The Shillong Times reports that in the worst ever damage to property during the current agitation over implementation of Inner Line Permit (ILP), an unprotected Bharat Sanchar Nigam Limited (BSNL) store room-cum-warehouse at Mawlai Mawiong in East Khasi Hills District was set ablaze by unidentified miscreants at around 11.30 pm on October 6. According to BSNL Manager Mansoor Alam, the initial loss due to the damage of equipments, mostly telecom and mobile tower materials, is around INR 400 million. The exact reason of the fire incident is not known, but Police suspect it to be the result of petrol bomb attack.

The cartridges (4.5 mm kynoch) including one bullet of Self Loaded Rifle (SLR) were recovered from the compound of Jowai Government Boys Higher Secondary School in Jaintia Hills District on early morning. In each bullet, there was a message written against the Government. In SLR bullet (7.62 mm), the writing has directly threatened the Chief Minister, Dr. Mukul Sangma. Other words written on the bullets were “No ILP no Rest”, ‘Hynniewtrep is our land given to us by our forefathers’ and HNLC (JK) besides others.” West Jaintia Hills Superintendant of Police (SP), Herbert Lyngdoh said that this is basically a work of pro-ILP groups to create fear psychosis in the minds of people.

The Shillong Times reports that two Police vehicles with armed security personnel travelling to Williamnagar town narrowly escaped an improvised explosive device (IED) blast triggered by suspected Garo national Liberation Army (GNLA) militants at Chisobibra village (East Garo Hills District) in the morning of October 8. The incident took place when six State Police personnel led by a sub-Inspector and two drivers were heading to Williamnagar from Tura (West Garo Hills District) to bring back under armed escort a GNLA militant, Rahul in connection with some militancy cases. The hardcore GNLA cadre Rahul had been arrested in North Garo Hills District sometime ago and was lodged in Williamnagar District jail. East Garo Hills District Police chief, J F K Marak said that the GNLA militants opened a few rounds of fire from the thick jungle nearby before fleeing.

Talking to a group of journalists on October 24, East Khasi Hills Superintendent of Police (SP) M Kharkrang said, “We need to ensure that they (HNLC) don’t raise their heads again.” The statement of Kharkrang came days after the militant outfit called for a 36-hour bandh to protest the visit of President Pranab Mukherjee to the State. The newly-formed militant outfit Achik National Liberation Army (ANLA) has asked the truckers to stick to carrying nine metric tons of coal instead of carrying excess coal which is the current trend in Garo Hills, reports The Shillong Times. Mikkim Achik, the ‘chairman’ of ANLA in a statement issued on October 27 said that though Government had put load restriction of 9 metric tons, the truckers continue to violate the rules. The militant outfit also wanted the truckers to modify their trucks to carry nine metric tons of coal by November 15. The outfit threatened action against the truckers if they do not follow the rules.

Raising doubts over the proposed Tenancy Bill of the State Government, the Social Organizations of Meghalaya against Land Alienation (SOMALA) has impressed on the need to enforce the anti-infiltration laws and the Meghalaya Transfer of Land Regulation Act, 1971 on a war footing as the tenancy bill does not encompass all the people living in the State, particularly the migrants, reports The Shillong Times. In a memorandum submitted to Chief Minister, Dr Mukul Sangma in Shillong on October 28, SOMALA convener, W Antony, said that the Meghalaya Regulation of Landlords and Verification of Tenants Bills, 2013 does not cover people living within the premises of the offices of the central government, state government and government undertakings.
