The Maoist central committee (CC) meeting held in Buddhanagar decided to form a majority based Government if an agreement is not reached with the other political parties to form a Government based on national consensus. Party spokesperson Krishna Bahadur Mahara stated that they have also decided to head the Government in its capacity as the largest party in the Constituent Assembly if the Government cannot be formed based on a majority.

The CPN-Maoist-affiliated tea estate workers seized three tea estates in Dhankuta district on August 1, The Himalayan Times reported. Workers affiliated to the All Nepal Workers’ Trade Union Federation (ANWTUF) seized the Gurans Tea Estate, Kuwapani Tea Estate and Narayani Tea Estate, alleging the management of the estates of not addressing their demands. With the objective of putting pressure on the management to meet their 13-point demand, workers of the three tea estates have been staging an agitation for three weeks. The ANWTUF Dhankuta president Gopal Tamang, Maoists’ Dhankuta secretary Kamal, Maoist leader Ghanashyam Kiranti and Young Communist League (YCL) Dhankuta president Ujjwal Kiranti led the agitating workers to the Gurans Tea Estate, broke open the lock and captured the tea estate. The workers also captured the Kuwapani and Narayani Tea Estates.

Pointing at the 'irresponsible attitude' of the Government, People's Liberation Army (PLA) personnel of the Third Division on August 3 warned to leave the cantonments. Talking to The Himalayan Times, Abiral, spokesperson for the Third Division, said they will be compelled to leave the cantonments if things did not improve in the cantonments. "We have not got allowance for 13 months and ration meant for us this month. Our personnel are having a difficult time during the rainy season. Their tents are leaking and there is no supply of drinking water," Abiral added. The debt of the Third Division had reached NR 35 million, he further added and blamed the Government for not acting as per the peace agreement. The Third Division has 6,300 PLA personnel, some of whom were disqualified during the second phase of verification. The disqualified personnel have also been staying in the cantonments.

Sarbendra Nath Shukla, a central leader of the TMLP, said that the party will work to address the Madhesh issue by remaining in the opposition. The fifth largest party in the Constituent Assembly (CA), the TMLP has decided that the new Government should be led by the Maoists. It has also advised bigger parties like the Nepali Congress (NC) and CPN-UML to join the Government and play a progressive role. The TMLP had sided with the Maoist presidential candidate during the recent presidential polls.

The four big parties – CPN-Maoist, Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Madheshi Janadhikar Forum (MJF) – on August 4 agreed to form a national unity government, according to Nepal News. The decision came at a meeting of the four parties held at the Maoist parliamentary office in Singha Durbar. According to the CPN-UML general secretary Jhala Nath Khanal, the four parties have agreed to draft the common minimum programme (CMP) for the unity Government that will be led by the Maoists. Speaking to journalists after the meeting, Khanal said the alliance of the four parties would last at least until the nation gets a new constitution. Likewise, the NC vice president Ram Chandra Poudel said the Maoist leadership's promise to abide by the past agreements has created an environment of trust. Maoist spokesperson Krishna Bahadur Mahara said the four parties have agreed to correct their past mistake and form the Government on consensus. At the meeting, CPN-UML, NC and MJF opposed the CMP proposed by the Maoists, and later the four parties agreed to prepare a CMP reflecting agendas of all the parties joining the Government.

Various diseases have gripped the People Liberation Army’s (PLA) Fourth Division camp in Nawalparasi district, The Himalayan Times reported. Many PAL personnel have been suffering from diarrhoea, viral fever, boils and skin diseases, the camp’s information chief Mahesh Adhikari said. Some PLA personnel at Basanta Smriti Brigade, Paribartan Smriti Brigade and Krishna Sen Smiriti Brigade have also been suffering from the diseases. "YF should spread to every ward of the country," Khanal said addressing the first Kathmandu Valley gathering of the Youth Force. "Prachanda today asked the YCL to dismantle its paramilitary structure. This is a victory of the Youth Force," Khanal claimed. The Constituent Assembly (CA) chairman, Subas Chandra Nembang, announced in the Parliament that the secretary at the President’s office, Ram Hari Aryal, registered the President’s message at the Parliament secretariat on August 10, asking the Parliament to begin the process to form a majority Government. The President has stated that the process under Article 38 (2) was necessary, as the CPN-Maoist could not muster support for a consensus Government within the stipulated deadline. The Parliamentary Business Consultation Committee that comprises representatives of all the parties would convene on August 11 (today) and finalise the date for the election of the Prime Minister, according to general secretary of Parliament, Manohar Prasad Bhattarai. The President had earlier provided 10 days to the Maoists to forge a political understanding to form the Government as per the Article 138 (1) of the Interim Constitution. In the election in the Constituent Assembly (CA), he won 464 votes against his rival, Sher Bahadur Deuba of the Nepali Congress, who got only 113 out of the 577 votes cast. Though the CA comprises 601 members, 594 are valid voters. The seats of six members, who had won from two constituencies in the CA elections, were reduced to one each. One member is still to be sworn in. The remaining 17 did not take part in the prime ministerial election. The two major parties, Communist Party of Nepal-Unified-Marxist-Leninist (CPN-UML) and Madhesi Janadhikar Forum (MJF) on August 14 had reached an agreement to support Prachanda’s candidacy, which was later backed by the smaller parties. The election will take place on August 15 (today)-afternoon at 1 pm (NST) at Constituent Assembly where any candidate bagging the halfway mark or 298 seats can lay claim to the coveted post. The Maoist chief commands support from 227 members of his party; 108 members of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), 52 members of Madhesi Janadhikar Forum (MJF) and eight members of People's Front (PF). In total, he will have the support of almost two-third majority. His only opponent in the election is Sher Bahadur Deuba of the Nepali Congress (NC). Speaking at a press conference organised by the Kaski chapter of Press Union, Koirala said, "Apart from NC, CPN-UML and the Madhesi Janadhikar Forum also continue to support the democratic system. Even if the CPN-Maoist tries to go for the establishment of a People’s Republic, it will not get support from two-third of CA members," he said, adding, the CPN-UML and MJF should not have handed over the defence portfolio to the Maoists because the peace process has not been brought to a logical conclusion, he said. Also, the NC leader, Dr Ram Saran Mahat, accused the Maoists of continuing to issue threats and abduct people. "The decision to mobilise PLA personnel during the PM’s swearing-in shows that the Maoists are trying to establish one-party rule," he said.

Bishnu Poudel, senior CPN-UML leader, told journalists that his party cannot join the Government in the current situation and added, "Frankly speaking, the Maoists have tried to put their minister Dr. Baburam Bhattarai in second position in the cabinet after Prime Minister. This is not acceptable to us. If the Maoists do not agree to our demand, we will not join the government. It is as simple as that." At least seven People's Liberation Army (PLA) men fled the fourth division cantonment at Hattikhor of Nawalparasi district, indicating that they have not been treated well by their seniors in the camps, Nepal News reported. According to reports, one fleeing PLA member Deepak K.C., who came in contact with media persons secretly in Damauli on August 24, said senior members in the cantonment torture combatants excessively mentally and physically. He said they fled the camp while on night duty and reached Damauli on August 23 on foot. K.C. told media persons that six other personnel have left for Kathmandu to contact the United Nations Mission in Nepal (UNMIN). He also claimed 1000 out of 2800 PLA members in the cantonment had already left the camp and more are planning to do so. Fearing action from the PLA officials and the party, K.C. sought security from journalists and rights activists.

The understanding was arrived at a meeting between the Prim Minister and the CPN-UML general secretary Jhala Nath Khanal on August 28. "The protocol issue has been resolved. Gautam will be in the second position," Khanal told reporters after the meeting, adding, the six CPN-UML ministers would be sworn in on August 29 (today) and that there wouldn't be reconsideration over the selection of ministers.

According to a report prepared by the National Human Rights Commission (NHRC), almost two years after the State and the CPN-Maoist in a written document had promised to publicise the status of disappeared citizens within 60 days, the whereabouts of at least 970 citizens remain unknown. The report said the State is responsible for the disappearance of 671 citizens while CPN-Maoist is responsible for the disappearance of 299. During the period of a decade-long insurgency, State forces killed at least 142 while Maoists killed 21 people who were taken under their control. Of all those disappeared (as per the complaints filed at the NHRC), the Government has publicised the status of 1,427 and the Maoist of 739 people. The NHRC said Maoists took citizens under their custody during the insurgency period on charges of spying against them. However, the impunity continues to prevail as the cadres of the Maoist sister organisations failed to end the culture of abduction and physical torture even after coming to public.

At least 14 persons were injured in a clash between Young Communist League (YCL) cadres and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)-affiliated Youth Force (YF) in Dhankuta bazaar on August 30, according to The Himalayan Times. The YCL and YF cadres reportedly argued over the issue of collection of donations from vehicles plying on the Koshi highway, the Dhankuta District Police Office said, adding that the dispute flared into a clash. The report added that YF cadres had attacked secretary of the CPN-Maoist's Dhankuta district office Chetan, accusing Maoist cadres of collecting donations and road taxes by violating an agreement. Chetan was taking part in a meeting of the peace committee, which was discussing the issue of collection of road tax and donation by the Maoists along the Dharan-Dhankuta section of the highway. Taking part in an all-party meeting a week ago, the Maoists had pledged not to collect road tax and donations henceforth. Meanwhile, the Maoist district secretary, Kamal, said in a press release that the party would retaliate the attack on office secretary Chetan.
