Home Minister and Deputy Prime Minister, Bam Dev Gautam, has said growing violence in Terai would be controlled by using force, reports The Hindu. There are two kinds of violence seen in the region. One needs to be addressed politically and the other has to be controlled by using force [referring to the social crimes], said Gautam at a press meet on September 1. He added that the Home Ministry would work to equip the security forces with the necessary means and resources to control violence and in six months time, rule of law would be established in the country. Meanwhile, Nepal News quoted Gautam as saying the Government would take severe measures against the armed groups in Terai if they don't come to dialogue table. "The groups not interested in dialogue will be considered as criminal outfits," he added. The Home Minister said that he was committed to return lands and properties seized by the Maoists to the rightful owners. "This will happen as per the agreement between the government and the Maoists and among the parties over the period," Gautam pointed out. He stressed that the Government would not differentiate while taking action against the Young Communist League (YCL), Youth Force and other groups if they take law in their hands.

Some 200 cadres of the CPN-Maoist have been living in four buildings belonging to the National Construction Company Nepal in Pokhara, despite Prime Minister Prachanda’s direction to return the seized land and property to their rightful owners, The Himalayan Times reported. Shushila Chhetri, a cadre living in one of the buildings at Prithvichowk, said they would not leave the buildings until the party arranged alternative arrangements for them. "Leaving our homes, we have been working for the interest of the party and the people for many years. The party should pay rent for our shelter or arrange settlements for us," she demanded.

The party also regretted the attack by YF cadres on Maoist district secretary, Chetan, on August 29-evening following a dispute over collection of tax by the YCL cadres from vehicles plying on Dharan-Dhankuta road. The fight between the YCL and the YF cadres ensued when the YF cadres attacked and injured Maoist District Secretary Kamal Rai at Madanchowk in the morning and the YCL cadres retaliated. The police fired tear gas shells during the clash to contain the situation. The district administration thereafter re-imposed an indefinite curfew.

Even as Prime Minister Prachanda sought more foreign investment and assured full security to industries, the Maoists on September 2 forced the closure of the closure of Indian ayurvedic company Dabur’s subsidiary in Nepal, reports The Hindu. After stopping the Dabur-sponsored annual beauty pageant a few weeks ago, the Maoists-affiliated All Nepal Trade Union Federation Revolutionary on September 1 forced shut, indefinitely, Dabur’s main factory in Bara district, 250 kilometres south of Kathmandu. The union is demanding 10 per cent bonus for the workers and other benefits. The closure has reportedly jeopardised employment of over 700 people. Addressing a meeting in Kathmandu, senior Maoist leader Khim Lal Devkota on September 2 said: “It is futile to talk about industrial security until the workers’ rights and welfare are guaranteed.”

Nanda Kishor Pun, deputy Commander of the Maoists’ People's Liberation Army (PLA), has warned that any obstruction in integration of the Nepali Army (NA) and the PLA into a national army as per the peace accord would invite conflict, reports Kantipuronline. Speaking at Reporters' Club on September 3, Pun said that unification of the two armies is essential to take the peace process to a logical end, warning, "those who are against integrating the PLA into NA are in favor of inviting conflict. There will be conflict if the two forces are not united." Pun, who is set to become chief of the Maoists' army after Prime Minister Prachanda quits the post, said that the integration process would begin within three months and the task would be completed within six months. Hinting at the Maoists intention to downsize the national army, he also claimed that a 50-thousand strong army would be enough for the country. Conveying that the Maoists have no plan to take action against the NA chief Rookmangud Katawal, he said, "We are not in favor of changing the Army Chief. I urged the NA Chief to correct the tradition of giving controversial political remarks."

Cases filed in 2001 against Maoist second-in-command, Baburam Bhattarai, and spokesperson, Krishna Bahadur Mahara, on charges of attempted murder and illegal possession of arms are yet to be withdrawn and the court record states Bhattarai and Mahara are still at large, the report said. “Fifteen cases, filed against the Maoists, are still pending in court,” said Govinda Basnet, an official at the Office of the Government’s Lawyer in Surkhet.
