Further, the identity of the militants killed at Nowgam sector (Kupwara District) along the Line of Control (LoC) when they made an unsuccessful attempt of infiltration on June 1 has been established, Daily Kashmir reports. Commander 17 Infantry Brigade of Toot Mari Gali, Brigadier Sanjeev Langeh, said all the deceased militants are from Karachi (Provincial capital of Sindh, Pakistan). He said, “We have checked their identity cards and it revealed their names as Mohammad Osman Khan, Mohammad Bin Hassan and Mohammad Shahwar all residents of Karachi Pakistan.” The Brigadier further added, three AK-47 rifles, one mobile phone, 3 UBGL grenades, 3 hand grenades, medicines, food items, one map of Nowgam sector forests, two Radio Sets and three pouches were recovered from the deceased militants.

Meanwhile, Police neutralized a Hizb-ul-Mujahideen (HM) module and arrested four persons allegedly involved in the June 2 grenade attack at Sherbagh Police Station in Anantnag District district, Daily Excelsior reports. As reported earlier, at least nine persons were detained for questioning. One of the detainees, Irshad Ahamd Dar, a resident of Sheerpora, revealed that one Mukhtar Ahmad Dar resident of Dangerpora in the town lobbed the grenade at the Police Station on the directions of an imprisoned HM militant Mubarak Ahmad Wani alias Major Saqib and Fayaz Talak. Three others, Mukhtar Ahmad Dar, Muzaffer Ahmad Itoo and Amir Syed Salathi, allegedly involved in the attack were subsequently arrested. However, Police sources informed that two more members of this HM module are at large.

Separately, two Police personnel, identified as Sub Inspector Shiv Kumar Sharma alias Sonu and a Head Constable Mohammad Ayub, were arrested in connection with a grenade attack on Thathri Police Station in Doda District in the intervening night of April 27-28. Their names were revealed by the five militants who were arrested on May 23 from Gandoh locality of the District and are believed to be associated with HM. Police sources said that the grenade hurled at the Thathri Police Station and arms and ammunition recovered from five arrested militants had been supplied to them by the two Police officials with a view to revive militancy in Doda District. Sonu is a counter-militancy specialist and was instrumental in the killing of at least 68 militants and was accredited with elimination of militancy in Doda.

Meanwhile, Prime Minister Manmohan Singh said that security situation in Jammu and Kashmir (J&K) has shown a marked improvement during 2012, reports Greater Kashmir. Singh said the strategy to prevent cross-border infiltration by militants and intelligence based counter-militancy operations in the State have resulted in a decline in the level of violence by about one-third in 2012 as compared to 2011. The record inflow of tourists and pilgrims during 2012 also points to an improved security situation in the state. He added that the Government sponsored Himayat and Udaan schemes, which aim at providing additional gainful employment to the youth, have also achieved a fair measure of success.

Many militants killed in recent encounters in Kashmir were well-educated, some of them having professional degrees. He said, “We have also found that militants killed in recent encounters were qualified and most of them were products of Kashmir University and Islamic University.” The CM said the least qualified of them was a 12th standard student. 20-year old Saifullah Ahangar, killed in an encounter in May 24 in Pulwama District had a diploma in civil engineering. Sajad Yousuf, a Hizb-ul-Mujahideen (HM) militant from Pulwama District had a post-graduate degree in Islamic Studies. Others included Omar Ahsan (22) who was undergoing post-graduation in Physics and Lashkar-e-Toiba (LeT) militants Muzamil Amin and Hilal Ahmad Rather, both of whom were qualified in Islamic teachings. However, he also said that there was nothing new in qualified youth joining militancy, as in the past the number of youth joining militancy was so large that it was almost impossible to focus on individual cases. National Investigation Agency (NIA) has taken the custody of Hizb-ul-Mujahideen (HM) terrorist, Mohammed Shafi Shah alias Dawood to study the funding pattern of HM, The Times of India reported on June 12. Shafi was brought from Kashmir last week after NIA secured his Police remand till June 17, 2013. The NIA said in its case that the terror group was being regularly and systematically funded from across the border for promoting terrorist activities in India. The funding is being routed through a frontal organisation of HM -- Jammu and Kashmir Affectees Relief Trusts (JKART) which has its head office in Rawalpindi (Punjab Province of Pakistan) and branches in Islamabad (Capital city of Pakistan) and Muzaffarabad in Pakistan Occupied Kashmir (PoK). The NIA probe claims HM ‘chief’ Mohammed Yusuf Shah alias Salahuddin has also used JKART as a front to fund militant activities in various parts of the state and pumped in more than INR 0.8 billion in the last two years through various conduits. He said, “There is no such phenomenon that educated people are suddenly taking up arms or that there is a great deal of motivation for educated people to join militancy. This is an aberration in a few cases they were educated. All these militants killed recently are old identified commanders and there is nothing new in it.” He further said, “In fact in grenade throwing incidents in Anantnag District the profile of arrested youth indicates that most of them were extremely poor with very low levels of education and had joined militancy only to secure their livelihood. However, the enquiries into the matter are continuing and details of the individual militants deceased would be made available in due course.” Additionally, he observed that there were around 200 militants present in the State as per Police assessment. “On the basis of our assessment the number of militants is roughly around 160 to 180 in the valley (Kashmir region) and about 20 to 25 in Jammu region,” he said and added that 10 to 12 of the militants are important commanders who are the backbone of militancy.

They noted that under the North-East Rehabilitation Policy, the militants, immediately after their surrender, are taken to rehabilitation camps run by the security agencies, Non-Governmental Organisations (NGOs) and some other bodies like Art of Living in which they were made to learn the art of peaceful living by shunning the path of militancy and violence. The surrendered militants, who are cleared by the security agencies, NGOs and other social organisations are then provided soft loans and jobs in both Government and private security as per their qualification and training given to them in the rehabilitation camps, a senior officer, who had remained associated with rehabilitation of the militants in the North-East, said. He added, “It has been observed in the North-East that very few surrendered militants have taken to arms after the Rehabilitation Policy.’’ Although no report of re-cycling of the militants, who have surrendered under the J&K’s Rehabilitation Policy has surfaced in the State, officials suspect that some of them might have been pushed into this side by Pakistan’s Army or Intelligence agencies with a part of “larger plan’’ to use them at a later stage. He also stated that the Security Forces (SFs) have never misused it. He said, "The Army might have got increased powers under the Act (AFSPA), but the ethos of the Army and the drill which we go through train us to have restraint on ourselves. So, to say AFSPA has been misused would not be right. The Army has always used AFSPA in the right way." Observing that there was a possibility that militants might use this revocation to their advantage, he stated, "We need to consolidate our position. The peace which you see is very fragile. It might get disrupted with a couple of triggers from the militants. So, we need to control the situation." Additionally, the GOC cautioned that militants might attack Hindu pilgrimage in the State. He said, "As far Amarnath (Hindu shrine) pilgrimage and tourism are concerned, I would say in the last two years, we witnessed very fruitful seasons.” However, "As per intelligence reports, their (militant) intention is to disrupt both." Further, Lieutenant General Parnaik claimed that suspected militants sneaked into this side at Sawjian area in Poonch District along the Line of Control (LoC) on May 14, and threatened Border Security Force’s (BSF) porters. The BSF had hired porters to carry supplies and they were walking towards the post when some persons intercepted them and asked where they were headed. On learning they were porters, the suspected intruders manhandled them, seized the identity cards of some, and warned them of dire consequences if they were seen in the area again.

A former militant, identified as Qaiser Sajjad Mir, was held from Thana Mandi area of Rajouri District on June 19, reports Daily Excelsior. "We have arrested Qaiser Sajjad Mir from Thana Mandi area yesterday. His arrest comes after Farooq Ahmad revealed his involvement in distributing the hawala money to the militant outfits in the state," Sub-Divisional Police Officer (SDPO), Thanamandi, Majid-ur-Rehman, said on June 20. Qaiser, 35, is the vice-chairman of Jammu and Kashmir Peoples Movement (JKPM) and a former militant, who had been earlier detained under the Public safety Act (PSA). On June 17, one Farooq Ahmad was arrested by the Police along with INR 95,000 hawala money (illegal transferred money) from the same area. Farooq, during questioning has revealed that Qaiser's father and former militant G A Mir played an instrumental role in the distribution of the money as it was through him that the amount was diverted to the different militant outfits of the state, the officer said. He added that during the investigations it came to the fore that the money originated from Pakistan and was routed to the state through Saudi Arabia. "Farooq has one of his cousin's based in Saudi Arabia, named Almar. He used to get the money from one Dr Majid Malik in Pakistan. Almar then used to route that money to Farooq, who in turn forwarded it to Mir," the officer said. The father-son duo over the years have received lakhs of rupees in their account and distributed it to different militant organisations after keeping their share of the money, he added. "Majeed Malik, on the other hand, is a former terrorist from District Rajouri who is now settled in Pakistan and is an important clog in the circulation of hawala money," Rehman said.

Chief Minister Omar Abdullah, in a meeting chaired by Prime Minister (PM) Manmohan Singh in Srinagar, said in the night of June 25 that the footprints of Security Forces (SFs) are being progressively reduced in the State, reports Kashmir Life. He said local Police were visibly involved in counter- insurgency operations. He said 54 bunkers had been removed from Srinagar while 179 schools, 37 hospitals, 33 hotels, 919 private, 264 government buildings and 26 industrial units had been vacated from the SFs. The Chief Minister also expressed satisfaction over the rehabilitation policy of those who had gone to Pakistan occupied Kashmir (PoK) and wanted to return back and lead a normal and peaceful life. He said 422 cases had been sanctioned under the policy out of 1094 applications received. The Chief Minister, however, underlined the need for political resolution of grievances and aspirations of the pluralistic state. Stating that positive atmospherics marked by hope, optimism, peace and harmony was rooting in the state, the Chief Minister stressed on giving a start to the implementation process of the recommendations made by Interlocutors Group. He also sought comprehensive review of Cross-Line of Control (LoC) travel trade of Control Travel and demanded early provision of full body scanners to be installed at Poonch and Uri besides easing trade restrictions. He also advocated for early completion of demining of areas across the LoC. Abdullah also talked about resumption of sustained and meaningful dialogue with Pakistan. He expressed hope that new Pakistan premier Nawaz Sharif would create conducive atmosphere for resumption for talks.

Both the slain militants were believed to be affiliated with Lashkar-e-Toiba (LeT). Recoveries made from the slain militants included one AK-47 rifle, one AK-56 rifle, 250 live cartridges, five live grenades, nine magazines of AK rifles, Rs 730 in Pakistani currency and three bags. Sources said the third militant, who was also part of the infiltrating group, was injured in the gun-battle but had managed to escape back to Pakistan occupied Kashmir (PoK).

According to intelligence inputs, militants, especially those holding rank of the ‘commanders’, are using highly sophisticated modes of communication to avoid their interception by the Security Agencies. Official sources said, “The militants were now in possession of Global Positioning System (GPS), Thoraya phones, satellite telephone sets and were also relying upon VoIP (Voice over Internet Protocol). They were also using coded messages on social networking sites to inter-act with each other.’’ However, the lower ranking militants including the Over Ground Workers (OGWs) continued to use mobile telephones but by frequently changing their numbers. Sources also observed that some of the fresh infiltrators, intercepted by SFs along the Line of Control (LoC), have also been found in possession of sophisticated communication devices in addition to arms, ammunition and explosives.
