The Shillong Times reports that the Centre has reached an agreement with the Garo Hills-based Achik National Volunteer Council (ANVC) under which the autonomy of the Garo Hills Autonomous District Council (GHADC) would be enhanced. Informing this during a press conference on August 1, Union Home Minister, Sushil Kumar Shinde said the agreement would be placed before the Cabinet for approval. “We expect that the signing of the agreement with the ANVC will improve the situation in the area (Garo Hills),” he said without elaborating much.

A conglomerate of organizations under the Garo Hills State Movement Committee (GHSMC) has announced a string of protests including a dawn-to-dusk shutdown on August 8, reports The Shillong Times. The separate State movement committee seeking a separate Garoland has announced a 5am to 5 pm all Garo Hills bandh (general shut down) on August 8. Prior to that, they will hold a sit-in dharna at the premises of the Deputy Commissioner’s office in Tura in West Garo Hills on August 6 and 7.

The Shillong Times reports that the Breakaway faction of the Achik National Volunteer Council (ANVC-B) has criticized the refusal of Garo National Liberation Army (GNLA) ‘commander-in-chief’ Sohan D. Shira to ANVC-B’s call to join the peace pact, alleging that he has taken a hasty decision under the “influence of his political patrons.” In a statement issued on August 4, ANVC-B ‘publicity secretary’ Doang Shira said, “The decision to decline our appeal to join the peace pact was taken by a few people without consulting the top leaders of the organization which has triggered some difference in opinions among the (GNLA) cadres.” The ANVC-B said that Sohan’s patrons assured him of talks with the Government which if achieved is a good scheme but if fails, lives will be lost.

The Shillong Times reports that SWAT commandos raided the house of an active sympathizer of the Garo national Liberation Army (GNLA) in Chokpot region of south Garo Hills and recovered detonators and ammunition on August 6. Police raided the house of GNLA overground worker, Atanas Marak at Dagi Adugre village, but the accused managed to give the raiding party a slip. Police seized ten numbers of detonators used for triggering IED bombs, ten rounds of 9 mm ammunition, around four rounds of AK bullets and three empty AK magazines from the house.

Police seized an automatic pistol with a magazine and live ammunition, a wireless set, two mobile phones and GNLA demand notes from him. “He was a deputy area commander and he was planning to travel to link up with an arms dealer from Assam when we caught him,” said Mukesh Kr Singh, Superintendant of Police (SP), Tura.

Encouraged by the Centre’s endorsement for Telangana State on July 30, the demand for Garoland reverberated in the Garo Hills, reports The Shillong Times. The Garo Hills State Movement Committee (GHSMC), on August 6, launched its first round of agitation with a two-day sit-in protest outside the Deputy Commissioner’s Offices in all five districts of Garo Hills. “Our agitation to mount pressure on the government has kicked off today. We will continue with our struggle for Garoland till we achieve it,” GHSMC general secretary Augustine Marak said. He said the government should consider creation of Garoland based on linguistic lines of the States Reorganisation Act, 1965. The GHSMC has also announced a 12-hour bandh (general shut down) in all the five districts of Garo Hills on August 8. “We will launch a series of agitations after the Independence day celebration to strengthen our movement for a separate state,” Marak said. The Shillong Times reports that Garo National liberation Army (GNLA) militants triggered an Improvised Explosive Device (IED) blast targeting six Police personnel, travelling in a bullet proof truck, at Nengkhra in the East Garo Hills District on August 7. “It was a claymore IED put on the roadside of the culvert. Two IEDs were placed but one did not explode. Our vehicle sustained slight damage but is in running condition,” said Superintendent of Police J F K Marak. Police retrieved another such device which failed to explode. Around 30 meters of fuse wire used to charge the firing mechanism was also retrieved from the site of the ambush. The IED blast was reportedly undertaken by a special militant team of the GNLA under direct operational command of its ‘chief’ Sohan D Shira reportedly to avenge the death of a senior leader and ‘deputy area commander’ Pilon M Sangma alias Markus of its central command who was shot dead in a Police operation on July 19. The Independent faction of United Liberation Front of Asom (ULFA-I) is suspected to have supplied the IED to the GNLA for operational use.

Chief Minister Mukul Sangma stated that the series of incidents involving militants have vitiated the security environment in certain pockets of the State. “The overall law and order situation in the State during the past year was relatively stable and under control; however, the internal security situation in the State continues to be a matter of concern,” Sangma added. The Chief Minister highlighted some of the crucial issues faced by the State with emphasis on illegal immigration, influx, long pending inter-state boundary dispute with Assam and international border issues with Bangladesh. Also, adamant on their demand for implementation of the Inner Line Permit (ILP) in the State, as many as 10 NGOs of the State have accepted the Chief Minister’s invitation for talks on the issue on August 29. They, however, reiterated that the talks should only be restricted to implementation of a strong ILP and no other law. KSU president Daniel Khyriem, on August 16, said that they will wait for another 12 days, after which, they will be in a position to announce a series of agitations if the meeting turns out unsatisfactory.

The two militants, identified as Betning Sangma and Abath Sangma, had been holed up in Rongchekgre locality of Rewak when Security Forces raided the place and arrested them. A 7.65 calibre automatic pistol including nine live rounds and as many as 60 rounds of AK ammunition were seized from their possession. The arrested cadres were part of a nine-member group of GNLA, who hoodwinked the GNLA ‘area commander’ of Chokpot, Pangkam, and fled with several hundred thousand of extorted money and as many as three AK rifles sometime between February-March, 2013.

A group of prisoners lodged inside Ward No III of the prison made their way out of the cell after reportedly cutting through the iron bars of the cell gate which had eroded with time and weather.
