Five Lashkar-e-Toiba (LeT) militants were killed in a gun battle with Army personnel during an operation that has been launched on July 29 in the Hafrooda forests of Handwara town in Kupwara District on August 1, reports Daily Excelsior. The bodies of all the slain militants have been recovered with huge quantity of war like stores including under barrel grenade launcher. Sources identified two of the LeT commanders killed in the operation as Abdullah and Wahid. “All of them are foreigners and these two were the commanders as per the documents received from them”, sources added. The Army commander said that with the killing of 5 militants in Hafrooda, the death toll has risen to 10 in overall operations in North Kashmir including Keran Sector and Machil Sector since last three days.

INR 1000 million worth cocaine consignment, seized from a truck across the Line of Control (LoC) in Baramulla District, had been smuggled in for Hizb-ul-Mujahideen (HM) on August 2, reports The Hindu. The North Kashmir Deputy Inspector General of Police (DIG) J.P. Singh confirmed the Baramulla Police operation and told that one Shehzad was picked up from Fruit Mandi area of Srinagar city (Srinagar District). “Driver of the seized truck Abdul Ahad of Mawar, Handwara, revealed during sustained questioning that the cocaine consignment was for Hizbul Mujahideen’s Shehzad. We got him to Srinagar to call Shehzad to Parimpora. As soon as Shehzad reached the given spot, we took him into custody”, DIG Singh said. Mr. Singh claimed that Shehzad was an “over ground militant operative closely linked to Hizbul Mujahideen’s top brass in Pakistan and Jammu and Kashmir”. “He admitted to being the importer of the cocaine consignment but maintained during the preliminary questioning that the contraband was supposed to be delivered to another operative whose particulars would be communicated by the organisation from Pakistan”.

If any willingness is shown I am sure I will be able to motivate the Centre to talk to them,” Omar told. “If they have grouse or any complaint with me, I will be more than happy to invite (them). My role is to facilitate a dialogue between them and the Centre which I am trying to do by making sure that the situation in the State remains conducive for dialogue which over the past few years has been,” he added.

The Intelligence Bureau (IB), in a comprehensive report, said it suspects at least six militants managed to successfully sneak into Indian Territory after the attack on Line of Control (LoC) in the Poonch Sector of Poonch District late in the night of August 5, reported Asian Age on August 7. A massive combing operation is on in Poonch’s thick jungles to hunt them down. Indian intelligence agencies suspect the involvement of the Pakistan Army’s Mujahideen Regiment. The report claims the attack was executed by at least 18 to 20 persons who came 450 metres inside Indian Territory with the sole intention of attacking the Salar outpost close to the LoC.

42 terror training camps are operating in Pakistan and Pakistan-occupied-Kashmir (PoK) and nearly 270 militants have entered into Jammu and Kashmir (J&K) from across the border through Line of Control (LoC) in the last three years, says Minister of State for Home RPN Singh in Lok Sabha on August 6, reports Kashmir Times. RPN Singh said there were 1000 attempts of infiltration by militants from Pakistan and PoK through the LoC between 2010-12. Singh informed Lok Sabha that 160 militants were killed by Security Forces (SFs) while trying to infiltrate while 570 others went back to the other side of the border due to strict vigil by SFs. However, he said, 95 terrorists could infiltrate into Jammu and Kashmir in 2010, 52 could infiltrate in 2011 and 121 could infiltrate in 2012. The Minister said J&K has been facing Pakistan-sponsored terrorism, spearheaded by Pakistani intelligence agency Inter Services Intelligence (ISI) for more than 20 years. "The reason for increase in terror attacks is due to stepping up of the attack on security forces planned by the militant groups in the aftermath of Afzal Guru's execution in February 2013," RPN Singh told Lok Sabha in a written reply on August 6, reports Times of India. Giving statistics, Singh said that in 2012, there were 50 incidents of encounters between militants and Security Forces in J&K in which 15 security personnel were killed and 65 were injured. In 2013 (up to July 28), there were 16 incidents of encounters in which 35 security personnel were killed 29 were injured. However, the casualties were not merely the result of the belligerence of militants; there were also security lapses. "In most of the cases of casualties, the laxity and non-adherence to standard operating procedures by SFs have also been evident," Singh said. The figures show that in just seven months of this year, casualty on the side of SFs had more than doubled. Sources said this was also due to an increased thrust from Pakistan on infiltration across the border which grew by close to 80% this year.

Around 250 to 300 militants are waiting on the other side of Line of Control (LoC) to cross into Indian side of Jammu and Kashmir (J&K) reported Daily Bhaskar on August 7. As many as 42 launch pads have been set up on the Pakistani side of LoC to facilitate the infiltration of the militants into the Indian side. “Terror infrastructure is intact (on the Pakistani side of the line of control),” said Lieutenant General Gurmit Singh, General Officer Commanding (GOC), 15 corps. Official figures reveal 53 militants, including 34 from Lashkar-e-Toiba (LeT), 18 from Hizb-ul-Mujahideen (HM), and one from Jaish-e-Mohammed (JeM), were killed by the Security Forces (SFs) in 2012 in the Valley. In the first six months of 2013, 19 terrorists have been killed in the Valley alone. Similarly, 12 civilians were killed in entire 2012 while 14 civilians have died across Kashmir Valley in the first six months of 2013. According to official figures 264 terrorists attempted infiltration from across the LoC in 2012, compared to 247 in 2011. There was sharp rise in successful infiltration by Pakistani militants. Around 121 terrorists entered into Jammu and Kashmir in 2012 as compared to 52 in 2011. “There are number of terrorist camps and launch pads (across the LoC)... We have an efficient Intelligence network,” said Lt Gen Singh. Counter infiltration grid of the army on the Line of Control (LoC) has foiled 17 infiltration bids this year. “A total of 13 hardcore Pakistan trained terrorists were killed. The numbers of such attempts have doubled this year in comparison to the corresponding period last year,” said an Army officer in Jammu. Despite foiling the large number of infiltration bids the number of active militants in J&K stands at 250 to 300 militants. Around 12 militants and a soldier were killed in one of the biggest operations on the LoC and hinterland in the Kupwara district last week. Pakistan army’s desperation is also evident by the fact that there has been substantial increase in the number of ceasefire violations this year. “There have been 57 ceasefire violations this year which is almost 80% more than 2012,” said the officer.

Sources said the LeT ‘chief’ had visited Pakistani Forces Gurund post opposite Poonch on August 3 and met soldiers of the Border Action Team (BAT). Sources said Saeed met soldiers from both the 801 or 802 Mujahid Battalion and several LeT ‘commanders’, including Tariq Mohammed Anwar, who headed the operation. Sources also said that after Saeed's visit, Pakistan Army soldiers most likely carried out a reconnaissance mission in the intervening night of August 4 and 5. Since then Army ‘chief’ General Bikram Singh has visited the area and gone into the details of the matter, said the minister, adding, "It is now clear that the specialist troops of Pakistan army were involved in this attack when a group from the Pakistan-occupied-Kashmir crossed the LoC and killed our brave jawans. We all know that nothing happens from Pakistan side of the LoC without support, assistance, facilitation and often, direct involvement of the Pakistan Army." "Those in Pakistan who are responsible for this tragedy and the brutal killing of two soldiers earlier this year should not go unpunished. Pakistan should also show determined action to dismantle the terrorist networks, organizations and infrastructure and show tangible movement on bringing those responsible for the Mumbai terrorist attack in November 2008 to justice quickly," said Antony. "Naturally, this incident will have consequences on our behaviour on the line of control and for our relations with Pakistan. Our restraint should not be taken for granted; nor should the capacity of our armed forces and resolve of the government to uphold the sanctity of the LoC ever be doubted," he added. Meanwhile, Army sources said on August 8 that the operatives of the Musa Company of the Special Service Group (SSG), which is tasked for carrying out such 'hit' operations, may have carried out the attack. According to the Indian Army, the SSG comprises seven battalions along with four company level formations. Musa Company specializes in amphibious operations and tasks in riverine areas. In the January attack in which one Indian Army jawan was beheaded by the Pakistan army teams, SSG troops had taken part in the operations along with Lashkar-e-Toiba (LeT) terrorists. The SSG leads the Border Action Teams of Pakistan army which also includes terrorist elements.

Sources said fresh violence broke out in three localities - Adyal, Muttah and Kulid of the Kishtwar District as protesters demanded the release of a person detained by the Police. The National Investigation Agency (NIA) has got a non-bailable warrant issued against former Kashmiri militant Liyaqat Ali Shah’s aide Sabir Khan Pathan in case related to Shah’s arrest, Hindustan Times reports on August 19. “Investigators suspect that a person named Sabir Khan Pathan, who had been seen in and around the Lodhi colony office of the special cell for the past eight years, planted arms and ammunition at a guest house in the Jama Masjid area. Witnesses have seen moving him around the special cell office and in the guest house. The NIA sleuths managed to find Sabir’s photograph from the album of a marriage he attended in Madhya Pradesh a few years back,” said an unnamed Union Ministry of Home Affairs official. “Sabir had given the special cell barrack as his address to obtain the mobile number. Investigators have tallied his movement by tracking the location of his mobile phone,” said the official. Sabir is missing ever since his name figured in the investigation. Liyaqat Ali Shah, who had been living in the Pakistan occupied Kashmir (PoK) for the past 17 years, was arrested by the Delhi Police special cell on March 20, 2013, from Sanauli in Uttar Pradesh on the Indo-Nepal border. The Delhi Police which arrested him on charges of plotting terror strikes had claimed that an associate of Liyaqat had left the arms and ammunition in the guest house. However, the NIA took over the investigations later and Shah got a bail on May 17, 2013, and is at present in his home in North Kashmir. Meanwhile, the NIA on August 19 examined Deputy Commissioner of Delhi Police Sanjeev Yadav and Assistant Commissioner of Police Manish Chandra in connection with the probe.

From August 6 till Monday morning till 6 AM, there is increase in frequency with 24 violations taking place including the tragedy in which our soldiers were killed in Poonch," reports The Times of India. The Defence Minister observed that the number of ceasefire violations have gone up in the last few years as in 2011, there were 61 violations while in 2012, and the figure rose to 117. Antony said the Army was ready to protect the sanctity of the LoC at any cost and has mobilised all of its resources to respond to the situation effectively and strongly.

Defence Minister A K Antony in reply to a written query in the Lok Sabha (Lower House of Parliament) said on August 20 that as many as 645 militants have been killed in over 232 anti-terrorist operations conducted by Army in Jammu and Kashmir and Northeastern States in the last three years, reports Daily Excelsior. The Minister said the highest number of operations were carried out in 2010 where 329 terrorists were killed in 103 actions by the Army. He said in 2013, till August 14, the Army has conducted 33 counter terrorists operations in which 53 militants have been killed. He also said of the 68 cases received by National Human Rights Commission for inquiry during the period, 60 have been investigated but no punishment has been awarded in any of them. Eight cases are still under investigation.
