Army and Police on February 8 shot dead three top Hizb-ul-Mujahideen (HM) militants, including a ‘divisional commander’, in an encounter inside a 60 feet deep nullah at village Manjoosh near Nachlana in the Khari area of Banihal tehsil (revenue unit) in Ramban District. Official sources said troops launched a search operation at village Manjoosh after developing a specific input about the presence of three HM militants in the area. The militants when asked to surrender started heavy firing with automatic weapons on the troopers, who retaliated, leading to heavy exchange of gun fighting. All three militants were killed in the encounter with no casualties of Army and Police. Dead bodies of the slain militants, identified as Abdul Rashid Naik alias Qari Zubair, Nasir Ahmed Naik and Mushtaq Ahmed, were recovered from the nullah. While Qari Zubair was a ‘divisional commander’ of HM’s Pir Panjal Regiment, Nasir was a ‘district commander’ and Mushtaq was a ‘battalion commander’ of the outfit. Recoveries made from their possession of the slain militants included two AK-56 rifles, one Under Barrel Grenade Launcher (UBGL), three mobile telephones with earphones, battery chargers, AK magazines and ammunition, explosive devices and other items. Significantly, the hideout of the militants was located just one kilometer away from Manjoosh Police post. The militants had been using a rope to reach to 60 feet deep inside the nullah to hide them. With the killings, now only 27 militants were left in Doda-Ramban range, including 10 in Ramban District (seven of HM Pir Panjal Regiment and three of LeT [Lashkar-e-Toiba] Abu Moosa group), Inspector General of Police (Jammu) Dilbagh Singh said.

The arrestees, identified as Tariq Ahmed Chandel and Rafiq Ahmed, were ‘B’ category militants. It was after about two hour that the SFs arrested the militants after segregating them from their families. However, both the militants did make an attempt to escape by opening fire. They were arrested after a brief exchange of firing. the Police arrested three alleged killers of Maulana Showkat Shah, Javed Ahmed, Nisar Ahmed and Abdul Ghali Dhar, according to The Times of India. The three belonged to the former Tehreek-ul-Mujahideen outfit. Police further said that they are also cadres of the little-know sectarian outfit, Saut-ul-Haq (the voice of the righteous). Kashmir Times, further adds that, the Police claimed that the conspiracy of the attack was master-minded jointly by incarcerated, Dr Qasim Fuktoo, and Saut-ul-Haq. Dr. Fuktoo is also the husband of Syeda Asiya Andrabi, chief of Dukhtaran-e- Millat (DeM). Moreover, the Tehreek-ul-Mujahideen was uncomfortable with Maulana’s moderate line. They were unhappy with his comments on stone-pelting and his talking to the Government, reports The Times of India. It was an attempt to take over the organisation and radicalise it. He had won three straight three-year terms as the Ahl-e-Hadith's head since 2004 and is believed to have closed down the terror group allegedly associated with his organisation in Kashmir. Further, the Police claim has complicated the events surrounding the murder. Tehreek-ul- Mujahideen, long associated with the Ahl-e-Hadith, was formed in 1990. It is the part of 15-member Pakistan occupied Kashmir (PoK) based United Jehad Council and enjoys close links with groups like the Lashkar-e-Toiba (LeT). Police further stated that a local LeT ‘commander’ provided logistical support for the assassination. The claim also rubbishes separatist leader Syed Ali Shah Geelani and Hizbul Mujahideen (HM) allegation that "Indian agencies" had murdered the Maulana. Following the investigation, Police on April 17 carried out thorough searches in Central Jail Srinagar and recovered 7 cell phones, 15 SIM cards and important documents from inmates, according to Kashmir Times.

A special police officer (SPO) was killed while a ‘divisional commander’ of Hizb-ul-Mujahideen (HM) and one of the alleged conspirators of September 7 Delhi High Court blast, Mohammad Amin Bhat alias Jehangir Saroori, escaped along with his body-guard, Mohammad Riaz, after a heavy exchange of gun battle between the Security Forces (SFs) and militants at Darang forests in Dachchan Haddal area of Kishtwar District in the morning of November 15, reports Daily Excelsior. Deputy Inspector General of Police (DIG, Doda-Kishtwar Range) Manish Kumar Sinha said Saroori, a resident of Saroorh (Kishtwar) along with his body-guard, a March 2010 recruit and a resident of Anzar, opened fire on the SFs after observing their movement. The SFs retaliated. In the exchange of firing, SPO Billal Ahmed was killed while Saroori and his body-guard managed to escape along with arms and ammunition leaving their other belongings on the incident site. The SFs, however, have still maintained a cordon at six to seven places in the forests of Dachchan area to trace the militant who was active in militancy since 1990. HM supremo and United Jehad Council (UJC) chief Syed Salahudin and Jehangir Saroori had reportedly masterminded the High Court blast in which three more HM militants were still absconding. The absconders, on whose head the National Investigating Agency (NIA) had kept a reward of INR 1 million, included Junaid Akram Malik, brother of Wasim Akram Malik, who has already been arrested, Aamir Kamal alias Kamran and Sheikh Rashid alias Chota Hafiz alias Adil. All three were also reported to be operating in Dachchan, Marwah and Warwan areas of Kishtwar after Delhi High Court blast. Besides Wasim Akram Malik, two more militants Hafiz Aamir Abbas Dev and Abid Hussain have been arrested by the NIA. All three arrested militants were residents of Kishtwar while three absconders were also camping in Kishtwar’s upper reaches. Two foreign militants, who had transported explosive material and reportedly planted the improvised explosive device (IED), were also at large.

Troops in the night of December 5 thwarted an infiltration attempt by a group of five Pakistani militants on the Line of Control (LoC) in Mandi sector of Poonch District forcing the militants, equipped with weapons, to retrieve despite heavy firing brought down on forward Indian positions by Pakistani troops, reports Daily Excelsior. "As soon as the Army started firing to thwart the infiltration attempt, Pakistan Army from their forwards posts of 816, Machi Morha and Jorha Darkhat fired rockets and then started firing targeting Indian posts of PU-I and PU-II in an apparent attempt to divert their attention and abet the ultras to cross into this side’’, sources said. "Firing by our troops was aimed at only eliminating or capturing the militants alive if they managed to intrude into this side. However, effective firing by the Army forced the militants to retrieve to Pakistan occupied Kashmir (PoK) from where they had been launched by their commanders’’, they said, adding that the intrusion bid was foiled by the troops. In the morning of December 6, troops conducted a search operation in forward areas but no trace of militants was found. There were no casualties or damage on Indian side in firing by the militants and Pakistan Army, sources said. In 2009-11, 117 cease-fire violations were reported along the LoC, of which 28 were in 2009, 44 in 2010 and 45 between January and November 2011. Nine Security Force personnel were killed and around 52 injured in various firing incidents reported in 2008-11 along the International Border. Besides, two civilian porters were killed in cross LoC firing during this period.
