The four-day-long operation of Rashtriya Rifles in the Tsoornar forest area of Kupwara district ended on May 1 with the death of two militants and one soldier, according to Daily Excelsior. As reported earlier, Commanding Officer, Col A. K. Sharma, and another soldier had sustained injuries in the beginning of the operation on April 28. Later one of the holed up militants was killed and on May 1, one soldier and another militant was killed.

A group of three militants intruded into two houses at village Kuchaal in the Chatroo area of Kishtwar district on May 2 and kidnapped two civilians identified as Bashir Ahmed, a PHE employee and Imtiyaz Ahmed, a surrendered militant, Daily Excelsior reported. The militants took away the civilians to a surrounding forest area and were reported to have held them hostage for few hours before killing both of them. Bodies of both the persons were recovered from the Kuchaal forest area on May 3-morning during a search operation launched by local people and police. Police and security forces have started a search operation for the militants, who were suspects to be local cadre of the Hizb-ul-Mujahideen (HM) outfit. Sources said Imtiyaz Ahmed was killed by the militants as they were opposed to his surrender and were asking him to resume militant activities. However, Imtiyaz, who had surrendered in 2002, had refused to again take up the guns. Bashir was killed for his association with the surrendered militant.

One Lashkar-e-Toiba (LeT) militant, identified as Qasim Din, was arrested by the security forces (SFs) in the Bonjwah area of Kishtwar district on May 3. He was a close associate of Abu Hamza, a top LeT militant, who was gunned down by the SFs at Bonjwah four days back. Qasim had managed to escape in the encounter in which Abu Hamza was killed and had since then taken shelter in Kanuao forest. One SLR with two magazines and 26 rounds were recovered from him.

A large quantity of explosive devices and ammunition were recovered by the security forces (SFs) from the Rajouri and Reasi districts on May 7, according to Daily Excelsior. The Senior Superintendent of Police (Rajouri), Rajesh Kumar, said an improvised explosive device filled with eight kg of RDX, two AK magazines, 120 rounds and one battery were recovered during a search operation at Matha Teka. Further, the Senior Superintendent of Police (Reasi), J. L. Sharma, said the SFs neutralised a terrorist hideout at Kerkanwali and recovered two hand grenades, four UBGL grenades, seven electric detonators, two hand grenades fuse, two AK magazines, 40 pistol rounds, 98 Pika rounds and seven ammunition belts.

The police stated that with the neutralisation of the top leadership of militants in the Doda, Kishtwar, Reasi, Poonch and Rajouri districts besides several other arrests and surrenders, the militant groups were now hesitant to name the successors of their slain commanders. The new militant commanders were not being named as outfits like the Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) feared that new commanders would also be targeted by police. The Inspector General of Police (Jammu zone), K. Rajendra, told Daily Excelsior that the new trend of groups not naming successors to slain commanders has been noticed during the last couple of months especially after the killing of three top commanders Badshah Khan in Reasi, Shamim Thool in Doda and Sabha Kashmiri in Kishtwar. The number of militants has also decreased considerably in the Jammu division from over 1000 to 650-700, he said, adding that only 300 of them were actively operating while the rest of them were either lying low or had gone across the border. About 30 per cent of the active militants were foreign mercenaries, he stated.

On May 8, security forces (SFs) recovered a large quantity of arms and explosives during two search operations in the Poonch and Rajouri districts, Daily Excelsior reported. Official sources SFs recovered two AK-56 rifles, two pistols, five AK magazines with 150 rounds, two pistol magazines with 120 rounds and some incriminating documents during a search operation in Shoo forests in Poonch district. In another search operation at village Ans in the Rajouri district, the troops recovered 79 detonators, 13 UBGL grenades and 14 hand grenades.

Four civilians, two soldiers and two militants of the Lashkar-e-Toiba (LeT) were killed in an encounter in the Samba town of Jammu on May 11, Daily Excelsior reported. Among the slain civilians were chief photographer of Daily Excelsior Ashok Sodhi, a prominent leader from Samba Hoshiar Singh and his wife, and another woman. 16 security force (SF) personnel, including the Superintendent of Police (Operations), Mubassir Latifi, and two women were injured in the day long gun-battle. Official sources said that two militants wearing Army uniform intruded into the house of Hoshiar Singh, general secretary of Indian National Democratic Party, in Samba town at 5.58am (IST) by scaling the boundary wall. After killing Hoshiar Singh and his wife on the spot, the militants subsequently moved towards the Kaili Mandi area and took hostage three women and two children. In the consequent encounter, two soldiers, Aziz Ahmed and Atul Negi, and a woman were killed. At about 5pm, the SFs stormed the house where the militants were hiding and shot dead both of them. Two AK-47 rifles, one rifle grenade launcher, some eatables, a wire cutter and a night vision device were recovered from their possession.

The spokesman said that troops of 19 Infantry Division seized currency worth INR 150000 on May 13 from a PoK passenger Mufad Ali, who arrived in village Sultan Dhaki from PoK on May 8. Troops arrested the contact man on the Indian side, identified as Hafiz Ullah, a resident of Warpora in the Baramulla district, when he turned up to collect the money from Ali. Initial investigations revealed a large network of over-ground workers who are involved in money transactions form across the Line of Control for the militant groups operating in Jammu and Kashmir, the spokesman said. "It is worrisome," Singh said as the violation of the five-year-old cease-fire was taken up by the Director General of Military Operations (DGMO) through the hotline. "India’s concerns over the unprovoked firing were conveyed to his Pakistani counterpart," Defence Minister A. K. Antony said. The Prime Minister reportedly voiced concern over the firing while talking to reporters on the sidelines of the Defence investiture ceremony at Rashtrapati Bhavan in New Delhi. "We have taken up the matter at the level of DGMO," Singh said, adding that all issues having a bearing on the India-Pakistan relations would be taken up during the forthcoming Foreign Minister level talks between the two countries. Using heavy machine guns and mortars, Pakistani troops targeted a forward Indian post in the Tangdhar area raking it with 50 to 60 rounds on May 14-evening, Army sources said. These sources added that this was not a covering fire for any attempt to push in terrorists and it was targeted straight at the Indian post. "There was no casualty," an Army spokesman said adding that Indian Forces had exercised "extreme restraint" and had not opened retaliatory fire. This is the first major violation of the cease-fire by the Pakistani troops on Line of Control which has been in force since December 2003. In Islamabad, however, a Pakistani military spokesman denied that its troops had fired at the Indian post.

Violating the cease-fire along the Line of Control (LoC) in the Poonch sector, Pakistani troops on May 19 opened unprovoked heavy firing on a forward Indian post killing one trooper, according to Daily Excelsior. "Pakistani troops resorted to heavy and unprovoked firing on our forward posts in Dhip, Salhutri area of Mendhar in Poonch sector around 8 am today", official sources said. The firing, which continued for over 10 minutes, resulted in the death of a trooper, he said, adding that Indian troops later took up positions, but observed restraint. "They (Pak Army) have violated the cease-fire by resorting to heavy firing on our positions", sources said. They added that Pakistan Army fired at least 8-10 rockets and 12 bursts from heavy fire arms. This is the third cease-fire violation along the India-Pakistan border and second along the LoC in less than a fortnight. On May 9, Pakistan resorted to heavy firing and burst UBGL grenades while targeting a Border Security Force post and a patrol party along the International Border in the Samba sector, violating the truce which came into force on November 16, 2003 for the first time. While four foreign mercenaries were freed from the Sangroor jail in Punjab, three others were released from the Kot Bhalwal Central jail in Jammu. Two militants were set free from the Jodhpur jail in Rajasthan while one militant was released from the Ramgarh police station in Samba district. All the 10 militants are reported to have subsequently left for Kabul. Consular access of the released militants had already been completed by the External Affairs Ministry in which Kabul had confirmed residential address of all 10 militants and admitted that they were their nationals.

In another incident, the Kupwara district police today killed a Pakistani militant of the LeT at Bumhama village. However, two of his associates managed to escape from the incident site. Residents later revealed to Police that one of the escapees was a Pakistani militant and another was a Kashmiri militant identified as Veqas. One AK-47 rifle, one Chinese pistol, one mobile phone and a satellite telephone were recovered the incident site.

Security forces shot dead a ‘deputy divisional commander’ of the Lashkar-e-Toiba (LeT) outfit and his woman associate, who was also an active militant, in an encounter at Khandipura under the jurisdiction of Doda police station in Doda district on May 29, Daily Excelsior reported. The slain couple was identified as Shabir Ahmed Ittu a.k.a. Abu Rizwan and Samreena Bano. One AK rifle with four magazines, 26 rounds, one pistol with one magazine, one Chinese grenade, one pouch and one mobile phone were recovered from the slain militants. Shabir Ahmed, according to sources, was an ‘A’ category militant active since 1995 and had recently been designated as ‘deputy divisional commander’ of the LeT. He was also involved in the Kulhand massacre of May 1, 2006 in which 22 Hindus were killed in the Udhampur district. Sources said Samreena Bano had joined the LeT a few months back. She was arrested on January 23, 2008 and had subsequently admitted to her involvement in militancy related activities. After being released on bail, she had again started working with the LeT outfit. Deputy Inspector General (Doda-Ramban range), Hemant Kumar Lohia told The Tribune that Samreena was an over ground worker and was under police surveillance.

Troops foiled an infiltration bid when they gunned down a heavily armed militant near the Line of Control (LoC) in the Kupwara district on May 31, Daily Excelsior reports. A Defence Ministry spokesman said that troops guarding the LoC noticed a group of militants sneaking into this side from Pakistan-occupied Kashmir in the Keran sector. The militants when challenged near Kolang opened fire. Troops also retaliated and in the ensuing gun battle, one infiltrator was killed.
