, a Pakistani news daily, said that keeping in line with the US freezing funds of terrorist outfits, the government has ordered law enforcement agencies to identify the sources of funding of sectarian outfits in order to cut off their succour. Pakistani agencies have been asked to identify all sectarian terrorist outfits, their whereabouts, links and sources of income–– local and foreign. They have also been tasked to trace the routes through which these outfits procured weapons. The agencies have also been directed to closely monitor their activities, especially during the current critical phase. The outfits whose accounts are likely to be frozen include the Sipah-e-Sahaba Pakistan (SSP) headed by Azam Tariq, Lashkar-e-Jhangvi (LeJ) headed by Riaz Basra, Sipah-e-Mohammed Pakistan (SMP) headed by Ghulam Raza Naqvi, Tehreek-e-Jaferia Pakistan (TJP) headed by Sajid Naqvi, the TJP headed by Allama Fazil Mousvi, Swad-e-Azam, Karachi-based Sunni group, Lashkari-Ahle Bait headed by Maulana Shabih Zaidi of Uganda, the Sunni Tehrik headed by Mohammad Saleem Qadri and Tanzeemul Ikhwan.

Security forces on October 8 arrested Maulana Samiul Haq, chief of his own faction of Jamaat-Ulema-e-Islam, at the Islamabad airport and took him to some unknown destination. Pakistani news reports indicated that Sipah-e-Sahaba Pakistan (SSP) chief Maulana Azam Tariq was also detained at the Lahore airport, on the same day, and later driven to his native town in Jhang to be kept there under house arrest for a month.

Various religious and political parties have condemned the US air attacks on the Taliban regime in Afghanistan. Leaders of the Pakistan People's Party (PPP), the Jamaat-Ulema-e-Islam-Fazlur Rehman faction (JuI-F), Pakistan Muslim League (PML), Sipah-e-Sahaba Pakistan (SSP) and other parties were of the opinion that more time should have been given to diplomacy before launching attacks. SSP leader Syed Paryal Shah said, in Khairpur, that it was not a war against Taliban but against Islam, and therefore, it was essential for the Muslims to declare Jehad against the US and its allies. JuI-F leader Maulana Muhammad Ramzan said, in Khairpur, the US attacks on Afghanistan were "acts of terrorism in the name of curbing terrorism. We will now not accept any US and its allies on the Pakistani soil."

In Karachi, the capital of Sindh province, the JUI and the Pak-Afghan Defence Council organized protest meetings. Protestor condemned the attacks on Afghanistan in which some ‘innocent civilians’ were killed. They said the forces that had joined the US to "eliminate Muslims" would fail. An unnamed leader was quoted in the Pakistani new daily Dawn as saying, "The US and its allies cannot save themselves from a historic defeat in Afghanistan". The protest meeting also criticised the government’s action of detaining JUI leader Maulana Fazl-ur-Rehman, PADC chief Maulana Sami-ul-Haq and Sipah-i-Sahaba leader Azam Tariq.

In the North West Frontier Province, too, protests were staged for the second consecutive day on October 9. Religious parties gave separate calls for protests in the capital Peshawar. These included the JUI, the Sipah-i-Sahaba Pakistan (SSP) and Islami Jamiat Tulba (IJT), a sister organisation of the Jamaat-i-Islami. No violence was reported during the protests. JUI-Fazlur Rehman faction leader Maulana Ataur Rehman, the brother of JUI-chief Fazlur Rehman led the protests organised by his party in Peshawar as Fazlur Rehman was under house arrest. Rehman called upon the government to halt its support to the United States and to back the Taliban militia.

Pakistan-based religious leaders of different seminaries and outfits, while condemning the air strikes on the Taliban regime in Afghanistan, termed the raids as ‘state terrorism’. Various religious leaders, chiefs of different Dar-ul-Ulooms, leaders of the Jamaat-Ulema-e-Islam, Sipah-e-Sahaba Pakistan (SSP) and the Jamaat-e-Ahl-e-Hadees issued a joint statement to this effect in Karachi on October 10. Condemning American foreign policy, these leaders indicated that Muslim countries had announced their support to the US in its move against terrorism, but had not pledged any support to what they perceived as a ‘terrorist move’. They said that the situation enjoined on the Muslims to contribute towards Afghanistan. In their statement, they also said, "If the US has an iota of justice and fair play, instead of responding to terrorism by adopting a policy of terrorism, it should examine the reasons which have been creating hatred and unrest against it in the Third World, where people are bent upon destroying it at the cost of their life."

According to Pakistani media reports, Sipah-e-Sahaba Pakistan (SSP) activists while criticising the government decision of extending support to the US-led air attacks on the terrorist training camps in Afghanistan, have indicated that they would fight alongside the Taliban. At a protest rally in Peshawar on October 11, SSP provincial chief Maulana Fazal Ahad opined that the US should withdraw from Afghanistan, failing which it would "taste fatal upset just like former Soviet Union during Afghan Jihad." Ahad said the US should provide ‘concrete evidence’ on the involvement of Al-Qaeda in the September 11 terrorist attacks in the USA. He also asked the cadres to enlist their names with the SSP high command for waging Jehad against ‘infidel forces’ and reiterated that the outfit would fight with the Taliban side by side after getting an approval from SSP central chief Mohammad Azam Tariq.

In a joint statement issued from Lahore, Jamaat-e-Islami Chief Qazi Husain Ahmad, Jamaat-Ulema-e-Islam leaders Maulana Fazlur Rahman and Maulana Samiul Haq, Markazi Jamaat Ahle Hadith Chief Sajid Mir, Sipah-e-Sahaba Pakistan (SSP) Chairman Maulana Azam Tariq, Jamaat-Ulema-Pakistan (JuP) Chief Maulana Shah Ahmad Noorani and Lt. Major religious and political parties in Pakistan have called for a countrywide strike on October 15, today, to protest against the US Secretary of State, Colin Powell's visit to Islamabad. The parties include the Jamaat-e-Islami (JeI), both the factions of the Jamaat-Ulema-e-Islam (JuI) headed by Maulana Fazlur Rehman and Maulana Samiul Haq respectively, the Jamaat Ahle Hadith of Sajid Mir, Sipah-e-Sahaba Pakistan (SSP), Tanzim-e-Islami Pakistan headed by Israr Ahmad and the Jamaat-e-Ulema-e-Pakistan (JuP) of Maulana Shah Ahmad Noorani. These parties have opined that Colin Powell had planned his visit to Pakistan "to insult Pakistanis and they would not tolerate his arrival on the Pakistan land." Alliance for the Restoration of Democracy (ARD) President Nawabzada Nasrullah Khan has also supported the strike call and so has the Pakistan Muslim League-Nawaz, a component of the multi-party opposition grouping. However, two other important components of the ARD - Pakistan People's Party (PPP) and the Awami National Party (ANP) are staying away from the strike. Leaders of the protesting religious and political parties have appealed to the business community and the people at large to express complete solidarity with the Afghans and also to condemn US air strikes on Afghanistan. Meanwhile, the government has announced that it would deal decisively with unlawful protests and security forces are reportedly patrolling all major cities to maintain law and order. Meanwhile, Pakistan Afghanistan Defence Council (PADC) Chairman Maulana Samiul Haq called upon the masses to observe a strike on the arrival of Colin Powell. In a statement issued on October 14, he claimed that the US had planned to ‘hand’ Kashmir over to India after "spoiling brotherly relations between Pakistan and Afghanistan."

PADC leaders belonging to different political and religious parties urged President Pervez Musharraf to ask the US military to leave the country immediately. The leaders indicated that the October 15-countrywide strike was a referendum against the government in which the nation expressed its anguish over US Secretary of State Colin Powell's visit to Pakistan. Jamaat-e-Islam (JeI) Karachi unit Chief Mairajul Huda Siddiqui announced that the people would encircle every spot in the country which is ‘handed’ over to the US. He indicated that a group of 80 SSP cadres were ready to leave for Afghanistan. While condemning the US air strikes on Afghanistan, he added that US aircraft were intentionally targeting civilian population. He opined that, in the current context, Jehad had become an obligation for all the Muslims. He also added that US President George W. Bush should be awarded death punishment for the genocide of innocent Afghans. The SSP leader claimed that the Pakistan’s President was equally responsible for the killing of innocent Afghans.

Pakistan authorities on October 19 barred three religious leaders from entering Sindh province where major rallies and protest demonstrations against US air strikes in Afghanistan have been taking place. Qazi Hussain Ahmed, Chief of the Jamaat-e-Islam (JeI), Maulana Fazlur Rahman, Chief of Jamaat-Ulema-e-Islam (JuI- Fazlur faction) and Azam Tariq, leader of the Sipah-e-Sahaba Pakistan (SSP), were banned from Sindh province for 30 days, said provincial Home Secretary Brigadier Mukhtar Sheikh. As reported earlier, Maulana Fazlur Rahman and Azam Tariq are already under house arrest in North West Frontier Province (NWFP) and Punjab province respectively. According to Mukhtar Sheikh, the leaders have been banned from Sindh as "their presence here can create law and order problems."

A declaration read out at the group’s ‘Jihad-i-Afghanistan Conference’ held at Lal Masjid in Islamabad, on October 26, said, "All roads and highways will be blocked to stop vehicular traffic, American goods will be boycotted and the government servants will be asked to tender resignation". The congregation also adopted a resolution saying, "The government has lost the support and confidence of the masses by allying itself with the United States in its war against a Muslim country." It also demanded that President Musharraf resign. The PADC called for imparting training for Jihad against the enemies of Islam. The PADC also held a rally attended by both factions of the JUI, the Jamaat-i-Islami, the JUP, Tanzim-i-Islami, SSP and a number of smaller religious organizations, besides the Harkat-ul-Mujahideen (HuM).
