Army and Police neutralised a hideout of the militants inside a natural cave at Kharawah village in Gool area of Ramban District and recovered a consignment of arms and ammunition. The hideout belonged to Hizbul Mujahideen militants Ghulam Qadir Malik alias Tohid-ul-Islam, who was killed in the same area in a joint action by Army and police on a week ago. Recoveries made from the hideout included one Pika gun, one AK-56 rifle, 18 rounds of Pika ammunition, 309 rounds of AK ammunition, six AK magazines and some war like stores.

K Rajendera, the interim Director General of Police (DGP) said that he would strive for providing safe and secure environment to people all across the State and noted that time has now come to revert to professionalism in Police as militancy has been on the wane. However, he added, there would be no let up in fight against militancy. In a telephonic interview, Mr Rajendera, who had taken over the charge of State Police Chief from Kuldeep Khoda, said Police joined by para-military forces and Army would make all efforts for safe pilgrimage to Amaranth shrine by the yatris from June 25 to August 2.

Militants in the night of June 1 shot at and injured a Sarpanch (head of panchayat, village level local self Government institution), Ishtiyaq Ahmad Paswal, in Keller area of Shopian District while security forces recovered huge quantity of arms and ammunition from Handwara in North Kashmir, reports Daily Excelsior. Police said that two militants barged into the house of Ishtiyaq Ahmad Paswal, 30, and fired at him. Residents said that Paswal was facing militant threats for long and had shifted from his village Shalidar to Vishroo few months ago. He had also fought assembly election in 2008 from Shopian constituency.

The Border Security Force (BSF) on June 1 shot dead an infiltrator at forward post of Chalyari in Samba sector in Jammu and Kashmir, reports Daily Excelsior. Official sources said the BSF personnel of 182nd battalion observed movement of intruders on Pakistan side of the International Border (IB) through Night Vision Devices at 12.30 am. The intruders were heading towards Pillar No. 179 along the IB at forward post of Chalyari in Samba sector. They were asked to surrender. However, as they continued to move towards the IB, the BSF personnel opened firing and gunned down one of them. Others retreated to Pakistan. Sources said the Pakistani Rangers also opened firing for about 15 minutes reportedly with a view to give cover to the intruders but failed.

Police said that they arrested two suspects in connection with May 19, 2012, grenade attack on Sopore Police Station in Baramulla District. Police said that during the course of investigation it surfaced that one Hizb-ul-Mujahideen (HM) militant Javid Ahmad Matoo alias Saqib handed over a hand grenade to, Ishfaq Shafi Kana on May 18 at his house during evening. Police said that Ishfaq Kana along with one more culprit, Saleem Mushtaq Beigh jointly lobbed the grenade which exploded near the main gate of Police Station. Police said that on the basis of eye witnesses report, the duo was identified and subsequently arrested. The militant Javid Ahmad Matoo alias Saqib was injured during an attack on Police by militants on January 7, 2012. His weapon was recovered from the incidents site.

in view of increased air traffic and threat perception, the security grid at both the strategically important airports of the State is being expanded and State Cabinet will clear the proposal of Home Department for creation of additional 347 posts of different ranks of Police personnel. Sources said that though the work load at Jammu and Srinagar airports has increased considerably during the past some years due to operation of multiple flights yet there was no change in the composition of security at these airports. "As the present scale and composition of security at strategically important Jammu and Srinagar airports is not commensurate with the present air traffic, it is necessary to augment the deployment of security cover", they said. "Out of the requirement of 380 posts worked out for Jammu airport, 196 posts have already been created and 184 posts are yet to be created. Similarly, as against requirement of 347 posts for Srinagar airport, only 146 posts are in place and additional 201 posts are required to be created", sources said.

Two Pakistani Rangers were killed as the Border Security Force (BSF) personnel retaliated a cease-fire violation by the Pakistani Rangers on the International Border (IB) in Samba sector on June 5, reports Daily Excelsior. However, no casualties were reported on Indian side in the firing in which medium to small arms fire was used. Official sources said that the Rangers started firing on Indian positions in at forward village of Suchetpur in Samba sector. As the Rangers continued firing for sometime in violation of ceasefire, the BSF retaliated. Exchange of firing continued for about half an hour in which small and medium fire arms were used. Preliminary reports revealed that two Rangers were reportedly killed in retaliatory firing by the BSF but there was no official confirmation of the killings. There was no infiltration attempt visible during ceasefire violation by the Rangers

"We inform everybody that we have nothing to do with panchayats and are not affiliated with any political party," one of the notices said. Earlier, on June 5, Jaish-e-Muhammed (JeM) had asked panchayat members in the area to resign triggering mass resignations of panchs (member of panchayats) and sarpanchs (head of panchayats) in south Kashmir, where Kulgam is located. Reports said the JeM’s purported threat along with a similar warning from the Lashkar-e-Taiba (LeT) earlier is the reason why around 20 panchs and sarpanchs have quit. A number have been shot at, mostly in their legs. Meanwhile, officials have denied such resignations. "None of the panchayat members have submitted their resignations officially," an unnamed official said. Another unnamed Police officer said, “(We are verifying) whether the posters were actually issued by militant organisations or someone else to keep them away from day-to-day work." India Today adds that locals say that posters of JeM were seen in villages of Pulwama and Shopian Districts this week, warning elected rural body members to resign within a week's time or face consequences. The posters were reportedly pasted on electricity poles, walls of mosques and shops in public places. "There is no force in the world that can bring the infiltration to zero level… it is never possible for us to bring the graph of infiltration level to zero level. Like the previous years, some incidents of infiltration have taken place but the number of attempts has definitely come down," said General Hasnain. He said that some incidents of infiltration have remained un-reported adding that the infiltration attempts made in strategically important areas get coverage in the media. "Usually the infiltration that takes place in the Uri sector gets media coverage while as occurrence of such incidents at other places do not find a place in media. We established contact with militants at some other places and even yesterday an infiltration attempt was foiled." He said that infiltration usually takes place in April and May adding that this year [2012] as the winter has been prolonged the attempts of infiltration may take place in June as well. He said Sopore, Baramulla, Kupwara and other areas of North Kashmir have direct impact of the infiltration attempts since they fall in vicinity of the Line of Control (LoC). Hasnain said that 300 militants are operating in the Kashmir Valley and that most of them are operating in North Kashmir. He also said that militants are trying to regroup in South Kashmir especially in Pulwama District. "We have reduced the night patrolling in the areas of South Kashmir and this may be the reason that militancy has been revived to some extent in South Kashmir especially in the Pulwama district. We are working in collaboration with Jammu and Kashmir Police and over the next two weeks we would be able to wipe militants who have come up yet again," said Hasnain. He further said that militants have changed their strategy and they are using cars for planting bombs. He said the car bomb blast at Bijbehara along with the recovery of explosives laden car from Chanapora area in Srinagar are significant reminders about this development on the militant front. "There are enough explosives with the militants operating in the Kashmir valley although the weaponry is less. It is quite possible that the militants may strengthen their ranks in Kashmir in the months to come. As such it is important to notice their movements and take steps that would defeat their designs," said Hasnain.

With the pressure of the Security Forces (SFs) building up on militants they are desperate to aim at soft targets across Kashmir Valley to make their presence felt, Director General of Police (DGP) K Rajendra said on June 11, Daily Excelsior reported. He said that there is lot of pressure on the militants operating in the State from their handlers across to act, adding, "And there are large numbers of soft targets available which militants aim at to show their presence." The DGP also said that all those strikes that were carried out in Srinagar in recent months have been carried out by militants who came from outside Srinagar for the purpose and fled soon after. He said that there are no known sleeper cells of the militants in Srinagar but didn't rule it out also. He said that militants target Srinagar and other towns for their high news value. The DGP said that there are no fresh recruitments of militants taking place in the State. He, however, didn't rule out few odd cases in parts of Kashmir Valley. He said that Lashkar-e-Toiba (LeT) is making desperate attempts to recruit youth in Sopore but they are finding it very difficult. "There is hardly any recruitment as there is no support for it. One odd child they may recruit," he said. The Police Chief said that despite the elimination of top ‘commanders’ and coming down of the infiltration, the militancy is not over yet. He said that there are still around 200-250 armed militants in the State. "They are mostly in South and North Kashmir with Central Kashmir being least affected", he added. The DGP said that Tral, Shopian, Sopore and Kulgam are affected by the militancy and any one can sneak in other areas of Kashmir Valley to carry out the strike due to easy connectivity. He said that location of Sopore and its background is the cause behind survival of militants in the area. He said proximity of Sopore to the Line of Control (LoC) through Bandipora, Kupwara and Baramulla, easy to operate and easy escape routes in the area are behind the growth of the militancy in the area. On the recent threat to Panchs (member of Panchayat, village level local self Government institution) and Sarpanchs (the head of Panchayats), the DGP said that some elements are spreading rumours and causing panic to subvert the elected system in the State. He said that there have been some incidents and some of the Panchs and Sarpanchs have been targeted for various reasons other than militancy. "It is not something alarming", he added. Rajendra, however, said that Police is investigating these cases where the Panchs and Sarpachs have been targeted and have been threatened through posters. "We have mapped these areas, mostly in South Kashmir, where these incidents have taken place and joint patrolling is being done by the security forces in these areas", he added. On financing of militancy, he said that SFs have managed to block various channels of funding militancy in the State. But, he said, they are using multiple channels. He said that Police have identified the people who are channeling hawala money and have managed to choke the funding to a great level. Rajendra said that there are various channels like money transfer and depositing of money into the accounts of Over Ground Workers (OGWs) from third country. "Other banking channels of funding militancy are also being used", he added. The Police Chief said that LoC trade is also being used to fund militancy in the State. He said that modus operandi is under invoicing of the goods. He said that six cases have been registered in funding of militancy through LoC trade routes of Uri and Poonch.

Deputy Inspector General (DIG, Central Kashmir range) Syed Afhad-ul-Mujtaba said that four of the arrested militants belonged to Pulwama District while the fifth one is a resident of Zewan-Srinagar. "We have been able to crack the conspiracy that was hatched to plant IED [improvised explosive device] in a car at Chanapora Bridge on May 17 and so far five arrests have been made. We are on lookout for the others and hopefully they too would be tracked down soon," said Mujtaba. "In order to disturb prevalent peace and public order a criminal conspiracy was hatched by the active militants of LeT outfit operating in the Tral and adjacent villages of the South Kashmir. Bilal Ahmad Bhat alias Bilal Lalihari resident of Lelhar-Pulwama, Sajad Ahmad Bhat alias Shadak resident of Zewan-Pantha Chowk and a Pakistani militant Qasim alias Qasim Bhai along with their other associates were entrusted with the responsibility to carry out IED explosion in the Srinagar city," said Mujtaba. He said Qasim Bhai was instrumental in supplying the ignition gadgets besides imparting training to other members of the module to trigger the IED. "Qasim Bhai coordinated the whole operation by providing money and arranged other logistics through a well knit over ground worker module. Mohammad Yusuf Lone coordinated with other members of the module to carry out the task. Yusuf used to work as source for the law enforcement agencies but later on switched over his loyalty to LeT," he said. "The explosive material was provided by Muzaffar brother of Sajad, who is an active militant of LeT. The explosive material was procured clandestinely from some of the magazines, which provide blasting material to the quarries operating in the Zewan and Khonmoh areas," he said. He added that on May 16 the explosive laden vehicle was brought by Sajad, Qasim, Bilal and other associates to the assigned place. The DIG further said, "An LeT explosive expert who is a foreigner had devised the car bomb which was detected in time and defused through a controlled explosion in Nowgam area of the city on May 17 by us. The explosive material used to prepare the bomb was locally procured by the militants. It comprised of gelatin sticks used locally for rock blasting," adds IANS. Police have cracked a major network of Hizb-ul-Mujahideen (HM) in Police Department with the arrest of four Police Constables. Three constables, identified as Mohammad Abbas, Riaz Ahmad and Mohammad Ilyas, who had reportedly been passing on all sensitive information especially pertaining to deployment of Police and para-military personnel in Srinagar city to Lashkar-e-Toiba (LeT) militants, were arrested by the Security Forces, Daily Excelsior reported on June 16. A team of National Investigating Agency (NIA) was also camping in Srinagar amidst reports that they too had inputs about the links of some Police personnel of Srinagar with the militants, mainly the HM outfit. A First Information Report (FIR) against all three constables has been lodged at Shergarhi Police station. The involvement these constables in the militancy surfaced few days back after attempt on the life of a former HM militant Ghulam Hassan Mir alias Shabnam at Saderbal, Hazratbal (Srinagar District) on June 7. Shabnam was shot at by five to six persons but he had survived the attack. Investigations by the police revealed that all five to six persons involved in the attack on the life of Shabnam were Police and CID constables, who were affiliated to HM and had carried out the attack on the instructions of one of their commanders.

Later at 11.15 pm, Pakistan fired mortars and a large number of high explosive rounds on Indian posts in the same area. The firing continued till 12.30 am on Sunday (June 17),” as reported on June 18, by dnaindia.com. The Indian Army also retaliated by controlled effective firing to the Pakistani provocation. “Troops exercised utmost restraint. The response to Pakistani firing, though controlled, was effective fire. The Indian Army continues to maintain a high level of alert all along the LoC (Line of Control),” he added. Pakistani troops opened small arms firing on Indian forward posts along the LoC in Krishnagati belt of Poonch sector around 1000 hours this morning [June 19], Public Relation Officer (PRO), Ministry of Defence (MoD), Colonel R K Palta told reporters. He said that the firing lasted for 15 minutes and the Indian side exercised restraint. However, no one was injured or no damage has been caused in the firing. The attorney made this claim in his explanation of reasoning for the sentencing of Syed Ghulam Nabi Fai, executive director of US based Kashmiri American Council (KAC). He said the KAC was run by the ISI. "The KAC was incorporated on April 4, 1990. Fai admitted in a letter to the ISI in 1995 that he had already by that time been working with the ISI for more than a decade," MacBride said. Fai, however, had claimed the ISI-KAC link was only limited to receipt of funds from the spy agency. Fai had said he was approached by an ISI official with an offer to provide funding to KAC. Fai claimed he concealed his connections to the ISI because revealing them would have undermined "his credibility with his constituents and particularly with the government of India and the indigenous Kashmiri resistance." Fai was arrested in July 2011 and charged with being part of a long-term conspiracy with associate Zaheer to act as agents of the Pakistani government in the US without disclosing their affiliation. Fai was sentenced to two years in prison followed by three years of supervised release for conspiracy and tax violations last [2011] March. The sentencing was made in connection with a decades-long scheme to conceal transfer of at least USD 3.5 million from the Pakistani government to fund his lobbying efforts in the US. The sentencing was announced among others by MacBride, US attorney for the Eastern District of Virginia.

Police suspect that the vehicle belonging to her was used in a blast outside the Delhi High Court in September 2011 and that Tak was the last person to use it, adds Times of India. Police said that on June 15, Muhammad Abas Rather of the criminal investigation department (CID) was summoned for questioning regarding an incident. "During his search, police recovered a document written in Urdu containing information about how to prepare IEDs and how to use them. It indicated that the person was in league with militants and was planning to explode IEDs to terrorise people. Even though the person was with department of police and was an employee of the CID wing, he was in league with anti-national people and involved in terrorist activities," a remand application of Police reads. The accused, the application said, met Hizb-ul-Mujahideen (HM) militant Shabir Ahmad alias Adil in Tral area of Pulwama District. During the meeting, he demanded lakhs of rupees from the militant in lieu sharing information, it added. "Then he met Muhammad Ilyas, Riyaz Ahmad and Mukhtar Ahmad Sheikh. It was decided that militants would be provided pictures of police officials and their residential houses. They also decided to provide information regarding movement of police officials in lieu of huge money," the application reveals. Moreover, the remand application said that during investigation it was found that Rather was involved in ferrying weapons from one place to another. The Police hinted that more arrests are expected. The court remanded the four accused cops till June 30. On June 16, four intelligence sleuths - Muhammad Abas Rather, Riaz Ahmed, Mohammad Ilyas and Mukhtar Ahmad Sheikh - were arrested for their alleged links with militants. Of the four, Mukhtar is the same Policeman who was arrested in the aftermath of 26/11 Mumbai attacks for giving SIM cards to the attackers. He was operating under cover in Kolkata (West Bengal) and was arrested. But he was then let off after Jammu and Kashmir police intervened.

Also, for the fourth consecutive day, the normal life across Kashmir remained disrupted due to strike called by the Grand Mufti of Kashmir, Mufti Bashirudin, over the gutting of over 200-year-old shrine of Syed Abdul Qadir Jeelani at Khanyar area of Srinagar city on June 25. The Mufti on June 27 had called for two day strike and also for a march to the gutted shrine on Friday (June 29, today). The curfew like restrictions continued in the parts of Srinagar city for fourth day. These include areas falling under Police Stations of Khanyar, Maharaj Gunj, Rainawari, Nowhatta, Safakadal and Kralkhud. District Magistrate (Srinagar), Baseer Ahmad Khan, ordered imposition of curfew like restrictions on movement of people and transport in six Police Station areas of the old city in the evening of June 25, the day shrine was gutted in a blaze. DNA reports that using video footage and photographs taken by undercover Policemen, the Police have so far detained two dozen youngsters from various parts of the old city where stone-pelting took place on June 25 after the Dastageer Sahib shrine was destroyed in a fire incident. Inspector General of Police (Kashmir) SM Sahai said, “I do not have the number of persons detained or arrested but we cannot allow people to take law in their own hands."

Two explosions were heard inside the camp of Territorial Army at Tatoo ground near Batamaloo in central city in the afternoon of June 28. An Army spokesman said the explosives had been lobbed into the camp from outside using a projectile. The ex-militant has been identified as Mohammad Hussain Mattu alias Abrar, a resident of village Pasaar Koot in Chatroo area of Kishtwar District. Mattu’s family had applied for return of Abrar under Rehabilitation Policy of the State Government. Police sources said Mattu along with his wife and children had reached Karachi from PoK and obtained Pakistani passports and visas for Nepal. He reached Kathmandu and then entered into Indian Territory from Uttar Pradesh border. Sources said Mattu along with his family members was arrested in Srinagar. After getting a bail from the court, he reached Kishtwar on June 29. They added that Mattu and his wife have not been arrested in Kishtwar but were only called for questioning to ascertain the details of his crossing, return and 20 years period in Pakistan and PoK.

More than 390 people, including a number of families, have returned to India from PoK, to their homes in Jammu and Kashmir using the route from Nepal, they said. Sources said security agencies have also carried out background checks on these people and have found a majority of them to be innocent and not associated with any type of anti-India activity. Chidambaram on June 29 said his position on Armed Forces Special Powers Act (AFSPA) in Jammu and Kashmir has not changed and the Centre is considering three amendments proposed by his ministry to the Act, reports Daily Excelsior. The Ministry of Home Affairs (MHA) has proposed three amendments to the Armed Forces Special Powers Act and the Cabinet Committee on Security (CCS) is considering them, Chidambaram said. "There is no change in the position. MHA’s position is that the Act must be amended and we have proposed three amendments to the Act which is under consideration of the CCS," he said. "Position of several people is that the Act must be repealed," he added. Chidambaram also said that the State Government wants some areas in the State, which are designated as disturbed areas under the Act, to be withdrawn from the purview of the Act before the amendments take place. "The position of the Government of Jammu and Kashmir is that pending the amendment of the Act in respect of some areas a notification declaring those areas as disturbed areas should be withdrawn. So these are well known positions. So we have to see how to go forward," he said. Chief Minister Omar Abdullah has proposed Districts like Jammu, Samba and Kathua in the Jammu region and Srinagar and Budgam in the Kashmir Valley, where form the start can be made. Army is against any move to change the status quo on the Act.
