News reports said local residents alleged that SFs opened fire when they objected to open interrogation of a suspect in the village. SF sources, however, denied the allegation, saying the SFs opened fire to prevent the escape of some terrorists hiding there. They added that the casualties were a result of cross-firing.

A Special Police Officer (SPO) was killed and three others injured in an attack on their picket by unidentified terrorists at village Sathra in Poonch district on January 24. The terrorists also snatched four weapons of the SPOs. Official sources said a group of terrorists stormed the SPO post in Sathra and opened indiscriminate firing. Media reports have indicated that the SPOs were unable to match the strength of the terrorists, who were in possession of sophisticated weapons as compared to obsolete weaponry with the policemen. Security forces to track down the terrorists, stated to be more than 10, have launched a search and cordon operation. This is the second major terrorist attack in this district this week after January 20 massacre of 11 civilians including eight children and a woman in the Salwa area of Mendhar.

According to media reports, acting on a tip-off, security force personnel raided the house of a village headman at Dalwan village in the Chrar-e-Sharif area of Budgam district and found a group of five terrorists in the house. In the ensuing encounter, two terrorists were killed. Three other terrorists are reported to have escaped. One AK-56 rifle was also recovered from the incident site.

Syed Ali Shah Geelani, former chairman of the separatist alliance All Party Hurriyat Conference (APHC), was arrested under the Prevention of Terrorism Act (POTA) from Srinagar, on June 9, and shifted to the Ranchi central Jail in the State of Jharkhand. According to Jammu and Kashmir Director General of Police (DGP) Ashok Kumar Suri, Geelani was arrested for allegedly receiving money from Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), through hawala (illegal money transfer) channels and for later distributing the same to different terrorist groups, including the Hizb-ul-Mujahideen (HM). The DGP said cases have been registered against Geelani and Dukhtaran-e-Milat (DeM) chief Asiya Indrabi under POTA. A massive search operation has been launched to arrest Asiya, who has reportedly gone underground, he added. Security forces (SFs) conducted raids at Geelani’s house, and of his son-in-law Altaf Fantoosh and two shops, the premises of Asiya and three other persons linked to Geelani. Geelani’s house in Sopore, besides at another’s in Baramulla. Raids were also carried out at two premises of another son-in-law Ifthikar Geelani, a journalist in Delhi. Giving details of the arrest, the DGP said, consequent to the arrest of Imtiyaz Bazaz on May 25 for his involvement in channelling finances emanating from the ISI through London-based Ayub Thakor for Geelani, security agencies were attempting to expose the entire network. He said during interrogation, Bazaz reportedly confirmed that Syed Salahuuddin, the Pakistan-based ‘supreme commander’ of HM, had been sending money to its local commanders through Ayub Thakor and Geelani. Suri said, in the beginning of the year 2002, Salahuuddin had reportedly sent Rs 48 lakh to Geelani through Thakor. Similarly, he said, because Asiya’s husband Qasim Faktu was the financial chief of the Jamait-ul-Mujahideen (JuM), she also started getting money from Thakor through Bazaz to provide finances to JuM as well as the DeM. During the raid at the Hyderpora residence of Geelani, Rs 10,25,000 in cash and US dollars-worth 10,000 were recovered. Vouchers relating to the purchase of a large number of jewellery, documents regarding purchase of two properties in Rawalpora, a diamond-studded watch bearing the inscription "From Pakistan Government", three vehicles and pass books of several bank accounts and lockers were also seized. The DGP said two computers with details of transactions and a list of terrorists and secessionist propaganda were also seized from Geelani’s residence. Quoting income tax officials, Suri said the monthly expenditure at Geelani’s residence was more than Rs 150,000 against his declared annual income of Rs 17,100. Suri added that the income tax returns filed by Geelani indicate he was securing Rs 7,100 as pension for being a former member of the State Legislative Assembly and Rs 10,000 as agriculture income, which is less than 1,500 per month. London-based Thakor, president of the World Kashmir Freedom Movement, is reported to be regularly sending money to finance terrorist outfits in Jammu and Kashmir.

SF personnel had launched a search operation in Chandi Top village between Dessa and Bhaderwah after intercepting a message by the terrorists, which revealed their presence in the upper reaches. Unconfirmed reports said that three civilians were also killed in the exchange of firing but there was no official confirmation of this report. SFs had launched a search operation in Ranjiti Dhok and Hill Kaka in upper reaches of Bafliaz area of Surankote based on information that a group of foreign mercenaries was hiding in the two villages for the past one week and were reportedly planning to carry out a major terrorist attack in the next couple of days. The terrorists having observed movement of the SF personnel were attempting to escape towards a forest area when they were challenged and asked to surrender by the SFs. However, the terrorists commenced heavy firing on the SF personnel, who retaliated. Simultaneously, a separate team of SFs intercepted another group of terrorists in the adjoining Hill Kaka area in Bafliaz and engaged them in an encounter. Seven terrorists, including five terrorists were killed in Ranjiti Dhok while two others were killed in Hill Kaka. Two SF personnel were also killed during the encounter while another was injured. In a major terrorist strike on a civilian locality in Rajiv Nagar in Jammu, on July 13, unidentified terrorists killed approximately 25 persons including 12 women and a child and injured 35 others and later escaped from the incident site. The terrorist attack, which came nine days before the commencement of the annual Amarnath pilgrimage was targeted against civilians of Rajiv Nagar near Qasim Nagar, primarily inhabited by labourers. According to a media report, this was the first terrorist incident of its kind on the peripheries of the city. Security forces (SFs) later carried out a search operation in Sidhra, a possible escape route of the terrorists, who numbered between three to five. However, no arrests have been made thus far in connection with the massacre. Deputy Inspector General (DIG) of Jammu-Kathua range, Dilbagh Singh, later said that at least four to five terrorists, all of whom were reportedly wearing dresses of Sadhus (pilgrims), descended on Rajiv Nagar after trekking through two hills of Bhatindi parallel to two towers. The terrorists, equipped with AK rifles and grenades, first made the devotees, who were offering prayers inside a temple, their target. They lobbed grenades on the temple and resorted to indiscriminate firing. All the victims were reportedly slum dwellers of Rajiv Nagar and many of them were labourers from the States of Bihar, Uttar Pradesh and Madhya Pradesh. This was third major terrorist incident in Jammu and outskirts during the last three and a half months. On March 30, two fidayeens (suicide terrorists) had struck near the Ragunath temple killing 11 civilians. As reported earlier, the suicide terrorists were killed within 10 minutes of the attack. On May 14, three fidayeens stormed inside the family quarters of SFs at Kaluchak killing 32 persons and injuring several others. All the three fidayeen in this incident were also killed.

While two of them were arrested from a house in Kursoo Rajbagh, the third that had managed to escape during the cordon and search operation, but was later arrested from a hospital in the city. They have been identified as Dr Tariq Mehmood Shaheen alias Zainul Abideen alias Dr Abdullah alias Fayaz Ahmed Khan, Moazam Sadiq and Hamid Noaman Bhat. Two fake identity cards, two pistols, two wireless sets and some incriminating documents, including those containing e-mail addresses and details of fund distribution, were recovered from their possession. A local conduit was also arrested with an amount of Rs 10 Lakh. SF personnel also arrested house-owners who had given shelter to the terrorists, the local who had acted as guide to these terrorists, and also the person who ran the hospital from where the third terrorist was picked up. Reports also said SFs were considering booking the three local residents under the Prevention of Terrorism Act (POTA). Some more Al Badr terrorists are also present in Jammu and Kashmir (J&K), according to sources, and their aim is to sabotage the forthcoming Legislative Assembly elections in the State by mixing up with the local residents with fake Electronic Photo Identity Cards (EPIC). According to media reports, initially the terrorists had taken shelter in three houses, but later escaped to the Katarmal forests after SFs commenced cordon and search operations. Later, in a resumed encounter, five more SF personnel including, a Junior Commissioned Officer (JCO), and a terrorist were killed. BSF sources said Zargar was a close associate of Al Omar ‘supreme commander’ Mushtaq Ahmed Zargar, presently in Pakistan. According to these sources, Shabir, a resident of New Colony Soura, has reportedly owned-up as many as 20 killings during interrogation. An unidentified terrorist was also killed in an encounter while trying to infiltrate along with other members of his group near Ratawajinar in Karnah sector of the same district, on the same day. Other members of the group reportedly managed to escape. Search is on to trace them.
