Nepal News reports that at least 12 security personnel were killed in a clash with Maoist insurgents at Malbase area on the Koshi Highway in Dhankuta district on January 1. State-owned Radio Nepal quoting the Dhankuta-based No.2 Brigade of the Royal Nepalese Army (RNA) said that eight army personnel and four policemen were killed in the five-hour battle while 10 security men were injured. The insurgents had reportedly exploded landmines targeting a security team that had gone to the area from Bhedetar to clear the obstructions on the highway.

The insurgents have called the strike in protest against the alleged killing of their cadres and a leader the pro-Maoist Madhesi Mukti Morcha by security forces after reportedly taking them into custody. Another report stated that the security forces’ recovered two dead bodies of the five abducted security force personnel in Dhankuta on December 1. A Himalayan Times report on December 3, quoting the Royal Nepalese Army sources, said a clash was going on between the security forces’ and Maoists in the Sampang area of Bhojpur district.

During a press conference on January 4, the Royal Nepalese Army (RNA) displayed 218 kilograms of explosive substances, two guns, 17 grenades, pistols, detonators and 123 communication sets confiscated from the Maoists over the last two months in Kathmandu. RNA spokesperson, Deepak Gurung, said, "Had we not been able to confiscate the explosives and arms, the Maoists could unleash massive destruction in the capital" and added that these war materials were seized due to the information provided by local people of different areas at different times.

A statement issued from the RNA Pristana headquarters said the troops attacked a Maoist base at Bankhet and engaged in a three-hour long battle with the insurgents. Further, it said that around 41 dead bodies of the Maoists have been recovered including that of ‘Bheri-Karnali Brigade commander’, Jit, from the incident site. Over 700 Maoists were reportedly involved in the attack and they have reportedly shot at the RNA helicopter used for the raid, without causing much damage. However, there are conflicting reports on the fatalities as some media reports indicated that between 40-50 insurgents have died. Fatalities, if any, on the RNA’s side have not been reported thus far.

Prime Minister Deuba said that he would consult the Election Commission, his own coalition partners and parties outside the government before fixing the date for parliamentary elections. In a reply to the Maoist demand to hold elections for the constituent assembly the premier said the government was ready to discuss all the issues raised by the Maoists and added, "But they should (first) say what are the shortcomings in the present constitution and what would be the form of the new constitution to be drafted by the constituent assembly." Also the Deuba has ruled out the possibility of international mediation in resolving the conflict and said, "Our position is that the Maoists too are Nepalis and that Nepalis should come to an understanding between themselves. And, there is no guaranty that international mediation will certainly help resolve the matter."

The King is reported to have said that he was taking over direct power because the Deuba regime had failed to fulfill its mandate. "I have decided to dissolve the Government because it has failed to make necessary arrangements to hold elections by April and protect democracy, the sovereignty of the people and life and property," the King said in his announcement. Deuba had been reappointed Prime Minister during June 2004, two years after King Gyanendra sacked him for failing to contain the Maoist insurgency. The insurgents had recently failed to respond to a January 13, 2005-deadline set by Deuba to hold peace talks.
