According to media reports, the United Liberation Front of Asom (ULFA) has collected Rs 1 crore as extortion amount from a section of government officials and businessmen in the Nagaon, Marigaon and Karbi Anglong districts during the last nine months. This was disclosed by an ULFA terrorist who surrendered before the Army at the Mohkhuli camp in Nagaon on April 3. The surrendered terrorist is also reported to have revealed that a 25-member group, which includes three women terrorists, under the leadership of Deodhai Phukan, was active in collecting extortion in Amsoi, Ullukunchi and Langklam areas of the Karbi Anglong district.

The SF personnel, on information, raided the terrorists’ hideout at the mentioned place and ULFA terrorists were killed in the ensuing encounter. The SFs also seized a .303 rifle, a .22 revolver, one .32 revolver, 70 rounds of ammunition, two hand grenades, 10 detonators and some incriminating documents from the slain terrorists.

According to a media report of April 29, the Bhutanese government is likely to allow Indian security forces to carry out precision strikes against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) inside its territory. The outfits allegedly maintain training camps on Bhutanese territory, close to the latter’s International border with India. However, the strike would possibly be planed after troops from the Northeast, presently deployed on the Western front, return to their bases, added the report quoting an unnamed Army official. The official said, "But Bhutan has exhausted all its options. Repeated requests to the two militant organisations to shift away camps have been futile. Recent reports that the two outfits have been encouraging anti-monarchy sentiments among the ‘Bhupalese’— Bhutanese of Nepalese origin — who dominate the southern part of the country also worries Bhutan". A separate report quoting senior Jalpaiguri (West Bengal) police officials said the ULFA is providing arms training in Bhutan to the Rajbansi youths. According to intelligence sources, approximately 200 such youths from Jalpaiguri and Coochbehar are undergoing guerrilla training in the jungles of Bhutan. Reports added, the Kamatapur People’s Party (KPP) and Kamatapuri Liberation Organization (KLO) are lying low for now as many of its cadres have been arrested. Separately, according to media reports, a Memorandum of Understanding (MoU) for an education project was signed between the Assam Rifles and Indira Gandhi National Open University (IGNOU) on April 20 in the presence of the Assam Rifles Director General, Lt. Gen. G K Duggal, and the IGNOU vice-chancellor, Prof. H P Dikshit at the IGNOU headquarters in New Delhi. Under this project the security force personnel, their families and the civilians living in the remote areas of the Northeast will have an opportunity to avail themselves of the courses in higher education offered by IGNOU. An Assam Rifles IGNOU cell, to be set up at Shillong and with the network of its six regional centres-at Jorhat, Kohima, Imphal, Aizawl, Agartala and Dimapur and approximately 30 study centres, located at various Assam Rifles battalion headquarters, will conduct these courses.
