Chief Minister (CM) Tarun Gogoi on May 4 said the state is worried over the coming together of North East militant groups under one platform to launch attacks, reports Times of India. He added that the Centre should take serious notice of this development. The CM's comment comes a day after eight SF personals, including seven Assam Rifles personnel and one personnel from the 164 Territorial Army Battalion, were killed by Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) militants in Mon District of Nagaland. United Liberation Front of West South East Asia, the new militant platform, comprises the Independent faction of United Liberation Front of Asom (ULFA-I), NSCN-K, IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) and Kamatapur Liberation Organization (KLO). These militant groups are based in Myanmar. NSCN-K ‘chairman’ SS Khaplang is the chief of this new platform.

ULFA-I wants the performers in Bihu functions to wear indigenous dresses on such occasions, reports Times of India on May 5. In an email statement, ULFA-I said the tendency of wearing attires not indigenous to the state has increased among the singers, which is a matter of concern. "We hope that singers will give up the tendency of wearing 'foreign' clothes at Bihu functions and will perform only wearing Assamese and indigenous dresses. If this is not acceptable, than it is better to avoid that function," it said. The outfit also condemned the recent incident of a singer being humiliated by the audience for not singing Hindi songs at a Bihu function. It said the act was deplorable because forcing an artist to sing in Hindi was an attempt to destroy Assamese language and culture. The militant group said many sections have accepted its earlier appeal to shun Hindi songs at Bihu functions. "Hindi is a political weapon for Indianization of Assam. We are happy that many have taken our appeal positively," said ULFA-I.

Countering the claim made by NSCN-K that it was responsible for May 3 ambush , Arunodoy Asom, ‘publicity secretary’ of Independent faction of United Liberation Front of Asom (ULFA-I) , stated that United National Liberation Front of West South East Asia (UNLFWSEA), a conglomerate of various militant groups, including NSCN-K, was responsible for the May 3 ambush on Security Forces (SFs). UNLFWSEA was formed on April 17 under ‘chairmanship’ of NSCN-K ‘chief’ SS Khaplang.

A source stated that the operation was carried out only by NSCN-K as the area is also a major hideout of the outfit. "Paresh [Baruah] is instrumental in forming the new umbrella organization of four militant outfits, Nationalist Socialist Council of Nagaland- Khaplang (NSCN-K), ULFA-I, NDFB-IKS and Kamatapur Liberation Organization (KLO), called the United Liberation Front of Western South East Asia recently. There are geopolitical indications of Baruah, who is now in Myanmar, getting help from China in bringing these outfits together but there is no evidence with the Indian intelligence. As Myanmar Government is yet to take effective steps to drive out the militants taking shelter in that country, the Central Government has decided to take strong steps to squeeze the fund flow to the camps of the ultras to make life miserable for them, reports Nagaland Post on May 18. Almost all the active militant groups of the Northeast have strong bases in Myanmar and despite repeated assurances; the Government of that country is yet to take strong action against them. Highly placed security sources informed that the ultras would be crippled if the flow of funds can be squeezed and the police and security forces have managed to do that to a large extent. The worst hit is the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), while the other militant groups have also been affected as most people are not ready to pay the demanded amounts. Sources pointed out that the main source of income of the NDFB-IKS was abductions and extortions, but in the last four months, the outfit failed to abduct any person. The security agencies recently received an input that the debt burden of the NDFB-IKS has gone up to INR 6 million and the leaders of the outfit staying in Myanmar called up the ‘commander-in-chief’ G Bidai to urgently send money. But Bidai himself is on the run and is not in a position to launch any extortion drive. During the ongoing operations, police and security forces managed to arrest 148 militants belonging to the outfit along with more than 160 linkmen and couriers. The Independent faction of United Liberation Front of Asom (ULFA-I), led by Paresh Baruah, is still getting money in trickles but most people are not ready to pay the demanded amount as was the case in the past. On their part, the ULFA-I leaders making calls to people with demands for money, are also ready to negotiate the amount, sources added. Unilateral abrogation of the cease-fire agreement on March 27 with Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) would also affect the movement of the militants from Myanmar to the northeast.

Director General of Police Khagen Sarma stated on May 26 that SFs have arrested 343 cadres of the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), including 204 active ones, in the last five months during intensified counter-insurgency operations, reports The Assam Tribune. As many as 10 cadres of the NDFB-IKS were also killed in encounters during the period.DGP Khagen Sarma also said that 164 grenades and 625 kilograms of explosives were recovered during the operations. “Besides, nearly 100 sophisticated factory-made weapons were recovered,” he said. Sarma, while informing that 50 additional companies of Central paramilitary forces have already been attached, said the operations against the militant group would continue. Operations against the banned outfit were intensified after its militants killed innocent people in Sonitpur district and BTAD area late last year. DGP Sarma further said 30 to 35 cadres of the outfit were still hiding inside the Manas Reserve and that security forces were after them. He also said the camp at Ultapani which was busted recently by security forces, was the last of the tactical camps of the outfit. On Paresh Baruah, the ‘commander-in-chief’ United Liberation Front of Asom- Independent faction (ULFA-I), he said, “His movement was traced in the Chinese territory recently.”
