Director General of Police Kuldeep Khoda said Jammu and Kashmir Police is laying stress on strengthening its infrastructure facilities across the State to meet the requirements of its increasing manpower. He also said the security scenario during the last two decades of militancy made the Police adopt to new challenges as the State Police had passed through various challenges by coping with and adopting to threats during these years. "To meet the challenges, the organisation has been provided funds by the Government for its modernisation and the department has been utilising these funds to upgrade all its components, including the housing sector," he said.

Recoveries made from the hideout included one 12 bore rifle, one local made rifle, two grenades of Under Barrel Grenade Launcher (UBGL), one Chinese grenade, 15 rounds of AK ammunition, one combat pouch and one locally fabricated Improvised Explosive Device (IED) wrapped in a ghee container along with detonators and three meters wire.

The Customs officials found Fake Indian Currency Notes (FICNs) worth INR 10,500 from his possession. Ten notes were of INR 1000 denomination while one note of INR 500. Chief Minister Omar Abdullah on March 5 said his Government would immediately act on recommendations of the committees on withdrawal of Armed Forces Special Powers Act (AFSPA) from some parts of Jammu and Kashmir as soon as these were submitted to it, according to CNN IBN. "The recommendations (on withdrawal of AFSPA) of the committees will be acted upon as soon as these are submitted to the Government," Omar informed the State Assembly in a written reply. His Government was committed to gradual withdrawal of the AFSPA, added. His government had constituted two committees, one each for Jammu and Kashmir, to look into the areas from where the Act could be withdrawn, he also said.

Director General of Police Kuldeep Khoda on March 10 stated that a "negligible number" of Jammu and Kashmir's youth are now joining militant outfits while a greater number are instead helping in anti-militancy operations, reports IANS. "Youth in Jammu and Kashmir are not getting swayed into militancy as in past. There is negligible numbers who are getting recruited into militants' ranks. Instead they (youth) are helping us (police) fight militancy and bring in peace and harmony in the state," Khoda said. He said the youth in the State had increasingly started getting away from militancy since 2010. Khoda said there were just a dozen militants left in erstwhile Doda District which is now divided into Doda, Kishtwar and Ramban Districts. "The breakup is seven militants present in Kishtwar district, nil in Doda and five in Ramban," he added. Police had earlier in the year pegged the total number of militants in the state at about 300 to 350 militants.

Journalists should stop strengthening the occupation and instead highlight the pain and suffering of kashmiris due to oppressive state sponsored policies." Quoting the statement of the militant outfits, KNS said: "Accusing some media men are working on the pay-rolls of state and Indian government machinery. Official sources said the Army personnel observed movement of a group of three to four militants at the Line of Control (LoC) opposite Jangarh and challenged the militants, who were heading towards Indian Territory, and asked them to surrender. However, the militants opened firing. Simultaneously, the Pakistani troops opened firing from their forward positions targeting Indian Army to facilitate infiltration by the militants, sources said. Army retaliated from this side. Exchange of firing continued for about half an hour after which the infiltrators escaped back. Troops didn't suffer any casualties or damage in firing by the militants and Pakistan Army.

"In spite of the presence of Pakistan-based militant outfits such as Lashkar-e-Toiba [LeT] and Hizb-ul-Mujahideen [HM] in the state, there was considerable dip in violence. This year [2012] we have 50 per cent drop in the terrorists violence as compared to the last year [2011]. Last year, as you know, we had 47 per cent drop in violence," Khoda added. There were conflicting reports about the car blast. While one unnamed Police officer said that the explosion occurred in a parked Maruti car on the Srinagar-Jammu highway at Bijbehara town outside Police Station, another Policeman said that it was a moving car and four vehicles were damaged with the impact of the blast. Five Lashkar-e-Toiba (LeT) militants, including a ‘district commander’, were killed in two separate encounters with the Security Forces (SFs), one in Panjwani forests and second in a nearby Laribal village, in the Handwara area of Kupwara District on March 28, reports Daily Excelsior. The Deputy Inspector General of Police (DIG), North Kashmir, Munir Khan, said that five AK rifles, 17 magazines and three live grenades were recovered from their possession. He said that all of them were foreign militants and the dairies recovered from them suggest that three of them are Abu Bakar, Ali Bhai and Hanza Bhai. Sources said that Abu Bakar, who is one among the dead, was ‘district commander’ of the outfit.

On Rehabilitation Policy, Omar Abdullah asserted that it needed changes as the neighbouring country wanted to fail it since it didn’t suit the neighbour. Without naming Pakistan, he said the neighbouring country has been thriving on Kashmir for past 25 years and "if the Kashmiri youth now started returning from that part of the country without guns, they would face embarrassing situation’’. "As the youth from across the border can’t come in open, we are examining the prospectus how they could be brought secretly. The neighbour would create obstacles and but would continue our efforts’’, he said, adding the State Government had received 1030 applications under the Rehabilitation Policy, of which, 67 have been approved.
