The Criminal Court on November 4 has freed two suspects—Ishag Ali, and Hussain Afeef, over the charges of terrorism for their alleged planning to carry-out suicide bombings in the Capital city Male, reports The Maldives Times. The Criminal Court Judge Adam Arif granted a conditional release based upon their treatment during the detention and the government’s failure to respond to it. Both were arrested in September 2017 and were charged in November 2017. The pre-trial hearings began in early January 2018 where the Court ordered their detention for the duration of the trial.

Nasheed also accused that China aiming to enslave the Maldives by providing loans to fund several major infrastructure projects, including a Maldives-China landmark bridge which connects the Male city to the Airport Island Hulhule.

Marking the first visit to the Maldives, the Indian Prime Minister (PM) Narendra Modi will attend the Oath ceremony of the Maldives’ President-elect Ibrahim Solih on November 17, reports The Tribune on November 9. Ibrahim Solih—a Presidential candidate of the Opposition Alliance, won the 2018 Presidential election held on September 23. The PM Modi has accepted the invitation with pleasure. In keeping with our ‘neighbourhood first’ policy, India looks forward to closely work with Maldives in further deepening our partnership. The PM will return to New Delhi on the same night i.e. November 17, said India’s Ministry of External Affairs (MEA) Spokesperson Raveesh Kumar.

The President-elect Ibrahim Solih is seeking the assistance from the United States’ (US) Federal Bureau of Investigation (FBI) to trace the missing State funds, reports Maldives Times on November 10. As per the reports in the Los Angeles Times dated October 30, post victory in the 2018 Presidential election, Solih met with Chinese Ambassador [identity undisclosed] to the Maldives and discovered that the Maldives now owes China nearly USD 3 billion, double the previously estimated USD 1.5 billion. The Los Angeles Times also cited that Chinese companies have leased at least seven Maldivian Islands, and at least one of the seven islands was leased below market value at USD 4 million for 50 years.

During the visit of Indian Prime Minister (PM) Narendra Modi on November 17 to attend the Oath ceremony of President-elect Ibrahim Mohamed Solih as the new Maldivian President, India is looking forward to restart its projects in the Maldives, reports Maldives Times on November 13. The outgoing Maldivian President Abdulla Yameen, who is considered as pro-China, had halted number of projects initiated by India—including a training academy for the Maldivian Armed Forces and demarcation of an exclusive Economic Zone. There are indications that the new Maldivian government will positively consider India’s Security interests in the region, including disallowing any Chinese Military base in the Maldives. The Indo-Maldivian Defence partnership is now likely to be expanded to cover various areas in the Maritime domain, claim people familiar with India-Maldives political affairs [identity undisclosed].

The Maldives’ Parliament or People’s Majlis on November 14 has supported a motion filed by the opposition lawmaker to repeal the defamation law, with 38 Members of Parliament (MPs) in support while 13 MPs in against to the motion, reports Avas. The Defamation law was passed in 2016 despite of criticism, criminalising speech deemed to be defamatory, to comment against “any tenet of Islam”, to “threaten National Security” or to “contradict general social norms”. The motion was introduced after Maldives' President-elect Ibrahim Mohamed Solih had vowed to repeal the Defamation law within the first 100 days of his government. President-elect Ibrahim Solih will take Presidential Oath on November 17.

The Defence Minister Mariya Didi stated that the Maldives have no intentions to return the two Indian helicopters gifted by India as It’s not in our [Maldivian] culture to ask neighbours to take back what they give, reports Maldives Times on November 19. The helicopters can be put to good use for medical evacuations and for search and rescue, said Mariya Didi. Earlier, the former Maldivian President Abdulla Yameen had asked India to take back their helicopters. Out of two, one helicopter is deployed in the Indian Ocean, in the Nation’s Southern Island of Addu Atoll, and the other in the strategically located Laamu Atoll. Along with the helicopters, approximately 50 Indian personnel were also there. The helicopters were gifted in 2013 after the Maldives had requested for them.

Maldives’ Central Bank tasked with investigating suspected money laundering and terrorism financing taking place between Maldives and the rest of the world, had analyzed 13 financial transactions possibly linked to crime or terrorism. 54 percent cases were suspected direct counter-terrorism funding investigations, while an additional 23 percent concerned transactions taking place between known international ‘hotspots’ for terrorism funding or laundering money, read the Annual Report released by the MA-FIU. Also, it has been proved that there have been considerable efforts by Maldivians to enter the war-racked nation of Syria via its neighbouring Turkey. More than 10 cases were handed over to the police, while another four cases are being investigated by the Counter Terrorism Centre (CTC). A total of nine cases are being jointly investigated by the Maldives Police Service (MPS) and Maldives’ Inland Revenue Authority (IRA).

The Maldives’ Minister of Foreign Affairs (MoFA)—Abdullah Shahid on November 26 has stated that the newly elected government of Maldives under the President Ibrahim Solih have entered into a new era of enhanced cooperation with India, reports The Edition. During his official visit to India and meeting with India’s Minister of External Affairs (MoEA)—Sushma Swaraj, Minister Shahid tweeted that he was “deeply touched and encouraged” after the official meeting between him and MoEA Swaraj. President Solih had discussed the matter of Maldives’ debt with the Indian Prime Minister Narendra Modi on his visit to the Maldives. The Maldives has request to the Indian government for ‘generous assistance’ as an aid of USD 250-350 million in order to manage the State budget for the coming year, said MoFA Shahid. Along with MoFA Abdullah Shahid, the Minister of Finance and Treasury (MoF&T) Ibrahim Amir and the Minister of Economic Development (MoED) Fayyaz Ismail are on their official trip to India.

There is nothing much we [current Maldivian government] can do in terms of re-negotiation about the price of the projects, but going forward, the aim would be to reduce the cost of the infrastructure projects in the Maldives, said MoF&T Amir.
