Kanglei Yawol Kanna Lup

Formation

Kanglei Yawol Kanna Lup (KYKL), meaning "the Organisation to save the revolutionary movement in Manipur" is a Meitei terrorist group formed in January 1994 following merger of the Oken faction of the United National Liberation Front (UNLF), the Meiraba faction of People's Revolutionary Party of Kangleipak (PREPAK) and the Ibo Pishak faction of the Kangleipak Communist Party (KCP).

The outfit suffered a major setback after its inception when two of its top leaders—‘chairman’ N. Oken and ‘commander-in-chief’ N. Thouba Singh, were reportedly arrested on an unspecified date. Earlier during 1995-96, a large number of its lower-ranking cadres either deserted the outfit or surrendered before the security forces. Further in 1996, the outfit split into—the KYKL (O), led by Namoijam Oken and KYKL (T) led by Achou Toijamba. However, after five years of inter-group rivalry, the Oken and Toijamba factions decided to reunite sometime in mid-February 2002. Reports indicated that the move was prompted by the purported objective of unity among various terrorist outfits in the region.

Objective

The purported objective of the KYKL is to ‘rebuild’ the Manipuri society by clearing it of all vices like immoral activities, drug trade and corruption. According to the KYKL ‘Public Relations Officer’ S.K. Loya, the group stands for ‘nationalism’ of the entire Northeastern region to be based on the principle of "all for one and one for all". Towards the end of 2001, the outfit launched ‘Operation New Kangleipak’ (ONK), an ‘anti-corruption’ campaign to ‘clean up’ the educational system in Manipur. While the outfit continues its activities under the ONK, it has also pledged open support to other terrorist groups who reportedly work against the narcotics trade, drug addiction, immoral activities and corruption in the society.

Leadership

Following reunification in 2002, the outfit has formed an ad hoc ‘central executive committee’, with Achou Toijamba as ‘chairman’ and Keisham Yaima as the ‘general secretary’. It has also formed a ‘military commission’ known as Meeyamgi Yawol Lanmee (MYL), which is jointly headed by Namoijam Oken and Toijam Ibochou. Keirungba Khuman is the ‘deputy finance secretary’ in whose name extortion notes to the general public are reportedly issued.

Areas of Operation

The outfit primarily operates in the four valley districts of Imphal East, Bishenpur, Thoubal and Imphal West in Manipur.

Source of Funding

KYKL funds its activities primarily through extortion that it collects jointly with the Nagaland-based National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). For instance, media reports had indicated that an unidentified faction of the KYKL had aimed to extort between Rupees 20 million to 30 million during the February 2002 Legislative Assembly elections in Manipur.

Linkages

The outfit has close linkages with the Nagaland-based NSCN-IM. Further, indications of a re-grouping of terrorist outfits in the region was visible towards the later part of the year 2002 with the nexus between the Zomi Revolutionary Army (ZRA), Kanglei Yayol Kanna Lup (KYKL) and the NSCN-IM. Besides, the KYKL has also developed ‘working arrangements’ with the Meghalaya-based Achik National Volunteer Council (ANVC). Reports have also indicated that KYKL maintains links with the Khaplang faction of the NSCN (NSCN-K) with the latter providing training and shelter to KYKL cadres at its bases in Myanmar.

Incidents

2008

  • October 7: Assam Rifles personnel arrest two militants, including one KYKL cadre, Semang Haokip, who has infiltrated from the Myanmar’s side. Semang belongs to the Kuki tribe in Myanmar. He is accused of passing information of security forces’ movement and operating as ‘guide’ for militants. One radio set I-com is also recovered from his possession.

  • October 7: A KYKL cadre, Sagolsem Manao, is arrested during a search operation at Samaram area in the Thoubal district.

  • October 4: The dead body of Wangba Khamancha, a leader of the Manipur-based KYKL, is recovered from Jitwala Jod along Gurgaon-Delhi border near Mundela village under Jafarpur Kalan police station in Gurgaon. Khamancha is the chief of the outfit’s ‘operation new kangleipak’ and is suspected to have been killed by the cadres his outfit.

  • September 29: Manipur Government says that ten cadres of KCP, KYKL and PREPAK, and two sympathisers of the KRA are booked under National Security Act (NSA), 1980 by separate orders of the Manipur home department issued on different dates.

  • September 28: A KYKL cadre, Nongmaithem Kullachandra Singh, is arrested by the Imphal East district police commandos from Lamshang bazaar.

  • September 27: The Thoubal district police commandos arrest two KYKL cadres, Naorem Dronjit Singh and Oinam Khubi Singh alias Chingkheinganba, from Yairipok Top Chingtha.

  • September 21: A suspected KYKL cadre, Ningthoujam Samarjit Singh, is arrested by the Assam Rifles personnel at Nongren under Lamlai police station in the Imphal East district.

  • September 17: One KYKL cadre, Naorem Sanaton Singh alias Johnson, is arrested by Thoubal police commandos from Kakching Phoushupat.

  • September 15: One KYKL cadre, Huidrom Ibungo alias Nanao, is arrested by Thoubal police commandos from kakching Tejpur village.

  • September 11: The combined security forces of Imphal West district police commandos and 12 Maratha Light Infantry also arrest one KYKL militant, identified as Ninghtoujam Herojit Singh.

  • September 5: One KYKL cadre, Ammu, is arrested by the Assam Rifles personnel from Moreh Gate No. 2 in the Chandel district.

  • August 28: Around hundreds of commercial establishments, including chemist shops, located on both sides of the Tiddim road along the National Highway -150 from Keishampat to Kwakeithel remain closed due to the unbearable monetary demands served on them by the KYKL cadres. The outfit has asked for amounts ranging from INR 10,000 to 30,000 according to the size and business at the shops, said an unnamed woman shopkeeper.

  • August 20: A team of Imphal East district police commandos and Assam Rifles personnel arrests one KYKL cadre, Athokpam Anandkumar Singh alias Thembung alias Jackson, from Top Khongnang Makhong.

  • August 18: One KYKL militant, Urikhinbam Jateshwor alias Inaocha Singh, is arrested during a joint search operation by the Imphal West district police and Central Reserve Police Force personnel at Hiyangthang bazaar.

  • August 17: Three KYKL militants, including a female cadre, are arrested by the Imphal West district police from North AOC bus stand. They are identified as Wairakpam Nitish Singh alias Ibungo alias Yoiheiba Luwang, Oinam Chanchan Devi alias Mona and Laishram Bina Devi alias Diana.

  • August 13: The Thoubal district police commandos arrest one woman sympathiser of the KYKL, identified as Mayanglambam O. Ranjita, during a search operation at Kakching Makha Leikai.

  • August 10: One KYKL cadre, Sapam Paona Meitei alias Inaoba, is arrested by a team of Thoubal district police from his residence at Khongjom Chingmang Leikai area.

  • August 8: One KYKL cadre, Meisnam Yaiphaba Meitei alias Bung alias Lucky, is arrested by the Imphal West district police commandos from his residence at Thangmeiband.

  • August 7: Two CRPF personnel are killed and another is wounded in an ambush by suspected KYKL militants at Kotlien village on the side of the Imphal-Jiribam section of the National Highway -53. Militants decamp with two weapons, one LMG rifle with 30 live rounds and an Insas rifle with 20 live rounds.

  • July 20: The Imphal West district police killed a suspected KYKL militant in Khuman Lampak. While another militant manages to escape, an Indian hand grenade is recovered from the slain militant's possession.

  • July 16: Assam Rifles personnel arrested one KYKL cadre, identified as Salam Basanta Singh, during a search operation at Khurai.

  • July 11: The Union Ministry of Home Affairs proscribes five valley based outfits with its factions and frontal organizations under the sub-section 1, section 3 of the Unlalwful Activities (Prevention) Act, 1967 (37 of 1967). The groups are the PLA, and its political wing, the RPF, UNLF, PREPAK and its armed wing 'Red Army', KCP and its armed wing, also called as 'Red Army', KYKL and MPLF.

  • July 7: One KYKL cadre, Kangujam Somendro alias Tony, is arrested from Lamlong in the Imphal East district.

  • July 6: The KYKL and UNLF said that they will target all the villagers of Heirok unless the public relent and retreat from the decision to accept arms under the special police officers (SPOs) scheme.

  • July 1: Three suspected KYKL militants while attempting to set ablaze a hijacked school bus are killed by Imphal East district police commandos during an encounter at Langol Games Village zone-III under Lamphel police station. One 9-mm pistol with eight live rounds of ammunition is recovered from the possession of the slain militants.

  • July 1: More than 300 students of Heirok village, studying at various schools and colleges with boarding facilities in the state, returned due to the recent threats from the UNLF and KYKL to the people in Heirok in connection with the setting up of Special Police Officers.

  • June 29: The combined forces of Imphal East district police commandos and 32 Assam Rifles arrest four KYKL cadres at Khurai Lamlong bazaar. They are identified as Thoudam Premjit Singh alias Taton, Khongbantabam Balesore Singh alias Balo, Ayekpam Roswood Singh alias Rose and Wangkheimayum Ratan Singh alias Abung Singh.

  • June 28: One KYKL cadre, R.K. Marjit alias Tomba, is arrested Assam Rifles from Lamding area under Lamshang police station.

  • June 28: The combined team of Imphal East district police commandos and personnel of the 32 Assam Rifle arrest one KYKL cadre, Lairenjam Romen alias Ronendro alias Toimba, from his residence at Heirangoithong Maibam Leikai.

  • June 27: One KYKL cadre, Pukhrambam Manao Singh alias Lansenba alias Boy, is arrested by a team of Imphal West district police commandos from Sagolband Moirang Hanuba Leirak.

  • June 24 : Militants belonging to the UNLF and KYKL captured two persons, N. Angou and Rabi, for their alleged involvement in lifting kerosene oil meant for distribution among the people of Ukhrul in connivance with some people close to Legislator Danny Shaiza. They are paraded at an unspecified place in the valley area.

  • June 19: Two deans and four heads of department of the Manipur University are given a demand note of INR 100,000 each from the Lanchanba group of the KCP-Military Council. They were earlier accused by the KYKL for indulging in irregularities in the selection of Ph.D research scholars of the university.

  • June 18 : One civilian, Soraisam Nillachandra, and one KYKL cadre, Chungkham Roshan alias Abungcha, are killed during a clash between the KYKL and Military Council faction of the KCP at Chingnungkhok village in the Imphal East district. The KCP-Military Council states that Nillachandra was killed by the KYKL for allegedly giving shelter to cadres of the KCP-Military Council.

  • June 15: A leader of a local merit paibi (women vigilante group), identified as Laishram Ibelei, who was abducted by suspected KYKL militants on June 13-night, is shot at and wounded by militants at Komlakhong village under Mayang Imphal police station. Police suspect the woman was shot at for violating some diktat of the militant group.

  • June 16 : One KYKL cadre, Okram Rabi alias Madhumangol alias Eka, is wounded, when his M-20 pistol is accidentally triggered at Thangjarok in the Bishnupur district. June 15: A leader of a local merit paibi (women vigilante group), identified as Laishram Ibelei, who was abducted by suspected KYKL militants on June 13-night, is shot at and wounded by militants at Komlakhong village under Mayang Imphal police station. Police suspect the woman was shot at for violating some diktat of the militant group.

  • June 13: 12 persons are captured and later paraded before media persons by UNLF and KYKL militants at an unspecified place in the Bishnupur district for allegedly selling kerosene oil at more than INR 14 per litre.

  • June 13: Militants of the KYKL and UNLF prohibit villagers at Heirok from going outside their locality for 'defying' their warning and deciding to join as volunteers of the Special Police Officers (SPOs). They identify five persons for their lead role in appointment of SPOs and procurement of arms, and declare to give 'capital punishment' to them.

  • June 11 : Nine persons are captured and later paraded by the UNLF and KYKL militants before the media at unspecified place in the Thoubal district for allegedly selling kerosene oil at high price.

  • June 9: One woman, Asem Benu, is wounded in a cross fire when an encounter between the PREPAK militants and troops of 7 Assam Rifles occur at Thanga Lawai under Moirang police station in the Bishnupur district. Assam Rifles personnel recover one vehicle, a magazine of AK-47 containing 37 live rounds of ammunition, 12 empty cartridges, three live bullets of M-16 Rifles, one spend cartridge, two empty cartridges of lethode lombs and a cell phone with SIM card from the incident site. One KYKL cadre, identified as Moirangthem Bhupen, is also arrested during a search operation in the area after the encounter.

  • June 8: The Operation New Kangleipak team of the KYKL parades six senior teachers of the Manipur University before a group of media persons in an unspecified location in the Thoubal district. The senior teachers reportedly take moral responsibility for the irregularities in selection of candidates for PhD research work for 2008.

  • June 7: Father of one kerosene oil agent, who is accused of selling oil at more than INR 14 per litre against the joint declaration of the UNLF and KYKL, is paraded by militants of both the groups in the Thoubal district. The spokespersons of the two outfits say that Mohammed Abdul Hei was selling 2500 litres of kerosene oil at the rate of INR 22 per litre.

  • June 7: Two KYKL cadres, Haorungbam Sunil Meitei and Cpl Nongmaithem Budhichandra, are arrested by Imphal West district police commandos from Chalou and Langthabal Lep Mayai Leikai.

  • June 2: Assam Rifles troops arrest Ningthougam Ibopishak Singh, 'publicity secretary' of the KYKL, at Kongkham Mayai Leikai in the Bishnupur district.

  • May 31: Three supporters of the KYKL are arrested by police personnel in the Thoubal district.

  • May 27: 12 persons are captured and later paraded before the media by a combined group of cadres of the KYKL and UNLF for their alleged involvement in the sale of kerosene oil in black market.

    Troops of the 34 Assam Rifles arrested two KYKL militants, Mujum Dinesh Singh and Maibam Dhamen Singh, at Wangkhem bazaar in the Thoubal district. One scooter, a mobile handset and INR 7500 are recovered from them.

  • May 19: An education department official, Y. Joykumar, is shot at and wounded by militants for his alleged involvement in corrupt practices. He was abducted from near his residence at Thongju area in the Imphal East district. The KYKL claimed responsibility for the attack.

  • April 30: One KYKL cadre, Ratan Kumar Naoba, is arrested by the Assam Rifles personnel during a search operation at general area of Phungreitang in the Ukhrul district. One country made 9-mm pistol, one live round of 9-mm and three lives rounds of .22 are recovered from his possession.

  • April 29: The UNLF and the KYKL declare to check the hike in price of kerosene oil while exploring the reasons behind the price hike of the same in the local markets. A joint statement of the two outfits signed by 'deputy secretary organizations', UNLF, N Ibochou, and 'secretary publicity and research' of the KYKL, Langamba Mangang, said they planned to make available kerosene at the control rate of INR 14 per litre through the SK Oil agents. The outfits have also said that except the authorized agents, no one else could sell kerosene in the markets. Anybody found selling in 'black' will be severely dealt with without warning, it added. During an investigation into the increasing price of kerosene by the two outfits, the statement said, it was revealed that some of the quotas of the kerosene were taken by the militants. But it was also true that before the outfits took the same, the Chief Minister and other ministers and their close associates had been siphoning the same, they alleged.

  • April 23: The KYKL 'bans' thabal chongba (festivities) at Khongjom in the Thoubal district.

  • April 19: The leaders of the KCP, KYKL, PREPAK and UNLF, while celebrating the '28th foundation day' of the KCP, pledge to end all factional strifes.

  • April 14: Imphal East district police arrested one female cadre of the KYKL, identified as Amom Thaja alias Abe Devi, from the New Checkon area. The Superintendent of Police, Radheshyam Singh, said that Amom provided shelter to other KYKL militants and was also engaged in the transportation of arms and ammunition.

  • March 20: Police blame the KYKL for at least two of the attacks on migrant workers in Manipur since March 17. The Director General of Police (DGP) Yumnam Joykumar Singh said that two KYKL militants, involved in the incident at Heiyen Hangool in the Imphal West district, were shot dead in an encounter on March 19. The slain duo and a third member of the outfit killed seven settlers in that incident on March 17. Another militant of the same outfit was shot dead in an encounter with the police at Phaknung in the Imphal East district on March 20.

    Earlier, the police received information that seven of the Heiyen Hangool killers were in Imphal West. Simultaneous raids on suspected hideouts in Mayang Imphal, Charoibung and Upokpi around 9.40pm led to the encounter. The two militants shot dead were identified as Sarangthem Sanjoy alias Robert and Elangbam Dutta. The police recovered an AK-47 rifle with nine rounds of ammunition and a pistol from their possession. The DGP stated that Robert was a "corporal" in the KYKL ranks, but had never been arrested. An arrested KYKL cadre, Laishram Homen alias Korou, is suspected to be one of those who planned the selective killings. The DGP also said the police were on the trail of four more KYKL members who killed five migrants in Imphal East district the day after the Heiyen Hangool attack. The KYKL, however, denied its involvement in the killings.

  • March 11: The Army and the Manipur Police arrested four militants of the PULF, PLA and KYKL during separate raids in the Imphal West district.

  • March 11: One KYKL militant, identified as Khunajam Nawang Singh of Thokchom, is arrested from Ukhongsang in the Thoubal district.

  • March 3: Two KYKL cadres, Sougaijam Santosh alias Rishi and Laishram Sunil alias Amujao, are arrested by the Imphal East district police commandos during a search operation in front of the Central Reserve Police Force camp at Mantripukhri. While one magazine of M-20 pistol loaded with three live rounds of 9 mm and 6 nos. of AK-47 ammunition are recovered from Santosh, one magazine of .32 pistol loaded with two live rounds of .32 ammunition are recovered from the possession of Sunil. They confessed that they were operating under the command of one Sana Macha of the KYKL.

  • February 25: Three persons, identified as Arunjit Singh alias Naobi alias Nganba, Sarungbam Somorjit Singh and Khundongbam Surjit Singh, are paraded before the media and are later shot at and wounded by the KYKL militants at an unspecified place in the Imphal West district, for their alleged involvement in extortion of money from the people in the name of the outfit by using its forged letter heads.

  • February 22: One KYKL cadre, identified as Haobam Baba alias Ibungo Singh, is arrested by police personnel from Wabagai Bazar in the Thoubal district.

    One KYKL cadre, Heikrujam Sanjoy alias Ingomcha Singh, is arrested by Manipur Police during a search operation at Yairipok Laimanai in the Imphal West district. Sanjoy confesses that he joined the outfit through one Romio of KYKL and was at the time of arrest operating in the 'finance section' under one Tombi alias Boiler of KYKL.

  • February 18: Two KYKL militants, U. Surchandra and K. Inaocha, are arrested during a search operation at Gandhi Memorial in the Ukhrul district. One US made 9-mm pistol along with one magazine, five live rounds of 9-mm and 7 rounds of 5.56- mm INSAS are recovered from their possession.

  • January 31: The KYKL reiterates its 'diktat' of using Meetei Mayek language on signboards of shops, offices and institutions in the four valley districts- Imphal West, Imphal East, Bishnupur and Thoubal.

  • January 29: One KYKL cadre, Laishram Senapati alias Freedom Singh, is arrested from BT Road near Sahid Minar gate in the Imphal West district. He confessed that he was working under two other KYKL cadres, Santa and Mohen,

  • January 21: One KYKL militant, Sandam Raju, is shot dead by Assam Rifles personnel during an encounter at Salem Veng in the Churachandpur district. While one 5.58 Italian pistol with two magazines and some ammunition along with one Nokia mobile phone are recovered from possession of the slain militant, another cadre managed to escape from the encounter site.

2007

  • December 27: One KYKL cadre, Mayangbam Premchand Meetei alias West, is arrested from Kongba Bazaar in the Imphal East district.

  • December 17: The Dimapur Police and Assam Rifles (31 Battalion) personnel, on receiving information about the presence of suspected KYKL cadres in the Naga Gaon area, launch a joint operation and arrest one Bijoy Singh alias Joy Kumar, a resident of Kakching in Manipur. 2,500 pages of KYKL letter pads, two bundles of fuse wire, two personal diaries containing details of tax collection, one computer C.P.U, one empty ammunition box measuring 7.62m, two containers of motor cap measuring 2 inch, three telephone sets, one empty case of fuse (V.429), one computer antenna, 10 numbers of CDs and one card reader are recovered from his possession.

  • December 12: Two suspected KYKL militants, Takhellambam Gyaneshwar alias Jutin and Laishram Surchandra alias Loya, are shot dead by Assam Rifles personnel during an encounter at Yelang Khangpokpi under Waikhong police station in the Thoubal district. Two Chinese pistols, 44 live rounds, two mobile phone handsets along with an extra SIM card, a Yamaha motorcycle and INR 16,640 were recovered from their possession.

    Assam Tribune reports that the KYKL has 'banned' celebration of the Thabal Chongba festival in other parts of the country by students from Manipur. Thabal Chongba is a traditional moonlight dance of the Meiteis during the Yaoshang / holi (colour) festival. The 'ban' is declared by the outfit in reaction to the festival organized by the Manipur Culture Development Association in Bengaluru (also known as Bangalore), capital of Karnataka, as part of their culture and sports meet at a football ground there on November 10.

  • December 10: Three KYKL militants, including a self-styled ‘lieutenant’ Hamom Phulendro alias Great alias Sunil, were shot dead by Manipur Police during an encounter at a hotel in the Imphal West district. One AK-47 rifle with one magazine containing 22 live rounds, one 9-mm pistol with three live rounds and one .36 hand grenade were recovered from the encounter site. Sunil is suspected to have been involved in various ambushes on the security forces, including the February 24-ambush at Khoirok Lamkang near Laimaton, in which 16 security force personnel were killed and seven others injured.

  • November 30: Assam Tribune reports that the KYKL has 'banned' the use of Bengali script textbooks in classes at the junior primary stage (classes I to IV) in the valley districts of Imphal West, Imphal East, Thoubal and Bishnupur from the next academic session in 2008. The outfit's 'commander', Major Wangba Khumancha, stated that the measure is being taken in view of negligence in, and extremely uneven implementation of, the introduction of 'Meetei Mayek' in classes I to III to which the Manipur government had committed itself.

  • November 28: One KYKL militant, Koijam Devan alias Nanda, is arrested from Wangkhei Thambalkhong area in the Imphal East district.

  • November 27: Two suspected KYKL militants are killed by the Assam Rifles personnel during an encounter at Pihang village under Chasad police station in the Ukhrul district. One 9-mm carbine with magazine loaded with five bullets and one Chinese hand grenade are recovered from them. One police personnel, Gidion, sustains injuries in the explosion of an improvised explosive device planted by the militants in the incident site.

  • November 20: The ‘chief advisor’ of the KYKL, identified as Changamayum Manoranjan Khuman, who was arrested on November 19, is paraded before the media in the Imphal West district. According to his confession, he was the chief security advisor of an unnamed former Nagaland Chief Minister before joining the outfit. Arms are also seized from his possession. Police say Khuman was asked by the outfit to investigate the alleged fake appointment of teachers in the Education Department.

  • November 19: Two KYKL cadres, Shougai-jam Gopimohan Singh alias Gopi and Thiyam Imocha alias Nandakumar, are arrested from the JN Hospital area in the Imphal East district. They confessed that they joined the outfit though one KYKL militant, P.C. Chaoba, in 2007.

  • November 7: The KYKL has 'banned' books written in the Bengali script in all Government and private schools from Class I to IV located in the four valley districts with effect from the next academic session of 2008. A KYKL militant, identified as Wangba Khumancha, said that only books in Meitei Mayek should be taught in these classes.

  • One KYKL cadre, L. Joychandra, is arrested by Assam Rifles personnel during a search operation at Yourbung under Lamlai police station in the Imphal East district.

  • November 3: Two suspected KYKL militants are killed by Assam Rifles personnel during an encounter at Patbung area under Phungyar police station in the Imphal East district. A carbine with magazine, one 9-mm pistol with magazine, three live rounds of 9-mm calibre and a combat pouch are recovered from their possession.

  • November 2: One KYKL cadre, Lei-shangthem Shyamsunder alias Ito alias Inaocha, is shot dead by police personnel during a counter-insurgency operation at Nongmeibung Nambam Chuthek under Porompat police station in the Imphal East district. One Chinese made hand grenade is recovered from his possession. One of the accomplices of the slain militant, Meinam Ranjan alias Inao, is also arrested from the incident side.

  • October 30: Three Assam Rifles (AR) personnel, including a Major, are killed while seven others are wounded in an ambush by KYKL militants at Sorbung village under Phungyar sub-division in the Ukhrul district. The KYKL also states during a press conference that it unearthed 210 more teachers with fake appointment documents, increasing the total of number such fake appointments made by the Manipur Education department it exposed to 1153.

  • October 6: Eight KYKL militants, who were arrested from the official quarters of a ruling Congress Legislator at Babupara in capital Imphal on August 17, are detained under the National Security Act, 1980. "The Governor of Manipur after having carefully considered grounds for detention furnished by the district magistrate is of the opinion that the grounds are sufficient for the detention of the said persons under section 3(2) of the said act (NSA) and that order of detention aforesaid made by the district magistrate under section 3 (3) of the said act be approved," separate orders of the state home department regarding the detention of the eight states.

  • September 28: An unnamed official of the State Education department is shot at and wounded by the KYKL militants at an unspecified place in the Bishnupur district. He was attacked for his alleged involvement in fake appointment of teachers and corruption. The outfit had also asked the official to take voluntary retirement and return the misappropriated amount.

  • September 27: Two KYKL militants, Nanao Singh a.k.a. Premjit and Umakant a.k.a. Manaoton, were arrested during a search operation in the Iroishemba area under Lamshang police station of Imphal West district.

  • September 24: One KYKL militant, Moirangthem Ibochouba alias Chaktaba alias Ibungo, is arrested by security force personnel during a search operation at Waheng Khuman Maning Leikai in the Bishnupur district.

Samananda Singh, is also 'accused' by the militants for his involvement in the scandal. Sharma and Singh are charged with taking bribes totaling INR 15 lakhs and INR 20 lakhs respectively.

  • August 30: One unidentified KYKL cadre is arrested from an unspecified place near Signu in the Chandel district. One cell phone was recovered from him.

  • August 30: Three civilians, Laimayum Thoi Sharma, Shijagurumayum Gunachandra Sharma and Shangakpham Debarta Sharma, abducted by suspected KYKL militants, are rescued by SFs at Nambol in the Bishnupur district.   • August 28: Unidentified KYKL cadres shot at and injured a civilian, Phurailatpam Nandakumar, joint secretary of the Board of Secondary Education, who is currently under suspension in several irregularities, at Mayang Imphal Konchak in the Imphal West district. Nandakumar was abducted by unidentified persons two days back.

  • August 19: A youth claiming to be a KYKL militant, Mute Ramkumar, while attempting to snatch a motorcycle at gunpoint, is assaulted by local youths at Khongnang Ani Karak. A pistol and two live rounds are recovered from his possession.

  • August 17: Twelve militants, including eight KYKL cadres, are arrested by Manipur Police from the official residences of three Members of Legislative Assembly and a former legislator of the ruling Congress Party in the Babupara VIP Colony of capital Imphal.

  • August 11: Assam Rifles personnel shot dead three unidentified militants belonging to the KYKL and PULF at Tingri under Sekmai police station in the Thoubal district. Two 9-mm pistols along with four rounds of ammunition and one 7.56 mm Italian-make pistol along with seven live rounds, one Chinese-make grenade and three extortion notes duly signed by the finance department of KYKL were recovered from the incident site.

  • August 10: The KYKL has announced some changes in the command structure of its 'Special Task Force (STF)' indulged in 'Operation New Kangleipak'. According to a release, 'Captain' Thoiba Mangang is replaced by 'Maj' Wangba Khumancha, as 'officiating commander', of the 'STF', while '2nd Lt' Moramba Khuman will be the 'deputy commander'.

  • August 9: Three militants belonging to UNLF, KYKL and PULF, surrendered to the Manipur Police in a surrender ceremony held at the Chief Minister’s Secretariat. One AK rifle with seven live rounds, loaded modified magazine, two Chinese-made 9 mm pistols with 27 live rounds were deposited by the militants.

    The shopkeepers at the Paona International Market downed their shutters since they have been severely affected by an unspecified militant group’s extortion demands. Meanwhile, sources said among the five insurance companies, the Life Insurance Corporation is closed last weekend over a reported demand of INR 10 crores. Sources added that the extortion amount served as ‘annual tax’ to the proscribed KYKL outfit.

  • May 28: Suspected KYKL militants killed a civilian, identified as Sanasam Jugeshwar Singh, and injured two others, identified as Aribam Khomdon and John Kabui, allegedly for violating an earlier warning to leave the land they are holding, at Langol Laimanai in the Imphal West district. They also reportedly assaulted three women.

  • May 18: Troops arrested two KYKL cadres, identified as ‘Lt.’ Sanatomba Singh alias Sana and ‘Pvt.’ Gunamani, at Khambathel Road in the Chandel district.

  • May 16: SFs arrested a KYKL cadre, identified as Meitram Nilakamal Singh alias Toi alias Prem alias Nanao alias Bothoi, at Nagamapal Chungkham Leikai in the Bishnupur district. He is reportedly involved in the ambush of 10 Assam Rifles personnel in 2005 at Kumbi, resulting in the death of a Captain and five other SF personnel.

Police also arrested a woman, identified as Pukhrambam ongbi Bidhu Devi, who allegedly supplied the 9-mm pistol to Leishangthem Mani on April 17, 2007, for extortion of money from the general public and he had collected INR 200,000 from the Wangoo and Moirang area.

Three other militants, however, managed to escape from the encounter site. The slain militant was reportedly involved in the February 24-ambush in which 16 SF were killed.

  • February 1: The NSCN-K said that the outfit’s ‘makeshift’ camp at Saijang in the Kohima district was attacked by a combined force of the NSCN-IM, "PREPAK, KYKL, KRA, UPDS and DHD (Anti-talk party)" numbering about 150 cadres. During the encounter, five militants of the NSCN-IM were shot dead while two NSCN-K militants was killed and one weapon was lost, said Anie Konyak, ‘Under Secretary’ of the NSCN-K.

The outfit bans the use of unfair means in these examinations, and asks all concerned officials to perform their duties effectively and responsibly. In a statement, the KYKL also asks all sections not to call any form of general strikes, or blockades in the period from March 1 till April 1, when the examinations will conclude.

Manipur Unit President of the party and the former Union Minister for Sports, Chaoba Singh, resigns from the party post, subsequent to f the outfit’s threat to target its leaders, workers and candidates campaigning for local body elections to be held on January 17.

  • January 8: The proscribed KYKL prohibits the participation of any BJP candidate in the forthcoming civic bodies’ elections. The outfit’s ‘deputy secretary, publicity and research’ says that no electioneering activity by the BJP candidates will henceforth be allowed.

2005

  • December 29: Four children are injured in a KYKL triggered Improvised Explosive Device (IED) blast at Ngariyan community hall on the Old Cachar road connecting the Bishnupur and Tamenglong districts.

  • December 23: Deputy Inspector in the Education Department of Imphal East district, Sanasam Biren Singh, is paraded and shot at his left calf as ‘punishment for alleged corruption’ by the KYKL under its anti-corruption programme Operation New Kangleipak.

  • December 20: Two KYKL cadres, Laishram Basanta Singh and Urikhaibam Manglen Singh, are arrested from Keirak under Kakching police station in the Thoubal district.

  • December 11: A former KYKL cadre, Laiphrakpam Dilip Singh, is killed by unidentified militants at Leishoi Leikai under Moirang police station in the Bishnupur district.

  • December 9: Four cadres of the KYKL, identified as Lukram Romen Singh, Konthoujam Kuber Singh, Huidrom Setha Meitei and Maibam Khumai Meitei, are arrested from the Shikhong area in the Thoubal district.

  • November 30: A KYKL cadre, Sharungbam Surjeet Singh, is arrested along with a UNLF cadre, Sanabam Apik Singh, from Yambem village in the Thoubal district.

  • November 10: KYKL claims responsibility for the November 8 bomb explosion in the Imphal city and says that a particular shop has been targeted as it has refused the outfit’s demand of ‘tax’. Another youth, Chongtham Ibomcha, injured in the explosion, succumbs to his injuries, increasing the number of dead to two.

  • November 3: Cabinet Committee on Security (CCS) extends the ban on four militant outfits, including the KYKL operating in Manipur, for two years. Addressing press persons after the CCS meeting chaired by Prime Minister, Dr Manmohan Singh, Defence Minister Pranab Mukherjee says that the Union Government has decided to extend the ban on UNLF, PLA, KCP and KYKL. He also informs that the ban is extended as the outfits still continue to indulge in unlawful activities in India’s North East.

  • November 2: KYKL has imposed a ban on Melas (local fairs) saying, "these Melas have become a bed rock of immorality, obscenity and drug abuse." The outfit’s ‘Deputy Secretary Publicity & Research’, Apabi Mangang, claims that Melas "help in a big way in the larger strategy of the Government of India to corrupt the people of the State morally, economically and politically."

  • October 29: Two KYKL cadres, Salam Joychandra alias Abong and Oinam Naocha, are arrested from Chandapur Meitei Leikai under Kumbi police station in the Bishnupur district.

  • October 16: Three youths are shot on their calves by suspected KYKL cadres for their alleged ‘addiction to Spasmo Proxyvon’, at Turen Wangma under Kakching police station in the Thoubal district.

  • October 2: A KYKL cadre, Ningombam Ibomcha Singh, is arrested from Pangal Tabi. Two rounds of AK ammunition and a demand letter of the outfit are recovered from his possession.

  • October 1: The KYKL imposes a ban on the activities of the KCP-P. The outfit says that KCP-P cadres will be "awarded capital punishment if they continue with their activities".

  • September 29: Two KYKL cadres, Wahengbam Manglem alias Rajen and Phairenbam Chandrakumar Singh alias Kumar, are arrested from the Moirang Lamphai area in the Churachandpur district.

  • September 26: A KYKL cadre, Konsam Romen alias Somen alias Sikteen, is arrested from Kumbi Setapur Mayai Leikai in the Bishnupur district.

  • September 25: A KYKL cadre, Thounaojam Basanta alias Tily alias Sanathoi Singh, is arrested from Waheng Khuman Mayai Leikai in the Thoubal district.

  • September 19: Eleven security force (SF) personnel are killed in a KYKL attack at Upper Ngariyan village in the Tamenglong district.

  • September 18: A temporary camp of 30 KYKL cadres is neutralized at Kharan hills under Yairipok police station in the Senapati district.

  • September 4: Two KYKL cadres, 'lance corporal' Thounaojam Jiten Meitei alias Ibungo and 'lance corporal' Thongam Hemanta Meitei alias Premjit, are arrested from Leikinthabi area in the Imphal East district.

  • September 1: The headmaster and an assistant teacher of Abdul Ali High Madrassa (seminary), Mohammed Sikander Ali and Mohammed Abdul Halim, are assaulted and paraded before the media by KYKL cadres for allegedly mis-utilising the funds of the school, tampering with their service books to extend their service, and selling off the rice meant for mid-day meal scheme. Ali has been asked to return the salary he earns after his retirement date.

  • August 11: A KYKL cadre, Waikhom Inao Meitei alias Rupachandra, is arrested from the Tera Bazaar area of Imphal West district.

  • August 10: Four civilians are killed and two others wounded in crossfire between SFs and KYKL cadres at Umathel under Waikhong police station in the Thoubal district. While the militants have managed to escape, three magazines of AK 47 rifles with 70 to 80 fired cases along with fired cases of lathode bombs and RPG rockets are seized from the incident site.

  • August 3: A KYKL cadre, Laiphrakpam Dillip, allegedly involved in extortion activities, is arrested from Moirang Bazaar area in the Bishnupur district.

  • August 2: A KYKL cadre, Khwairakpam Inao Singh alias Ramakanta, is arrested from his residence at Lamshang Mayai Leikai locality in the Imphal West district.

  • July 7: A KYKL cadre, Chirom Hemanta alias Erei, of Waikhong Bazaar, is arrested from Tumukhong in the Imphal East district.

  • July 3: A civilian, earlier abducted by the KYKL for ransom, is rescued from Pandon area in the Imphal West district.

  • June 27: A senior accountant and an official of the Manipur education department are kneecapped by the KYKL at an unspecified place. Both the persons have earlier been ‘charged of’ siphoning Rupees 20 lakhs each from the departmental funds and are ‘set free’ by the outfit after shooting them on their legs.

    A KYKL cadre, Salam Punshiba Meetei alias Punshi, is arrested from Khabeisoi in the Imphal East district.

  • June 21: KYKL has ‘banned’ civilians from attending or taking part in civic action programmes taken up by the paramilitary forces and Indian Army. The outfit threatens to execute people who attend such programmes.

  • June 18: Two KYKL cadres, Ningthoujam Ojit and Leitanthem Ibomcha, are arrested from Tera Sapam Leirak and Langthabal Phuramakhong areas of the Imphal West district.

  • June 18: A KYKL cadre, MSanta alias Ibungo alias Jet, is arrested from Kiyam Siphai Babu Bazaar area in the Imphal city.

  • June 12: A KYKL cadre, Ngangbam Mangal Singh alias Ibungo, is arrested from Khuman Lampak bus terminus area in the Imphal West district.

  • June 9: A KYKL cadre, Loktongbam Bedanta, is arrested at Sagolband in the Thoubal district. One 9 mm Norinco pistol along with magazine containing six rounds and Rs 15000 are recovered from his possession.

  • May 24: A suspected KYKL cadre, Thiyam Chaoba, is killed at Kasom Khullen in the Ukhrul district. A Chinese pistol with magazine, five rounds of ammunition and incriminating documents are recovered from the incident site.

  • May 24: A KYKL cadre, Thoudam Biramani, is arrested at Achanbigei Awang Leikai in the Imphal East district.

  • May 22: Two KYKL cadres are arrested from Sekmaijin in the Imphal West district.

  • May 19: Three Education Department officials are kneecapped by the outlawed KYKL cadres at an unspecified place in the Churachandpur district accusing them of corruption of Manipur. According to reports, the three officials who had surrendered to the outfit earlier were paraded before a media team and then shot in their legs. Further, 49 teachers, allegedly appointed through corrupt means, were also paraded by the outfit and asked not to serve in the Education Department in future.

  • May 18: Four militants, including a KYKL cadre, are arrested from Chingjao area in the Thoubal district. One carbine machine gun manufactured in Myanmar is recovered from their possession.

  • May 17: A KYKL cadre, Naorem Sandeep Singh, is arrested from the Keishampat Churachandpur parking area in the Imphal West district.

  • May 15: Three KYKL cadres are arrested from Ngangkhalawai in the Bishnupur district and another is arrested from Pungdongbam village in the Imphal East district.

  • May 6: A KYKL cadre is killed during an encounter with the police at Dharamsala in the Imphal West district. Two extortion notes are recovered from his possession.

  • April 27: Three KYKL cadres, including the outfit’s 'deputy finance secretary', are arrested subsequent to a search operation at Phungreitang in the Ukhrul district. A communication device, 22 rounds of AK ammunition, fuse wire, mobile phone, currency notes worth Rupees 1,27,586 and incriminating documents are recovered from them.

  • April 26: KYKL says, "We have awarded capital punishment to the five youths for their crimes against the revolutionary movement as well as the mothers of Manipuri youths, since they were responsible for drug abuse by a large number of youths of the state."

  • April 25: KYKL announces its ‘new tax policy’ under which the outfit will stop serving ‘donation letters for huge amounts’ and will collect extensive tax from the people. The outfit, however, says that ‘money in bulk’ will continue to be collected from the corrupt officials, outsiders and from those who earn their money through dubious means. It adds that the policy will remain valid till April 2006.

  • April 24: KYKL says said that all drug sellers will be killed without any warning while all drug abusers will be punished with a bullet on the leg.

  • April 22: KYKL claims to have killed five persons at Kshetrigaon for their involvement in drug trade.

  • April 15: A KYKL militant is arrested subsequent to a search operation at Thoubal Okram in the Thoubal district.

  • April 15: The proscribed KYKL asks Phanjoubam Tarapot, Imphal correspondent for the Press Trust of India, to issue a public apology by April 17 for what the outfit terms as misreporting of its stand on the ongoing agitation for the introduction of the indigenous Meitei Mayek script in the State replacing the Bengali script. The outfit says that failure to do so will invite 'stern punishment'.

  • April 13: A KYKL cadre, Laishram Chand alias Tompok of Ngangkha Lawai Awang Leikai, is arrested from the Bishnupur district.

  • March 30: A KYKL cadre is arrested subsequent to an exchange of fire at Keibul Lamjao area in the Imphal East district.

  • March 24: Two KYKL cadres, identified as Irom Oken alias Meghajit and RK Naocha alias Sushilkumar alias Rocky, are arrested respectively from Moirang Khunou in the Bishnupur district and from Khurai Chingangbam Leikai area in the Imphal East district.

  • March 8: 16 transport agency proprietors are arrested by the Imphal West district police for having not paid a sum of Rs 95 lakhs to the department with KYKL’s help.

  • March 8: The outfit has asked six teachers, including the Principal of Thambal Marik College at Oinam in Senapati district, to resign from their respective posts within 20 days on charges of ‘encouraging the students to use unfair means’ in the ongoing class XII examination.

  • March 3: Two KYKL cadres are arrested from Nambol Balram Khul in Bishnupur district. Separately, a youth is shot in his leg by unidentified militants for drinking alcohol at Haipi under Kangpokpi police station in the Imphal West district.

  • March 2: The KYKL shot at and injured the owner of a restaurant for violating its diktat of shutting down all cabin restaurants.

  • March 2: KYKL imposes a ‘curfew’ within 300 meters of all examination centers for the Class XII examination scheduled to start from March 3. The outfit warns to fire upon anybody violating the orders.

  • February 28: KYKL imposes a ‘ban’ on the functioning of cabin restaurants in the State with effect from March 1 and has asked people to stop visiting such places. A statement issued by the outfit says that such restaurants are a "major factor in the moral degeneration of our society".

  • February 27: KYKL has paraded two zonal education officers, Athokpam Shamu and Moirangthem Sanatombi Singh, before the media and pronounced them ‘guilty of corruption’. Both are asked by the outfit to resign from their posts.

  • February 26: The KYKL ‘Deputy Secretary’, Apabi Mangang, warns contractors engaged in construction work of the Education Department to maintain quality and not to make profits.

  • February 24: Six militant camps, including one of the KYKL, are neutralized at Keibul Lamjao in the Bishnupur district. A huge cache of arms and explosives including one M-16 rifle, one carbine, two pistols, 18 lethode bombs, one RPG, six hand grenades and a large assortment of ammunition, are recovered.

  • February 17: Five SF personnel are killed and two others wounded in an attack by the KYKL at Kumbi in the Bishnupur district.

  • February 14: A suspected KYKL cadre is killed during an encounter with the police at Pechiching in the Thoubal district.

  • December 28: KYKL has reportedly taken hostage a retired school principal and a school cashier for ‘misappropriation of school funds amounting to Rs. 2 lakhs’.

  • December 17: N Bijoy Singh and R K Ranjan, Vice-Chancellor and Registrar of the Manipur University, are released by the KYKL after being shot in their legs. According to a KYKL statement, both are ‘punished’ for flouting rules in the appointment of the Director of the Audio Visual Research Centre in Manipur University.

  • December 13: KYKL abducts the Vice Chancellor of Manipur University, Dr N Bijoy Singh, and Registrar, Dr RK Ranjan Singh, from the campus.

  • December 13: Two KYKL terrorists, Thongbam Shantikumar and Kwairakpam Rabin Singh, are arrested from the Thanga and Ithing areas of Bishnupur district.

  • April 24: The former Director General of Police of Manipur, Y. Jugeshwor Singh shot dead by KYKL terrorists at his residence in the capital Imphal.

  • April 14: KYKL kills one of the alleged drug traffickers, identified as Sorokhaibam Shanti. Police recovered the dead body from Moirang Khunou in the Bishnupur district.

  • April 4: The Bharatiya Janata Party (BJP) vice president in Manipur, N. Tombi, and one of the general secretaries, Sarath Singh, resign from the party in view of the ‘ban’ on campaigning imposed by the KYKL.

  • December 14: Security forces kill two KYKL terrorists in an encounter at Larong in the Chandel district and recover two 9 mm pistols with two live rounds, 25 live rounds of AK 47, two hand grenades, among other things from the encounter site.

  • November 18: KYKL kills one cadre for deserting the outfit to join UNLF in Manipur

  • November 8: At least eighteen armed KYKL cadres reportedly desert the outfit to join the Manipur People's Army (MPA), armed wing of United National Liberation Front (UNLF) in Manipur.

  • November 03: KYKL decides to 'execute' seven-drug traffickers under its custody in Manipur and issues a deadline to all drug traffickers and abusers to 'surrender' before November 7.

  • October 13: KYKL releases the abducted Principal of LMS Law College, Kiran Chand Singh, from captivity at an undisclosed place in Thoubal district. He was abducted from his residence on September 28, 2003.
