The Army has launched a major anti- infiltration operation against militants and suspected Pakistan special troops holed up in an area along Line of Control (LoC) in Keran Sector of Kupwara District in which five Indian soldiers have been injured, reported The Times of India on October 2. The counter infiltration operations in the Keran sector that have been continuing for the last nine days after 30 to 40 terrorists had tried to infiltrate from multiple points on the Line of Control(LoC) on the night of September 24, in which 10-12 militants were killed so far. General Officer Commanding (GOC) of the Army’s 15 Corps Lt General Gurmit Singh said that it is premature to say whether Pakistan army is involved in the infiltration of militants but there are some special troops. “From the operation that is going on till now and the strength of infiltrators and the multiple points at they attempted to infiltrate, indicate that definitely there were some special troops. This is quite different from the trend we have seen in the earlier infiltration attempts,” added the General. He said that it is a Border Action Team (BAT) cum militants and number of infiltrators who made the attempt is large. “I can only say, analyzing the methodology of this infiltration, it was not a pure infiltration. It was a BAT cum infiltration. The number of militants who attempted this infiltration was rather large. In fact, yesterday night 10 to 12 militants tried to sneak into the cordoned area from across.” GOC rejected reports that Army is taking help of Air Force in the operation. "We are in total control of the operation which was launched on September 24. The reports of our posts being captured by the infiltrators are absurd," GOC added.

In an encounter, five Police personnel were injured after a top Lashkar-e-Toiba (LeT) ‘commander’, Abu Huraira and his associates were trapped by Police in Ahmadnagar area in outskirts of Srinagar city of Srinagar District on October 2, reports Daily Excelsior. Police sources said that Police and Central Reserve Police Force (CRPF) launched a joint operation in Ahmadnagar area after they got specific information about the presence of a top LeT commander and his associates in the area. A security guard sustains splinter injuries when the militants fired a grenade towards the search party in the area. The cop was removed to nearby hospital for treatment. After half an hour, four more Police men including a Sub-Inspector (SI) were injured in the encounter.

The fidayeens reportedly planned to seek release of some militants in lieu of ending the hostage drama. As a second option, the militants had reportedly been directed by their commanders across the Pakistan to hold the students of nearby Army Public School as hostage if they didn’t succeed in their first plan of taking Army officers in the Officers’ Mess inside 16 Cavalry Unit Camp as captives. The militants had also brought with them a handcuff fitted with a long chain to tie themselves either with the Army personnel or the school students, to whom they had planned to hold hostage so that they were not killed by the Commandos as the persons tied with the chain would also be killed in the operation.

The operation was started after 30 to 40 terrorists had tried to infiltrate from multiple points on the LoC in Keran Sector on the night of September 24. General Officer Commanding (GOC) Northern Army command, Lt General Sanjiv Chachra said, “I have now given the direction to call off concerted search but our counter-insurgency deployment is being strengthened. We are now going to launch operations which are intelligence based, which are surveillance based so that we can eliminate and meet the challenges.” The Army Commander said that there were desperate infiltration attempts at multiple points in Keran sector and Army knew it and planned operations accordingly. “There was a desperate attempt of infiltration in Keran sector during 10 to 14 days at multiple points. We had very specific intelligence of their operation. We knew they were coming and we were prepared for it. Some of these infiltration attempts have been eliminated and some of them have been foiled. We had eight terrorists killed and 59 major weapons including 18 AK Rifles and war like stores recovered”, added the Northern Army chief. On the Army reports that 15 militants were killed in Shala Bhatu area of Keran Sector, the GOC said: “The initial bid at 4-5 points was made by 30-40 infiltrators. We have seen them. Some of them have fallen. Some of them might have been dragged back and some of them have been used in operations in neighbouring areas.” To a question about the involvement of the Pakistan army in abetting the militants in infiltrating into Kashmir valley, the Army Commander said that without their involvement infiltration can’t happen. “They have tacit approval of the Pakistani army. The infiltrating militants have always received the tacit support of the Pakistan army establishment. We are almost on eyeball-to-eyeball and we can see each other. At such a point of time, a large group of terrorists infiltrating … you mean to say that this is happening without the complicity of Pakistan Army? This is ridiculous,” he said. According to data collected by the Central Reserve Police Force (CRPF), the central Police Force deployed across the state till September has already witnessed 318 such incidents compared to 55 in 2012. The number of SFs injured in such incidents has increased more than three times. "In 2012, the number of CRPF personnel injured in stone-pelting incidents was 203 but this year, already 628 personnel have received injuries. The crowd here is again resorting to stone-pelting, which witnessed a downward trend in the last three years," said D K Pathak, Special Director General (DG), J&K, and CRPF. During these protests, more than 250 bulletproof vehicles have been damaged. Senior security officials explained this year; there was an increase in these incidents after Parliament House attack convict Afzal Guru was hanged in Delhi in February 9. A comprehensive intelligence assessment states that over 700 well-trained and heavily-armed terrorists, mostly from the LeT and the JeM are waiting at various launch pads on the Pakistani side close to the LoC. As is wont, Pakistani forces stationed at the border are expected to open frequent fire to provide cover to the terrorists as they attempt to cross over into India. The intelligence report says only a strong counter-infiltration and counter-terrorist grid in place across J&K has prevented increased attacks in the interiors of the state. Intelligence agencies have also shared details of some of the major camps across the border that house and train terrorists. The report says that there are about 450 to 500 terrorists waiting north of the Pir Panjal range of mountains to attempt crossing over into the Kashmir valley in camps in Sonar/Sardar, right opposite Machil/Gurez on the Indian side, in Kel opposite Machil, the Neelam Valley opposite Keran and in the Lipa Valley opposite India's Tangdhar. Divisional Commissioner, Jammu Shantmanu, said that the Contingency Plan has been updated and enforced all along the IB and the LoC to ensure safety and protection of the border villagers. “The Contingency Plan was already there but it hadn’t been used after India and Pakistan reached ceasefire agreement in November 2003. Now, when Pakistan has again been resorting to shelling and firing along LoC and IB, we have directed the Deputy Commissioners to update the Contingency Plan as per the present requirement and immediately enforce it,” he added. The Divisional Commissioner said the Contingency Plan included identification of Government buildings to shift the civilians if the shelling and firing didn’t cease, providing the people ration, rescue of civilians trapped in the firing, procuring boats for Pargwal island for the people to open an alternate route as the road there falls under firing range of Pakistan and other requirements of the border villagers in case of an eventuality.

Khurshid said, "There is no way in which India will accept any intervention on an issue that is entirely accepted in the Simla Agreement as a bilateral issue between India and Pakistan”. Incidentally, though the infiltration attempts facilitated by higher ceasefire violations that now stand at 200 in 2013 as compared to 117 in 2012 have been on the rise, the Security Forces (SFs) have managed to contain the number of cases where the terrorists could successfully sneak into Indian Territory. In 133 cases, the terrorists were made to "return" to Pakistan territory, while they successfully crossed over in 84 cases. The corresponding cases of "returned" infiltrators were 130 (2012) and 159 (2011). Successful infiltration attempts were lower at 84 until September 30, as compared to 112 cases in the corresponding period of 2012 and 52 (2011). As many as 37 infiltrating terrorists were neutralized by the SFs, as against only nine in the corresponding period last year.

Intelligence reports have indicated that a group of 35 militants including 17 fidayeens (suicide bombers) were being trained by Pakistan Army, militant commanders and Pakistan Rangers together at Lahar Kalan in Sialkot District (Punjab Province) of Pakistan opposite Samba and Hiranagar sectors on the International Border (IB), Daily Excelsior reports on October 30. “Of 35 militants getting training at Lahar Kalan camp, 17 of them were being imparted rigorous training as fidayeens (suicide bombers),’’ the Intelligence input revealed. It said all those undergoing training in handling of sophisticated weapons and explosive devices were Pakistanis. None of them hailed from Jammu and Kashmir, it added. The militant outfits, whose militants were being trained at the camp, included Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), Al Badr and Hizb-ul-Mujahideen (HM). Sources pointed out that though the militant commanders of these four outfits didn’t have much co-ordination, they have joined hands to train the militants following dwindling strength of their cadre and repeated calls from their commanders operating in Jammu and Kashmir for infiltration of the militants to sustain terrorism.

Army and Police have defused about 60 unexploded mortar and rocket shells fired by Pakistan Rangers during the ceasefire violation along the International Border (IB) in Jammu frontier. Holding that infiltration bids were steadily "increasing", with the "emboldened" terrorists being much-better "equipped and prepared" than ever before, Antony questioned Pakistan's "sincerity" in all its big talk about improving bilateral relations with India. "That is a question worrying us," he said. "We are watching all these new developments. Instead of preventing infiltration or trying to minimize the infiltration attempts, still there attempts are going on increasing. That means, these are going on with the support of elements across the border. But I am sure nothing has happened without the support and knowledge and tacit support of Pakistan army. It is a matter of concern to us," he further said. As per the government's assessment, the Pakistani Army-Inter-Services Intelligence (ISI) combine is trying to push in as many terrorists into J&K as possible before the traditional infiltration routes can get snowed under with the onset of winter. "Apart from arms, the terrorists are coming equipped with fence-cutters, night-vision devices, GPS and compasses. Pakistan Army violating the cease fire agreement (CAF) on October 30 opened firing on the Line of Control (LoC) at forward village of Hamirpur and Gigriyal in Khour area of Jourian sector in Akhnoor tehsil (revenue Unit) of Jammu District, reports Daily Excelsior. Pakistani troops targeted forward posts with small and automatic firearms. Indian Army retaliated effectively, leading the exchanges, which continued till 10.20 pm. There were no casualties or damages on the Indian side in Pakistan firing. This was the third front opened by Pakistani troops since August this year. With ceasefire violations by Pakistan continuing along the LoC in Jammu & Kashmir, India made it clear that improvement of the border situation was a "pre-condition" for a forward movement in ties with that country. Pakistan Army’s special force Border Action Team (BAT) has been re-activated by Pakistan Army and ISI along the Line of Control (LoC) in an attempt to push trained militants into Jammu and Kashmir (J&K) through the border Districts of Rajouri and Poonch, reported Daily Excelsior on November 1. The fog that would start setting in along the LoC in Poonch and Rajouri Districts was another reason being anticipated by security agencies behind rise in the intrusion bids as the militants have always tried to take advantage of adverse weather conditions to infiltrate into this side of the State. According to sources, there had been reports with the security agencies that the militants could also try to take advantage of foggy weather conditions in the months of December and January and try to sneak into this side. However, the troops have been equipped with anti-fog devices on the LoC to observe movement of the militants even during dense fog and eliminate or capture them.
