The Assam Governor, Lt Gen (retd) SK Sinha said that the United Liberatio Front of Asom (ULFA) was responsible for the November 30-massacre in Nalbari in which 16 persons were killed. This was stated by him in Guwahati on December 2. According to him, the government had managed to intercept messages from the ULFA 'commander-in-chief', Paresh Baruah, to his 'deputy' Raj Baruah, wherein he 'congratulated' the latter for carrying out the operation. The Governor added that "Insurgency in Assam was finished about five years ago. What we are now facing is terrorism." Stating that during the last five weeks there has been a change in the pattern of militancy, the Governor said the ULFA was resorting to the Jammu and Kashmir type of killings.

On December 8, a high-level meeting, chaired by the Union Home Minister after reviewing the law and order situation in Assam, has decided to send 27 additional companies of paramilitary forces to the State. At present there are 128 companies in the State. Joint operations against the terrorists are also planned at the State level along with authorities in Arunachal Pradesh in the dense jungles of the State where ULFA terrorists are believed to be holed up after committing the December 7 massacre. Police of both the states, together with the Army, are expected to participate in the flushing out operation.
