The Principal Sessions Judge of Jammu, J. R. Kotwal, convicted and sentenced an Inter-Services Intelligence (ISI) trained militant, Raja Muzaffar Ahmed, to undergo 18 years imprisonment, Daily Excelsior reported. According to the prosecution, on May 1, 2000, one Sanjeev Kumar helped the security forces in arresting two persons, who had come from across the border and enquiring about the road leading to Jammu. The duo disclosed their identity as Raja Muzaffar (code name Rashed) and Bilal Ahmed (code name Siraj Ahmed). From the possession of Raja Muzaffar, maps of Hiranagar sector, railway line and national highway were recovered while a pistol along with loaded magazine was recovered from Bilal Ahmed. On the disclosure of Raja Muzafar Ahmed, two hand grenades, one pistol magazine loaded with seven cartridges, one packet containing five kilograms of RDX, three time pencils, three detonators and a compass were recovered. Further investigation revealed that the duo were active militants and they, at the instance of Pakistan’s ISI, entered India through International Border in Hiranagar sector to carry out disruptive activities in the State. "The offence committed by the accused Raja Muzafar Ahmed is serious as well as heinous. Normally, a person involved in commission of such offence does not deserve leniency and the court can see mitigating circumstances in the case as to how meekly the accused and the co-accused, who is proceeded under Section 512 CrPC, had made their way to police custody", the Court observed.

Sources told Daily Excelsior that the encounter came to an end at 1130 hours on January 21. All three militants were killed when SFs destroyed their hideout at the twin houses of PDP activists, Ashiq Hussain Parray and Mushtaq Ahmed Mir. Officials said that Major Parmar and another soldier were wounded in the encounter. They said that three AK-56 rifles with 10 magazines, 15 rounds of AK ammunition and six hand grenades were recovered from the incident site. She was stated to be very close to LeT ‘divisional commander’, Shabir Ittoo, and actively worked for the outfit in Doda and its adjoining localities. Senior Superintendent of Police, Manohar Singh, while confirming the arrest said 23-year-old Samrina Bano, daughter of Ghulam Nabi Shah of Doda, was undergoing nurse training at the Health Department in Doda. She was very close to the LeT divisional commander and was instrumental in shifting cash consignments and arms and ammunitions for the militants. Intelligence agencies had reportedly intercepted messages of the LeT divisional commander who was in constant touch with Samrina Bano. This is the third such incident during the past six months when a female militant was arrested in the Jammu region. On September 7, 2007, the Jammu police had arrested a law student, Nahida Altaf, who was close to Saifullah Karri of the Jaish-e-Mohammed (JeM). Karri was killed in a joint operation of the Delhi and Jammu and Kashmir police. In similar case, Kishtwar police arrested two sisters from the Sangram Bhatta area. One of the girls was arrested with a HM and INR 200000 was also recovered from their possession.

A resident of Chatroo village in Kishtwar tehsil (administrative division), Mir joined the Harkat-ul-Ansar, which later transformed itself into the Jaish-e-Mohammad (JeM), in 1992. He trained in Pakistan occupied Kashmir (PoK) from 1994 to 1995, and was then assigned the charge of instructing new recruits at a HuJI-run camp near Mansehra. He is believed to have returned to Jammu and Kashmir in 1999, and served with a HuJI unit operating out of the Pir Panjal Mountains in the Doda-Anantnag mountain belt. He was arrested from the village of Kapran in 2000, and served two years under the Public Safety Act until his detention was revoked just before the 2002 Assembly elections. After his release he went underground. In 2004, he was appointed ‘commander-in-chief’ of the HuJI in India.

Inspector General of Police (Kashmir Zone), Shiv Morari Sahai, held a press conference at Bijbehara to declare the Kulgam-Arwani belt as a militancy-free area. He said that the security forces had laid siege to a cluster of residential houses at Batpora, near Arwani, and began search for a group of militants hiding in the locality. Four Kashmiri militants of the HM group were hiding at the house of one Mohammad Maqbool Malik. In the ensuing encounter, all the four holed up militants, identified as ‘district commander’ Sajjad Ahmed Bhat alias Tahir Maqsood, Firdaus Ahmed Wani alias Naseer, Javed Ahmed alias Weqas and Farooq Ahmed War alias Huzaib, were killed. Two AK-56 rifles were recovered from the incident site. The Inspector General of Police claimed that this group of militants was the last available evidence of militants in the Kulgam-Yaripora-Arwani belt. However, some of his juniors said that two more HM militants, Basharat and Shahid, were yet to be killed or arrested in the Kulgam area. They asserted that group like the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), had already been completely wiped out by police and security forces with the elimination of all listed militants in Kulgam area in the last one year.
