On January 3, former minister and leader of Nepal Sadbhavana Party (NSP) Rajendra Mahato said that rights of Madheshis must be ensured first, before his party participates in the polls to elect the Constituent Assembly (CA), reports Nepal News. Talking to reporters in Birgunj, Mahato accused that interests of the Madheshis have not been protected in the current election system and said there should be 50 percent Madheshi representation in the CA. He also demanded that 10,000 each Madheshis be recruited immediately in civil service, police and army.

The demands put forth by the party include constitutional guarantee of autonomy with right to self determination for Terai-Madhesh region; declaring 42 people killed during last year's Madhesh agitation as martyrs; providing relief and compensation to injured; formation of a new independent commission to probe alleged atrocities during Madhesh agitation; recruitment of Madheshi people in Nepali Army proportional to their population; and allocation of budget based on population, among others. On January 4, Maoist aligned Young Communist League (YCL) cadres assaulted local traders in Khodpe Bazaar of Baitadi district for organising a vehicle strike in protest against the YCL atrocities. Quoting local police officials, Nepal News reports that the YCL cadres barged into the houses of businessmen and assaulted them. On January 5, the YCL cadres assaulted few more businessmen who were organising a protest against these attacks. Marketplaces and vehicular transport remained closed in Khodpe Bazaar from early morning. Few hours before the Khodpe Bazaar incident, Maoist chairman Prachanda had said that he had already asked the YCL ranks to stop violent activities.

Cadres of the Prithvi Singh faction of the Janatantrik Terai Mukti Morcha (JTMM) detonated three bombs at three different places in the Birgunj town of Parsa district on January 7-night, Kantipuronline reports. According to police, the explosions occurred at Ghantaghar, Bypass Road and near the Truck Entrepreneurs Association office in the town. However, no damage or casualty was reported in the blasts. Police have arrested four suspects in this connection. The district in-charge of the group, Badal, has claimed responsibility for the blasts.

Police arrested a leader of the Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM-J), identified as Raj Kumar Mandal, from Lalitpur on January 7-night, according to Nepal News. A revolver was also seized from his possession. According to police, Mandal had come to the capital valley with the intention of spreading terror to derail the Constituent Assembly election. Lalitpur Superintendent of Police, Pashupati Upadhyaya, said that based on Mandal’s preliminary interrogation, police also arrested 19 other workers of the JTMM-J from various parts of the valley.

INSEC has found that six persons in Salyan, 20 in Rukum, seven in Pyuthan, and six in Jajarkot districts are serving jail terms in such labour camps. The terms were handed down by the CPN-Maoist 'Kangaroo Courts' in the past. "The detainees cook food, clean the school and cooking utensils, serve the teachers and students, and carry loads for Maoists," said Pratibedan Baidhya, the leader of the INSEC team.
